Additional containment measures have low emission reduction potential
Avoiding use of F-gases can bring large and cheap emission reductions. Climate friendly alternatives that are safe and energy-efficient exist in many sectors.

New prohibitions on F-gas equipment/products

Explicit prohibition of unnecessary emissions (venting…), extension of emission prevention to persons carrying out installation, maintenance, decommissioning etc..
Certification for persons carrying out all activities on mobile AC equipment (not only recovery)
Leakage checks also for refrigerated trucks and trailers
Use of CO2eq-weighted thresholds

The role of new bans in the proposal
1. To address non-HFCs/by-production• SF6 in magnesium die-casting
• HFC-23 by-production
2. To support and steer the phase-down: "sign posts"• Fire protection with HFC-23• Retrofitting: Ban of HFCs>2500 for maintenance of
refrigeration equipment from 2020 ("Service ban")

3. To safeguard integrity of phase-down
• Pre-charging of non-hermetically sealed equipment
• Sealed equipment (are also "signposts"!)– Domestic fridges (2015)– Fridges/freezers in retail/food service (2017/2020)– Movable room air conditioners (2020)
All bans would apply in the same way to imported and EU-produced equipment!
