State Bank of India (SBI) invites sealed tenders under two bid system from the OEM / Authrised dealers (VOLTAS / BLUESTAR / CARRIER / LG / DAIKIN / HITACHI) for Split/ Cassette type air-conditioning works

for disaster recovery site of sbi global markets unit,4th floor, octavious chamber.

Details for pre-qualifications of vendors are as under:

1 Experience of having successfully completed similar works* during last 7 years ending 31.03.2018 should be either of the following:-

(a) At least Three similar completed works costing not less 3.54 Lacs than the amount equal

to 40% of the estimated cost ( 14.0 lacs )

or (b b) At least Two similar completed works costing not less than 4.42 Lacs the amount equal to

50% of estimated cost( 14.0 lacs ) or

(c c) Atleast One similar completed work costing not less than 7.08 Lacs the amount equal to 80% of estimated cost ( 14.0 lacs )

Similar works means: Split/ Cassette type air-conditioning work for buildings belonging to

State / Central Govt.,/ PSUs/ Public Sector Financial Institutions/ reputed MNC/

Reputed hospitals.)

2 The Average annual financial turnover of vendor during last 3 years (2017-18, 2016-17, 2015-

16) should be at least equal to 30% of the estimated cost. (Please enclose Audited, Profit &

Loss Account and Balance Sheet for the year ending March-2014, March-2015 & March

2016 for turn over)

3 Dealers must have to submit copy of the valid authorization certificate/letter from the OEM.

4 Vendor shall have valid PAN No, Goods & Service Tax No (copy of GST must be enclosed),

5 Vendor must have valid trade license.

6 Income tax return for last three years (2017-18, 2016-17, 2015-16) must be furnished.

7 The self-attested soft copy of the above-mentioned documents as mentioned in eligibility

criteria S.No. 1-6 and the copy of earnest money deposit (EMD) along with NIT are to be uploaded in the tender portal

The indicative Price bid will also be uploaded through e-tendering mode. The technically

qualified bidders only be eligible for participating in the e-reverse auction process. Vendor

must have valid digital signature certificate for online participating in the e-tendering and e-reverse auction.

E-TENDERING IMPORTANT NOTES

a) Manufacturers/dealers of reputed brands as well as vendors who are empanelled with SBI

Kolkata Circle in the specific category are only eligible for the above mentioned work.

b) Any abnormal increase from the quoted price / cost will not be accepted.

c) Electronically Sealed e-Tenders are invited from the SBI approved prequalified contractors

Sealed tenders in two parts are to be submitted online through the following website:

(a)Part – I (Technical Bid + EMD): Technical Bid already available in of-line mode & EMD

as stated above.

(b) Part – II (Indicative Price Bid): This shall contain the Electronic format of Price Bid. No

condition/ stipulation in this part other than unconditional general rebate shall be

accepted.

Part – II (Indicative Price Bid) of only that bidder will be opened who would be the lowest in

e-Reverse Auction. The contractors can view the Tender Opening Details through their

respective log-in IDs on the above mentioned e-tender portal (Website).

d) The Bidder is expected to examine all instructions, forms, terms and specifications in the

bid documents. Failure to furnish all information required as per the Bid Documents or

submission of bids not substantially responsive to the Bid Documents in every respect will

be at the bidder’s risk and shall result in rejection of the bid.

e) In case the date of opening of tenders is declared as a holiday, the tenders will be opened on

the next working day at the same time. Again, corrigenda, if any, are to be followed from

PREAMBLE TO BILL OF QUANTITIES & RATES

Bidders are advised to quote their rates after due consideration of the following pertinent points

1. Actual site conditions including working time that would be available to them as per standing rules

2. Material access regulations of the building including permission of use of lifts and stairways etc.

3. Temporary storage provision of disposable materials arising out of the work

4. Security measures and permissions required to be observed and obtained in consultation with the

representatives of the landlords and act strictly according to the same.

