Each board of canvassers shall be assisted by an information technology‐capableperson authorized to operate the equipment. The COMELEC shall deputize informationtechnology personnel from among the agencies and instrumentalities of thegovernment including GOCCs.
Tasks:
1.
Canvass the votes by consolidating the electronically transmitted results or the results contained in the data storagedevices used in the printing of ERs
2. Issue the City/Municipal Certificate of Canvass (CCOC/MCOC)/ Statement of Votes (SOV) by precinct

City/Municipal Board Canvassers (CBOC/MBOC) prints thirty (30) copies of the certificates of canvass (CCOC/MCOC) and within one (1) hour after the printing of the certificate of
canvass,
electronically transmits the canvassing results

CONTINUITY PLAN
1.
PCOS Failure to Scan/Print
: BEI shall wait for spare PCOS to
complete its process before it is reconfigured for scanning and/or printing of ballots. If all PCOS fail, manual counting
shall be done.
2.
PCOS Failure to Transmit
: Defective PCOS shall be
connected to functioning transmission facility. If this fails, PCOS shall be physically transported to canvassing center
in the presence of watchers and security escorts.
3.
CCS Failure to Consolidate
: Removable storage device of
defective CCS shall be transferred to available CCS. If this fails, data from COMELEC Central Backup Server shall be
printed and sent either to affected BOC or to Special BOC.

– Preliminary Testing upon delivery of PCOS– Final Testing/Sealing conducted not later than 03 May 2010 at the precinct level
– Watchers/representatives to be deployed to 37,884 Polling Centers to guard PCOS until Election Day

(1) Test ballots to be manually counted.
(2) Test ballots to be fed into PCOS. (3) Manual count to be compared with automated count. (4) If no discrepancy, PCOS to be sealed.
