WELCOME

Anyone who cares about Australia’s place in the world – a world that is changing quickly and at times unpredictably – will know that our future is tied to Asia. Statistics on economic growth can be read many ways, but one inescapable reality is the rise of Indonesia. Our near-neighbour will, barring unforeseen hiccups, be a Top 10 nation by GDP in the not-too-distant future. Some Indonesian cities are growing at 9% per annum, even in these tighter times of low commodity prices and international nervousness.

A transformation built on a rising and digitally savvy middle class is well under way in Indonesia. The new buzz words include maritime strengths, infrastructure, smart cities, new energy systems, value-adding manufacturing, skills for the future, e-commerce, digital innovation and, of course, foreign investment.

This growth is exciting. The Indonesian President and his key Ministers appear to be grabbing their opportunities with both hands, aware that their country must be reformed to capitalise on an economic shift towards Asia and Indonesia’s own unique advantage – a young workforce with huge potential.

The number one priority must be getting the right financial systems in place that build business confidence and investment. In successful nations, growth and regulation go in hand in hand.

The timing for the inaugural Australia-Indonesia Financial Leaders Program, designed in partnership with Indonesia’s Financial Services Authority and leading Australian agencies and companies could not be better.

Both nations are being tested by global economic pressures. Australia has mature financial systems that have withstood tough crises. Indonesia, with cleverness and tenacity in macro-economic management, is still strengthening its financial systems. Both nations can benefit from a more open sharing of experiences and knowledge.

Over the past two-and- a-half years, as Chairman of the Australia-Indonesia Centre, I have travelled to some of the most impressive cities in Indonesia – Makassar, Bandung, Yogyakarta, Surabaya and places in between. They are remarkable because “old” Indonesia, with its food carts and motorbikes and hustle and bustle, seems to be sitting comfortably alongside the “new” Indonesia of shining CBD buildings, new ports, smart phones and smart businesses. Indonesia is emerging on to the world stage in its own unique way.

My hope is that Indonesia and Australia increasingly emerge on to the world stage together, as economic partners, linked by mutual respect and mutual interests. The Australia-Indonesia Financial Leaders Program is an important step towards this goal. I welcome our Indonesian friends. Here’s to a highly successful visit.

WELCOME

On behalf of the Indonesia Financial Services Authority (Otoritas Jasa Keuangan/OJK), I would like to extend my heartfelt gratitude and appreciation for the Australia-Indonesia Centre’s collaborative programs, particularly the leaders program.

The Australia-Indonesia Financial Leaders Program is aimed at enhancing capacity and improving understanding in the financial services sector. Global financial issues that are increasingly getting more complex, including the framework for financial services, are sometimes difficult to comprehend as well as to implement at the national level. In addition, the increasing volume of cross-border financial services require closer collaboration with international development partners. At times like this, it is of utmost importance to enhance engagement with our counterparts, as well as to exchange knowledge and experience to decide the best way to move forward. Therefore, we are pleased to learn that both our institutions are committed to enhance the collaboration.

In promoting the development of the financial services sector in Indonesia, OJK rolled out its very own Financial Sector Master Plan early this year. The Master Plan provides directions for Indonesia’s financial services industry for of five years starting from 2014. Further, it sets forth the role of the financial services sector in meeting the current developmental needs as well as providing a platform to strengthen the financial services sector. The strategic directions stipulated in the Master Plan can be grouped in three pillars, namely:

• Optimising the role of the financial services sector to expedite national economic growth

• Maintaining financial system stability as the basis for sustainable development

• Enhancing public financial independence and supporting equitable economic development.

Each pillar is translated into a number of strategic work programs covering the entire financial services sector. In each pillar, human resources were found to be the key determinant for the development of the financial services sector.

In addition, we are also pleased that our industry players from various sectors in financial services are participating in this learning program. We feel that it would be beneficial for the industry to be learning first hand about another country’s business practices and experience. Additionally, this program will provide a good opportunity for speakers and participants from both countries to exchange ideas and expand their network.

Finally, I would like to thank all the parties involved, especially the Australia-Indonesia Centre for giving us the opportunity to enhance the knowledge and expertise of our leaders in the financial services sector through this excellent program. It is our hope that this program will continue to be held, to reaffirm the cooperation between Indonesia and Australia that has been preserved for decades.

The Australia-Indonesia Centre in collaboration with the Indonesia Financial Services Authority (OJK) is delivering the

inaugural Australia-Indonesia Financial Leaders Program in October 2016. The program is a major bilateral initiative

that complements and adds to other Australia-Indonesia cooperation in financial relationship-building and knowledge-

sharing. Thirty Indonesian government and private-sector leaders will take part in the program. The concept is built on

key learnings from the Australia-Indonesia Leaders Program and will include visits to Sydney, Canberra and Melbourne.

