Brief Implementation Description

The project was commissioned by the International Solid Waste Association, working on behalf of the Climate and Clean Air Coalition (CCAC) Municipal Solid Waste Initiative, in Dar es Salaam, Tanzania. The activity called “Community Awareness Raising Campaign through Cleanest Neighbourhood Competition Program for two sub-wards in Kinondoni, Dar es Salaam” was part of the CCAC Work Plan project for Dar es Salaam.

The goal of the Community Awareness Campaign was to facilitate awareness raising on environmental and solid waste management problems and solutions in households through introduction of the “Cleanest sub- ward competition”. This programme aimed to motivate behavioural change at the community level as to achieve proper solid waste management in selected project areas. The project was realised via various measures including: improved solid waste collection services, and guidance and support offered to the community leaders, providing them with sound solid waste management solutions.

The programme experts worked closely with the Kinondoni Municipal Council, specifically during the area selection of the project. The proposed zones considered were low and middle-income areas with unplanned settlements, gaps in solid waste management, and limited accessibility.

The Municipality also worked closely with other project partners during the various stages of implementation. The concept was introduced to representatives of the selected two wards, Makuburi and Mabibo, in Dar es Salaam. Eleven sub-wards from Makuburi and Mabibo wards indicated their interest to take place in the campaign. After reviewing the evaluation criteria and receiving consensus from all partners, two (2) sub-wards, Kibangu and Mwongozo, from the Makuburi ward, were selected as the project area.

The cleanest neighborhood competition concept was introduced through a capacity-building event provided to municipal representatives and community leaders. The workshop targeted the improvement of solid waste management knowledge and covered the proper delivery of a reliable waste collection service. This will ultimately encourage citizens to give waste to the authorized service providers and pay their waste fees. Awareness campaigns were conducted through door-to-door visits, contact with community and school groups, educational programs, and monthly community clean up events.

An environmental committee, through the support of a BORDA field social facilitator, monitored waste collections and overall community satisfaction on the provided service. The aim was to track community behavioural change and fill the identified gaps.

Feedback was provided to all stakeholders through meetings and formal printed letters and emails.

Project beneficiaries

The total number of beneficiaries is 29,804 people living in 6,623 households from two sub-wards: Mwongozo (14,194 people from 3,552 households) and Kibangu (15,610 people from 3,071 households) in Makuburi ward. Project timeframe

The project began on 29 September 2015 and ended on 1 November 2016.

Description of Project Partners and Responsibilities

BORDA

The Bremen Overseas Research & Development Association (BORDA) is a non-profit development organization aiming to improve the living conditions of disadvantaged communities and engage in environmental activity by expanding basic needs services. The main focus areas are decentralized sanitation, water and energy supply as well as wastewater, sludge, and solid waste management. NIPE FAGIO

Nipe Fagio, ("Pass me the Broom" - a registered TZ non-profit - 2013) is a Community Based Initiative whose vision is a cleaner, healthier, and safer Dar es Salaam. Nipe Fagio educates and empowers individuals, civil society, and the private sector and government, and encourages them to take action toward this shared vision. Joint collaboration between BORDA and Nipe Fagio

The project implementation was led by BORDA and supported by Nipe Fagio with clear roles and responsibilities. Nipe Fagio created awareness through:

1. Coordinating a door-to-door visit campaign to increase knowledge and change attitudes of citizens pertaining solid waste management at source, including waste separation, contracts with service providers, reduce open burning, littering and the dumping & burying of waste and increase recycling.

2. Organizing community clean-up events. This activity encouraged the community to organise monthly clean ups and it became a usual practice by the end of the project period.

3. Establishing a school program. The school program engaged students in workshops, and supported waste and sanitation education knowledge sharing in schools. Thereby students and

schools could adopt better waste practices and students can share their knowledge with their families and other community members.

4. Organizing community group visits. The group visits increased know-how, changed attitudes concerning waste, encouraged improved waste management practices and motivated individuals and groups to keep their environment clean, and to educate others.

The Project Components

1. Establishment of a project platform (consisting of representatives from the DCC, Kinondoni Municipality, Nipe Fagio and other stakeholders) after defining the project with ISWA. The aim of the platform was to introduce the project to stakeholders and discuss potential approaches of the project implementation.

2. A project area (at the sub-ward level) was selected and subsequently endorsed by BORDA and the Kinondoni Municipal Council.

3. A baseline study was conducted to investigate and understand community needs, the knowledge and attitudes of households pertaining solid waste management, and collection of basic waste generation and management data.

4. An awareness raising campaign was organized to encourage source separation of waste on the household level and the payment of collection fees to a formal service provider.

5. Incentives were established for community open space to be used as a recreational area.

Establishment of the Project Platform Through Stakeholder Engagement

The establishment of the project platform took place through introduction of the awareness raising program to Dar es Salaam City Council (DCC) and the municipalities. This event meant to trigger stakeholder’s engagement leading to the identification of partners’ roles and responsibilities. Kinondoni Municipal Council helped to select the project area. Subsequently, the project lead introduced the concept of the awareness raising campaign and emphasized the competition aspect of the campaign and that the cleanest sub-ward will be the winner.

