THE MANAGING EDITOR’S EDITORIAL

I am immensely happy in presenting the sixth issue of ‘The Nightingale’ our online magazine

which was launched in the month of January, 2014. The second quarter issue for April 2015

went under ink and pen immediately after the first issue of the year 2015. It gives me great

pleasure to know that the effort to bring out new issues of the magazine is an ongoing effort and

I am sure that the magazine will go from strength to strength in the days to come.

The second issue for April 2015 has turned out to be good in terms of content, color and design

in spite of the examination season when the faculty is busy conducting examination and

evaluating answer books. The magazine has been enriched by contributions made by both

students and faculty.

I am very proud to see the research paper written by our young faculty member Mr. Pankaj

Pandagale being published in the magazine for the fact that his research paper, co-authored with

Dr. Kinnary Thakkar, Associate Professor, Department of Commerce, University of Mumbai,

received the first prize in the two day International Conference on Multidisciplinary Research

conducted in the month of April 2015.

I call upon one and all to wholeheartedly contribute their mental energy to the making of our

magazine so that every new issue launched becomes a benchmark in itself and the magazine

progresses both in quality and content quarter after quarter and year after year.

THE EXECUTIVE EDITOR SPEAKS

It gives me great pleasure to continue to pen the editorial page of the April 2015 issue of our online

magazine ‘The Nightingale’. This is our sixth issue since the launch of inaugural issue in the month

of January, 2014.

The April 2015 issue of the Nightingale is divided into four sections. Section one deals with

Economy and Society. In this section, we have published two research papers presented in the two

day International Conference on Multidisciplinary Research conducted by the University of

Mumbai at Kalina Campus in the month of April 2015. The third article is by our alumnus Mr.

Param Tigade who has expressed his views on the 1983 Mumbai Terrorist Attack. Section two is

devoted to poems written by our students and faculty. The executive editor Mr. Krishnan Gopal

has penned a poem in hindi entitled “Mai Majhab Hu”. Prakash Patil, our alumnus is a regular

contributor and he has written a poem entitled “Athavta Ka Tula”. Kiran Sawant has written a

poem titled “Thakk” and Param Tigade has also written a poem titled “Robo”. Section three is full

of reports pertaining to various activities conducted in the college. In this issue, we have introduced

a new section called “Alumni News”. In this section, we have published a brief profile of one of our

illustrious alumnus Mr. Manoj Kshirsagar who is Deputy General Manager (HR) at Volkswagen

India Limited.

The different sections in the magazine are tentative and will change according to the nature of

articles received from time to time. We hope the online magazine will inspire our students and

faculty and more and more students and faculty will contribute to this nascent endeavor.

ABSTRACT.

The Disinvestment Policy of the Government of India was part of the New Economic Policy

of July 1991. It was clearly a euphemism for privatization of the Indian economy, given the

opposition to the liberal economic policy of the Narasimha Rao Government in the early

1990s. However, the policy continues to be known by its embryonic nomenclature to this

day. The period between the Rao Government in early 1990s until the second coming of

the NDA Government under Modi in 2014 is known as the Era of Coalition. During the

coalition era spanning over two decades, the avowed objective of converting the Indian

economy into the largest free market economy of the world through the disinvestment

program and other free market economic reforms is far from being realized for India

continues to be a mixed economy with the public sector almost remaining intact to this day

in terms of size and number of companies.

The proceeds of the disinvestment program has been time and again used to shore up the

finances of the government of India and not to achieve the objectives laid down under the

program. However, off late, there has been a policy shift with regard to use of proceeds

with the setting up of the National Investment Fund in April 2005. Post 2009, the

disinvestment proceeds through the NIF has been used for social sector spending and other

productive purposes.

THE OBJECTIVE.

The objective of this paper is to critically analyze the disinvestment program of the government

of India and to throw light on the prospects of the policy.

RESEARCH METHODOLOGY.

The research methodology used for writing this research paper is analytical research. The data

used to analyze is secondary data.

INTRODUCTION.

