Article 1 Use of Terms3. “Disaster” means a serious disruption of the functioning of a community or a society causing widespread human, material, economic or environmental losses. 4. “Disaster management” means the range of activities, prior to, during and after the disasters, designed to maintain control over disasters and to provide a framework for helping at-risk persons and/or communities to avoid, minimise or recover from the impact of the disasters. 7. “Disaster emergency” means a situation where a Party declares that it is unable to cope with a disaster.

Article 9ASEAN Standby Arrangements for Disaster Relief and Emergency Response1. On a voluntary basis, each Party shall earmark assets and capacities, which may be available for the regional standby arrangements for disaster relief and emergency response, such as: a. emergency response/search and rescue directory; b. military and civilian assetsc. emergency stockpiles of disaster relief items; and d. disaster management expertise and technologies

ASEAN COMMITTEE ON DISASTER MANAGEMENT (ACDM)

• The ACDM is the main sectoral body under AADMER. The ACDM Focal Points are also AADMER National Focal Points. They are Heads of National Disaster Management Organisations/Agencies in ASEAN Member States

• The ACDM reports to the AADMER Conference of the Parties (COP) and the ASEAN Ministerial Meeting on Disaster Management (AMMDM), who meets once in every year

• The ACDM is the founding fathers of AHA Centre and serves as its Governing Board

• The ACDM meets at least once in a year, but normally twice in a year. ACDM’s chairmanship rotates every year

• The ACDM is the main driver in maintaining ASEAN’s Centrality and ensuring synergy in HADR efforts in the region

Establishing ASEAN’s Centrality on HADR Efforts in the Region

The Second Meeting of the Conference of the Parties to the AADMER (May 2013, Hanoi, Viet Nam) “supported ACDM’s decision to have a regular forum on EAS, such as through the open sessions of ACDM meetings”.

So far, the ACDM has convened four ACDM Sessions on EAS Cooperation on Disaster Management. This has allowed, among others, for the ACDM to provide consolidated inputs on the Statement on EAS Guidelines for Rapid Disaster Response. The Statement was adopted by the EAS Leaders in November 2014.

The 3rd Meeting of the Conference of the Parties to the AADMER and 2nd ASEAN Ministerial Meeting on Disaster Management (October 2013, Brunei Darussalam) “agreed to convey to the ARF and the EAS Foreign Ministers Meeting that all issues related to disaster management must be consulted with and involve the AMMDM and ACDM as its sectoral body at the earliest stage”.

Joint Task Force to Promote Synergy and Coordination on HADR

Promote synergy and coordination among the relevant internal ASEAN mechanisms related to HADR, using AADMER as the regional policy backbone and common platform to maintain ASEAN’s Centrality

Enhancing cooperation between the health and disaster management sectors through Disaster Medicine

Promotion of cooperation on disaster medicine is undertaken through:

• Conduct of ASEAN Disaster Medicine workshops (by the National Institute for Emergency Medicine, Thailand, and JICA)

• Survey on the current situation of disaster/emergency medicine system in the ASEAN Region (by the National Institute for Emergency Medicine, Thailand, and JICA)

• Develop joint medical response plans• Conduct of proper training courses and researches in the area of emergency

medical services

Disaster Health Management is a priority area endorsed by the 12th ASEAN Health Ministers Meeting in September 2014 in Hanoi, Viet Nam

Enhancing cooperation between the health and disaster management sectors through the establishment of the ASEAN Centre of Military Medicine

The AHA Centre shall be established for the purpose of facilitating co-operation and co-ordination among the Parties, and with relevant United Nations and international organisations, in promoting regional collaboration (AADMER Article 20.1)

The ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA CENTRE) as the operational engine of AADMER

The AHA Centre shall work on the basis that the Party will act first to manage and respond to disasters. In the event that the Party requires assistance to cope with such situation, in addition to direct request to any Assisting Entity, it may seek assistance from the AHA Centre to facilitate such a request (AADMER Article 20.2)

• Going beyond the current disaster management mechanism: ASEAN’s collective response to disasters requires mobilisation of resources from all relevant sectors and mechanisms in ASEAN

• Garnering support from external partners: Utilise various networks with external partners to garner additional resources in times of large-scale disasters

• Making AADMER & AHA Centre more inclusive: Utilise support from all sectors concerned, particularly in relief stage where time is of the essence

We noted with satisfaction the outcomes of the 2nd ASEAN Ministerial Meeting on Disaster Management (AMMDM) convened in Bandar Seri Begawan on 16 October 2014, including the adoption of the strategy "One ASEAN, One Response: ASEAN Responding to Disasters as One". This Strategy, which will be launched in 2015, will ensure ASEAN to respond effectively and efficiently to regional disasters.

We encouraged the promotion of synergy and coordination among the relevant internal ASEAN mechanisms related to humanitarian assistance and disaster relief, using AADMER as the regional policy backbone and common platform.

We welcomed the progress made by the Joint Task Force to Promote Synergy on HADR, which under the chairmanship of the (ACDM held two meetings in Bandar Seri Begawan in May and October 2014, with the participation of the representatives from SOM, ADSOM, SOMHD, SOMSWD and other relevant ASEAN sectoral bodies”
