The Missouri Chapter APWA is accepting applications for the following end of the year awards. Nominations are being accepted for the following awards:

D2
The D Squared Award is the highest recognition award presented by the Missouri Chapter of APWA. It was
established in 1992 to recognize individuals who exemplify excellence and dedication in serving the public
and the public interest through outstanding achievements and performance in the field of Public Works.
The D Squared Award was named to commemorate and recognize the services of Mr. Allan B. Dieckgraefe
and Mr. Walter Davidson, who both worked untiringly on behalf of APWA, the Missouri Chapter and the
goals of the organization.
Public Works Leader of the Year
The Public Works Leader of the Year award seeks to inspire excellence and dedication in public service by
recognizing the outstanding career service achievements of individual public works professionals and offi-
cials, from both the public and private sectors. The primary focus of the award is on career service to the
public works profession rather than on any one single event or project.
Professional Engineer of the Year
The Professional Engineer of the Year Award seeks to inspire excellence and dedication in the private and
public sectors by recognizing the outstanding career service achievements of engineering and technology
professionals. The primary focus of this award is recognition of exceptional leadership and management in
the Public Works Profession.

Any group, individual, or governmental entity may nominate candidates.
Nominations are particularly encouraged from the Chapter membership.
Self-nominations are not accepted. Original submittal should include a nomination form and supporting
documentation that clearly addresses the eligibility requirements and the candidate’s professional work.
Three copies of the submittal are required.
Nominations must be submitted to the Awards Committee no later than
Friday, September 27, 2013. The presentation shall be made during the Fall Chapter Meeting and will
consist of an engraved plaque. The selected candidate will be featured in the Chapter Publications

St. Louis Metro Branch of MO Chapter
This month’s meeting was a joint meeting, hosted by the St. Louis Post of the Society of American Military
Engineers (SAME). Post President Janet Ulivi called the meeting to order and led the group in the Pledge of
Allegiance. She then introduced Chairman Boyd.
Announcements
Online Payments:
The branch has started using an online reservation system and accepting payments by credit card for all branch
activities including monthly luncheons. The Chapter has created an account through Constant Contact and the
branch will now share that cost with the chapter. The branch is also testing a cell phone swipe account that
will allow members to pay by credit card on site at an event.

The Missouri Chapter is accepting applications for the end of the year awards.

Professional Engineer of the Year award
Awards will be presented at the Fall Conference. The deadline for submitting nominations is September 27,
2013.
Upcoming Conferences:
The 2013 International Public Works Congress & Exposition will be held in Chicago, IL, August 25 – 28.
The Missouri Chapter will be hosting the 2013 Fall Conference at The Lodge of the Four Seasons in Lake
Ozark, Missouri on November 4 - 5.

2013 Missouri Chapter APWA Fall Conference
The Missouri Chapter APWA will host its 2013 Fall Conference in Lake Ozark, Missouri from Sunday, November
3rd, 2013 through Tuesday, November 5th, 2013. The event will take place at the Lodge of Four Seasons. The con-
ference will once again include a get acquainted social on Sunday evening, presentations on Monday and Tuesday,
continental breakfast and lunch on Monday, evening lake cruise on Monday and breakfast on Tuesday.
Presentation topics include Community & Media Relations, DNR, Performance Based Specifications, FHWA, MoDOT, Public
Works Work Order Systems, Traffic Safety and Security, Polymer Advancements in Stormwater and Sanitary Sewer Piping and
many others.
The fall conference will also feature vendor support opportunities. Space is limited, and vendors will be accepted on a
first-come, first-served basis. Sponsorship opportunities are also available for the Get Acquainted Social on Sunday

Stormwater - Green Infrastructure Maintenance
Date: August 1, 2013
Location: City of Maryland Height’s Center (City Hall) at 11911 Dorsett Rd

Green infrastructure for stormwater management is being adopted across the continent. Unlike single-
purpose gray stormwater infrastructure, which uses pipes to dispose of rainwater, green infrastructure uses
vegetation and soil to manage rainwater where it falls.
By weaving natural processes into the built environment, green infrastructure provides not only stormwater
management, but can also improve air quality and help mitigate flooding.
The utilization of bio swales, permeable pavements, rain gardens, bio retention cells and constructed wetlands
improves water quality and enhances a community’s aesthetic– but requires a well thought-out maintenance
plan. Crew activities can include bank stabilization, vegetation management, debris removal, pollutant and
litter collection in addition to pipe and storm drain maintenance.
This session will explore how some communities are meeting the challenges of maintaining green infrastruc-
ture. Content will include information on the International BMP Database, what to include in written mainte-
nance plans, performance data monitoring, training and education for employees or volunteers, compliance
mechanisms and funding sources for maintenance.
After viewing this program, participants will be better able to:
Determine resource needs for managing green infrastructure
Communicate advantages of green infrastructure to staff and community
Integrate maintenance into the design of best management practices
This program has been approved for .2 CEUs or 2 PDHs. Please note there is a $7 fee per non-member indi-
vidual requesting CEUs - there is no fee for members.

Every Public Works agency has to deal with damage to their community’s infrastructure in the pursuit of 21st
Century conveniences. Ideally steps are taken to minimize damage to existing infrastructure but that’s not al-
ways the case.
The Common Ground Alliance (CGA ) was formed to in an effort to promote effective damage prevention
through shared stakeholder responsibility. The Common Ground Alliance (CGA) is a member-driven associa-
tion dedicated to ensuring public safety, environmental protection, and the integrity of services by promoting
effective damage prevention practices, recommendations for future use, Best Practices identification & promo-
tion, and damage information reporting.
This session will focus on damage information reporting via the use of CGA’s Damage Information Reporting
Tool (DIRT).
Data collection allows the CGA to identify root causes, perform trend analysis, and help educate all stake-
holders so that damages can be reduced through effective practices and procedures. DIRT provides a method
for collecting damage data on a national level.
The primary purpose in collecting underground facility damage data is to analyze data, to learn why events
occur, and how actions by industry can prevent them in the future; thereby, ensuring the safety and protection
of people and the infrastructure. Come see how you agency can participate.
After viewing this program, participants will be better able to:
Explain what the DIRT data collection does to protect underground infrastructure
Identify what DIRT IS and is NOT
Recognize why “your story matters” and how to participate
Advocate Best Practices and explain the relationship between Damage Reporting and Best Practices
Discern the ways to use DIRT for damage data collection, reporting, and submission
Use the Annual DIRT Report findings and recommendations to spot issues and improve facility protection
