ON TRACKNew Tools In Defense Of ATV Riders

From the federal level to the local level, opponents of ATV riding are hard at work trying to restrict where you can ride.

In many instances, ATV

opponents subscribe to the old saying: “If at first you don’t succeed, try, try again.”

A case in point is federal legislation called the Northern Rockies Ecosystem Protection Act. This legislation, if approved by Congress, would close off 23 million acres in Idaho, Montana, Oregon, Washington and Wyoming to off-highway-vehicle riders.

The bill, H.R. 996, would designate these public lands as Wilderness. A Wilderness designation is one of the strictest forms of public land management. Once Congress designates an area as Wilderness, nearly all forms of non-pedestrian recreation are illegal within that area, including

OHV and bicycle riding. This is equivalent to a land grab the

size of the state of Indiana. The proposal only affects western

states, but Democratic Rep. Carolyn Maloney of New York City introduced it. She also introduced the bill two years ago, and two years before that.

Another congressional example is America’s Red Rocks Wilderness Act, H.R. 2430, introduced by Rep. Alan Lowenthal (D-Calif.). This legislation, first introduced in 1989, would designate 9.2 million acres in Utah as Wilderness, including Desolation and Labyrinth Canyons, the Dirty Devil River, Bitter Creek, White Canyon and the San Rafael Swell. This Wilderness designation would make the land off-limits to OHV riders on any type of vehicle. It also would limit other recreational uses.

The Wilderness area proposed by this bill is nearly twice the size of New Jersey.

So, you see, ATV riders are under constant attack. Efforts to restrict riding in your state can come from ATV opponents hundreds of miles away, as these examples show.

Shouldn’t the people who live in those areas have some say in whether they should be banned from riding on public land in their states?

The AMA has developed some new tools for you to use in the fight to protect ATV riding in your area now and into the future. It’s important for you to let decision makers know how you feel about these issues.

Log on to www.americanmotorcyclist.com > Rights > Advocacy Center to view the new “Federal Action Center,” “State Action Center” and “Local Action Center” tabs. By clicking on those tabs, you can see the latest threats to riding at the federal, state and local levels and you can take action.

We also have a new “Social Media” tab to encourage communication on issues. Social media has become a valuable tool on Capitol Hill.

I hope that you will take the time explore all the tools the “Rights” section of the website offers you, not only for acting on issues but also for stopping issues before they become a threat to your riding freedoms.

Bill Could Create Trail System in New York

A statewide ATV trail system would be created in New York state under a proposal introduced by state Sen. Patty Ritchie (R-Oswego-Massena).

The bill, S.5821, would create the trail system using fees already paid by riders, Ritchie says. This would create new riding opportunities and link new and existing trails as a way to boost tourism through the growing popularity of outdoor recreational vehicles.

“From young adults to retirees, families and sportsmen, people are looking for

more ways to get outside and enjoy everything our state has to offer in terms of natural scenic views, fresh air and outdoor fun -- and they’re increasingly looking at ATVs as a way to enhance their fun and enjoyment,” Ritchie says.

Using existing registration fees for the more than 100,000 ATVs currently in the state, Ritchie’s plan would reallocate millions of dollars to develop and maintain ATV trails, and promote responsible riding and outdoor recreation.

Riders who use trail systems in states such as Pennsylvania, Maine, Wisconsin, Minnesota pour hundreds of millions of dollars into those local economies each year, and Ritchie says the same would happen in New York.

Wyoming Creates 3,000-Acre Riding Area

Wyoming riders now have a legal 3,000-acre riding area near Cody called the Red Lake Motorized Recreation Area.

The area has been used in the past by off-highway vehicle riders, but now it is officially sanctioned for riding as part of the Wyoming State Trails Off Road Vehicle program.

The park came about thanks to the efforts of landowner Glenn Nielson, the Northwest Wyoming Off Highway Vehicle

Alliance, and state and local officials all working together. There are two open riding areas totaling 400 acres and more than 60 miles of trails.

The land is about a mile from downtown Cody off Skyline Drive.

Florida Proposal Would Open Trails

A Florida state lawmaker introduced a proposal to allow ATVs and off-highway vehicles on up to 10 percent of the 27,400-acre Tiger Bay State Forest.

State Rep. Dwayne Taylor says he introduced the proposal, House Bill 419, this year to provide opportunities for ATV and dirt bike riders.

But the bill may be tweaked further after input from the Florida Forest Service and others.

Feds May Create Season ATV Ban In Alaska

The federal Bureau of Land Management has proposed creating an “Area of Critical Environmental Concern” that would bar ATVs from summer use on about 30,000 acres in the Fortymile River area northwest of Chicken, Alaska, on the Alaska-Canada border.

