California State University, Stanislaus ("Stanislaus State") recognizes the valuable contributions community
colleges make to higher education. Toward that end, this Memorandum of Understanding ("MOU") is entered
into with San Joaquin Delta College ("SJDC"). Several new initiatives are proposed in this agreement that link
the two institutions academic, co-curricular and administrative programs. The institutions commit to working
toward the successful completion of this agreement knowing that implementation and logistical details will be
addressed as they arise and commit to working out the particulars of each initiative in a manner that is mutually
agreeable to both institutions.
I. Purpose
The purpose of this MOU is to strengthen the existing partnership by continuing to attract qualified San
Joaquin Delta College students to Stanislaus State and to facilitate an efficient and smooth transition into
Stanislaus State from SJDC. This agreement formalizes new investments in staffing, resources and
oversight that lead to academic coordination, faculty and administrative interactions, and student
engagement between Stanislaus State and SJDC. Additionally, the MOU expands the existing partnership
to include a guaranteed sequence of courses in some of the following areas leading to degree completion at
Stanislaus State Stockton Center for Associate for Degree-Transfer ("ADT") students. The Stockton Center
offers two program delivery options. The first is the traditional option in which the program is offered
during 16-weeks in the fall and spring semesters and is considered a regular stateside program. The second
is the accelerated option in which the program is offered in a cohort-based model over a 15- to 18-month
time period, including summer session, through University Extended Education:
i) SJDC South Campus Business ADT pathway will be coordinated with Stanislaus State.
ii) Communication Studies (Traditional: Relational/Organizational Communication Appendix A)
iii) Psychology (Traditional: Appendix B)
iv) Business Administration (Traditional: Appendix C)
v) Liberal Studies (Traditional: Appendix D)
vi) Criminal Justice (Traditional and Accelerated: Appendix E)

II. Stanislaus State Division of Strategic Planning, Enrollment Management and Innovation (SPEMI)
agrees to:
A. Facilitating Current Admissions Requirements and Instituting a New Letter of Student Intent
r. The requirements for conditional undergraduate admission of SJDC students to Stanislaus State are
the following:
a. SJDC students must complete an ADT in one of the similar majors as listed under Section I
as verified by SJDC and meet any CSU admission requirements in effect.
b. SJDC students must have a cumulative grade point average (GPA) of at least 2.0, based on a
4.0 scale, at the time of admission and be in good standing at their last institution of
attendance.
c. SJDC students shall sign a "Letter of In tent to Transfer to Stanislaus State" as early as
possible and no later than the priority application period of their intended term of
matriculation. After submission of the Letter of Intent, the student must remain
continuously enrolled at SJDC until receipt of the ADT degree.
d. SJDC students must matriculate at Stanislaus State in the semester designated in the Letter
oflntentfor the designated programs as listed in Section I. However, students may defer
their intent to enroll for a period of up to one year but will be subject to the limits of the
University's capacity to register new transfer students in their desired term of enrollment. If
at any time the SJDC student decides it is not their intention to matriculate to Stanislaus
State, the student is responsible for informing Stanislaus State in writing of this change in
status at which time the Letteroflntentwill become null and void. If the student does not
submit an application for the intended period of time, and there is no communication with
Stanislaus State, the Letteroflntentwill become null and void.
e. SJDC students must submit a completed CSU admission application meeting all Stanislaus
State deadlines. The fee for the initial application to Stanislaus State is waived under this
MOU.
2. Notwithstanding satisfaction of the above criteria, a prospective SJDC transfer student's admission
is subject to the following limitations:
a. Stanislaus State reserves the right to deny admission to students who are not in good
academic standing or have an active disciplinary record.

f StaciSiaUSa. Students completing an ADT at SJDC will have satisfactorily met all lower-division General
Education and major pre-requisite requirements at Stanislaus State as approved by the
major. See appendices A through G for notes and/or additional degree completion
requirements.
b. Students transferring from SJDC with an ADT degree must complete all required semester
units of coursework to be eligible for the Stanislaus State baccalaureate degree as outlined
in the academic catalog.
c. Catalog rights in effect at the time the student first enrolls at a California Community
College will be honored by Stanislaus State provided the student maintains continuous
enrollment of at least one course each calendar year.
4. Upper-Division Scholarships and Internships for Transfer Students
a. SJDC students who meet the eligibility requirements described in this MOU, have a GPA of
at least 3.8 at the time of application and qualify for upper-level courses at Stanislaus State
will be considered for transfer scholarships. Examples include the following:
I. The Honors Program Yecny Scholarship for selected SJDC transfers.
2. The Crankstart Foundation need-based awards for community college transfers.
3. The Presidential Scholars program could be accessible to SJDC transfers.
4. Designate a portion of One Purpose Scholarship funding for SJDC transfers.
5. Work with Public Higher Education Advisory Board of San Joaquin County, SDJC
Advisory Board and other business leaders in Stockton to identify/create internship
opportunities for SJDC transfer students.
5. Co-sponsored Alumni Events - SDJC and Stanislaus State
a. Introduce a "Warrior Wisdom" event at the Stockton Center that brings in alumni from
both institutions to talk about their professions and allows the students to meet and mingle
with them.
B. Financial Aid
I. Stanislaus State will provide financial support consistent with federal and state regulations and
institutional policies. Students' demonstrated financial need may be met using a combination of
resources including, but not limited to, federal, state, and institutional financial aid funding.
Students will apply for financial aid by submitting the Free Application for Federal Student Aid
(F AFSA) or the California Dream Act Application (CAD AA). Students will comply with all financial
aid application deadline requirements. Financial aid will be awarded in accordance with Stanislaus
State policies and procedures. Transfer students under the MOU are also eligible to apply for
scholarships by submitting their scholarship application by the established deadline. Notification of