5. Traffic regulations of the City Police in order to organize trouble free access of materials

6. The work has to be executed in close and effective co-ordination with other executing agencies who

shall be working simultaneously

7. Any other governing issue or issues likely to have impact on the productions rate and cost of work

8. TAXES AND DUTIES The tenderer must include in their tender prices quoted for all duties, royalties, cess, excise, sales tax, work contract tax or any other taxes such as Income Tax deducted to vendor or

local charges, as applicable etc. No extra claim on this account will in any case be entertained.

However, Service Tax as per Service Tax act will be paid on production of Service Tax Registration

Certificate and on claim.

9. GOVERNMENT AND LOCAL RULES: The Contractor shall conform to the provisions of all local Bylaws

and Act relating to the work and to the Regulations etc. Of the Government and Local Authorities (at A &

N Island) and of any Bank with whose system the premises is proposed to be connected. The Contractor

shall give all notices required by the said Act, Rules, Regulations and By laws etc. and pay all fees

payable to such authority / authorities for execution of the work involved. The cost, if any shall be

deemed to have been included in his quoted rates, taking into account all liabilities for licenses, fees for footpath encroachment and restorations, statutory Clearance etc. and shall defend all actions arising

from such claims or liabilities.

1.0 Price:

The rate quoted shall include all duties, taxes (including VAT) levies, transport, transit insurance, loading-

unloading, service tax etc. No increase in the above is acceptable to the Bank.

2.0 Validity – 90 days from the time of opening tender

3.0 Total Security Deposit: 5% of contract value.

Total Security deposit comprise of :

Earnest Money Deposit +Initial Security Deposit+ Retention Money

a) Earnest Money Deposit

The tenderer shall furnish EMD in the form of Demand draft drawn in favour of State Bank of India, payable

at Kolkata on any Scheduled Bank as per amount mentioned in NIT. No 'tender shall be considered unless the

EMD is so deposited in the required format per NIT. No interest shall be paid on this EMD. The EMD of the

unsuccessful tenderer shall be refunded soon after the decision to award the contract is taken without interest. The EMD shall stand absolutely forfeited if the tenderer revokes his tender at any time during the

period when he is required to keep his tender open acceptance by the SBI or after it is accepted by the SBI the

contractor falls to enter into a formal agreement or fails to pay the initial security deposit as stipulated or fails

to commence the work within the stipulated time.

b) Initial Security Deposit (ISD)

The amount of ISD shall be 2% of accepted value of tender including the EMD. Balance of ISD (i.e

excluding EMD) is to be submitted in the form of D/D drawn on any scheduled Bank and shall be deposited

within 15 days from the date of acceptance of tender.

c) Retention Money

Besides the ISD as deposited by the contractor in the above said manner the retention money shall be

deducted from the running bill i.e. the ISD plus Retention Money shall both together not exceed 5% of the

contract value. The security deposit shall be refunded to the contractors without interest within fifteen days

after the end of defects liability period provided the contractor has satisfactorily attended to all defects in accordance with the conditions of contract including site clearance and obtained ‘No complaints’ certificate

from the Bank.

4.0 Payment Terms:

No advance is payable.

75 % of the unit rate shall be paid on pro-rata on delivery of material at site.

10 % of the unit rate shall be paid on pro-rata installation of of material at site.

10 % of the unit rate shall be paid on commissioning.

Balance 5% of cost shall be treated as security deposit, which will be released after the defect liability period

of one year from the time of commissioning the system.

The SBI shall recover the statutory recoveries and other dues including the retention amount from the

certificate of payment.

The SBI shall have power to withhold the certificate if the work or any part thereof is not carried out to their

satisfaction.

The contractor shall submit interim bills only after taking actual measurements and

properly recorded in the Measurement book (M.B).

The final bill may be submitted by contractor within a period of one month from the date of virtual

completion. The SBI shall pay the amount within a period of three months from the date of issue of certificate

provided there is no dispute in respect of rates and quantities.