Can-Am Mini DS ATVs Recalled

BRP is recalling about 12,500 model year 2008 through 2015 Can-Am Mini DS ATVs for two different problems that could cause crashes.

Model year 2008 through 2014 DS 70 ATVs fail to meet requirements pertaining to the unrestricted maximum speed of the vehicle. Model year 2008 through 2015 DS 70 and DS 90 ATVs fail to meet requirements pertaining to parking brakes.

The recalled vehicles are youth model ATVs and have 70cc and 90cc engines. The ATVs were made in Vietnam and sold at Can-Am dealers in the United States from July 2007 through January 2015 for between $1,800 and $2,800.

Consumers are advised to immediately stop using the recalled

ATVs and contact a BRP dealer to schedule a free repair. BRP is notifying

registered consumers directly.

Tillamook State ForestTillamook, Ore.

For some great ATV riding in an area that may be one of the largest reforestation projects ever undertaken, plan a trip to the Tillamook State Forest in the northwest corner of Oregon, between Portland and the coast.

The Tillamook State Forest boasts more than 250 miles of trails through scenic forest. Some of the popular riding areas are the Jordan Creek, Diamond Mill and Browns Camp off-highway vehicle areas.

These trailheads are off the scenic Wilson River Highway, which is Highway 6. The Jordan Creek Trailhead is at milepost 18 in what is known as the Tillamook Burn. The Diamond Mill turnoff is at milepost 22.7 and the Browns Camp trailhead is at milepost 33.

There is another trailhead, the Trask Trailhead, on Highway 101 and Trask River Road.

The forest trails range in difficulty from easy to extremely challenging and crisscross the coastal mountain range.

In addition to trails, the Browns Camp, Jordan Creek and Diamond Mill campgrounds and staging areas provide overnight and day use opportunities. Day use is free in the Tillamook State Forest unless you are occupying a campsite in Browns Camp or Jordan Creek. Browns Camp and Jordan Creek cost $10 a night for the first vehicle and $2 a night for an extra vehicle. The Diamond Mill campground is $3 a night per vehicle.

The trails can get dusty in the summer and may be closed down from time to time because of fire restrictions. For questions related to trail conditions at the Browns Camp, Lyda Camp and Jordan Creek OHV areas, contact Jahmaal Rebb at

(503) 359-7463 or [email protected]. For the Jordan Creek, Diamond Mill and Trask OHV areas, contact Reid Brown at (503) 815-7024 or [email protected].

The Tillamook State Forest has an amazing history. Between 1933 and 1951, some 355,000 acres of what is now known as the Tillamook State Forest burned. Forestry crews, prison inmates and school groups planted seedlings to reforest the land. What is seen now is second-growth forest.

The reforestation project, involving 72 million seedlings, began in 1949. The project also involved the creation of a road network to give firefighters better access to the forest.

Officials report that charred trunks left from the early fires are still visible.

To ride in the Tillamook State Forest, riders need a $10 Oregon ATV permit that is valid for two years. Out-of-state riders don’t need to get an Oregon permit if their state honors an Oregon ATV operating permit. Those states include Arizona, California, Idaho, Illinois, Indiana, Montana, Nevada, North Dakota, Pennsylvania, Utah and Washington.

Since Jan. 1, 2014, all ATV operators must have an ATV Safety Education Card. The course may be taken online and the card is good for life.

Non-residents riding in Oregon are exempt from carrying a state of Oregon ATV Safety Education Card if they possess an ATV Safety Education Card or equivalent issued by their own state.

For more information about the Tillamook State Forest, contact: Oregon Department of Forestry, Tillamook Office, 5005 Third St., Tillamook, OR 97141, or by phone at (503) 815-7024.

The area of critical concern would be in Mosquito Flats.

The BLM says it made the proposal because it is a large wetland used by moose, owls and swans.

The proposal is contained in a resource management plan that is expected to be finalized in September.

New Hampshire ATV Clubs Among Yamaha Grant Recipients

The Androscoggin ATV Club and North County ATV, both in New Hampshire, are among the latest recipients of outdoor access grants from Yamaha Motor Corp. USA.

Yamaha announced that it gave more than $95,000 to eight projects to promote safe, responsible riding and open sustainable access to land, trails and riding areas for off-highway-vehicle users. The awards are first quarter grants from the Yamaha Outdoor Access Initiative.

“Recognizing OHV riders are also hunters, fishermen, campers, farmers and outdoor enthusiasts, Yamaha’s Outdoor Access Initiative has spent the past year investing in projects that directly benefit the public’s ability to access land for work and play,” says Mike Martinez, Yamaha’s ATV/SxS group vice president.

