1. John Bednar, API SC 17 Chairman, welcomed the group to the meeting at 8:00 AM and outlined various safety and housekeeping issues.

2. A roll call was completed and it was confirmed that there is a quorum present for

this meeting. An update was given on voting categories of the membership. (Attendee Lists provided in Attachment A).

3. The agenda was adopted (Attachment B). 4. The minutes from the 21st Joint Meeting, held in Houston were reviewed by John

McManus and approved by the attendees.

5. The latest Work Program Listing was presented and the Action items were reviewed and updated/added as appropriate throughout the meeting (Attachment C).

6. Task Group Chair/Project Group Leader reports.

a. ISO 13628-1/API RP 17A---Subsea Production Systems i. Per Ragnar Dahl gave formal report on Materials prepared by

mail correspondence. The work has been split into two groups, one working on Clause 6 (“Materials and corrosion protection”) and one on Annex L (“Materials and welding of manifold piping and jumpers”).

b. Drafts have been submitted to the group for comments, the comments have been debated and the consensus conclusions have been implemented. All comments and proposed implementation in the documents have been summarized and submitted to the group members together with revised drafts.

c. The group has 35 members. Contributions have been received from several persons who do not appear on the list of members.

ii. Per Ragnar Dahl gave formal report on -1 (API 17A) 1. The joint API SC17 and ISO TC67/SC4/WG6 meeting

agreed to create a Materials task group to develop the material requirements in the ISO13628 suite of standards. A draft for an official Amendment to ISO 13628-1 Clause 6, “Materials and corrosion protection” is now available together with a proposal for a new Annex L "Materials and welding of subsea manifolds". This proposal was launched as a NWIP, and approved February 22 2007 as proposed Draft International Standard (DIS).

2. A majority of the comments raised during the NWIP ballot are being implemented into the new DIS proposal by the Material task group secretariat. The remaining comments will require further discussion. The authors of these comments and other interested from the Materials task group are therefore invited to a meeting June 19 for discussing these items. The meeting will tentatively be held at FMC Technologies’ offices in Houston.

3. DIS ballot for the Amendment may be sent ISO CS August 2007 and start October-November.

4. Motion made and passed for API SC17 to recommend that ISO move forward the DIS ballot for the Amendment to the ISO Secretariat in August 2007 for a start October/November 2007.

5. Part 1 is the main subsea production systems standard and it needs to be regularly maintained. During the last revision process some comments were left for later considerations. These comments were suffixed with “noted” in the commentary report.

6. Craig Redding to propose a systems diagram illustrating where the breaks are and reasons why with any and all TG’s.

7. Luiz Souza, API Chair for 17A has submitted his resignation of the post due to company commitments. We need a volunteer to pick up the chair of 17A.

b. ISO 13628-11/API RP 17B, ISO 13628-2/API 17J & ISO 13628-10/API

17K Flexible Pipe and API RP 17L Ancillary Equipment for Flexible Pipe

i. The formal report was given by Krassimir Doynov. ii. Ongoing ISO FDIS 13628-11 vote will close on July-31, 2007. Only

editorial changes resulting from the FDIS vote will be incorporated. ISO 13628-11 is expected to be published around September/October 2007.

iii. There was some confusion regarding the adopt back process to API 17J and API 17B: a) Per MOM of API-ISO meeting in Atlanta, 2006 motion was

passed SC17 to initiate adopt back immediately for 13628-11 in parallel with ISO when FDIS is completed.

a. Motion made and passed to adopt back the soon to be published FDIS 1328-11 as the new version of RP 17B.

b) Per MOM of API-ISO meeting in Houston, 2007 motion was passed SC17 to initiate API 17J adopt back from 13628-2 in parallel with ISO when FDIS is completed.

a. Motion made and passed to adopt back the published 13628-2 as the new version of API 17J.

Since -2 was published in 2006, while -11 will be published in 2007, a) and b) should be reversed.

iv. The Ancillary Equipment JIP is completed. The JIP manager MCS submitted draft proposal for API Specification 17L1 to API/ISO FPTG Chair on 6/18/2007. The draft proposal for API Recommended Practice 17L2 was submitted on 6/22/2007.

1. Proposal presented for NWI for API Specification on ancillary equipment on flexible pipes (L1) as a DIS.

2. Motion made and passed for API to take the working drafts proposed from the JIP as L1 (Spec) & L2 (RP) as API Specification and API RP but hold off balloting until the companion ISO document is put forward.