During the last two decades and four years, particularly after the breakup of the Soviet Union, a large

number of countries of Central and Eastern Europe, Eurasia (consisting of Russia and other breakaway

countries of the former Soviet Union), Asia, Africa and Latin America adopted the free market system

and launched a huge program of privatization. India announced the New Economic Policy in July, 1991

under World Bank compulsions and adopted the policy prescriptions of Liberalization, Privatization and

Globalization. It was argued that the vast and dominant Public Sector in India was not only inefficient

and incompetent but also inconsistent with the changing times. The most important criticism against the

Public Sector was that its rate of return on investment was as low as five per cent per annum.

Disinvestment of public enterprises was the most important objective of the reforms program.

Accordingly, government equity in non-strategic enterprises was to be brought down to 26 per

cent and close down terminally sick public enterprises. The Disinvestment Program began in

1991-92 and government equity in public sector enterprises has since been sold in various

proportions. The program assumed momentum only after 1999-2000 when the decision to make

strategic sale was taken by the government. It involved effective transfer of control and

management to a private firm. The Government so far has undertaken strategic sale of Modern

Foods, BALCO, CMC, VSNL, IBP, ITDC Hotels, Maruti Udyog and Hindustan Zinc Limited.

RANGARAJAN COMMITTEE ON DISINVESTMENT OF GOVERNMENT EQUITY.

The Government appointed a Committee on Disinvestment in Public Sector Enterprises under the

chairmanship of C Rangarajan in 1993 to suggest the correct method of disinvestments. The Committee

suggested that the best method is to offer shares of public enterprises to the general public at a fixed price

through a general prospectus once the public enterprises shares are traded on the stock market.

TYPES OF DISINVESTMENT.

Given the history of disinvestment program beginning from early 1990s, disinvestment

undertaken by the Government of India so far can be classified into three categories. They are:

Minority, Majority and Full disinvestment.

Minority Disinvestment

In a minority disinvestment, the government retains a majority stake in the company which is

typically more than 51%, thereby retaining management control. Historically, minority stakes

have been either auctioned off to financial institutions or offloaded to the public through ‘Offer

for Sale’. The UPA-2 government has made a policy statement that all disinvestments would

only be minority disinvestments through Public Offers. Examples of minority sales through

auctioning to institutions go back to the beginning of the disinvestment program. For instance,

Andrew Yule & Co. Ltd., CMC Ltd. etc. Examples of minority sales through ‘Offer for Sale’

include recent issues of Power Grid Corporation of India Ltd., Rural Electrification Corporation

Ltd., NTPC Ltd., NHPC Ltd. etc.

Majority Disinvestment

In a majority disinvestment, the government retains a minority stake in the company.

Historically, majority disinvestments have been made to strategic partners. These partners could

be other CPSEs, for instance, BRPL to IOC, MRL to IOC, and KRL to BPCL. Alternatively,

these can be private companies, like the sale of Modern Foods to Hindustan Lever, BALCO to

Sterlite, CMC to TCS etc. Even in the case of majority disinvestment, the stake can also be

offloaded through ‘Offer for Sale’, separately or in conjunction with a sale to a strategic partner.

Full Disinvestment.

Full disinvestment or privatization is a case wherein 100% control of the company is passed on

to a buyer. For instance, 18 hotel properties of ITDC and 3 hotel properties of HCI underwent

full disinvestment.

THE DISINVESTMENT COMMISSION.

The Government constituted a five member Public Sector Disinvestment Commission under the

chairmanship of GV Ramakrishna in August 1996. The Disinvestment Commission examined all the 58

public sector enterprises referred to it and advised the government on the extent of disinvestments. The

government has decided to refer all non-strategic units including subsidiaries (excluding IOC, ONGC and

GAIL) to the commission for independent advice.

THE MANMOHAN GOVERNMENT AND DISINVESTMENT POLICY (2004-2014).

The Government has decided to establish a Board for Reconstruction of Public Sector

Enterprises to seek advice on ways and means of strengthening public enterprises in general and

to make them more autonomous and professional.

The Government has approved the constitution of a National Investment Fund comprising of

proceeds from disinvestments of public sector units. The broad objective of the fund will be to

make investments in social sector projects and capital investment in selected profitable or

revivable public sector enterprises in order to enlarge their capital base and to finance

expansion/diversification. The fund was set up on 01st April, 2005.