Director

De Yong Adrian is the Marketing Director of PT Asuransi Jiwasraya (Persero). He began as Unit Manager at the organisation in 1983, assisting in the restructure of area, branch and regional offices and supporting the redevelopment of employee benefit programs for government agencies and private companies. He also developed new retail marketing operational processes at the organisation, which have been standardised as PICFMO (Planning, Implementation, Controlling, and Follow-up Marketing Operation).

Sofia Ratna Adhawiah is the Finance Manager of Agriculture and Micro Insurance Business Unit at PT Asuransi Jasa Indonesia (Asuransi Jasindo). She manages daily operations, specifically in the financial section related to the Agriculture Insurance Program. She has been working in the insurance industry since 2002, starting her career as AR & AP staff for Financial Reinsurance. She holds a Bachelor’s Degree from Trisakti University, and a Master’s Degree in Finance from Universitas Gadjah Mada.

Betty Noor Alwi is the General Manager of Pension Fund for Financial Institution Unit at PT Bank Negara Indonesia (Persero) Tbk. Her primary role is managing investment, payment and operations of the fund: over US$1 billion. Prior to this role, she was an analyst in the Capital Market sub-division of Treasury. She holds a Bachelor’s Degree from New York’s Bernard Baruch School of Business and an MBA from Bridgeport University in Connecticut.

Taufik Andriawan is a Director in the Logistic Department at the Indonesia Financial Services Authority (OJK). He held a position at the Central Bank of Indonesia in the Logistic and Security department, before moving across to the Human Resources department. He holds a Bachelor’s Degree in Economics from Universitas Airlangga and a Master’s Degree from Universitas Indonesia.

Indarto Budiwitono is a Director of Supervision of Financial Institutions in the Indonesia Financial Services Authority (OJK). His role incorporates supervision and licensing of financial institutions, including six regional development banks, 82 rural banks and 10 shariah rural banks. The department is also responsible for financial education and consumer protection across Sulawesi, Maluku and Papua. He helped establish the Regional Financial Access Acceleration Team (TPAKD) to assist in rural financial development.

Irnal Fiscallutfi is Director of Bank Supervision at the Indonesia Financial Services Authority (OJK). In this role, he coordinates risk management oversight for over 30 commercial banks and 24 representative offices, focusing on market risk, IT risk and operational risk (particularly anti-money laundering programs). Prior to this, he held various roles as Bank Examiner, Information Systems Analyst and Strategic Support Officer at Indonesia’s Central Bank.

Rendra Zairuddin Idris is a Director of Financial System Stability, Department of Strategic Policy Development, at the Indonesia Financial Services Authority (OJK). He joined OJK after 16 year at the Central Bank of Indonesia. His current role covers system stability and crisis management across the macroeconomy, banking, capital markets, and non-bank financial industries. He holds a Master’s Degree in Applied Economics from Seattle University.

Hartati Handayani is Head of the Custodian Services Division at Indonesian Central Securities Depository (KSEI). She began her career at PT Bank Negara Indonesia (Persero) Tbk before moving to KSEI’s Corporate Action Team, working in securities, business processes and team management. She then moved to the Securities Maintenance Department, working in security equities, bonds, warrants and registrations, then on to the Transactions Settlement Department. She primarily specialises in capital markets.

Tini Kustini is a Senior Executive Investigator at the Banking Special Examination and Investigation Department of the Indonesia Financial Services Authority (OJK). Her responsibilities entail coordinating and carrying out investigations of alleged bank fraud and proposing related legal and administrative actions. She began her career at Bank Indonesia and has worked in banking law for over 25 years. She holds a Doctorate in Law from Padjadjaran University in Bandung.

Franz Pierre Lathuillerie is the Chief Financial Officer for PT AXA Mandiri Financial Services (AXA Mandiri). He is responsible for management, reporting, accounting, actuarial services and policy direction. He held the position of Associate Director of Debt Capital Markets, HSBC London and Paris, prior to joining AXA Paris as Group Head of Financing and Insurance Risk Transfer. He holds Master’s Degrees in Finance & Statistics and Business Administration, and received a Fellow degree from the UK Institute of Actuary.

Nofry Rony Poetra is a Treasury Division Head at PT Bank Tabungan Negra (Persero) Tbk. He is responsible for asset liability management execution and supervising dealing room operations on money markets, fixed income and forex trading and investments activities. Prior to his position in Treasury, he was a Regional Office Head overseeing business and operations across 24 main branch offices. He holds an MBA and has trained in wealth management.