3. Motion to request ISO to issue a NWI for documents to encompass the work items on ancillary equipment and to bypass CD and go direct to DIS.

v. The Flexible Pipe Technology JIP, whose purpose is the next revision of the ISO 13628-2/-11 and API 17 J/B standards within the 2008/2009 timeframe is still ongoing.

vi. Suggestion was made for the establishment of an Internet Forum (Combined API/ISO) or renting MCS Internet Forum space.

c. ISO 13628-3 (API 17C) ---TFL Systems (Attachment D)

i. The formal report was given by Harold Reeves.

ii. No comments or suggestions for changes, improvements, or updating have been received by the Project Leader. The project leader has contacted the members of the Task Group and none of these has received any comments for changes or suggestions for improvement from those currently using the document.

iii. The standard was reaffirmed in 2005 by SC17 ballot. Next affirmation will be required in 2010.

d. ISO 13628-4 (API 17D) ---Subsea Wellheads and Trees (Attachment E) i. The formal report was given by Ross Fraser and Brian Skeels. ii. Voting on the DIS closed 28 Feb 2007. Of the 19 members voting,

18 returned ballots. Of those, five abstained and all others

approved the DIS. Five of the approving members returned numerous comments. (1/4 editorial and 3/4 technical) Review of those comments has begun.

iii. The first gathering of the review group will be Thursday, 28 June 2007. Subsequent to that, the 17D/13628-4 chairs (Ross Frazer & Brian Skeels) will circulate the results of that effort to the full task group. A poll will be taken of that population to determine if the DIS can proceed to the next stage with the approved comments.

iv. HPHT Surveillance update given by Brian Skeels. Group seems to be on track and will be a work in-process for some time.

v. Question asked as to which revision of ASME VIII Div 2 will 17D use and comment made that the new document will be referenced.

vi. Annex M has found a home in RP 17N and will no longer be pursued in 17D.

vii. Annex L on connector qualifications will be re-incorporated for the next DIS revision. Manufacturers/end users must state/determine all performance characteristics are there – i.e. to ensure they are fit for purpose. New comments may be brought forward in the meeting on June 28th which may have been omitted when Annex L was to be removed from 17D.

e. ISO 13628-5 (API 17E) --- Production Umbilicals i. The formal report was given by John McManus. ii. A final merged draft, API TG & DNV JIP, was reviewed by ISO for

editorial correctness and submitted back to API in Washington early May 2007. API will return completed document to ISO by end June 2007 for DIS publication.

iii. DIS is expected to be published August / September 2007. iv. The TG will meet next to reconcile comments to the DIS.

f. ISO 13628-6 (API 17F) --- Production Controls

i. The formal report was given by John Bodine. ii. API 17F published June 15 2007. iii. Future considerations may be for work on IWOCS (17G),

competition workover risers, subsea distribution, etc. iv. Consideration may be given to have different levels of safety for

critical and non-critical service items. v. TG is now a sunset team.

g. ISO 13628-7 (API 17 G) --- Completion/Workover Risers

i. The formal report was given by Brian Skeels. ii. A work request for support to be directed to API 17F TG for

possible help. Ginny Stover, BP, has volunteered to provide a scope of work to the 17F TG outlining areas soliciting their support.

iii. Still waiting to convene and prepare necessary NWI after reviewing Alex Sas-Jaworski’s reports.

iv. Further discussion on barrier philosophy resulted in suggestion that the TG to not wait on other documents, but to rather jump start the

process and propose what the TG deems should be in the document. Ginny Stover, BP, volunteered to be the person for ideas to come to.

v. 17G will refer to 17E for all material and testing issues, i.e. will not reinvent the wheel.

h. ISO 13628-13 (API 17 R)---ROV Interfaces & ROT Intervention

Systems i. The formal report was submitted by Charles White. ii. Two work meetings have been conducted on March 20th and June

6th at Shell Technology offices in Oslo Norway. The next meeting is scheduled for September 2007.

iii. Responsibility for the various sections of the report have been agreed and split between ISO and API workgroups.

iv. CD planned ready for review late November 2007. v. Motion made and passed to continue the merging of 17H & 17M

but to keep 17H as the designation to be aligned with the new ISO 13628-13 document.

i. ISO/WD 16389 (API RP 2RD) -- Dynamic Risers for Floating Production -- See Task Group Chair report (Attachment F)

i. The formal report submitted by Paul Stanton. ii. The TG has met six times since the 14 June 2006 report. The

current plan is to have four levels of criteria for pipe design:

1. Method 1: based on the current 2RD 2. Method 2: based on ISO 13628-7 3. Method 3: LRFD format based on DNV OS F201 4. Method 4: Essentially RP 1111

iii. Subgroup 5 on Riser Integrity Management is ready to issue a final draft at their next meeting

iv. Subgroup 4 on Materials has a new chairman (Howard Cook, BP), and met 18 Jan 2007. Jim Burk, BP is taking the lead. They are currently seeking more members.

v. Subgroup 3 on Riser Components is chaired by Gordon Craig, Grant Prideco.

1. Finn Kirkemo, Statoil, has contributed a first draft based on ISO 13628-7 Completion/workover riser systems. The Components TG is in the process of editing the draft to reduce its size.

vi. Next full TG meeting currently scheduled for mid July, 2007. TG is trying to meet about every six to eight weeks

vii. Kim Mork with DNV has proposed a JIP. DNV and MCS are working jointly to organize JIP.