The project concept was introduced to eleven (11) sub-wards in two (2) wards. Nine (9) sub-wards applied to compete for hosting the project in their area. Two (2) sub-wards were selected, based on their compliance with the established criteria.

Participants had to fulfil the following criteria:

- Provision of solid waste collection services to the citizens.

- Capability and commitment of the sub ward leaders, environmental committee, and tencel leaders and their ability to drive the project implementation independently.

- Provision of an open space which would be used either as additional waste collection point, or could be developed into a community recreational space for the winning sub-ward.

- Demonstration of interest of community members to apply to be in the program (based on the community general assembly meeting report)

All sub-wards who applied received information about the result of the selection process and notice whether or not their applications had been successful.

Kibangu and Mwongozo sub-wards from Makuburi wards successfully met the selection criteria and were appointed as the project implementation area. Next, the two sub-wards, together with the respective ward and sub-ward leaders, developed a participatory implementation plan, which included a timeline with all actions to be conducted. The main tasks in the programme were awareness creation and encouraging the community to pay waste fee; provide contracts for the waste collection service and introduce the service provider to the citizens; creation of the solid waste collection zones and identification of a zone supervisor; and community clean up event and removal of illegal dumps surrounded to community areas. All these activities were prepared by the leaders who presented the results to the community general assembly for their approval.

Implementation of the Awareness Raising Campaign

Conduct community baseline survey on solid waste generation and management in Mabibo and Makuburi wards

A baseline report was conducted to assess households’ attitude toward waste generation and their waste management practices. The average waste generation in Kinondoni is approximately 0.42 kg/cap/day according to multiple sources. In total 1,000 households were interviewed in Makuburi and Mabibo wards, with approximately 500 families in each of the areas. A waste composition analysis took place in 100 households (50 HH in each ward). According to the analysis, 51-59 % of the generated waste was of organic nature. Although, samples were not enough to be statistically representative, the results clearly showed that households would be willing to participate in the formal waste management system and pay waste collection fees, assumed there is a regular collection service provided by the municipality. Most of the households did not have proper waste separation practices and those who did sorted out mainly the plastics (to be sold to middle men) and the organic waste fractions (to be fed to animals).

Awareness Raising Campaign to Encourage Source Separation and the Payment of Collection Fees

1. Main Activities of the Project

1.1. Capacity Building to Wards, Sub-wards and Tencel Leaders

A workshop for ward & sub-ward leaders was conducted on 8th March 2016 in Makuburi sub-ward and on 30th March 2016 in Mwongozo sub-ward. 39 sub-ward leaders received training about a general overview and possible improvements in solid waste management. At the end of the capacity-building event, the participants agreed on implementing a systematic solid waste collection in their respective administrative areas. Sub-wards managed to seek a service provider with the support of BORDA. They established, evaluated and provided written contracts to the service providers, renewable on a quarterly basis. These sub-wards had no formal waste collection service before participating in the awareness-raising programme. The primary practice was to give the waste to informal waste collectors who dumped the waste illegally in the streets or in the river.

On the 19th April 2016 in Kibangu sub-ward and on the 20th April 2016 in Mwongozo sub-ward, a total of 94 tencel leaders were trained on basics of solid waste management topics and strategies to improve the efficiency of the service. These included close follow up and supervision of waste collection schedules of the service providers, fee collections, and solid waste management separation at source, and holding meetings focusing on discussion about their respective areas to receive feedback from the community’s satisfaction with the service.

Positive results were observed through the tencel leaders’ engagement on supervision of solid waste management services, due to their very good relationship with the community members. Tencel leaders manage all key solid waste documents in both sub-wards, such as the list of dwellers in the area of their supervision, names of all households paying for solid waste collection fees, legal receipts, waste collection schedule and copies of monthly contracts of with service providers.

1.2. Improved Solid Waste Management Offered

BORDA supported the responsible leaders of the two selected sub-wards to evaluate equipment of the service providers, such as trucks, pushcarts, protective gear, as well as the number of permanent and temporary staff, and their level of experience. New solid waste collection services were introduced after evaluation and the changes were explained to community members in a community general assembly. The community was consulted and agreed upon the amount of collection fees. Waste collection fees ranged from 2,000 TSH to 5,000 TSH per household per month and 3,000 TSH to 100,000 TSH for business areas per month.

In Kibangu, the service provider called Larkspur & Decoration Company was contracted and in Mwongozo the Majaliwa Group was tasked with providing waste collection. Both service providers had a 6 months contract as a probation period. In order to maximize supervision of solid waste collection, zones were created in both sub-wards. Two zones, A and B, were established in the Mwongozo sub-ward and five zones, Zone A- E, in Kibangu sub-ward. The zones were managed by sub-ward environmental committees and tencel leaders.

1.2.1. Service provider agreement:

The collection schedule and waste collection fee rates were shared with the members of the community.

The service provider agreed to conduct the following activities:

1. Remove illegal dumps in order to encourage people to hand over waste to the formal service providers, instead of dumping or burning it.

