Personnel with emergency services were out in full force following a 911 call from a farm near St. Michael shortly after noon on Wednesday, August 7.

An explosion on afarm near St. MichaelWednesday afternoonwas great cause of con-cern for emergency serv-ices personnel who werequickly dispatched to thescene shortly after 12noon.
Randy Siemens, emer-gency services co-ordina-tor for Lamont County,said he received theurgent distress callaround 12:10 p.m. and heimmediately calledPrairie EmergencyServices as well asSTARS air ambulance.The Lamont FireDepartment and the TwoHills RCMP were alsodispatched.
According to a state-ment released by theTwo Hills RCMP the dayof the accident, it stated
that: Two Hills RCMPwith the assistance ofSmoky Lake RCMP,Prairie EMS and LamontFire Departmentresponded to an explo-sion at a farm where amale was reportedly onfire. The male appears tohave been workinginside a Quonset hut ona barrel with a torchwhen an explosion withan unknown substanceoccurred. The male,along with a truck ignit-ed. The male sufferedserious burns to his bodyand was rushed to theUniversity of AlbertaHospital with undeter-minded injuries.
Visually Siemens saidit appeared as if 70 percent of the mans bodywas covered in burns.Siemens, who has beento multiple calls like thisover the years, stressedthe importance of getting
fluids via intrarvenousand oxygen to assist withbreathing as quickly aspossible.
Attempting to cut aused barrell is never agood idea, even if itsempty or filled withwater as there still arevapours and residuefrom chemicals present.Siemens added that thereis a lot of misinformationsurrounding this topic,and that is why LamontCounty posted a warn-ing on its website shortlyafter the accident towarn residents.
According to the arti-cle on Lamont Countyswebsite, the recycling ofthese drums is commonpractice especially in ouragricultural setting.These drums are general-ly cut with an anglegrinder or with weldingequipment which can bequite dangerous, and has
already resulted in anumber of seriousand/or fatal accidents.
Even if the drums areempty, there is still achance that they couldcontain residual flamma-ble substances or vapor
that could explode whenexposed to any sort ofheat, sparks or openflame.
The article goes on tosay Never cut drumsthat have containedflammable liquids or
flammable gasses, evendrums that have beenempty for a long time.Rinsing drums withwater is not a fail safemethod of purgingvapors from containers.

Great expectations for upcoming Skaro Shrine PilgrimageMichelle PinonEditor
More than 2,500 people are expected to attend theSkaro Shrine Pilgrimage Aug. 14 and 15.Two of those people will be Phyllis and RoseTwardowski who grew up on a farm two miles north-east of the Lamont area grotto.
The daughters of Eva and Joe Twardowski, whostill reside on the homestead and are members of OurLady of Good Counsel Catholic Church, (which islocated adjacent to the shrine); have been a part of thefaith filled community since birth.
They say the two day pilgrimage, which begannearly 95 years ago, is a special time of grace andspiritual rejuvenation. On Wednesday evening avigil is held outside at the shrine at 8 p.m.; and onThursday morning at 10 a.m., a healing mass is held. Invitations are sent to all the parishes in the CatholicArchdiocese of Edmonton. The special celebration isopen to anyone who wishes to attend. Most peopleattend the vigil on Aug. 14. Prior to the vigil, partici-pants can also receive the sacrament of reconciliation(confession) and pray the Rosary.
The Twardowskis say that hosting an event of thismagnitude is a huge undertaking for
parishioners,(con-sisting of approxi-mately 30 localfamilies), but ishighly importantand significant toregular patrons aswell as visitorswho faithfullyflock to the sitenear the intersec-tion of Highway831 and Highway45.
Accordingto church history, itwas Dr. JosephOleskow ofLemberg who was
asked to visit the prairies in 1895, and he then encour-aged immigration to Canada.
Before the Polish immigrants arrived, there weresome Scandinavians in this part of the country.However, finding it wild, as in thick bush and timber,they left. But Mr. Knut Skaro, of Norwegian national-
ity had the courage to stay. He opened a post officeunder his name, and thats how the district wasknown as Skaro.
The first priest to visitthe district was FatherKulawy was in March1889. In 1900 the Skaroresidents formed a com-mittee to build a chapel.Matthew Hoculak donat-ed three acres of land forthe site of the church andgrave yard.
The first church wasbuilt of logs, and thecracks were filled withmud and moss. When
the settlement became larger Father Anthony Syllawas assigned to the Skaro Mission.