The Government has also given ‘in-principle’ approval for listing of currently unlisted profitable

PSEs each with a net worth in excess of Rs.200 crore through an initial public offer subject to the

residual equity of the Government remaining at least 51 per cent and the Government retaining

management control of the public sector enterprise.

Approach for Disinvestment (2009-2014).

On 5th Nov 2009, Government approved the following action plan for disinvestment in profit

making government companies:

1. Already listed profitable CPSEs (not meeting mandatory shareholding of 10%) are to be

made compliant by ‘Offer for Sale’ by Government or by the CPSEs through issue of

fresh shares or a combination of both.

2. Unlisted CPSEs with no accumulated losses and having earned net profit in three

preceding consecutive years are to be listed.

3. Follow-on public offers would be considered taking into consideration the needs for

capital investment of CPSE, on a case by case basis, and Government could

simultaneously or independently offer a portion of its equity shareholding.

4. In all cases of disinvestment, the Government would retain at least 51% equity and the

management control.

5. All cases of disinvestment are to be decided on a case by case basis.

6. The Department of Disinvestment is to identify CPSEs in consultation with respective

administrative Ministries and submit proposal to Government in cases requiring Offer for

Sale of Government equity.

SALIENT FEATURES OF THE APPROACH TO DISINVESTMENT (POST 2014).

1. Only minority stake to be disinvested (≤49% equity) in profitable CPSEs

2. Management control of profitable CPSEs to remain with Government.

3. Disinvestment on a case-by-case basis.

4. Citizens have a right to own part of the shares of CPSEs and retail shareholding should

increase.

5. Disinvestment of majority stake (≥51% equity) in loss-making CPSEs that cannot be

revived.

Use of disinvestment proceeds – National Investment Fund (NIF).

1. Proceeds from disinvestment of CPSEs to be channelized in NIF.

2. During 2009 – 2013, Rs.83,548 crore disinvestment receipts and income from NIF were

spent on select social sector schemes like Jawaharlal Nehru National Urban Renewal

Mission, Indira Awas Yojana, National Employment Guarantee Scheme etc.

3. of CPSEs including Public Sector Banks (PSBs) and Public Sector Insurance Companies,

recapitalization of Financial Institutions (FIs), capital expenditure in Indian Railways,

etc.

4. In 2013-14, entire disinvestment proceeds were used for capital expenditure in Indian

Railways

Achievements of Department of Disinvestment.

1. Raised Rs.1.77 lakh crore as disinvestment revenues.

2. 50 CPSEs listed. CPSEs constitute over 14% of the total market capitalization of listed

Indian companies.

3. People’s ownership introduced with retail investors owning an average of 5% of the

shares while public shareholding is about 25% (on average) in listed CPSEs.

4. All listed CPSEs made compliant with minimum public shareholding requirement of

10%, which was mandated by SEBI till July 2014. Efforts to increase minimum public

shareholding to 25% in listed CPSEs as recently mandated by SEBI.

5. New methods of disinvestment introduced à CPSE Exchange Traded Fund. This will

provide investors with low-cost, low-risk and well-diversified equity product with

discounts.

6. The National Investment Fund constituted in 2005, allows use of disinvestment proceeds

as per the priorities of Government.

CRITICAL ASSESSMENT OF DISINVESTMENT.

1. Under-valuation of Assets.

The performance on the disinvestments front over the period 1991-92 to 2002-03 has not been

satisfactory. In the years 91-92, 94-95 and 98-99, the achievements were greater than the targets.

According to Chandrashekhar and Ghosh, the success in 91-92 was due to acceptance of low bids for

share bundles which included profit making public sector enterprises. The average price at which more

than 87 crore shares were sold in the year 91-92 was only Rs.34.83 as compared to Rs.109.61 realized

thereafter. In 94-95, success was due to selling of shares of highly profitable public enterprises like

BHEL, Bharat Petroleum, CCI, Engineers India, GAIL, MTNL etc. In 98-99, the success was due to the

fact that cash rich government companies like ONGC, GAIL and IOC were forced to buy shares of other

public sector companies.

The important reasons for poor performance were as follows:

1. The disinvestments process was carried out in an unplanned, hasty and hesitant way.

Thus it failed to realize best value for government equity.