2. Submit monthly collection report to sub-ward & environmental committee.

3. Collaborate with environmental committee and tencel leaders.

4. Assist to collect waste during community clean up events.

1.2.2. Installation of community posters to address solid waste management

10 small posters were installed in Kibangu (5 posters) and Mwongozo (5 posters) with the message of ‘Don’t dump waste’ as well as indicating the amount for a penalty in case of non-compliance with the policies.

2 large posters were installed in Kibangu (1 poster) and Mwongozo (1 poster) with solid waste management related messages and about the responsibilities of individuals to live in a clean community.

Success of the Capacity- building and Improvement of the Offered Solid Waste Management:

1. Regular payments of the waste fees and receiving legal receipts in exchange increased the trust of community members and leaders.

2. The personal introduction of solid waste collection service providers helped to minimize and remove all illegal collectors in the areas.

3. More than 20 illegal dumps were removed for free (without any financial support from the project), only community members, leaders, and service providers participated in the activities.

4. The cooperation between ward and sub-ward leaders and tencel leaders increased significantly. This is a very positive result as good and effective communication is a must in development activities.

5. The level of accountability increased as community leaders became more aware and took action on solid waste management problems.

1.3. Introduction to service provision and cleanest community program: Door to door community awareness raising (Nipe Fagio)

The aim of the door-to-door awareness raising was to introduce the new collection service and the service providers and to encourage individual engagement for collection services through the distribution of letters to the households. A total of 700 households were reached in Mwongozo, which covered about 60% of the existing households in the sub-ward. In Makuburi sub-ward, 1,000 households were contacted, about 80% of families in the area.

By speaking to individuals at a household level, awareness was created on the effect of poor solid waste management on human health. Information Education Communication (IEC) material distributed including the following key messages: (i) ‘Don’t dump, bury and burn your solid waste’ (ii) ‘Pay your waste collection fees’ (iii) ‘Minimize use of plastic bags’ (addressing waste reduction), and (iv) ’Separate at source’.

1.3.1. School Visit Program (Nipe Fagio)

A total of 226 students from 8 schools were visited and called on to take active part in the awareness raising programme. Six of the institutions were primary schools and two of them secondary schools. The modules of the school visit programme were developed with a participatory approach, which resulted in students’ enthusiasm and their active and continuous contribution. The modules encompassed the followings activities:

• Module 1- General awareness on what is waste and waste management

• Module 2&3- students choice of a predetermined activity such as solid waste classification and solid waste separation, creation of recycled products from solid waste (e.g. balls, crafts, etc.), or composting. Their activities intended to raise awareness to their peers.

• Module 4- Students presented their activities to the school assembly.

• Module 5- Students presented the result of their awareness raising activities to their peers.

More details of the school visit programme can be found in Annex III.

Success of the School Visit Program

1. Teachers, students, and Nipe Fagio staff had a very strong cooperation throughout the activities. Proper time management and a proactive approach of both teachers and students made the program run smoothly.

2. Teachers who taught subjects on environment from Ubungo Kisiwani School established a recycling project by setting up a plastic bottle collection system and selling the bottles to a nearby recycling depot.

3. Students wrote poems and songs on solid waste matters to encourage their peers and parents to improve solid waste management practices. The songs/poems and other messages reached 5,500 students during the school presentations.

1.3.2. Community Groups Awareness Program (Nipe Fagio)

Nipe Fagio managed to visit all community groups identified in the project area such as community environmental groups, women groups, and small entrepreneurs (community based organizations). All meetings were conducted based on a previously agreed group meeting schedule. Approximately 30-60 minutes were dedicated to solid waste management awareness. A total of 22 groups, consisting of a total of 310 people, were visited.

The topics covered during the discussions included:

• The relation of poor waste management to health risks,

• Management of waste according to law/regulation,

• Waste reduction,

• A call for action upon seeing pollution or the need for service.

Success of the Community Groups Awareness Program:

1. The majority of women who participated in the community awareness raising campaign agreed that they will stop to burn plastic bags (which they did in order to light up charcoal) as they understood that burning plastic materials causes cancer and other respiratory diseases.

2. It was observed during follow up visits at the households that women groups improved their waste management practices and were paying their waste fees. In comparison, women who were not member of any groups were more reluctant to take action. This finding proves that group education is more efficient, mainly because of the multi-lateral encouragement and peer awareness of the group members.

3. The understanding of the community on why waste fees should not be paid to illegal waste collectors increased significantly.

4. Entrepreneurial groups have seen that stopping to use plastic bags could be an opportunity for other community based organisations to introduce re-usable bags or alternatives for replacing the bags, and benefit from the idea environmentally and economically. They seek technical and financial support on how such a project could be implemented.

1.3.3. Community Clean – Ups (Nipe Fagio)

Sub-ward and tencel leaders organized community clean up events in close collaboration with Nipe Fagio. More than 280 community members participated in the three clean up rounds that were organized in total during the project period. Clean ups were conducted on the last Saturday of the respective month. The number of community members participating increased gradually.

Success of the Community Clean – up Events:

It was considered a big success that the service providers agreed to remove the collected waste for free after community clean-up events.