“The outdoor recreation community has responded well to the expanded platform of the GRANT program, submitting more thoughtful and well-designed projects that embrace and protect the diverse uses of public land, something we hope to see more of in the coming funding cycles,” he says.

Funding was awarded to:• Androscoggin ATV Club, N.H.• Beverhead-Deerlodge N.F. – Butte

Minnesota ATV Riders Celebrate New OHV Park

Minnesota ATV riders celebrated the long-awated opening of the Meeker County Off-Highway Vehicle Park in July.

Members of the Crow River Wheelers all-terrain-vehicle club have been working with the Minnesota Department of Natural Resources and other public officials since 2009 to get a place to ride, aside from the club’s private property.

Most of Minnesota’s off-highway-vehicle trails are in the northern part of the state.

The nearest two trails to Meeker County are Tri-County Park, a 25-acre park near Faribault, and Appleton Area Recreational Park, one mile east of Appleton, in Swift County.

The Crow River Wheelers have placed a particular emphasis on encouraging riders of all ages to visit the new park, specifically with their ATV youth safety training courses.

The new OHV course includes space

for novice riders, as well as more challenging trails for more experienced riders.

The Crow River Wheeler’s state grant contract provides the club with some state assistance for trail and park maintenance and development, and assures the 40-acre plot will remain open to the public for ATV riding for 20 years.

The park is scheduled to be open from dawn till dusk seven days a week year round.

“With the DNR’s help and the help of Meeker County, this park is now open for everyone to enjoy,” Club President Kerry Hansen told the local newspaper. “The club would like to extend its sincere appreciation to everyone that has helped make this day possible.”

Crow River Wheelers was established in 1993 to promote ATV riding by educating its members and the public about the positive aspects of ATV use.

To raise funds for the Meeker County Off-Highway Vehicle Park, the club has been hosting annual motocross races at the McLeod County Fair since 1995.

Route Inventory Ordered In Utah

A U.S. district court judge has given the federal Bureau of Land Management up to three years to inventory 4,000 miles of off-highway-vehicle routes in southcentral Utah.

In a “remedy” order, U.S. District Judge Dale Kimball directed the BLM to conduct a new analysis of archaeological sites and artifacts and the potential impact on them from OHV use.

In November 2013, Kimball rejected parts of the 2008 Richfield Resource Management Plan that designated OHV routes through about 1.9 million acres, but left the plan in place during the court proceedings. Before the 2008 plan went into effect, 77 percent of the land had unrestricted access.

For true champions, winning the AMA No. 1 plate isn’t everything...

...it’s the only thing.

It takes a lot for an ATV or motorcycle racer to earn the prestigious AMA No. 1 plate: a lot of talent, a lot of courage, a lot of determination. After all, the best racers in America are all chasing the dream: to hoist the AMA No. 1 plate above their head at the end of race day.

Many try. Few succeed. There’s no greater challenge for an ATV or motorcycle racer. And there’s no sweeter victory for the winner.

The AMA No. 1 plate proves that the racer went head-to-head against the best of the best, and won. No explanation needed. Whether racing as an amateur or a pro, the AMA No. 1 plate represents an incredible accomplishment that can never be taken away.

One for the AMA record books. There’s nothing better.

Kawasaki Brute Force And KFX ATVs Return For 2016

Kawasaki reports that the Brute Force ATV family is back for 2016 boasting features that include electric power steering and either a 749cc V-twin or a 271cc single-cylinder engine.

The Brute Force 750 4x4i models also feature four-wheel drive while the price-friendly Brute Force 300 is available in rear-wheel drive only.

Kawasaki says its KFX ATV family is intended to give younger riders and novices two entry-level models with a number of parental-controlled safety features to help riders safely gain ATV riding experience at lower speeds.

Powered by a fuel-injected 749cc V-twin engine, the Brute Force 750 4x4i EPS and EPS Camo can be ridden in either two- or four-wheel drive modes, which are selected at the touch of a button on the handlebar. It also has the benefit of Variable Front Differential Control for the limited-slip front differential, ensuring plenty of traction when it’s needed.

Power is transmitted through the Kawasaki Automatic Power-Drive System for the continuously variable transmission to ensure smooth power delivery and the right amount of torque for the task at hand. These models also feature Electric Power Steering, making it easy to maneuver off-road, and allowing riders to stay in the saddle longer by reducing fatigue.

The 2016 Kawasaki Brute Force 750 4x4i EPS and EPS Camo are equipped with powerful disc brakes and double wishbone independent suspension with 6.7 inches of wheel travel.

Kawasaki says these Brute Force ATVs also have six-spoke cast aluminum wheels and

are equipped with durable cargo racks with integrated tie-down loops.