Skaro Shrine paritioners have great expectations for pilgrimageCONTD FROM PG 2
The first service held inthe church was on Dec.25, 1917. Then in Augustof the following year,Father Sylla proposed tobuild a small Grotto toOur Lady of Lourdes. Heapproached FatherPhilip Ruh, a GreekCatholic Oblate, whowas familiar with thegrotto in France to assist
with the project.Parishioners sacrificed alot of time and energy tobuild the grotto. A totalof 600 wagon loads ofstone and 300 bags ofcement were used to con-struct the grotto whichtook approximately twoand a half months tocomplete.
"The grotto was fin-ished in August of 1919and the first pilgrimage
was held August 14 and15. All ethnic groupsbegan to arrive early inthe afternoon on August14. Towards evening theprocession led with thecross, banners and pro-cession pictures went tothe grotto where theVespers were sung inPolish. The candles werelit and people sang whilethe procession was ledaround the grotto. The
grotto was like a crownwith a wreath of movingpeople with hundreds oflit candles."
Soon descendants ofthe early settlers, localresidents, and visitorsfrom far and wide will befollowing in their foot-steps in their quest forspiritual enlightenmentand guiding grace.

The amount of hardwork that our volunteersput in can be truly amaz-ing to those aroundthem.
Such is the case withDorothee and IlseSaleski, who have put ina total of over 450 man
hours over the past eightyears working on thePeace Arch in HillsidePark in Lamont.
The Peace Arch wasoriginally started by highschool students in theearly 2000's, although theexact date it was con-structed is unclear.However, by the time theSaleski's started working
on it, it had been longforgotten and overrun byweeds.
In 2005, they startedtheir work on the project."I was at a council meet-ing and it was being dis-cussed," explainedDorothee. It was thenthat she offered to thetown's public works tohelp take care of theweeding and other jobsthat needed to be done.
"There was a need, andI love gardening," saidDorothee. So she and hermother got to work, andwith some assistancefrom the fire departmentand public works, thePeace Arch is again agreat place for people tospend time and relax.
Dorothee says it hasbeen a great experiencefor her. "We get to visitwith people as they gofor walks." She hasenjoyed meeting peoplewho come down to thatarea to walk and unwindand has heard manycompliments from thosewho happen to stumbleupon her and her motherworking. One personwho was there toldSaleski that it was a verypeaceful place to be.
"I love gardening, Andthis was just one way forme to give back to thecommunity," explainsDorothee, "if we hadn'tdone it, it would proba-bly have been levelledand then turned to grass.
Many of the perennialsthat the Saleski's haveput in there have comefrom their own garden athome, as well as some ofthe trees. One of thesaplings that are thereholds special meaningfor Dorothee as it hadbeen given to her by afriend who has sincepassed away from can-cer, and now for her, thattree serves as a constantreminder of his life.Dorothee says that itserves as her own per-sonal memorial for herwhen she visits.