awards will follow the offer of admission for those students who have completed their financial aid
application and submitted all required documents.
New Investments in Staffing, Resources and Oversight - Stanislaus State Division of Strategic Planning,
Enrollment Management and Innovation (SPEMI) agrees to:
I. Share data with SJDC on student outcomes for SJDC students transferring to Stanislaus State on a
regularly scheduled and on-going basis. Examples of such outcomes include course success rates,
graduation and retention rates, program of study information and other related demographic
information.
2. Provide a staff member to be located at SJDC facility up to 30 hours per week, who will provide
information regarding the ADT, transfer process and Letteroflntentto SJDC students prior to
enrollment at Stanislaus State.
3. Participate in joint mentoring and advising with SJDC staff for SJDC students.
4. Waive the Stanislaus State application fee for SJDC students who apply under the terms of this
agreement.
5. Information sharing through Cal-PASS Plus or other means to monitor course-taking patterns of
students intending to transfer to Stanislaus State.
6. Turlock and Stockton Center campuses will explore options for reverse transfer. Early suggestions
include promoting this option for students (I) who did not start with Stanislaus State in any
Integrated Postsecondary Education Data System (IPEDS) cohort (first-time, full-time, degree
seeking students), (2) who have accumulated a certain number of credits with Stanislaus State and
have stopped-out or dropped-out, (3) and others who may be struggling with financial difficulties.

agrees to:
I. The Stockton Center and Stanislaus State Division of Student Affairs will create new co-curricular
opportunities for SJDC students intending to transfer to Stanislaus State. Initiatives will include
examples similar but not limited to: writing lab, supplemental instruction, peer tutoring and new
student orientation that provides information about resources, services, class schedules, campus parking
and student identification cards. SJDC student visits at Stanislaus State could include coordinated
presentations and offer workshops on topics such as science, technology, engineering and mathematics
(STEM) and career, job and other professional opportunities.

I. Provide a scheduled course sequence in some programs and a guaranteed course sequence in the
following bachelor's degree programs: Liberal Studies, Psychology and Business Administration as
shown in Section I.

Stanislaus 2. Provide opportunities for joint faculty development for Stanislaus State and SJDC faculty for
programs outlined in Section I. The Faculty Development Center on the Turlock campus will
coordinate joint faculty development between faculty on Stanislaus State and SJDC campuses. The
purpose of these joint sessions is to build a collaborative relationship among faculty who are
teaching in a similar discipline on Stanislaus State and SJDC campuses.
New Investments in Staffing, Resources and Oversight - SDJC Agrees to:
1. Provide facility space for a Stanislaus State staff member up to 30 hours per week.
2. Provide information regarding the ADT and CSU admission requirements necessary to transfer to
Stanislaus State.
3. Assist with facilitating Letters of Intent, student release of academic information and providing
information regarding progress toward ADT completion.
VII. Coordination of MOU
Stanislaus State and SJDC agree to:
I. Communicate with each other changes to policies or requirements of their respective institutions
that affect this MOU,
2. Review the MOU annually or earlier upon the request of either party. This review will include,
among other items, specific program articulation, academic achievement, retention and graduation
rates and transitional experience of participants,
3. Have the Vice President for the Division of Strategic Planning, Enrollment Management and
Innovation at Stanislaus State serve as liaison for the purposes of monitoring this MOU,
4. Announce this relationship on the respective institutions' websites and other marketing venues as
appropriate,
5. Provide accurate and timely information about the relationship to prospective students.
VII. Terms of Agreement, Termination and Other Provisions
1. This MOU may be amended from time-to-time by the written agreement of the parties. These
amendments may include changes related to program offerings and requirements.
2. The MOU is made effective on the date that both parties have signed the agreement and shall
continue unless terminated.
3. The MOU may be terminated:
a. By mutual agreement of the parties, or
b. By either party upon 180 days prior written notice to the other party of an intention to
terminate.
4. SJDC students who have submitted a Letteroflntentat the time of MOU termination will be
permitted to transfer to Stanislaus State under this MOU.