For 2016, the Brute Force 750 4x4i EPS comes in White and Candy Lime Green in addition to Super Black. The Brute Force 750 4x4i EPS Camo continues to be offered in Realtree Xtra Green camouflage for those who want their vehicle to blend into the scenery.

The Brute Force 750 4x4i EPS has an MSRP of $9,999, and the Brute Force 750 4x4i EPS Camo is $10,599.

The Brute Force 750 4x4i has the same powerful V-twin engine, flexible four-wheel drive system and limited-slip front differential as the 750 4x4i EPS models, although it doesn’t have Electric Power Steering. It also uses the same frame and bodywork, with the same cargo capacity on both the front (88 pounds) and rear (176 pounds) racks.

All Brute Force 750 4x4i models are capable of towing up to 1,250 pounds thanks to an integrated truck-style 2-inch receiver.

The Brute Force ATV family can be equipped with many Kawasaki Genuine Accessories that include snowplows (not available for the Brute Force 300), underbody protection, storage boxes, a winch and much more.

The non-EPS model comes in Timberline Green and has an MSRP of $8,999.

Kawasaki says the most popular member of the Brute Force ATV family is the Brute Force 300. It’s powered by a 271cc single-cylinder, four-stroke engine that is tuned to deliver torque at low-RPM. It is mated to a continuously variable transmission.

Equipped with front and rear racks, the

Brute Force 300 can carry tools, animal feed or hunting gear.

The Brute Force 300 is available in Super Black and Bright White and has an MSRP of $4,299.

For the younger ATV riders, Kawasaki offers the KFX90 with its air-cooled 89cc single-cylinder, four-stroke engine. The ATV includes parental controls, such as a keyed ignition to avoid unsupervised starting and a throttle-limiting screw to restrict throttle movement. Also, once the rider becomes more experienced, a collar in the CVT transmission can be easily removed to increase speed.

The ATV features a wide stance for greater stability, as well as two front drum brakes and a rear disc brake. It is available in Lime Green and has an MSRP of $2,599.

As the smallest vehicle in Kawasaki’s ATV range, the KFX50 is where many young riders get started. It features a 49.5cc, air-cooled, single-cylinder, four-stroke engine that is designed to provide smooth power and reliability.

The KFX50 has all the features of the KFX90, including a smooth CVT transmission that allows engine braking in certain situations, electric start, two front drum brakes and a rear disc

brake, all of which are activated by handlebar-mounted brake levers. It has the same keyed ignition, throttle screw and CVT collar to

help provide parental control of vehicle usage and performance.

The KFX50 comes in Lime Green and has an MSRP of $1,999.

Chad Wienen Wins Illinois ATV Motocross

Defending Pro Champion Chad Wienen continued his winning ways in the AMA Mtn. Dew ATV Motocross National Championship Series by winning the sixth round at Sunset Ridge MX in Walnut, Ill., on June 12.

The Wienen Motorsports Yamaha rider had retaken the points lead at the previous round.

At Sunset Ridge, Joel Hetrick got the holeshot in the first moto aboard his Hetrick Racing Honda. Wienen was in second, followed by Moto-Xperts rider Thomas Brown. It didn’t take long for Wienen to make a pass on Hetrick in that first lap.

Hetrick stayed on Wienen’s tail throughout the race but at one point

high-sided and he was never able to regain the lead. Brown finished third. Root River Racing’s Josh Upperman was fourth, with Maxxis/H&M Motorsports Honda’s David Haagsma Jr. fifth.

In the second moto, Brown got the holeshot and started to pull away from the pack. Wienen raced a comfortable race for second place while Hetrick and JB Racing’s Jeffrey Rastrelli battled for third.

At the checkered flag, it was Brown with the win, Wienen second, Hetrick third, Haagsma Jr. fourth and Rastrelli fifth.

Wienen’s 1-2 scores gave him the edge over Brown’s 3-1 effort to secure his third overall win of the season.

Minimum Age Requirement Change For Amateur ATV Competition

In 2015, the age to ride an amateur ATV class is 15. As of Jan. 1, 2016, the age to ride an amateur ATV class will be 16.

The correct implementation date for the rule change regarding the age requirement to race amateur ATV classes, as previously shown in the ATV section of the 2015 online version of the AMA Rulebook in Section 4.1, Paragraph A. f. and Section 4.3, Paragraph E. 3, is Jan. 1, 2016.

Previous online versions of the 2015 AMA Racing Rulebook erroneously listed an implementation date of Jan. 1, 2015. The rule change for 2016 is shown in Section 6.9.

The online rulebook with the correct 2016 implementation date is available at www.americanmotorcyclist.com/racing/rules.
