GUEST SPEAKERS:
David Bender, Partner, Haynes and Boone, LLP
David P. Bender, Jr. is a partner in the Litigation Practice Group in the Orange County office of Haynes
and Boone. His practice focuses on recovering his clients losses from their insurance companies and
third parties who contributed to the loss and/or the third parties insurance companies.
David has represented policyholders in international arbitration forums as well as European
organizations in U.S.-based insurance coverage disputes. He has also represented numerous private
and public entities in coverage disputes against insurance carriers and joint powers agencies. David
has recovered losses sustained by his clients as a result of environmental contamination, property
damage and business interruption, embezzlement, employment claims, construction defect and class
actions. His clients include hospitality companies, manufacturers, transportation companies, colleges and
universities, hospitals, tax exempt entities, municipalities and special districts such as port, airport and Affordable
Housing Authorities. David is a frequent presenter at Association of Corporate Counsel Chapters on insurance and
risk management issues as well as the ACC Value Challenge.
Brian Jones, Partner, Schrader Co. Sales, LLC
Brian has been a partner in Schrader-Co-Sales-LLC for 15 years specializing in pile protection and
repair systems. Representing Five Star Products, internationally recognized manufacturer of premier
epoxy and cementitious grouts, Schrader’s products are generally used in the marine market
including ports, military facilities, refineries, USACE and other private entities with waterfront
facilities. These products are also used for new construction and repair of boardwalks, bridge
fendering, bridge-pier support beams, sea walls, pile repair, ferry terminals, piers, docks, wharfs,
jetties, bulkheads, and concrete-steel-wood restoration.
Zoran Knežević, President & CEO, Port Alberni Port Authority
Zoran has over 25 years of experience in the shipping industry. He started his marine career at an
early age working for various merchant marine companies in the former Yugoslavia. Zoran sailed as a
ship’s Nautical Officer on various ships ranging from passenger vessels to large container ships. He
holds a degree in nautical science as well as an Unlimited Master Ticket. After moving to Canada in
1992 and over 20 years of working in numerous capacities within the shipping industry, Zoran joined
the Port Alberni Port Authority in 2012 and has achieved a number of landmark results including
negotiating a Collective Agreement with ILWU, reserving 750 hectares of land for port development
and expansion, executing a Protocol Agreement between PAPA and the Huu ay aht First Nations, developing a world
class port in Alberni Inlet, and fostering a partnership agreement between LNG Steelhead and Huu ay aht FN to build
an LNG export facility in Alberni Inlet, a project estimated worth of $30 billion dollars. Mr. Knežević is passionate
about shipping, Port Alberni and all of Vancouver Island. He believes that the entire region, province and nation as a
whole can benefit from the development of the Port Alberni Transshipment Hub (PATH).
Dr. Kevin Ware, Commissioner, Port of Skagit
Dr. Kevin Ware is the Senior Commissioner at the Port of Skagit County, having held that office for the
past 15 years. His educational background has included flight training leading to an FAA airline
transport pilot license and maritime training leading to a U.S. Coast Guard Masters License. In
addition, he has a Bachelor of Science degree from the University of Washington, a medical degree
from Des Moines University, and is board certified as a physician in family medicine. For most of the
past decade he has been employed as an emergency medicine and cruise ship doctor in addition to
flying corporate jets part time professionally.

Stephen Craven, Past Chair, Hawaii Pacific Export Council
Steve is a former American diplomat and small business owner. During his time in government he
was a U.S. negotiator in the Tokyo Round trade talks, managed the U.S. Commerce Department’s
trade negotiations division, and was a U.S. representative at meetings of the General Agreement on
Tariffs & Trade (the predecessor to the World Trade Organization). Steve served as a commercial
officer in American embassies (or equivalents) in Taiwan, Germany, Singapore, Austria and Slovakia.
He also conducted bilateral trade negotiations with Indonesia, Japan, New Zealand, Colombia,
Uruguay, Argentina and others. Steve operated his own international consulting firm, Kekepana
International, for ten years, advising clients about trade policy developments and how to cope with
them. He is an associate member of the National Steering Committee of District Export Councils, and a member (and
former chair) of the Hawaii Pacific Export Council. Steve spends his free time paddling outrigger canoes in Hawaii. It
is ancient history, but Steve’s first government assignment was with the U.S. Maritime Administration, where he
worked on things like promoting double bottoms for tankers, port development in Vietnam, maritime subsidies, and
the effectiveness of the Jones Act.