Another great achievement of the events was that the number of community members contributing to the clean ups increased from 20 people to more than 100 at the last activity, which took place just before the project was completed.

Incentive for Cleanest Sub-ward Competition

Judgement Process

A one-day workshop was conducted for ward and sub-ward leaders to develop and approve evaluation criteria and guiding questions. At the same time, a judgement committee team was formed which consisted of 5 people (i) a ward health officer (ii) a representative of the environmental committee from each selected sub-ward (iii) a participant from the sub-ward committee or a community representative from the two selected sub-wards.

The Selection Committee evaluated the competing parties based on the questionnaires developed previously (see appendix). The Mwongozo sub-ward was judged to be cleaner against the Kibangu sub-ward. The Selection Committee presented the evidence for their decision the form of pictures showing the ‘before and after’ status of the areas.

Prize for the winning sub-ward

Originally, the prize for the winners was intended to be the construction of a recreational place within the sub-ward. However, due to the changing demands, the winning sub-ward office was painted, decorated with drawings, and solid waste management related messages and benches were installed. The main reason for the change in prize was that the public open space allocated by the local leaders seemed far from the majority of the households - thus it was less likely that people would have used the recreational area. Sub-ward leaders were also concerned about the management and operation of the space. Furthermore, the budget allocated for the prize was too limited for the renovation of the land and for installing a playground at the same time.

The suggestions for the change came from sub-ward leaders, by submitting an official letter to BORDA.

Lessons learnt during the implementation period

Lessons learned from the project

1. Community clean up events are a tool for behavioural change and need to take place on a regular basis. These events require significant funding, commitment for announcements from the facilitators, and commitment from the individual participants to pick up and collect the garbage.

2. Service providers tend to give more priority to serve businesses compared to servicing households. A change in community behaviour is needed to encourage people to pay for solid waste collection to the service provider and avoid informal waste collectors.

3. Law enforcement is still a challenge, due to the local bureaucracy, the lack of follow up for city court procedures, lack of capacity in the local municipal offices, and lack of general awareness on solid waste management laws and by-laws in all levels of society and leadership.

4. Tencel leaders have an important role in managing solid waste activities; this was also demonstrated throughout the programme, where they drove their communities to achieve significant results and changes.

5. Capacity building and knowledge exchange increases household’s accountability to sub-wards on their responsibilities pertaining solid waste management.

6. Rivers and open spaces, if not well managed, are subject to littering and can become illegal dumpsites or increase the amount of marine litter.

7. Community self-selection and competition are key factors for successful projects, as such activities build on community’s pride. It might take a long time for stakeholders to engage, however, it has a high potential to lead to positive outcomes and significant achievements.

8. Competitions can be a very effective form of engaging local government authorities together with community members to advance their communities as long as the ‘prize’ for the winner is deemed interesting by the participants.

Sustainability

In order to maintain the successful intervention results, leaders did commit to have an agenda for environmental protection and to enforce specific solid waste management in all sub-ward committees and community meetings.

The ward leaders agreed to provide support to sub-wards through health and community development officers, who would occasionally visit the areas.

The officers observed some challenges, especially near the Gide river and at open spaces, where illegal dumping practices were prevalent over a long period of time. BORDA & Nipe Fagio agreed to make a close follow up and remind leaders whenever they see that this is required.

Summary

This report highlights successes and lessons learned obtained during the implementation phase of the awareness raising campaign. The program was managed mainly by the community and their leaders. The endeavour for an improved solid waste management requires commitment and change of behaviour of both the leaders and the individuals within a community.

We express our appreciation to the International Solid Waste Association (ISWA) and the Climate and Clean Air Coalition (CCAC) for the commissioning and funding of this program as to increase the motivation of communities to clean up and maintain a clean environment.

Annex I. Success stories

1) “Solid Waste Collection Changed my Life” – The Success Story of a Local Service Provider

Majaliwa is a father of three children and works as a service provider for solid waste collection in the Mwongozo sub-ward. He likes doing his job with passion and energy and spends over 10 hours a day serving the community by improving his business.

With more than three years’ worth of experience in the solid waste management business, he observed many challenges originating from less commitment and accountability of leaders and the local communities. Majaliwa says “I am very proud of my business, as I am able to pay school fees for my

children, provide all basic need services for my family, and at the same time, I can positively impact the community’s health and the environment.”

The local service provider said that despite the experience he has in solid waste collection services, it is the first time for him working in a community, where leaders and a high percentage of community members have sufficient knowledge on solid waste management to accept collection services and pay their waste collection fees. He had never signed any legal contract with sub-ward leaders before, which led to poor response from the community members. Having a legal agreement now with the Mwongozo sub-ward to collect waste makes him feel proud and increases the public acceptance of his work.

Majaliwa claims that the “Cleanest Sub-ward competition” has significantly helped and improved the quality of his waste business. Training and awareness raising to leaders and communities, emphasizing the importance of waste fee payment and regular monitoring of service provider tasks has increased the effectiveness and efficiency of his work as well. As a result, the willingness of households to pay for waste fees has accelerated operation of services in the area. Now up to 73% of households are served and 80% of community members are willing to pay their waste charges.