Yulianto Piettojo is the Director of Technical and Product Line Management at PT Asuransi Central Asia. After graduating from York University, he has worked in insurance, claims, finance and accounting positions at organisations including PT Asuransi Chiyoda Indonesia (ACI), Reinsurance Department (Facultative) and PT Asuransi Central Asia (ACA). He was Technical Director at PT Bess Central Insurance (BCI) until March 2015 when he joined his current organisation to oversee the technical side of operations as Junior Director.

Ria Prastiani is a Director at the Indonesia Financial Services Authority (OJK), working in the Directorate of Research Policy and Regulation of Educations and Consumer Protections. The role focuses on conducting research to produce policy recommendations and formulate regulations, particularly in the field of education and consumer protection. In her previous role at OJK she was involved in the preparation and analysis of a national survey aiming to develop strategic policies around financial literacy.

Faisal Rachman is the Director of Planning and IT for PT Taspen (Persero). He has held many roles within the organisation, including Corporate Secretary, Primary Researcher in the Business Planning and Development Unit, and Public Relations Manager, and was appointed to the Board of Directors in 2011. He has represented the company across Indonesia and in Vietnam, South Africa, India, the Netherlands, Japan and the United States. He holds a Bachelor’s Degree in Economics from Jambi University.

Djustini Septiana is an Adviser in Indonesia’s Financial Services Authority (OJK). She is responsible for assisting in the development of the capital market industry that covers supply, demand, regulation and infrastructure. She began her career in Indonesia’s Ministry of Finance in the Capital Market Supervisory Agency, focusing on the analysis of companies planning to issue shares and debt instruments. She holds a Bachelor’s Degree from Sriwijaya University and a Master’s Degree in Business Administration from the University of Scranton.

Aziz Sattar is the President Director of PT Asuransi QBE Pool Indonesia, and previously held an Associate position at Chartered Insurance Institute UK. He started his career in manufacturing, then marine engineering, before entering the insurance industry with roles in claims, marine, energy and construction. He has worked for international insurance brokers in the UK, Malaysia and Indonesia. He holds a BA in Economics and Finance and is also a board member of BritCham Indonesia and a Governor of the British School Jakarta.

Felia Salim is an independent corporate and financial adviser in the banking and insurance sectors. With over 30 years in the industry she has had pivotal roles in PT Bank Negara Indonesia, the Indonesian Bank Restructuring Agency, the Financial Policy Committee and the Jakarta Stock Exchange. She has founded several not-for-profit organisations, is chairperson of the Executive Board of the Partnership for Governance Reform of Indonesia and is on the advisory team for the Reform of the National Bureaucracy.

Yunita Linda Sari is the Head of Capital Market Supervision Department 2B in the Indonesia Financial Services Authority (OJK). She has spent most of her career in Securities Transaction and the Institution Policy Development Division, primarily conducting research and drafting regulations in secondary markets and initiating capital market infrastructure development in Indonesia. She holds a Master’s Degree in Business Administration from George Washington University.

" Indonesia and Australia are different nations, with contrasting histories and cultures. But they share some critically important economic challenges and aspirations. The Financial Leaders Program is an initiative, embraced by leaders in both countries, designed to create an environment in which experiences and knowledge can be shared. It is, we hope, an important step in building closer ties.

Edy Utomo is the Executive Vice President in the Central Operation Division of PT Bank Rakyat Indonesia (Persero) Tbk. He previously served as Vice President, Head of Financial Reporting Group and Branch Manager. Rudi Susetyo is the Director of Change Management Office at the Indonesia Financial Services Authority (OJK). He spent 17 years in Human Resources at Bank Indonesia before joining OJK as part of the transition team to establish culture and identity, and currently heads this office. He holds a Bachelor’s Degree from Trisakti University and Master’s Degrees in Business Administration from Institut Teknologi Bandung and International Affairs from Columbia University in New York.

Sucy Thio is the Head of Internal Audit in the Global Internal Audit Management Team at PT Bank ANZ Indonesia. Prior to joining ANZ Indonesia in 2011, she held positions at Citibank, NZ - Indonesia and PT Bank Barclays Indonesia. She holds an International Certification in Banking Risk and Regulation from the Global Association of Risk Professionals and a Bachelor’s Degree in Business from the University of Technology in Sydney.

Ona Retnesti Swaminingrum is a Director of Legal 2 in the Indonesia Financial Services Authority (OJK). She advises on national financial regulations. She received her Bachelor’s Degree in Law from Universitas Airlangga and her Master’s Degree from Boston University.

Hari Warianto is the General Manager of PT Bank Bukopin, Tbk. He joined the organisation in 1990, holding roles throughout the organisation across Business Development, Training, Human Resources, Systems and Procurement, Branch Management and Change Management. Before he joined the banking industry, he was a journalist at leading Indonesian magazine Tempo and he holds degrees from Institut Pertanian Bogor and IPMI Business School in Jakarta.