Even though it seemslike the municipal elec-tion is still far away, Iwas given a remindertoday that it is closerthan I think.
I was searching for acontact's phone numberwhen I ran across thedocument: "Running forMunicipal Office inAlberta." It is a completecandidate's guide, andwas published byAlberta MunicipalAffairs in 2013. It wassomething I picked upduring a visit to theLamont County admin-istration office a coupleof months ago.
The handbook offerstips and information forresidents thinking about
filing nominationpapers, and I thought itmight be beneficial topass along some of thedetails.
While this may beobvious, in order tobecome a candidate aperson must be at least18 years of age on nomi-nation day, a Canadiancitizen, and a resident ofthe local jurisdiction forsix consecutive monthspreceding nominationday.
On the flip side, a per-son cannot become acandidate if they are theauditor of municipality,a municipal employee,(unless they take theentitled leave ofabsence), if property
taxes are more than $50in arrears or in defaultfor more than 90 days,for any other debt inexcess of $500 to themunicipality, have beenconvicted of an offenseunder the LocalAuthorities Election Act,the Election Act or theCanada Elections Act, orif they are a judge, mem-ber of parliament, sena-tor, or member of thelegislative assembly ect.,unless they resign thatposition before takingoffice as a member ofcouncil.
The time factor is alsoaddressed in the hand-book which states: "Thedemands on your timewill be heavy. You will
be elected for a four yearterm of office and dur-ing that time you will berequired to attend:
*regular and specialmeetings of council
*council committeemeetings
*meetings of otherboards and agencies towhich you are appoint-ed as council's represen-tative
*conferences, conven-tions, seminars, andworkshops for trainingand discussion
*social and otherevents promoting yourmunicipality
"You will also need tospend time readingmaterial and talkingwith residents, the Chief
Administrative Officer(CAO) and others. Thiswill all be part of thenecessary preparationfor meetings so that youcan make informed deci-sions. Don't forget thetime you need for yourpersonal life, work, etc.
"Elected officials gen-erally receive remunera-tion or other financialcompensation for thetime and energy theyhave devoted to theircommunity. The remu-neration varies in eachmunicipality, so checkwith your local munici-pal office to find outabout remuneration forelected officials in yourarea."
The document goes
onto state that a nomina-tion form must be filedand signed by at leastfive people eligible tovote in the election.
While there is nocharge to file nomina-tion papers in the Townof Lamont, candidatesrunning for a positionon county council mustpay a $100 fee.
Nomination day isSept. 23. Candidatesmust file papersbetween 10 a.m. and 12noon on that day.Government identifica-tion and/or legal proofof residence is required.

Letter to the Editor,
We would like to thank all of those who volunteered in making of our annualLamont Summer Sizzler a big success. We were able to join or attend all of thewonderful events on the weekend.
Other than a few candy meltdowns from our 6 year old we really enjoyedourselves. Its quite unfortunate that some people who dont actually attendsome of the events and only speak from rumours make our wonderful townand its events sound lacklustre.
I think those of us who volunteer our time in making the sizzler so great, takethose words with a grain of salt.
Our town is truly remarkable and the volunteerism in it is an example to allthe communities around us.

Chipman resident Melinda Kykosz still feels likeshes dreaming.
Even though it has been a couple of months sincethe 33-year-old received a new handicapped van, shecontinues to be in a state of disbelief regarding hermiraculous good fortune. So does her grandfather John Cooper, her primarycaretaker and biggest supporter. The humble duocant help but grin from ear to ear and shake theirheads at their good fortune which has changed theirlives forever.
One of her biggest fans is Aunt Jackie, CFCWRadio host and celebrity. After hearing that Kykoszdidnt win an urgently needed handicapped vanthrough a special online contest, Jackie Rae Greeningmade a plea over the air waves. One of the listenerswho heard her plea was Gary Willis with theEdmonton chapter of the Al Shamal Shriners.
Willis approached President Larry Howard and theAl Shamal executive. They, and the Al Shamal mem-bership, quickly agreed to donate the Shriners 2006customized wheelchair accessible van as it was notbeing fully utilized.
Melinda breaks down in tears when she watchesthe video of Howard passing over the keys to the newvan during a special ceremony in Edmonton on June4. What made the event even more eventful was thatMelinda had no idea what was happening untilHoward turned over the keys. she thought she wasthere simply to make a speech to members of theShriners about her involvement with the organizationand her multiple surgeries and specialized treatmentssince early childhood.
Melinda has been involved with the Shrinersbetween the ages of two to 21. I was born withCerebral Palsy, and because of this, I had a rare con-
dition which was an exterior dislocation of the righthip front. This meant my hip would come out of itssocket. So that is when the Shriners came into my life.the very first surgery I had was for my right hip. Allmy surgeries tok place at the Shriners Hospital inMontreal. The doctors tried multiple times over theyears to get my hip to stay in socket with very littlesuccess, until I met Dr. Anne Marie Cantin. In theearly 90s, Dr. Cantin rebuilt her hip socket.
Melinda has also had multiple knee surgeries, andcontinues to receive treatment for her specializedcondition , which means frequent trips to specialistsin Edmonton. Previously, making those trips in a vandeemed unroadworthy, was scary and dangerous.Now, Melinda and her grandfather ride and driveworry free.
She feels extremely blessed and is comforted toknow that grandma Elsie, who passed away in 2009,is smiling down at her from up above.
She also considers all the 790 CFCW team, and allthe Shriners, who have made her dream come truefamily members. You are all our family now, you allhave a special place in mine and my Grandpas livesand hearts. You are all our angels.

