INTRODUCTION The collections of the Austin History Center contain valuable research materials that document the history of Austin City Council District 3. The materials in this resource guide are arranged by format, including textual and photographic items as well as audio and video.
The purpose of the Austin History Center is to provide customers with information about the history and current events of Austin and Travis County by collecting, organizing, and preserving research materials and assisting in their use.

BRIEF OVERVIEW OF COUNCIL DISTRICT 3 The city of Austin is broken into 10 districts. District 3 extends north to south from Ledesma road to just past Stassney lane, and from west to east from Vinson road to a little beyond U.S. Hwy 183. It includes neighborhoods both north and south of the Colorado River. About 80,000 people live in this district, which is 60% Hispanic/Latino. The majority of residents are between the ages of 18 and 34, and over a quarter of adults aged 25 or older have at least a Bachelor’s degree. The median family income for District 3 is $36,000, with most people living in occupied units. District 3 participates in several city boards and committees such as the Capital Metro Board of Directors and the Planning & Neighborhoods Committee. Sabino “Pio” Renteria has been District 3’s City Council member since 2015. He grew up within District 3 limits and has been active in many neighborhood organizations, including the East Austin Neighborhood Center Advisory Board, the United East Austin Coalition, and the East Cesar Chavez Neighborhood Planning Team. His issues of concern are affordability, safety, economic development, and community organization. His term as City Council member ends in January, 2023. ARCHITECTURAL ARCHIVES COLLECTION
The Architectural Archives Collection contains drawings and renderings produced by local architectural firms and individuals donated to or acquired by the Austin History Center. Within the collection are drawings and plans for buildings that can be found in District 3, including St. Edward’s University, Zaragoza Park, and a branch of the Austin Public Library.

AR.1991.109 East Austin Tri-Ethnic Oral History Project Records, 1984 This collection contains a record of contacts made for the project, correspondence, list of completed interviews, and a list of expenditures. AR.1993.002 Austin Light Newspaper Records, 1980-1991 The Austin Light was a bilingual English/Spanish newspaper published in Austin, Texas, between 1980 and 1990. The collection includes correspondence, creative works, printed material, and photographs that document the newspaper’s publications and general business throughout its history. AR.1994.112 Mexican American Business and Professional Women’s Association Records, 1975-1994 The Mexican American Business and Professional Women’s Association (MABPWA) was established in 1974 to strengthen the position and image of Chicanas and to give a sense of community and visibility to Mexican American women in Austin, Texas. The collection consists of materials gathered for the 20th Anniversary Documentation Project and includes organization histories, memberships lists, event flyers and programs, newspaper clippings, oral histories and photographs dated from 1975-1994. AR.1997.004 Camacho Family Papers, 1850-2005 The Camacho Family Papers contain printed material, correspondence, memorabilia and photographs collected by the Camacho family. The collection documents the family’s history and their interests within the Austin community in local politics and political campaigns, Austin social issues and the Mexican-American community in Austin.