The contractor shall submit the interim bills in the prescribed format with all details.

5.0 Commencement of Works

The date of commencement of the work will be within 7 days from the date of issue of the work order or hand-

over of the site whichever is earlier. Lowest bidder has to submit the drawing of AC ducting layout within 7

days from the date of received of the work order.

6.0 Time for completion

Time is the essence of the contract and shall be strictly observed by the contractor. The entire work shall be

completed within a period of TWO calendar months from the date of commencement. The completion date

shall be reckoned as the date by which the whole work is completed as per the terms of the contract.

7.0 Liquidated Damages

lf the contractor fails to maintain the required progress to complete the work and clear the site including vacating their office on or before the contracted or extended date or completion without justification in

support of the cause of delay, he may be called upon without prejudice to any other right of remedy available

under the law to the SBI on account of such breach to pay a liquidated damages at the rate of 0.5% of the

contract value per week subject to a maximum of 5% of the contract value.

8.0 Extension of Time

If the work be delayed for reasons beyond the control of the contractor, the contractor may submit a request

to the SBI to grant a fair and reasonable extension of time for completion of work as per the terms of contract.

9.0 Virtual Completion Certificate (VCC)

On successful completion of entire works covered by the contract to the full satisfaction of the SBI, the

contractor shall ensure that the following works have been completed to the satisfaction of the SBI.

a) Clear the site of all scaffolding, wiring, pipes, surplus materials, contractors labour, equipment and

machinery.

b) Demolish, dismantle and remove the contractor’s site office, temporary works, structures including labour

sheds/camps and constructions and other items and things whatsoever brought upon or erected at the site or

any land allotted to the contractor by the SBI and not incorporated in the permanent works.

c) Remove all rubbish, debris etc from the. site and the land allotted to the contractor by the SBI and shall

clear, level and dress, compact the site as required by the SBI. d) Shall hand over

the work in a peaceful manner to the SBI.

e) All defects/imperfections have been attended and rectified as pointed out by the SBI to the full satisfaction

of SBI.

Upon the satisfactory fulfillment by the contractor as stated above, the contractor shall be entitled to apply to

the branch for the certificate. If the branch is satisfied of the completion of the work, relative to which the

completion certificate has been sought, the branch shall within fourteen (7) days of the receipt of the

application for virtual completion certificate, issue a VCC in respect of the work for which the VCC has been

applied.

This issuance of a VCC shall be without prejudice to the SBl’s rights and contractors liabilities under the

contract including the contractor’s liability for defects liability period nor shall the issuance of VCC in respect

of the works or work at any site be construed as a waiver of any right or claim of the SBI against the

contractor in respect of works or work at the site and in respect of which the VCC has been issued.

Contractor would be required to furnish after completion, two sets of detailed drawings.

10.0 Final Measurement

The measurement and valuation in respect of the contract shall be completed within six months of the virtual

completion of the work.

11.0 Work during nights and holidays

Subject to any provision to the contrary contained in the contract no permanent work shall save as herein

provided be carried on during the night or on holidays without the permission in writing of the branch, when

the work is unavoidable or absolutely necessary for the saving of life or property or for the safety of the work

in which case the contractor shall immediately advise the branch. However the provision of the clause shall

not be applicable in the case of any work which becomes essential to carry by rotary or double shifts in order

to achieve the progress and quality of the part of the works being technically required/ continued with the

prior approval of the branch at no extra cost to the SBI.

12.0 Accidents

The contractor shall also report immediately to the competent authority. Whenever such report is required to

be lodged by the law and take appropriate actions thereof.

13.0 Instruction for Price Bid

The tenderers shall quote their rates for individual items both in words and figures; in case of discrepancy

between the rate quoted in words and figures, the unit rate quoted in words shall prevail. If no rate is quoted for a particular item, the tenderer will supply and install that particular item free of cost to the Bank for the

captioned project.