Town of Lamont is seeking a Casual Part Time Communications Officer
This position reports to the Chief Administrative Officer for the Town of Lamont
Key areas of responsibility and expectations:
- Preparation and coordination of the Town of Lamonts communications and
marketing materials and other communication initiatives.
- Ensure the Town of Lamonts website is maintained and reflects accurate and up
to date information of events happening in our community.
- Other duties and assignments as requested.
The ideal candidate will have:
- Strong working knowledge of Microsoft applications including Word, Excel,
Publisher, PowerPoint, access.
- Work independently and as a team member, with proven listening, written and
verbal communication skills.
- Attention to detail and strong time-management skills.
- Experience with maintaining Websites would be an asset.
The salary for this part time position will be $500.00 per month. This competi-
tion closes upon selection of a suitable candidate.

C h i p m a n sCelebration of theCentury is only daysaway, and organizers arebusy putting the finish-ing touches on the vastarray of planned activi-ties.
Visitors and residentsalike will officially begreeted during theWelcoming Ceremonieswhich get underway at 1p.m. Saturday on mainstreet. Following speech-es and the unveilling of amonument in MemorialPark, Centennial Cakewill be served on thepatio of the Village ofChipman office.
Folks can also learnabout the basics ofgenealogy while there orhead over to theChipman National Hallwhere there will be his-torical displays.
Elizabeth Thirlwell,secretary-treasurer withthe Chipman HistoricalFoundation , is gettingvery excited for the mile-stone to arrive. Close to20 families will be dis-playing family heirloomsand history between 10a.m. and 4 p.m. that day.The foundation will also
be hosting a perogylunch there between 11a.m. and 3 p.m.
The historical founda-tion is one of severalcommunity organiza-tions which will be host-ing events over thecourse of the weekend.
Everything will kick-off on Friday with guestregistration at the visitorinformation centre acrossfrom the ChipmanMarket. Members of theChipman Players will behosting a dinner theatreat the National Hallbeginning at 5:30 p.m.,and fireworks areplanned for around 10:30p.m. that evening.
Saturday will beginwith a pancake breakfastsponsored by theChipman Lions Club atthe Seniors Drop InCentre from 7:30 a.m. to10 a.m. The ChipmanCar Crafters will have acar display. There will bea meet and greet for for-mer students and teach-ers of Chipman Schoolbetween 2 and 4 p.m. atthe National Hall.
As far as childrensactivities go there will bea petting zoo, sponsoredby the ChipmanAgricultural Society,sidewalk chalk art, glitter
tattoos, and interactivemobile science fair. Therewill be coach rides aswell as wagon ridesthroughout the day cour-tesy of Al Carter andBruce McGregor of theUkrainian CulturalHeritage Village.
A steak supper, hostedby the Sherwood ParkSawmill Restaurant willbe held on main streetbetween 5 and 7 p.m.Advance tickets arerequired for the supperwhich will followed by afamily dance, also onmain street, between 7and 11 p.m. A big screenwill be set up at the balldiamonds for a MovieUnder the Stars begin-ning at 10:30 p.m.
The Chipman Seniorswill be serving up flap-jacks Sunday morningfrom 7:30 to 10 a.m.Sunday Church Serviceswill be held at 10:30 a.m.and will be followed bythe Ringing of the Bellsat 12 Noon. At lunchtime, the Village ofChipman will be servingup complimentary hotdogs and there will bemore musical entertain-ment to round out thefestivities on main streetbetween 12 noon and 2p.m..