AR.2000.014 Dawson Neighborhood Association and Planning Team Records, 1994-2012 The Dawson Neighborhood Association (1994 - ) is a group comprised of volunteers concerned with issues and projects that affect and interest the residents of a neighborhood in Austin, Texas. The collection includes newsletters, plans, agendas, reports, clippings, and correspondence documenting the activities and concerns of the Dawson Neighborhood organization. Center for Mexican American Cultural Arts Project Records, 1998-2000 This collection comprises materials from the Austin, Texas, Center for Mexican American Cultural Arts Project (Center for Mexican American Cultural Arts). They include: business records, agendas and meeting minutes, programs, flyers, newsletters, feasibility studies, architectural plans, and news-clippings gathered from 1987 to 2001. AR.2002.012 Guerrero Family Papers, 1940-2000 Contains biographical material on Roy Guerrero and his family, activities of family, writings by Roy Guerrero mostly on Cinco de Mayo, brochures, programs, photographs, newspaper clippings, and notebook material. AR.2002.024 Richard Moya Papers, 1948-1992 This collection represents the collection of news clippings assembled by Richard Moya over the span of his political career in Travis County (TX) as County Commissioner representing Precinct 4 from 1970-1986. AR.2002.039 Dawson Elementary School History Project Records In 2001, a history project was put together by Dawson Elementary School to learn more about the Dawson neighborhood in Austin, Texas. The project’s records include a rough draft of the final publication, which contains an interview with a local East Austin resident, and short histories of several
restaurants, parks, churches, and other entities important in the Dawson neighborhood. A guide to the collection is available on-site.
AR.2002.042 Austin (Tex.). Willow Street Neighborhood Cultural Music Project Records The collection contains approximately 90 paintings, crayon drawings and pencil drawings from Willow St. Neighborhood Cultural Music Project after school art classes. A guide to the collection is available on-site.
AR.2003.007 Central East Austin Community Organization, Inc. Records, 1994-2003 Central East Austin Community Organization, Inc. (CEACO) was established in the mid-1970s in Austin, Texas to promote self-development, safety, health and self-sufficiency for low income and at-risk children, youth, and adults through basic needs assistance, workforce development support services, health education and youth development programs in Travis County, with a primary focus in East Austin. The collection contains Board of Directors, administrative, marketing, financial, organizational and program records that highlight the activities of the organization from 1994 until its closing in the early 2000s. AR.2003.026 Jose Flores Papers, 1967-1995 José Flores was a long time Austin Independent School District (AISD) employee that served as principal at Metz Elementary School, Allen Elementary School, Barrington Elementary School as well as a supervising principal and an AISD District Director from the 1970s through the 1990s. The majority of the collection documents Flores’ time at Metz Elementary School from 1973 to 1984. In addition there are letters of appreciation from students, teachers and staff; professional correspondence and some materials related to Allan and Barrington Elementary Schools that span his entire AISD career. AR.2004.001 Tejanos in Action Records, 1993-2006 Tejanos In Action is a veteran’s organization founded in 1993 in Austin, Texas that is open to everyone regardless of sex, race, or time of service. The administrative files, meeting agendas and minutes, correspondence,

AR.2004.014 Old Neighborhood Reunion Records, 1997-2004 The Old Neighborhood Reunion Records document an event established in 1996 by Nelda Ojeda Savoy that gathers together Mexican-American families that live or have lived in East Austin. The reunion is held at Parque Zaragoza in Austin, Texas the last Saturday of September. Included are photographs, programs, newsletters and biographical information about the reunion and residents of the neighborhood. AR.2004.023 United South Austin Records, 1982-1988 United South Austin (Texas) was an umbrella group whose membership was open to legitimate neighborhood and business associations, civic clubs and other community groups based in the area south of the Colorado River and which work on matters of community, business and neighborhood concern. AR.2004.026 The Serie Project, Inc. Records, 1993-2004 The collection highlights the Serie Print Project of Austin, Texas. The mission of the Serie Project is to produce, promote, and exhibit the work of Latino artists and others, and to make the production and sale of prints affordable to both artist and patron. AR.2005.012 Albert Gonzalo and Eva Garcia Papers, 1889-1994
Alberto Gonzalo Garcia, physician, settled in Austin, Texas, where he was the first United States trained Mexican American to set up a medical practice. His wife, Eva Carrillo de Garcia, was a missionary, nurse, social-welfare volunteer, and civil-rights activist in addition to raising her family. The small collection contains biographical information about Eva and Alberto and daughter Martha, a few of Alberto’s writings, family photographs and some information about Alberto’s benefactor Dr. John Harvey Kellogg. AR.2007.001 Glenna Balch Papers, 1944-1995 Glenna Balch is a South Austin resident active in addressing quality of life concerns in Austin, Texas. She served as the Zilker Neighborhood Association representative to the Austin Neighborhood Council, the campaign treasurer in Save Austin's Neighborhoods and Environment (SANE)- A People's PAC, secretary and chair of United South Austin, and as a member of the executive committee of the Zilker Neighborhood Association. Her papers contain records documenting her involvement in these organizations, including correspondence, administrative records, and planning documents. AR.2009.047 Jesse Herrera Photographs, 1985-1990 The collection consists of photographs, clippings, brochures, and fliers, related to Jesse Herrera’s work as a photographer. The photographs document member of Austin’s Mexican-American community. Many are original prints that appeared in the publication Quinceaera: A Latina’s Journey to Womanhood. AR.2009.063 Ng Family Papers, 1916-1980 The collection includes documents and photographs of Harry Bon Ng and his family dating from 1916-1980. Ng was a Chinese businessman who owned and operated Sam Wah Café and Lim Ting Restaurant in Austin for over fifty years. A guide to the collection is available on Texas Archival Resources Online.
AR.2010.016 Mexican American Firsts: Trailblazers of Austin and Travis County Exhibit Collection, 1910-2010

