First, I would like to thank you for spending a few minutes of your
time not only answering my survey, but most importantly sharing
your thoughts regarding our lawn and irrigation future. I am able to
report that 61 of our association households agreed to retain Turf
Keepers. Rest assured, I did compile a list of your suggestions to
present to Shannon in an effort to improve on the status quo. I must
admit this canvas of the neighborhood went well. I do need to
apologize to the one neighbor I was unable to connect with, but I will
try to do better next time. In other business, Bobbie Conner and I
recently spent an afternoon at Vesta headquarters reviewing the last 2
years of our financial records.

PRESIDENTS REPORT—Continued from Page 1
Thanks to Vesta’s organizational skills and to the relative simplicity of our financials history,
it didn't take us long to figure out the intricacies of the reports. At our upcoming board
meeting we will discuss whether an audit is either appropriate or necessary at this time. On a
side note, we did agree to further investigate our insurance policies in an effort to determine
cost effectiveness versus coverage as we move forward. I would also like the report that our
ad hoc committee has placed Royal Doulton’s legal documents under a microscope and is
presently dissecting them in an effort to remove outdated rules and regulations. Thanks again
for accepting this challenge.

ARCHITECTURAL CONTROL
Spring paint-up, fix-up and clean-up time is finally here.
Most residents are now using the new ACC form. If for some reason you do not have or cannot find the
newest form please contact me as I have additional copies.
Again, we remind you DO NOT start any work until your form has been approved by the ACC
committee. Thanks for your cooperation and understanding.
The sidewalk and street gutter cleaning were a great improvement to the look of the neighborhood.
There were a few minor issues with the drying/blowing of the sidewalks but overall a success.

SOCIAL COMMITTEE REPORT
We will soon bid many of our seasonal members au revoir. You will be
missed, and we extend to you our very best wishes for a happy, healthful, and sensational summer!
Should you discover a sick or wounded wild animal, you may
contact the Owl’s Nest Sanctuary for Wildlife at 813-598-5926. The all-volunteer team advises a text message with an address, phone, and situation description is the fastest communication method. Hillsborough County Animal Control may be reached at 813-744-5660 for trespassing leashed and unleashed domestic animals.
Vicki Boyle will be taking a sabbatical from the social committee.
Vicki is an amazing friend, coworker, and an integral member of the committee. Her wit, creativity, and hard work will be missed during her absence.

Scheduled Events
***************************************************************** November 18 Annual P.O.A. Meeting, Monday @ 9 a.m. Coffee & lite fare will be available at 8:30 a.m. in the Florida Room of the Atrium Building, located at 945 N. Course Lane, within the Central (North) SCC Community Campus. December 13 Christmas Party, cocktails @ 5 p.m., dinner @ 6 p.m. Cocktail attire. Details are being finalized.
Attached please find an update to the irrigation schedule [included in the package
distributed for the October 30, 2017, general property owners’ meeting]. Please remember that if
watering times are adjusted during seasonal precipitation periods, the start time varies
accordingly. We would also like to respond to some recent inquiries.
Mowing
* The University of Florida extension service recommends that bermudagrass be cut at a
height of 3/4 -1.5 inches. Our mowers vary between levels of 3.0 inches to 1.5 inches,
season dependent. For example, mowers may be at the lower settings during slow
growth periods and at the highest setting during rapid growth periods. Mowers may
appear to be cutting low in areas where a yard is bumpy or uneven. Brown and burned
spotting caused by the salts in dog urine is also more noticeable after mowing.
* Mowers run at speeds that ensure a proper cut and optimize the flow of clippings
through the mower deck. Please let us know if you encounter a specific instance where
safety may be a concern.
* During mowing, sidewalks are used for the collection and disposal of clippings.
Contractor vehicles are parked for the safety and convenience of all traffic and to ensure
driveway access. Should you incur a blocked driveway, please contact us with the date,
time, and location of the obstruction.
* Lawn, irrigation, and inspection activities are performed under management direction.
A team leader is present during all mowing activities.
General
* Weeds spread by wind, water, animals, people, and equipment. Our mowers are
thoroughly cleaned as part of a regular maintenance program.
* Commercial fertilization is strictly regulated and monitored by the
Florida Department of Agriculture & Consumer Services. The fertilizer we apply
for optimum results, over seven applications, complies with its guidelines.
* There are hundreds of invasive grasses and weeds in Florida. Herbicides for use in
residential areas remain under continual review and development, and our herbicides
help to prevent the germination of and control of some. The chemical (MSMA) that
selectively controlled tropical signalgrass was effectively banned by the EPA in 2012.
The widespread root system of signalgrass can make it difficult to control. Leaves are
killed by mild frosts, but plants regrow with the onset of warm conditions. Hand pulling
and digging out plants is the recommended method of getting rid of it in established
lawns.

reporting procedure which is working very well. While Turf Keepers may be contacted

This completed request, along with drawings, descriptions and other supporting materials is to be presented to the
Director of the Architectural Control Committee for review. Residents are advised to review the Covenants,
Restrictions and Architectural, Standards in your Royal Doulton Estates Homeowners Manual.
WORK SHALL NOT BEGIN UNTIL APPROVAL SIGNATURES ARE OBTAINED ON PAGE 1 OF
THIS REQUEST FORM. CHANGES MADE WITHOUT PRIOR APPROVAL ARE SUBJECT TO
REMOVAL AT THE OWNER’S EXPENSE.
Requests Submitted Without Sufficient Detail Will Be Returned Without Approval.
This Request Must Include:
1. An attached sketch and/or contractor’s proposal/estimate sheet showing proposed changes in detail,
including the dimensions and location of the project as well as materials; type, color, style. (Costs may be
deleted or covered from estimates if desired). It should show the location in relationship to the property
lines and dwelling. Drawings must show measured distance from adjacent dwellings of any potential noise-
producing equipment such as pumps and water conditioning systems for pools and spas. Structural additions
also require a survey showing property setbacks. All attachments shall be page numbered for reference.
2. Landscaping requests shall also include the types and numbers of plantings as well as their initial and
maximum width and height. Planned changes to original lot drainage and/or irrigation systems must be
presented with required solutions. Irrigation changes must be performed by RDE’s irrigation contractor at
the owner’s expense.
3. Painting requests must include three color samples, such as manufacturer’s color swatches and color codes,
even when repainting the same colors.
4. Roofing requests shall include product specifications and a color sample. Materials must be similar to those
currently used in RDE. Acceptable materials are: concrete or clay tiles in barrel or flat style, steel in barrel or
flat style (some companies list flat roofing as shake style); and aluminum in barrel or flat style.
5. If your contractor must use any portion of a neighbor’s property or easement for ingress or egress, you must
obtain prior written permission from affected neighbors and attach it to this request form.