1. JIP will work under guidance of API TG.

2. Chevron, ExxonMobil, BP Statoil and Hydro have expressed interest.

j. API RP 17N -- Subsea Reliability and Technical Risk Management --

See Task Group Chair report (Attachment G) i. Report presented by John Allan. ii. Executive summary is back in the document. Document also has a

Case Study and a “Quick Start” or users guide iii. Reliability tools, references, and examples have been added iv. Alignment made with ISO 20815. 17N is and has always been a

subset to ISO 20815. v. John Bednar called for a non-binding ballot to proceed for the 17N

committee draft to be released as a ballot as RP 17N. A negative vote should have comment. A positive vote should also have comment.

vi. If passed, Olav Inderberg would take this back to SC6 to be considered as a Technical Report.

k. API 17O -- HIPPS---No formal report available. No discussion i. Action to leadership team to confirm leadership of this group.

l. ISO 13628-15 (API 17P) -- Templates and Manifolds

i. Report presented by Charles White. ii. Table of contents still being reviewed and still to be agreed upon. iii. INTEC Engineering has setup a FTP web site to post the skeleton

of the draft to allow access by more than the local members of the task group (ftp:\\API:[email protected]). The draft document and other supporting documents have been posted to the site. It was decided that the task group would revert to communication by e-mail.

iv. A Purchase Order was executed January 15, 2007 to Doris Inc to provide clerical support for the development of the rough draft. A cleanup of the rough draft has been completed and distributed to the task group. Roughly 10% of the budget has been expended to date.

v. A quarterly workshop was held on June 13 2007 at Chevron in Houston. It was agreed to meet more frequently. A new table of contents was proposed by Marc Hyndman and is being reviewed and commented on by the task group.

vi. Task Group half-day meeting are scheduled every month. vii. Working Draft is proposed to proceed to SC17 for comments in

December 2007. viii. New ISO Project leader to be instated by fourth quarter. Action

initiated to send Per Kristen Lesund the existing draft to work group 6.

m. Materials Study Group

a. SC17 has dropped any further work on this proposal.

7. Summary of Discussion of Prior meetings a. Buoyancy and Insulation Aspects --- No report available.

i. Question as to should this be moved forward as a SPEC, RP or what.

ii. John Bednar and Jonathan Jordan to find if a champion can be found.

b. Subsea Metering – No report available.

i. Alf Reidar has volunteered to bring to API what is happening in an ISO working team.

ii. John Allen to bring forward in the winter meeting what is working with Deep Star.

c. Sunset team update i. Jonathan Jordan to update teams.

d. Installation reels

i. John McManus to contact installation contractors to find a champion for NWI.

e. Get information out to the industry. i. Jonathan brought copies of the existing poster. This is for

awareness. i. Alf Reidar showed what ISO uses and suggested that the two

could be combined, maybe also with EN standards.

8. Other Business; a. Funding

i. Two contracts are open i. 17P ii. 17N

a. 17N asked for new money, but the funding is no longer required.

b. Work Group 6 does not have a representative from SC 17. i. Action for Leadership Team to have this representatives found and

in place by winter meeting.

c. ECS has recommended that all winter meetings be held at same time and in the same location – preferably in the Texas area. 16C disagrees and plan to keep its winter meeting separate.

i. ASME Section V 1. An overview of the new ASME Section VIII, Division 2

Pressure Vessel Code was presented by David Osage. ii. ExxonMobil

1. ExxonMobil presented the ExxonMobil approach to subsea equipment qualification.

2. Motion for NWI to further develop the proposed approach developed by ExxonMobil and presented at the roundtable session on 6/26 to be published as a possible RP or technical report.

iii. 17N 1. John Allen and Mark Siegmund gave detailed look of current

status of the proposed document. (See Above). iv. Materials

1. Proposal in January by OGP to put together a composite document on materials based on NORSOK 001. All Subcommittee chairman were requested to comment. SC 17 voted no with a lot of comments. U.S. TAG voted No, but we understand the ballot passed the ISO requirements for approval, so we believe the US will be appointing one or more experts.

v. Subsea Controls 1. John Bodine discussed methodology for simplifying subsea

controls system – system/circuit 1 for critical and system/circuit 2 for non-critical.

2. What is necessary to keep production flowing should have high safety levels. Others, functions for information only, for example, with lower safety levels

3. Question asked “Is there anything in the control system that is really not critical?” Answer, possibly, reservoir data sometimes is not really critical to production.

9. Actions Items were reviewed and updated during the course of the meeting.

10. Upcoming Meetings –

a. SC 17 Winter 2008 will remain in Houston and not be part of the API Winter Meetings in Fort Worth;

b. Summer June 25-29 2007 API Annual Summer Standardization Conference in Calgary, Alberta, Canada.