The amount of each item shall be calculated and the requisite total is given. In case of discrepancy the total

amount calculated from multiplication of unit rate and quantity, the unit rate quoted will govern and the

amount will be corrected.

14.0 Copy of agreement to be executed within 15 days from date of received of work order.

TECHNICAL SPECIFICATION FOR AIR-CONDITIONING WORK

1.0 SCOPE

The scope of work envisaged for the project is design, manufacture, shop testing, supply, unloading at site,

store at site, installation, testing & commissioning of an Air-conditioning System by Air-cooled Split Air-

conditioners incorporating other ancillary work.

The tender specifies scroll compressors to minimize the mechanical losses and thereby enhancing the

equipment efficiency. Tenderer shall quote accordingly indicating the equipment capacity vis-à-vis power

consumption.

The contractor’s scope of work will be DESIGN, MANUFACTURE, SHOP TESTING, SUPPLY, UNLOADING AT

SITE, STORE AT SITE, ERECTION, TESTING, COMMISSIONING AND HANDING OVER of AIR-CONDITIONING

SYSTEM for the area as per the BOQ and various clauses of this tender document.

The owner shall provide the following:

Power – AC 3 Phase 4 Wire, 415V, 50 Hz & AC Single Phase 220V, 50 Hz with earthing.

2.0 PROPOSED SYSTEM

The Air-conditioning requirement of the above area is approximately 31.5 TR. Accordingly following

equipments are recommended for the proposed air-conditioning application. However, Tenderers are

requested to carry out the heat load calculation for arriving at the plant capacity and quote accordingly.

4.0 SPLIT UNITS

4.1 SCOPE

The scope of this section covers the supply, installation, testing & commissioning of ductable split air

conditioners.

4.2 GENERAL

The unit shall be completely factory assembled, wired & tested and shall generally comprise the following :

- Weatherproof outside located air-cooled condensing units complete with air-cooled condensers with

copper tube and extended aluminium fins, axial flow fan with direct driven motor, hermetic/semi hermetic

scroll compressor with refrigerant cooled drive motor, starter, safety control viz. HP/LP/OP cut-outs, single

phase preventers etc.

- The indoor unit shall comprise of the cooling coil, evaporator blower with motor & drive set,

thermostat, thermostatic expansion valve, filters etc.

- Casing shall be made of G.I. sheet finished with polyester powder coating for corrosion resistant and

attractive finish.

- Air filter shall be synthetic non-woven fabric having large surface area and dust holding capacity as

well as easily cleanable and washable. The efficiency of filter shall be 90% down to 10 micron.

- The inside of the indoor units shall be suitable insulated with acoustic insulation. The drain pan shall

be adequately insulated to prevent sweating/condensation at the bottom of the tray.

- Timer shall be provided to stagger & sequence the operation of evaporator fan and compressor.

4.3 COMPRESSOR

- The compressor shall be scroll type with maximum energy efficient ration (EFR). The compressor may

be hermatic type.

- Internal thermostat shall be embedded in the winding of the motor to protect against overheating.

- Compressor shall be mounted on suitable vibration isolator preferably spring type.

- The unit shall be provided with force fed lubrication with the aid of a positive displacement reversible

oil pump.

- Tenderer shall furnish compressor performance curve at various load.

- Crankcase heater shall be provided to prevent high solubility of refrigerant in oil during idle

periods. The heater shall be automatically energized on tripping of compressor.

4.4 AIR COOLED CONDENSER

- Selection of condenser shall be based on worst ambient condition and to match with the

capacity of the A.C. unit. It shall comprise of copper tube & mechanically bonded aluminum

fins. The unit shall be suitable for remote outdoor installation and hence shall be of weatherproof construction. The unit shall also house the direct driven axial flow fans. The

condenser fan motor shall have IP 55 protection class. Suitable bird at fan inlet and outlet

shall be provided.