Rully Yusuf is the General Manager of the Strategic Business Unit Sharia (SBU) division of Pegadaian of PT Pegadaian. He completed his Program Diploma Spesialisasi Pegadaian studies through a college overseen by the former Indonesian Ministry of Finance. At PT Pegadaian, he manages over 600 outlets which deliver various services, including microfinancing. He is also a member of Masyarakat Ekonomi Syariah (MES) and the Association of Islamic Economists (IAEI).

AGUS FAJRI ZAM Otoritas Jasa Keuangan, Republic of Indonesia

Director

Agus Fajri Zam is the Director of Consumer Protection Department at the Indonesia Financial Services Authority (OJK). He was previously the Deputy Director of Banking Supervision of the Islamic Banking Department which oversees research, development and licensing of Islamic banks, and in this role he was responsible for developing their new reporting system. He holds an MBA from Monash University.

ZULMI Otoritas Jasa Keuangan, Republic of Indonesia

Head of Regional Office, Bali Nusra Region

Zulmi is Head of Bali and Nusa Tenggara Regional Office of Indonesia’s Financial Services Authority (OJK). Prior to this, he performed as a Director of Research and Analysis at PPATK (Indonesian Financial Transaction Report and Analysis Centre) and as a Branch Manager for Banking Supervision and a Banking Supervisor at Bank Indonesia. He holds a Bachelor’s Degree in Accounting from Andalas University and a Master’s Degree in Planning and Public Policy from the Universitas Indonesia.

The Australia Indonesia Centre was established in 2014 as a joint initiative of the Australian and Indonesian governments. Based at Monash University, the Centre is a consortium of eleven highly respected research institutions.

In Australia the Centre is defined by the standing of the Australian National University, Monash University, the University of Melbourne and the University of Sydney and is supported through federal funding from DFAT and the Department of Education and Training.

In Indonesia the partners are the Institut Pertanian Bogor, Institut Teknologi Bandung, Institut Teknologi Sepuluh Nopember (Surabaya), Universitas Airlangga (Surabaya), Universitas Hasanuddin (Makassar), Universitas Gadjah Mada (Yogyakarta) and Universitas Indonesia (Jakarta/ Depok) with support coming from the Department for Research, Technology and Higher Education. The AIC’s primary corporate partners are the Pratt Foundation, PwC and ANZ Bank.

The vision of the Centre is to become the facilitator of multi-stakeholder collaboration between Australia and Indonesia to generate high-impact research and activities.

The Australia-Indonesia Centre has three Core Objectives set in consultation with the Australian Government.

They are to:

1. Strengthen and deepen Australia-Indonesia linkages and relationships across many sectors of society.

2. Pursue solutions to shared national challenges in areas such as Energy, Infrastructure, Health, Urban Water, and Food & Agriculture via highly collaborative research.

3. Promote greater understanding and cultural awareness – Australians of Indonesia, and Indonesians of Australia.

Monash University is based in Melbourne, Australia, and is the home of the Australia-Indonesia Centre. It has the largest student body in Australia, across Caulfield, Clayton, Berwick, Peninsula and Parkville campuses, as well as schools and research centres in Italy, Malaysia, India and China. The Australia-Indonesia Centre was established at Monash University in November 2013. The current Monash University representative on the Operations Committee is Professor Abid Khan, Deputy Vice-Chancellor and Vice President (Global Engagement).

Australian National University is a public university located in Canberra, Australia. It was established in 1946, focusing on politics, international studies, history, engineering, and earth sciences. ANU partnered with the Australia-Indonesia Centre in November 2014. The current Monash University representative on the Operations Committee is Professor Peter Kanowski, Master of University House.

The University of Melbourne is a public research university located in Melbourne, Australia. It was established in 1853, focusing on education, law, science, humanities, finance and medicine. The University of Melbourne partnered with the Australia-Indonesia Centre in November 2014. The current University of Melbourne representative on the Operations Committee is Professor Simon Evans, Pro Vice-Chancellor (International).

The University of Sydney is an Australian public research university in Sydney. Founded in 1850, it is Australia’s first university, focusing on law, medicine, science, engineering and humanities. The University of Sydney partnered with the Australia-Indonesia Centre in November 2014. The current University of Sydney representative on the Operations Committee is Professor Katherine Belov, Professor of Comparative Genomics, Associate Dean Research.

Universitas Indonesia is a public research university located in Jakarta and West Java, originally founded in 1849, and focusing on law, medicine, engineering and humanities.

UI partnered with the Australia-Indonesia Centre in December 2014.

Universitas Gadjah Mada is a public research university located in Yogyakarta, Indonesia, and founded in 1949.

UGM partnered with the Australia-Indonesia Centre in December 2014.