AR.2011.008 South River City Citizens Records, 1969-2011 The South River City Citizens is a neighborhood organization founded in 1972 in Austin, Texas. Its purpose is to protect and improve its incorporated communities and their inhabitants. Within the collection are administrative records, agendas, correspondence, research studies, and newspaper clippings highlighting the SRCC’s involvement in different issues affecting its neighborhoods. AR.2011.024 Nellie P. and Sipriano Tellez Papers, 1980-1995 Nellie P. and Sipriano Tellez Papers consist of correspondence, newspaper clippings, photographs, programs, publications, speeches and ephemera that document the personal and civic lives of Nellie and Sipriano Tellez in Austin, Texas. AR.2011.027 Maria Teresa Rabago Papers, 1980-2010 The Maria Teresa Rabago Papers primarily document Rabago’s involvement with civic, political and religious organizations in the Austin area, and the positions of responsibility she served within them. The papers capture Rabago’s role in contributing to the Hispanic community’s development both in Austin and at the state level, from the 1980s up to her death in 2010. AR.2011.037 East César Chávez Neighborhood Planning Leadership Team Records, 1988-2000 In 1997, the East César Chávez Neighborhood Planning Leadership Team was established for the purpose of developing a neighborhood plan. The collection contains community surveys, drafts of the neighborhood plan, and research files used by the plan team members. AR.2012.015 PODER Records, 1972-2012 Founded in 1991 by a group of Chicana/o East Austin activists and community leaders, PODER (People Organized in Defense of the Earth and her Resources) seeks to redefine environmental, economic and social justice issues as basic human rights. The collection consists of correspondence and administrative records, reports, newspaper clippings, event fliers, grant proposals, video and audio recordings, radio programs, oral history interviews, and other documentation relating to PODER and their mission dating from 1972 to 2012, including information relating to the close of the Holly Power Plant, the Tank Farm shut down, BFI Recycling Center relocation and other environmental accomplishments. AR.2012.020 Wayne Gronquist Papers, 1916-2009 Wayne Gronquist was an attorney, environmentalist, and preservationist committed to protecting Austin's neighborhood and environment through his work with a variety of organizations and task forces. Among his papers are meeting minutes, newsletters, and documents about his time with the South River City Citizens from 1973-2003, as well as the Austin Tomorrow Comprehensive Plan from 1973-1979. AR.2014.046 East Avenue Baptist Church Records, 1900-1983 The East Avenue Baptist Church started as a Mission Sunday School in the eastern part of Austin, Texas in 1884 and was affiliated with the First Baptist Church. The Sunday school expanded and became the Second Street Baptist Church in 1886. The congregation moved to a new site at the corner of 1st Street and East Avenue in 1908 and changed the name to East Avenue Baptist Church, where it held services until its closure in 1964. The records include the Church record and roll, financial documents, Sunday School meeting minutes and historical information about the church that span the years from 1900 to 1983. AR.2014.036 Bill Kennedy Neighborhoods: Looking at Austin in 1986 Exhibition Collection, 1985-1986 “Neighborhoods: Looking at Austin in 1986” was a workshop and exhibition organized by Bill Kennedy at St. Edward’s University, where Kennedy was a photography professor. 90 11x14” black-and-white and color photographs by

