DOH official thanks Singaporean President for the equipment donated to Basey Hospital

T he Department of Health (DOH) in Eastern Visayas expressed

thanks to Singapore President Tony Tan Keng Yam for the medical equipment donated to Basey

District Hospital, Basey Western Samar. In an interview with Department of Health Region 8 Director Dr. Jose R. Llacuna, the

official told Philippine Information Agency that the emergency equipment are a big help to the Samarenos particularly in said town. “I ’m just glad that despite malayo ang Singapore may tumutulong sa atin, kaya nakapaano ng loob, we are very thankful to them, we cannot thank them enough for their generosity ”, Llacuna said. The medical equipments include diagnostic sets, cribs for the babies, wheelchairs, O.R. lamps, among others. However, the overall cost of the medical equipment was not disclosed. The President of Singapore came to Basey, Samar where he formally turnover the first batch of medical equipment and supplies. He was welcomed by Philippine Red Cross Chairman Richard Gordon, PRC Secretary General Gwendolyn Pang, PRC Leyte Chapter, local officials in Samar led by Governor Sharee Ann Tan, Basey Mayor Igmedio Ponferrada, DOH 8 Director Jose R. Llacuna, Dr. Rutchie Egos, Chief of Hospital of Basey District Hospital and his staff. Said effort is a joint project of the Philippine Red Cross, Singapore Red Cross and the International Committee of the Red Cross in l ine with the rehabilitation program of the Philippine government in Yolanda affected areas in the region. In their pursuit to help the survivors of typhoon “Yolanda”,

the Initiatives for Dialogue and Empowerment through Alternative Legal Services(IDEALS) is currently spearheading a mass registration for all typhoon survivors of Samar and Leyte. In Eastern SAmar, eight(8) municipalities which were hardest hit by the super typhoon are targeted to be piloted, Mr. John Cortez of IDEALS, Balangiga Satellite Office said. These are the municipalities of Guiuan, Quinapondan, Hernani, Mercedes, Salcedo, Lawaan, Balangiga and Giporlos. Come Monday morning, April 7, a launching program is set to be held at the Tierra de Milagros Resort, barangay Arado, Palo, Leyte, where local chief executives, local civil registry officers and heads of

line agencies are expected to join. Mr. Cortez said that this is one way of showing the world that they care for the marginalized sectors of society, farmers, fisher folks and now the helpless “Yolanda” survivors, who are financially incapacitated to finance the reconstruction of their lost family documents. “It would be an added burden to families whose houses, including their vital documents were washed out, to be going back and forth their municipal civil registrar ’s office, in order to reconstitute their children’s birth certificates and marriage contracts. Thus, this assistance from IDEALS supported by NSO, DSWD and DILG ”, Mr. Cortez stressed. He explained that the event in Palo is only the launching of the “legal” assistance to survivors, because the registration will be

done in respective target areas. He added, that United Nations High Commissioner for Refugees(UNHCR) supports the program likewise, as they intend to offer further interventions to the survivors. In a separate interview, Ms. Malou Azul, Borongan City Local Registry Officer shared, that copies of records from the NSO national office will be shared to the concerned LCRs for purposes of validation and reconstruction. She added that these records are certainly important for government to be able to determine the kind and number of programs for the poor, i.e. the Conditional Cash Transfer(4Ps). Mobile civil...from page 1which were destroyed by the super typhoon. This project seeks to reach out residents in 18 towns and two cities in the provinces of Leyte, Samar, and Eastern Samar. Specifically, recipients are typhoon-displaced residents in Tacloban City, Palo, Tanauan, and Tolosa in eastern part of Leyte; Villaba, San Isidro, Tabango, Isabel, Matag-ob, and Ormoc City in northwestern part of Leyte; Basey and Marabut in Samar; Lawaan, Balangiga, Quinapondan, Giporlos, Guiuan, Salcedo, Mercedes, and Hernani in Eastern Samar. Technical assistance will be provided to local civil registrar of partner LGUs through the provision of computers, laptops, printers, copiers, and typewriters. IDEALS has recruited 200 community organizers to help LCR in conducting barangay-

based registration. Through mobile registration, releasing of important documents can be done in the community level with beneficiaries claiming these documents for free. Civil registration is the recording of vital events - births, deaths, marriages - that affect the civil status of individuals.The civil registration project is being implemented by Initiatives for Dialogue and Empowerment through Alternative Legal Services, Inc. (IDEALS), United Nations High Commissioner for Refugees (UNCHR), Department of Social Welfare and Development (DSWD), Philippine Statistics Authority – National Statistics Office, 20 local government units (LGUs) and local civil registrar ’s (LCR) office. The initiative is backed by the United Nations Development Programme (UNDP), United Nations Children’s Fund (Unicef ), United

Nations Office for the Coordination of Humanitarian Affairs (UN OCHA), International Organization for Migration (IOM), United Kingdom Aid (UK Aid), Department of Social Welfare and Development (DSWD), Department of the Interior and Local Government (DILG), Office of the Civil of Defense (OCD), Oxfam, and Interchurch Organisation for Development Cooperation (ICCO). Aside from Secretary Soliman and the implementing agencies representatives, the local chief executives of the LGU beneficiaries will be in attendance especially during the signing of the Memorandum of Agreement among the stakeholders. It was learned that a press conference will be conducted after the program at 12:00 noontime. (PIA 8)