The demand of solid waste collection outside the sub-ward is also positively perceived by Majaliwa.

2) Cleanest neighbor competition - Community Outreach Success Story

Anifa Chuwiri, a Makuburi ward councilor, has set the priority to make sure that the Makuburi ward is clean. The intervention by the Cleanest sub-ward Competition was a great opportunity for her to clean up the ward, since the project started immediately after she was elected for the councilor role.

She said that through the program tremendous change was made towards environmental cleanliness. Currently in the sub-ward, the number of illegal dumps and waste hotspots (areas used as collection points from where waste is not removed

frequently) were minimized. People stopped solid waste burning and burying habits. Now they are paying their waste fees and service providers collect garbage according to an agreed schedule.

Chuwiri says, “The choice is ours: we either go back where we have been for many years or we will maintain the level of cleanliness where we are now. Together we can make this possible. All of us should watch each other’s neighborhood, how waste is managed in our households and report immediately, if anyone is doing something bad to our environment. We will ensure our sub-ward is maintaining its cleanliness and together, with sub-ward leaders, we have made our own schedule to have weekly clean ups as our efforts to keep our sub-ward clean and mobilize the community to have the sense of responsibility to clean their environment.”

3) A Successful School Program

Mr. Mkondokwa is a teacher at Kisiwani primary school. His passion and enthusiasm to conserve the environment has greatly contributed to the improvement of environmental protection in school compounds. He implanted the passion into students to care for their environment. As a result, the school even started the recycling of plastic bottles.

In March 2016, Nipe Fagio initiated a school program at Kisiwani primary school where teachers and students learned about waste and its impacts on human health and the environment and learned about solutions towards proper waste management. The school program also offered students and teachers a good opportunity to be involved in an actual solid waste management project.

Mr. Mkondokwa’s conclusion in his own words were: “We feel honored, privileged and cared to the climax to be a school which is part of this program and…that now we opened our eyes and we know what we didn’t know before about waste problems and what we can do about them. Since the project started, I have already noticed some changes among my students. Most of them are not littering or dumping waste anymore. We are making good progress and we hope we can do even better than this as we continue educating and reminding students about don’t bury, litter or dump your waste.”

4) Achievements in Door to Door Awareness Raising

Beatrice Msunda is a Mwongozo tencel and environmental committee chairperson. She is mother of three children. As a resident of the Mwongozo sub ward, she has been proactive in mobilizing the community to clean their environment. Because of her commitment and voluntary work, the communities chose her as chairperson for the environmental committee of a sub-ward.

During the implementation of the “Cleanest sub-ward Competition”, she was very active and devoted her time to go together with the Nipe Fagio Youth ambassadors from house to house to raise awareness on proper solid waste management and to distribute letters which contained detailed information about solid waste collection.

She said, “I will work day and night to make sure

my community has this information. As they now understand the impact of doing such actions, we experienced drastic changes in the community. People minimize burning practices, there are no…illegal dumps and people are paying waste fees on time. She said, ‘Frankly speaking, door to door awareness raising helps a lot. If it was my decision, I would suggest even other sub-wards to implement this program and it will make the entire city of Dar es Salaam …be clean. We are very sure, that even if the project is coming to an end now, for our efforts and commitment, it will just be the beginning”.

5) Cleanest Sub-ward Award

Mr. James Ngoitanile Mwongozo, a sub-ward chairperson said, leaders always used to tell people that it is not possible to make changes on solid waste management issues without support from the respective Municipal Council. However, this does not have to be the case, as it only requires motivating incentives for the local leaders to work hard to make their environment clean.

He said: “As (a) Mwongozo sub-ward citizen I am very proud of my sub-ward to win and to obtain a comprehensive program which equipped me with enough knowledge on how to properly manage solid waste at my family level and at community (level) in general. The improvement of our sub-ward office is very positive to the majority of community members, leaders and even for those who are passing nearby our office. Community members are happy to use the renovated benches. ‘Proud of my communities, Proud of the clean environment.’

CLEANEST MTAA PROGRAMME TRAINING AND AWARENESS MEASURES - ENGLISH

1. AWARENESS AND TRAINING PACKAGES School Outreach Program • Module 1: General awareness raising presentation on Solid Waste Management practices. The

content covered basic information about solid waste and its impact on community health and environment.

• Module 2: During module 2 students brainstormed and developed innovation activity or a project that supports to increase awareness and improved practice in solid waste management within the school and at home.

• Module 3: During this module a creative workshop was conducted. In this module the students created a product for presentation to the school assembly. E.g. posters, song or announcements as discussed and agreed in the previous module.

• Module 4: Students pitched the product made on module 3 at school assembly and educated other students through the messages on the product designed

A detailed description of the School Outreach Programme can be found in Annex III.

2. TEST FOR ALL MODULES All schools were tested to satisfy whether the messages penetrated to schoolchildren.

• List of questions will be provided to teachers responsible to health and environment subject to ask. Project lead will be observing and evaluating this tasks.