Joanne M.S. Brown, General Manager, Port Authority of Guam
After graduating with numerous awards from Notre Dame High School, the University of Guam, and
the University of Hawaii at Manoa where she received her M.A. in Political Science in 1988, Joanne
began her career as a Staff Assistant to Governor Joseph F. Ada and Executive Director for the Guam
War Reparations Commission. She was then appointed as Deputy Administrator for the Guam
Environmental Protection Agency in 1991. During this time Joanne also served as an adjunct instructor
for Political Science at UOG. In 1994 Joanne was elected to her first term in the Guam Legislature. She
went on to serve six consecutive terms and served as the Vice Speaker in the Twenty-Eighth Guam
Legislature and Chairperson for the Committee on Natural Resources, with oversight for the Guam Waterworks
Authority and the Guam Power Authority. Joanne was also elected during this time to serve as a two term President
for the Association of Pacific Island Legislatures. Since completing her legislative term in December of 2006, Joanne
returned to the University of Guam and served as the Assistant Director for Soil & Water Conservation with the
College of Natural and Applied Sciences. In January of 2011, Governor Eddie Baza Calvo appointed Joanne to serve as
the Director for the Department of Public Works and she was unanimously confirmed to serve as the DPW Director
by the 31st Guam Legislature. In December of 2012, Joanne was then appointed by the Board of Directors of the Port
Authority of Guam to serve as General Manager
Richard Mitchell, Partner, Miller Nash Graham & Dunn LLP & General Counsel, Port of Longview
Richard represents public entities as their outside general counsel and specialty counsel. As the
former General Counsel to Washington Governor Christine Gregoire, Richard provided advice to
Washington’s Chief Executive Officer and her staff on a wide range of matters. He has served as a
Special Assistant Attorney General representing the Washington State Department of Transportation,
and as a Special Advisor to the King County Prosecuting Attorney’s Office. Richard has substantial
experience in complex commercial litigation, as well as in government affairs and public policy. His
practice focuses primarily on municipal law, real estate, land use, and construction-related
transactions. He is an equity partner at Miller Nash, and serves on the firm’s six-person Executive
Management Committee.
Jon Young, Executive Director, Hawaii Asphalt Paving Industry (HAPI)
Serving as the Executive Director of the Hawaii Asphalt Paving Industry (HAPI – note, please
pronounce it as ‘happy’) for the past six years, Jon’s goal is to lead industry efforts to raise awareness
of best practices and the latest technologies available in asphalt paving to improve the condition of
Hawaii’s roads, airports, and harbors. To accomplish his goal he draws on his experiences as a design
consultant engineer, most recently with Belt Collins Hawaii, and as a site work construction manager
for Gentry Homes, a Hawaii master planned residential development company. Jon is a graduate of
the University of Hawaii with a BS degree in civil engineering. He also obtained an MBA from Chaminade
University. He is a licensed engineer, a LEED AP, and an Envision Sustainability Professional (ENV SP). In addition to
his job duties and responsibilities, Jon also serves as an American Society of Civil Engineers volunteer, leading several
committees including the Hawaii Civil Engineering Clubs for High School.

Duane Kim, Harbors District Manager, Maui District, Hawaii Dept. of Transportation, Harbors Division
Prior to serving at the Hawaii DOT beginning in 2008, Duane worked in many capacities at
transportation-related organizations. Duties included Port Operations Manager at Hawaii Superferry,
General Manager at Island Movers, Research & Technology Center Manager at the Maui Economic
Development Board, and District Manager at Matson. Duane graduated from Washington State
University in 1977 and participates in numerous community involvement organizations such as Big
Brothers Big Sisters, Boy Scouts of America, Hawaii Transportation Association, Maui Contractors
Association, Maui Fair Alliance, Maui United Way, and Rotary Club of Kahului.
Todd Chase, Principal and Economist, FCS Group
Todd has 30 years of experience in management consulting, financial analysis and economic analysis
for public-and private-sector clients. He has managed over 150 impact studies, annexation studies,
funding strategies, and capital facility plans, with emphasis on growth management and sustainable
“green” infrastructure. One of his specialties is providing detailed economic and fiscal impact
assessments of the costs and strategies for implementing public and private improvements. Todd has
successfully managed dozens of large-scale land use/transportation plans with capital facility and
funding elements; he has assisted dozens of cities, counties, and states in adopting new
transportation financing mechanisms to implement strategic projects. Recently, Todd assisted several
ports in the development of strategic and economic plans. A recognized leader in Oregon on economic development
policy issues, he is an appointed member of Oregon’s Department of Land Conservation and Development Economic
Development Planning Advisory Committee, and the Clackamas Economic Development Commission. Todd is
certified by the American Institute of Certified Planners and is a LEED Accredited Professional.
Scott Keillor, Senior Planner and Project Manager, BergerABAM
Over the past decade, Scott has focused on strategic planning for northwestern U.S. ports, including
the completion of a dozen strategic business plans for Oregon ports and several comprehensive
schemes for harbor improvements for Washington ports. These plans provide a 20-year project and
policy basis for economic expansion for major Pacific ports, including plans for a future marine
terminal and major rail capacity expansion at the International Port of Coos Bay and a proposed deep-
water terminal access for the Port of Woodland on the lower Columbia River. Scott leads
BergerABAM's Strategic Planning and Communications Team, combining technical skills and public
outreach methods to better understand port and tenant needs and develop effective port strategic
plans, including priority policies, public/private funding strategies, and project development.