The Alberta Conser-vation Association(ACA) announcedThursday, Aug. 1, thatthey have been askedby the hunting andfishing community,made up of membergroups and WIN cardholders, to addressconservation concernsand take on new proj-ects.
To continue to meetthe expectations ofstakeholders, the ACAis proposing a levyincrease to fishing
licences in Alberta.ACA says the net
increase for a residentangling licence is pro-posed at $2.34.
With the additionalfunding generated,estimated to be$850,000, they expect toincrease the work theACA is doing related tofish habitat, includinghabitat improvementsand riparian restora-tion among otherthings, fish stocking,and lake aeration.
They will also contin-ue mentored fishingevents.
The ACA must pro-vide information to the
Minister of Environ-mental Sustainable Re-source Developmentbefore Oct. 1 to haveany potential changesimplemented in the2014 fiscal year whichstarts Apr. 1.
The levy change hasnot been approved byACAs Board ofDirectors or theMinister, right nowthey are looking to thegeneral public for feed-back into thesechanges.
To that end, theyhave created an onlinefeedback form, whichcan be accessed atwww.ab-conservation.
com by clicking on thelink called ProposedAngling Levy Increasewhich they are askingall concerned visitorsto fill out.
The form is very sim-ple, and shouldnt takea lot of time to com-plete.
The ACA says theywill extend the consul-tation deadline to meetwith specific interestgroups if required, andthe website providesinformation for one-on-one contact with thePresident of ACA,Todd Zimmerling forthose who wish to doso.

For Flagstaff CountyCouncil-woman Char-lotte Curtis, Stewards inMotion is about connect-ing with municipalitiesto advance grassrootschange towards thestewardship of our natu-ral resources.
She describes steward-ship as the recognition ofour collective responsi-bilities for our naturalcapital and to manage iteconomically and envi-ronmentally, in a sociallyresponsible manner.

municipalities, breedunderstanding, problemsolving and relationshipbuilding in the scope ofmanaging responsiblyour natural capital? sheasks.
Curtis says thatGreenaway describedseveral pertinent similar-ities that municipalitiesand community basedstewardship groupshave in common withregards to issues sur-rounding the use of ournatural resources, advis-ing that there was muchmutual benefit in collab-oration.

the management of landuse, water use, and othernatural resource protec-tion and developmentuses.
We also have compli-mentary resources invarious areas of expert-ise that should be sharedin seeking solutions toour responsibility of thestewardship of our natu-ral capital.

someone for the stew-ardship of our naturalcapital, much of which isprivately owned, and itis difficult to change theperception of the valueof it socially and envi-ronmentally.
While the public isslowly accepting envi-ronmental responsibility,social responsibility is
the most difficult to justi-fy economically for thelandowner or to themunicipality if the pay-back becomes a publiccost.