3. COMMUNITY OUTREACH PROGRAM This program aimed to reach to all groups existing at the project area. The visit was planned based on group meeting schedule. • Visit 1: A participatory awareness raising presentation on waste management. The content covered

basic information about solid waste, its impact on community health and the environment as well as proper waste management practices.

• Visit 2: Presentation about the reduction of solid waste management (separation discussion included). Topics discussed are: rethink/refuse, reuse/repair and recycle.

• Visit 3: General knowledge, practices and altitudes towards solid waste separation and management. It was tested whether the participants started to practice what they learnt and whether they succeeded to establish habits (e.g.: discussions about what went well and what challenges was observed). All challenges were addressed with the group members.

4. VISITS EVALUATION All groups were tested and evaluated based on topics discussed at all 3 visits.

5. COMMUNITY CLEAN-UP PROGRAM • Pre-event meeting was conducted aiming to select an area targeted for clean-up event. Supervision

and equipment for the event, such as collection bags and gloves were provided and the municipal trucks carried the collected waste to the final dump site.

• The strategy to create awareness and encourage community members to volunteer on clean-up event was implemented.

• Approximately one hour was dedicated for this event. Participants were encourage the “walk and pick” methodology.

• The organizers obtained feedback from participants on their evaluation of the area before and after the cleanup activity.

6. AWARENESS RAISING - BORDA Objectives The awareness raising campaign promoted the improvement and coordination of solid waste management, which tackled three target groups. 1) The community as the main producer of waste, 2) the service provider as the collector and 3) the local government authorities as the responsible institution for waste collection. The main objectives were source separation of waste, warning about health effects of open burning and encouragement for paying the waste collection fees. 6.1. LOCAL GOVERNMENT AUTHORITY TRAINING/AWARENESS RAISING

The Sub-ward leader training program on "Overview of Improved Solid Waste Management" intended to bring the community leaders on board, show them solutions for waste problems, introduce them to the cleanest community competition and advise on how to select Service Providers. 6.2. COMMUNITY LEADERS & TENCEL LEADERS

The Tencel leaders will get a simplified training on "Overview of Improved Solid Waste Management", the cleanest community competition and will be introduced to implementers one creation and supervision upon Tencel leaders’ approval 6.3. INTRODUCTION TO SERVICE PROVISION AND CLEANEST COMMUNITY

PROGRAM Door-to-door community awareness raising about new Solid Waste Management systems. The organizers handed out a letter about laws, services and individual contracts for signing on waste separation at home and the avoidance of burning of waste, participation in the cleanest community program and the first community clean-up. Nipe Fagio Training Programme Description - English

Cleanest Street Program and Hands-on Training programme provided by the Nipe Fagio YOUTH Group This program was established in 2014 in the river improvement project Mlalakua to provide better knowledge about storage of waste in the city of Dar es Salaam. This program is run by young university graduates in science and environmental subjects. These young people have been trained on Nipe Fagio’s strategy and have experience in conducting community meetings, social hygiene and environmental education in schools and community groups (group homes). The Nipe Fagio youth Ambassador’s team have been trained on: ● Skills in presentation. ● Contacting stakeholders. ● Operating empowerment related activities and social gatherings. ● Develop guidelines for environmental education in schools and in the community. ● Prepare and deliver a message about behavior change. ● Community mobilization. ● Time management and report writing. WORK CONDUCTED WITH THE YOUTH GROUP OF NIPE FAGIO: APPLICATION OF SCHOOLS: Four schools were visited in each neighborhood. The program included a 5 modules and more than 30 students per school were involved in the modules 1 to 4. Module 5 is presented as a lecture to the entire school. Module 1: Provided general education, explained better conservation of the environment, especially in terms of waste and its impact on community health and the environment. The activity was facilitated by Youth Volunteers Nipe Fagio (Youth Ambassadors) Training topic: ● What is waste disposal? and why is it bad? ● Examples of pollution of air, soil and water ● Do not dispose or burn waste ● Ways to reduce waste (reduce, reuse and restore) ● Implementation Module 2: In Module 2, students discussed and organized the work or project that increased awareness about the best storage of waste within their schools and homes in which they live. Discussions in the group – Nipe Fagio Youth Ambassadors give guidance on activities that students will do: write a song, draw posters and plan a restoration project. Students are required to split into groups that are easier to cope with. In these groups -Each group prepares a song, poster or plans a restoration project. The group prepared a poster after a freely chosen topic. The groups pick a restoration project and create a poster to inform the public about the recovery. Module 3: In this module an innovative workshop was conducted, students prepared a topic that was present on the school public image song, poster or announcement as explained in the last module. Nipe Fagio equipment enabled students to improve the quality of their work and the organizers adviced students to prepare for presentations in front of the entire school. Module 4: Forming the message and practice before presenting the lecture to the school. Each group presented their project to classmates, classroom and Nipe Fagio Youth Ambassadors helped improve their work by providing feedback at which parts to make adjustments. Module 5: The students present their projects for fellow students to encourage the entire school to have the same goal of having a clean environment. Nipe Fagio Youth Ambassadors gave a short speech and the idea of what is going on at the beginning and at the end of the exercise. The whole school is invited to a student’s gathering. Education community On social groups, Nipe Fagio Youth Ambassadors visited almost all kinds of the community groups, environmental groups, entrepreneurial, community based organisations and women groups. In every household the team visited they offered education for 10 previously set categories of environmental issues. The group delivered inclusive education, related to better control of waste. The main messages were related to waste, hazardous waste and environmental health in the community and provided different ways of how best to manage waste. Three subsequent visits were conducted to each participant.