AR.2015.012 Emma S. Barrientos Mexican American Cultural Center (ESB-MACC) Oral History Project Collection, 1970-2013 This collection consists of 28 interviews with stakeholders involved in the planning and development of the Emma S. Barrientos Mexican American Cultural Center (ESB-MACC). Also included are supplemental articles that were collected to accompany and contextualize the oral history interviews conducted for the ESB-MACC oral history project. AR.2015.033 Fidencio Durán Papers, 1986-2013 Fidencio Durán is an award winning painter, muralist, and educator who is based out of Austin, Texas but also has collaborated on many projects throughout the state. The collection consists of newspaper clippings, personal records, and publicity documenting his works and exhibitions between 1986 and 2013. AR.2016.012 Fairview Estates Neighborhood Association Records, 1979-2006 The Fairview Estates Neighborhood Association was an Austin, Texas organization dedicated to preserving and improving the quality of life in the neighborhood in matters of land use, environmental protection, public services, and consumer production. The Records are composed of administrative materials, correspondence, newspaper clippings, photographs and petitions that document the organization and the neighborhood issues and concerns. AR.2016.060 Metz Elementary School Parent-Teacher Association Scrapbooks Metz Elementary school was originally built in 1916 and named after a former school board member, H.M. Metz. The school’s PTA put together two scrapbooks in the late fifties and mid-sixties to commemorate the school. Within the scrapbooks are black-and-white photographs of the faculty and staff, student organizations, and the school building; newspaper articles praising the school as a whole or individual teachers; and correspondence from the school to the parents.

AR.I.002 Franzetti Family Papers, 1890-2012 The papers represent members of the Franzetti family of Austin, Texas: Joseph (Joe) C. Franzetti and his parents, Guiditta and Angelo Franzetti. Store ledgers, correspondence, and financial documents reflect the Franzetti family’s grocery business and rental real estate activities. AR.P.005 L. East Produce Company and L. East Poultry Company Records, 1930-1953 L. East Produce Co. was established in 1913 by Leonard C. East in Austin, Texas. The small collection includes marketing materials for both L. East Produce Co. and East Poultry, as well as a limited amount of correspondence, invoices and receipts dating from the 1920s through the 1950s. AR.W.003 Jean Mather Papers, 1957-1985 Jean Mather is a resident of South Austin, Texas and an activist involved in local neighborhood planning, city planning, and environmental issues. She was a member of the South River City Citizens, the Women’s Environmental Coalition, as well as others. The administrative and subject files concerning her time spent with the SRCC and the WEC can be found within the collection. A guide to the collection is available on Texas Archival Resources Online.

Camacho, Danny Active in the effort to get the Holly Street Power Plant closed. Social activist and active in the East Austin community.
Camacho, Lorraine Known as “Grandma” Camacho. Her dedication to the East Austin community over the years awarded her many forms of recognition from the neighborhood, the school district, the City of Austin and the State of Texas. For example, Austin Mayor Bruce Todd proclaimed September 15, 1991 as Lorraine Castro Camacho Day to recognize her commitment to the Austin community.
Degollado, Johnny East Austin Conjunto accordionist who helped the spread of Tejano music in Austin.
Duran, Fidencio Artist and art educator who painted murals at Parque Zaragoza Recreation Center. Other locations in Austin where his work has been featured publicly include the Montopolis Neighborhood Center and Holly Street Power Plant.
Guerrero, Raul “Roy” G.
Deputy Director of the Austin Parks and Recreation Department and resident of East Austin. The man after whom Guerrero Park was named.

East Austin Conjunto trumpeter. The founder of Austin’s longest running big band, the Nash Hernandez Orchestra.
Martinez, Robert Townes Jr.
Police officer known as “the Legend,” who worked in East Austin on the Hispanic Crimes Unit, and in gang prevention.
Ramos, Alfonso Brother of Ruben Ramos and another influential Mexican-American musician from the Govalle neighborhood.

Influential Chicano musician from East Austin. Was at the forefront of “la Onda Chicana,” the Chicano music movement, in the 1970s and 1980s.

The Periodicals Collection includes newspapers, magazines, and newsletters published in or about
Austin and Travis County. The collection is arranged alphabetically by title. Titles can be found by
looking in the Periodical Index, located in the Reading Room. Date spans are listed in order to give
the researcher an idea of what is available but this does not mean that the entire run of a periodical
for that date span is necessarily available.
The bulk of the periodicals relevant to District 3 concern or were published by St. Edward’s
University and its various student clubs and associations. There are also periodicals published by
some of the local schools and neighborhood associations dealing with issues that concerned them.