2. The PSU shares were not listed on the stock exchanges before being offered for sale.

On account of these reasons, the shares of public enterprises were heavily under-priced leading

to heavy losses to the government.

2. Use of Disinvestment Proceeds for Unproductive Purposes.

A part of the disinvestments proceeds were to be used for the National Renewal Fund. In 1997, Mr. GV

Ramakrishna, the then Chairman of the Disinvestment Commission recommended that the proceeds

should be used for retiring public debt, restructuring PSUs, developing the social infrastructure and

voluntary retirement schemes. In 2001-02, the Finance Minister had stated that out of the targeted

proceeds of Rs.12000 crore, Rs.7000 crore will be used for restructuring assistance to PSUs, a safety net

to workers and reduction of public debt and Rs.5000 crore will be used to support plan expenditure on

social and infrastructure sectors. However, the entire proceeds were used to bridge the revenue deficit

and thus try to achieve the fiscal deficit targets laid down under the stabilization program of the IMF.

Thus the disinvestments proceeds were used for non-developmental purposes.

3. Creation of Private Monopolies through Strategic Sales.

Unlike the program of privatization in UK, France, Spain and Germany in Europe and other

countries like South Africa, Malaysia and China where the public sector companies were entirely

offered to the people, the disinvestment program in India have sought to create private

monopolies in place of public monopolies. For instance, the transfer of VSNL and IPCL has

created private monopolies like Tata and Reliance.

4. Productive Use of the Disinvestment Proceeds after 2009.

The Government began to make productive use of the disinvestment proceeds only after 2009.

For instance, Rs.83,548 crore disinvestment receipts and income from NIF were spent on select

social sector schemes like Jawaharlal Nehru National Urban Renewal Mission, Indira Awas

NIF would be utilized for subscribing to shares of CPSEs including Public Sector Banks (PSBs)

and Public Sector Insurance Companies, recapitalization of Financial Institutions (FIs), capital

expenditure in Indian Railways, etc. In 2013-14, entire disinvestment proceeds were used for

capital expenditure in Indian Railways.

A comparative study of Residential Electricity Tariff

in Mumbai

Introduction

Tariff is a method of charging for supply of services, public services such as electricity. The

Government of Maharashtra has established the Maharashtra Electricity Regulatory Commission

(MERC) on August, 5 1999 as the Electricity Regulatory Commission Act, 1998. The important

functions of the MERC are to decide the tariff structures for electricity in the state of

Maharashtra. The MERC also decides the tariff payable for the use of transmission facilities

regulates power purchases and the procurement process of transmission utilities and distribution

utilities, issuing intra-state transmission, distribution and trading licences and also promotes

competition and efficiency in the activities of the electricity industries.

Tata Power is an Indian electric utility company based in Mumbai, Maharashtra, India and is part

The Brihanmumbai Electricity Supply and Transport (BEST) Undertaking is the civic transport

and electricity provider public body based in Mumbai, India. Originally set up in 1873 as a

tramway company: Bombay Electric Supply & Tramways Company, the BEST set up a captive

Thermal power station at Wadi bunder, Mumbai in November 1905 to generate electricity for its

trams that positioned it to also supply electricity to the city of Mumbai. Since 1926, the BEST

has been an operator of motor buses. In 1947, a week prior to India gaining independence, the

BEST became an undertaking of the Bombay Municipal Corporation. It now operates as an

autonomous body under the Municipal Corporation.

Electricity pricing (sometimes referred to as electricity tariff or the price of electricity) varies

widely from country to country, and may vary significantly from locality to locality within a

particular country. There are many reasons that account for these differences in price. The price

of power generation depends largely on the type and market price of the fuel used, government

subsidies, government and industry regulation, and even local weather patterns.

The electricity sector in India had an installed capacity of 261.006 GW as of end February 2015

and generated around 961.777 BU for the period April 2014 - February 2015. India became the

world's third largest producer of electricity in the year 2013 with 4.8% global share in electricity

generation surpassing Japan and Russia. Renewable Power plants constituted 27.80% of total

installed capacity and Non-Renewable Power Plants constituted the remaining 72.20%. India

generated around 967 TWh (967,150.32 GWh) of electricity (excluding electricity generated

from renewable and captive power plants) during the 2013–14 fiscal. The total annual generation

of electricity from all types of sources was 1102.9 TeraWatt-hours (TWh) in 2013.