3. Visit Follow up with the groups whether there are any changes since they got educated. Tried to mobilize the community on how best to control waste and devised the best way to make these changes sustainable. Sanitation education In partnership with Local leaders (Sub-ward and Tencel leaders) and motivated community members to Nipe Fagio visits three times in every household of the community. Individuals are invited by their local leaders to the sanitation education. If their officials are mobilized, then community is more willing to to participate in a sanitary and hygiene management activities in general. Sanitation and waste collected in this community are transported to disposal by the service provider of the relevant area. SESSION AFTER THE SANITATION: Two weeks before the social hygiene education was carried out, sub-ward leaders did a session for planning the activities. Tencel leaders dedicated to the community are invited to the meeting by the ward leader. Participants discuss and agree on the date, time, location and directions on how the sanitation and hygiene education will be conducted. Moreover, the meeting place and waste collection areas are agreed upon. COMMUNITY CLEANUP PROJECTS: On the day, sub-ward leaders and community members gathered in the previously selected area. Nipe Fagio Youth Ambassadors provide parcels and gloves for all participants of the activity and clarified the methodology. After the participants’ comments and questions, they wer divided into groups with assigned leaders. The groups scattered in the area, using the so called walk and pick method to collect waste. Nipe Fagio Youth Ambassadors ensured that everything was going as planned, checked time schedules counted participants and the number of bags of garbage collected. By the end of the activity some lectures were provided to all participants to recall the reasons for avoiding littering. The teams remained in the area until the desired purity was reached and the service provider transported the waste from the relevant area. DOOR-TO-DOOR EDUCATION: The goal of this project was to introduce a house-to-house service provider for waste collection in the community. The activity was executed in cooperation with the local government especially the tencel leaders. Nipe Fagio prepared letters and reports for the contract provider, schedule, and fees for garbage disposal and the rules and penalties for those who are noncomplying, burying and burning waste. For every 600 households 100 households were visited, depending on the number of households in the neighborhood concerned. The neighborhoods were divided into zones based on the number of officers in the respective neighborhood. In partnership with Nipe Fagio Youth Ambassadors 15 – 25 households were visited in each neighborhood.

Each household signed a letter, and agreed to the amount of fees to be collected by the service provider. Nipe Fagio Training Programme Descirption - Swahili2 Orodha ya Mafunzo Kwenye kazi za Nipe Fagio – Cleanest Mtaa Program PROGRAMU YA VIJANA - NIPE FAGIO. Programu hii ilianzishwa mwaka 2014 katika mradi wa uboreshaji wa Mto Mlalakua ili kutoa elimu juu ya uhifadhi bora wa taka katika jiji la Dar es salaam. Programu hii huendeshwa na vijana waliohitimu chuo kikuu katika masuala ya sayansi na mazingira. Vijana hawa wamepewa mafunzo na Nipe Fagio na wana uzoefu katika kuendesha mikutano ya kijamii, Usafi wa kijamii na kutoa elimu ya mazingira mashuleni na kwenye vikundi vya jamii ( vikundi na majumbani). Katika utoaji wa elimu huzungumzia zaidi madhara ya taka katika mazingira, afya kwenye jamii na fahari ya kuwa na mazingira safi. Vijana wamepewa mafunzo ya; ● Ujuzi katika uwasilishaji. ● Mawasiliano. ● Uwezeshaji na uendeshaji mikutano ya kijamii. ● Kuandaa miongozo ya elimu ya mazingira shuleni na katika jamii. ● Kuandaa na kutoa ujumbe juu ya mabadiliko ya tabia (behavior change). ● Uhamasishaji wa jamii. ● Kuheshimu muda na uandishi bora wa ripoti. KAZI YA VIJANA WA NIPE FAGIO: PROGRAMU YA SHULE: Tunatembelea shule 4 kwa kila kaya. Programu katika shule inajumuisha moduli 5, wanafunzi zaidi ya 30 kwa kila shule hushiriki kwenye moduli 1 mpaka 4. Moduli ya 5 inawasilishwa katika mhadhara wa shule nzima.