- Condenser shall be complete with the following accessories :

a) Hot gas inlet & liquid outlet with shut off valve.

b) Relief & purge valve.

c) Sub-cooling circuit.

4.5 COOLING COIL

The cooling coil shall be extended fir and tube type. Velocity of air across coil face shall not be more than 500

FPM. The copper tube miniomum OD shall be 16 mm while minimum number of fins per inch shall be 12.

4.6 EVAPORATOR BLOWER

The blower shall be DIDW (Double Inlet Double Width) type with forward curved impeller blade for noise free

operation. The blower shall develop min. Static pressure (external) 40 mm WG at the desired delivery. The

blower motor shall have adequate safety over BHP and same shall be of IP44 protection class.

4.7 CONTROLS & INSTRUMENTATIONS

Following refrigeration controls & safety cutouts shall be provided :

a) Thermostatic expansion valve

b) Pilot solenoid valve

c) HP & LP cutout

d) Adjustable thermostat

e) OP cutouts

f) Refrigerant line filter drier.

4.8 TESTING

Each unit shall be factory assembled & tested. A test certificate shall be furnished for each unit delivered.

4.9 Mode of Measurement

Each unit shall be measured as one item of work which shall consist of:

5.0 AIR DISTRIBUTION

5.1 SCOPE

The scope of work covers supply and installation of

i) Split Units

ii) Cassette Units

5.3 MATERIAL

The material for various applications of air ducting shall be as follows :

7.1 Refrigerant copper piping

16 gauge copper tubing shall be used to make connections to equipments wherever required.

Flare fittings e.g. flare nuts, tees, elbows, reducers etc. shall be of brass.

The pipes and fittings shall be connected by means of welded joints. The connections to gauges,

controls etc. (if any) shall be with soft copper tubing and flare fittings.

Refrigerant piping routing shall be decided by Architect/Engineer-in-Charge.

The refrigerant piping installation shall be as per drawing.

7.2 Drain Piping

All condensation drainage shall be pitched in the direction of flow to ensure adequate drainage

with an adequate trap seal to prevent leakage/infiltration.

Provide pitch of 20 mm per meter for a smooth drainage of condensate.

Condensate drain piping fixing shall be as per drawing.

The routing of drain piping shall be decided by Architect/Engineer-in-Charge.

The material for the drain pipe is hard drawn heavy duty flexible PVC pipe.

Drain piping supporting shall be as per drawing.

8.0 ELECTRICAL

8.1 Scope

The scope of this section covers supply, installation & testing of cables, control panel with voltmeter &

ammeter connecting indoor unit & outdoor unit as per specification.

8.2 Electrical

The supply should be complete with appropriate earthing as per IE Rules.

Each unit should have a separate control panel. The control panel shall be provided with

indicators to show and control the various working parameters of the machines. Each machine

shall have a remote control unit (cordless) for total control of the equipment.

Electrical cabling for ODU & IDU from the control panel of the unit shall be included in the

equipment cost and should be done with armoured copper conductor PVC insulated cable of

approved makes only.

The cabling to the main control panel of each A.C. unit shall be done as per drawings or

instruction from Engineer-in-Charge and shall be done in concealed conduit using copper flexible

wires in BEMS conduit as per tender specification.

9.0 CIVIL, ELECTRICAL AND ALLIED WORKS RELATED TO AIR

CONDITIONING & VENTILATION WORK

All civil, electrical and allied works related to Air Conditioning & Ventilation work such as support for

outdoor units, support for indoor units, cutting of holes for passage of ducts, refrigerant piping, drain piping, electrical cabling from ODU & IDU and the distribution wiring from the TPN Units provided by

the other agency by the side of the machine. Opening for fresh air etc. & making good of same will be

done by the Air-conditioning Contractor. The rates for above items mentioned shall be included in the

A.C. Contract. No extra cost for the above will be admissible for any reason.