2013 FLOOD RECOVERY
Alberta is providingdedicated funding tohelp restore damagedlands in flood-affectedcommunities.
While some commu-nities have already donegood work to re-contourcreeks and stabilizechannels, we need to bet-ter ensure the long-termstability of the banks andthe safety of residents,"said Diana McQueen,Minister of Environmentand SustainableResource Development.
This is a significantmilestone in flood recov-ery and future mitiga-
tion, and we will beworking together withlocal municipalities aswe move forward.
The province will pro-vide this new fundingdirectly to municipalities- details will be finalizedin the coming weeks.This funding is in addi-tion to assistance provid-ed through the DisasterRecovery Program.Disaster RecoveryProgram funding helpscommunities, homeown-ers, and small businessesrebuild to a functionaland safe state and coversdamages to buildings
and structures caused byuninsurable events.
However, outside ofthis minimum replace-ment and restoration ofland for structural safety,additional work is notcovered. This new fund-ing will help address thisadditional erosion con-trol work.
Physical barriers, suchas rocks or boulders, areoften used as erosioncontrols as they armor ariver or stream bedagainst water or ice ero-sion. Bridge abutmentsand pilings are othertechniques used for ero-
sion control.Time is of the
essence, said KyleFawcett, AssociateMinister for Recoveryand Reconstruction ofSouthwest Alberta.
Thats why were pro-viding additional fund-ing immediately for therestoration of highly-eroded sites in thesecommunities."
In total, the govern-ment will provideapproximately $20 mil-lion in immediate finan-cial support.
The province will con-tinue to work with flood-
affected municipalities todetermine which com-munities need additionalfunding for erosion con-trol work. Areas alreadyidentified include:
Canmore (CougarCreek);
Calgary (Bow River);Sheep River (Black
Diamond to Okotoks -including ThreepointCreek);
Exshaw (ExshawCreek and Jura Creek);
Lac des Arcs (BowRiver);
Crowsnest Pass (LyonsCreek);
Highwood River
(upstream of HighRiver); and
Bragg Creek (ElbowRiver).
Costs of individualprojects are still to bedetermined.

On July 8, 2013, Lamont County hired Steve Crosbyto initiate the Lamont County Peace Officer Program.Steve is a veteran of the Edmonton Police Service,and has been awarded a Medal of Valor.
Although Steve has 25 years with city police, hisheart lies in the country as hes lived in rural settingsfor the last 15 years, having resided in LamontCounty from 2005-2010. He currently lives on a smallhobby farm, with his wife and kids. Steve has a lot ofsympathies with local farmers and because of hisrural background understands the concerns thatcounty residents have.
One of Steves goals is to establish a strong rela-tionship between himself and county residents.Therefore, Steve wants to be sure he addresses theconcerns that have been heard from the communitysince the intent for a Lamont County Peace OfficerProgram was announced.
The major portion of Steves time, up to 80 per cent,will be devoted to county roads, as the condition andsafety of the roads has been an ongoing problem thathas mainly been caused by industry. Therefore, Stevewill devote the majority of his time ensuring thatindustry transports are within proper regulations forweight and dimension, to ensure safe travel on coun-ty roads, for everyone. His job will be similar to thecitys Commercial Vehicle Enforcement Unit, excepthe wont be doing mechanical inspections.
The other 20 per cent of Steves time will deal withcounty bylaws, however it wont be his job to pick upstray dogs, or give out tickets for noise complaints.He has no intent to go out and write a bunch of tick-ets. He wants to assure people that this is not why hewas hired. His job is not to create revenue for theCounty, but to protect public safety. If enforcement isnecessary, he plans to issue warnings before resortingto issuing tickets.
Because Steve doesnt want to have to issue tickets,he plans to do a lot of educating. Steve will be goingto those in industry and educating them aboutprovincial rules for trucks and transport on Countyroads. He plans to attend various events in commu-nities througout Lamont County so residents can askquestions and educate themselves on their responsi-bilities. Steve is currently in the process of develop-ing the program and wont be out on patrol until mid- October. He will make himself available once theprogram is underway, so County residents can con-tact him directly with concerns.
Steve truly is Officer Friendly, and he will be tak-ing the best interests of County residents to heart. Hewants to ensure County roads stay safe for everyone,that industry and residents are educated and under-stand their respective roles in maintaining theCounty as a safe place to live and work.