Na kundi kuandaa mradi wa urejeshaji huchagua ni alama zipi ziwekwe kwenye viroba na bango la kujulisha umma juu ya urejeshaji. Module 3: Moduli hii ni Karakana ya ubunifu, Katika wanafunzi hutengeneza au huandaa kitu ambacho hukiwasilisha kwenye umma wa shule mfano Wimbo, Bango au Tangazo kama tulivyo elezea kwenye moduli iliyopita. Nipe Fagio inawawezesha wanafunzi vifaa vya kufanyia kazi na mpaka kukamilika kwake na kikundi cha wanafunzi kuandaa namna bora ya kuwasilisha kazi yao mbele ya shule nzima. Moduli 4: Mazoezi kabla ya kuwasilisha kwenye mhadhara wa shule.Kila kikundi kinaandaa ujumbe wake kwa ajili ya kuuwasilisha mbele ya umma wa shule. Ikifuatia na majaribio ya kile walichokiandaa kila kundi litawasilisha kile walichokiandaa kwa wnafunzi wenzao darasani na Vijana wa Nipe Fagio watasaidia kuboresha kazi za wanafunzi kwa kutoa mrejesho ni sehemu gani ya kufanya marekebisho. Moduli 5: Wanafuzi kuwasilisha kile walichokiandaa kwa wanafunzi wenzao ili kuhamasisha shule nzima kuwa na lengo moja la kuwa na mazingira safi. Vijana wa Nipe fagio hutoa hotuba fupi na utambulisho wa nini kinachoendelea mwanzoni na mwishoni mwa zoezi. Shule nzima hualikwa kwenye mkusanyiko wa wanafunzi . hii ndio namna programu hii ya shule hufanyika. Elimu kwenye jamii Kwenye makundi ya kijamii, vijana wa Nipe fagio hutembelea karibu makundi yote yanayopatikana kwenye jamii kama vikundi vya kimazingira,vikundi vya kijasiriamali, vikundi vya maendeleo vya kijamii, Wanawake na makundi ya kidini.Katika kila kaya tunatembelea makundi 10 kwa tunapotembeleaa kwa mara ya kwanza kutoa elimu. Na mara ya pili na tatu hutembela vikundi vitano tu, hasa vile vilivyoonyesha hamasa zaidi kwa kila kaya.

Jamii hualikwa na viongozi wao wa mtaa kwenye usafi,na kadili muda unavyosogea viongozi huwa mstari wa mbele katika kuhamasisha jamii kushiriki kwenye zoezi la usafi na uongozi wa shughuli ya usafi kiujumla. Na taka zinazokusanywa kwenye usafi huu wa kijamii huzolewa na mtoa huduma wa eneo husika. KIKAO BAADA YA USAFI: Wiki mbili kabla ya usafi wa kijamii kufanyika, viongozi wa mtaa hufanya kikao kwa ajili ya kuandaa mipango namna usafi huo utakavyofanyika. Mabalozi wenye ari na wanajamii hualikwa kwenye kikao na mwenyekiti wa mtaa. Washiriki hujadili na kukubaliana juu ya tarehe ,muda,eneo na maelekezo juu ya namna usafi utakavyofanyika.Vilevile hukubaliana sehemu ya kukutania na kujua ni eneo gani zuri kwa ajili ya kukusanyia taka ambalo linapitika kwa gari na kupanga utaratibu wa namna ya kuwajulisha wanajamii juu ya usafi huo. Vijana wa Nipe fagio huhakikisha kila kitu kinaenda sawa kulingana na jinsi utaratibu ulivyopangwa na kuhesabu watu walioshiriki na idadi ya mifuko ya taka iliyokusanywa. Na mwisho wa shughuli ya usafi matokeo hutolewa kwa washiriki wote na kukumbushana juu ya sababu za kutotupa taka ovyo, wasi zike na wasichome taka. Vijana hubakia kwenye eneo la usafi mpaka taka zitakapozolewa na mtoa huduma wa eneo husika. Elimu ya nyumba kwa nyumba Malengo ya elimu ya nyumba kwa nyumba ni kutambulisha mtoa huduma wa uzoaji taka kwa jamii. Kwa kushirikiana na uongozi wa serikali ya mtaa hasa mabalozi wa nyumba kumi. Nipe Fagio huandaa barua iliyo na taarifa za mkataba wa mtoa huduma ,ratiba,na ada ya uzoaji taka na sheria na adhabu kwa wale wanaotupa,kuzika na kuchoma taka. Kwa kila kaya tunatembelea nyumba 600 mpaka 1000, inategemeana na idadi ya kaya katika mtaa husika. mitaa imegawanyika katika kanda kulingana na idadi ya mabalozi katika mtaa husika . Kwa kushirikiana na mabalozi wa mitaa hutembelea kaya 15 - 25 kwa kila mtaa. Kila kaya huweka sahihi kwenye barua , kuwa wamekubaliana na kiwango cha ada ya taka na kutoa ada kwa mtoa huduma wa uzoaji wa taka .Vile vile kila nyumba hupata elimu juu ya madhara ya udhibiti mbovu wa taka na hupokea kipeperushi ambacho huwa na ujumbe huo.

Everyone produces waste. Some people produce more waste than others, but everyone produces some waste as leftover food, dirty water or garbage, just to mention a few. So, what is it that we call waste? Taka : Taka ni nini? Kila mtu anazalisha taka. Wengine huzalisha nyingi zaidi ya wengine, ila kila mtu huzalisha taka kama vile; mabaki ya chakula, maji machafu au taka zozote. Hivyo hii ni nini tunayoita taka? Solid Waste: any waste that is hard or solid and not water-like or liquid, for example; broken glass, used plastic bags, food remains, torn cloth, yard sweepings, etc. are all solid waste.