As of March 2013, the per capita total electricity consumption in India was 917.2 kWh. The per

capita average annual domestic electricity consumption in India in 2009 was 96 kWh in rural

areas and 288 kWh in urban areas for those with access to electricity in contrast to the worldwide

per capita annual average of 2,600 kWh and 6,200 kWh in the European Union. Electric energy

consumption in agriculture was recorded highest (28.2%) in 1991-92.The per capita electricity

consumption is lower compared to many countries despite cheaper electricity tariff in India.

Mumbai is the financial, commercial and entertainment capital of India. It is also one of the

world's top ten centers of commerce in terms of global financial flow. It is the most populous

city in India, most populous metropolitan area in India, and the eighth most populous city in the

world, with an estimated city population of 18.4 million and metropolitan area population of

20.7 million as of 2011. Electricity is distributed by Brihanmumbai Electric Supply and

Transport (BEST) in the island city, and by Reliance Energy, Tata Power, and Mahavitaran

(Maharashtra State Electricity Distribution Co. Ltd) in the suburbs. Consumption of electricity is

growing faster than production capacity.

SCOPE OF THE STUDY:

The study is based on residential electricity tariff of Mumbai. It includes Mumbai based

electricity companies i.e.Tata Power Company, Reliance Infra. Ltd. , BEST. In this paper, there

is comparison between electricity companies. It shows competition and tariff rates fluctuations.

Objectives:

The present study “A comparative study of Residential Electricity Tariff in Mumbai”, has been designed to achieve the following objectives:-

(1) To understand residential electricity tariff.

(2) To analyses and evaluate the overall residential electricity tariff of power supply companies.

For completion of my study only secondary data has been used. The main sources are annual

reports. Besides for framing conceptual framework, various books and published material in

standard books and newspapers, Journals and websites has been made use of.

Data Analysis and Interpretation:

In Mumbai and Maharashtra, electricity is supplied by 4 utilities - Tata Power, Reliance

(Western Suburbs and some central suburbs till Vikhroli), BEST (South Mumbai) and MSEB

(Mahadiscom) (Rest of Maharashtra) . Tata power is not allowed to directly supply power to

consumers who need less than 1 MW per day. Their charges differ for residential, commercial

and industrial establishments.

The Tata Power Companies (TPC) and the Maharashtra State Electricity Board (MSEB) have

their generating stations located in different parts of Maharashtra State and form an

interconnected transmission system grid in the Mumbai-Pune region. Electric Power from this

system is transmitted at 220/110kV through overhead conductors and underground cables

amongst others to TPC’s sub-stations at Carnac, Parel, Dharavi,Backbay & Mahalaxmi.

The BEST Undertaking on behalf of BrihanMumbai Municipal Corporation (who are the

licensees for the distribution of electric power within the City Limits of Mumbai) receives power

in bulk from the TPCs. At 110 / 33 / 22kV, 3 Phase, 50Hertz. Tariff/ charges for power supply

As per the tariff orders for the three key power distribution utilities operating in Mumbai

(excluding MSEDCL which also distributes power across limited pockets in suburban Mumbai),

out of the total consumer base of around 40 lakh households, more than 70 per cent fall in the

category of those consuming 300 units or lesser per month.

In addition to per unit cost, there is a fixed charge applicable to all consumers, which varies from

Rs 3 per month to Rs 150 per month, depending on consumer category.

Most residences (without multiple air conditioners), consume less than 300 units per month

South Mumbai, which has the highest property prices in India, gets the cheapest electric supply.

Tata Power Company has 1,125 Ckm of transmission network in Mumbai License Area,

comprising 995 Ckm of 220 kV/110 kV overhead lines and 130 Ckm of 220 kV/110 kV

underground cables, which connect Trombay and the hydro generating stations to 20 receiving

stations spread across the Mumbai Operations area. The transmission lines are connected to the

network of Tata Power Distribution business, BEST, Reliance Infrastructure and MSEDCL.

Findings and suggestions:

Mumbai is most successful and developing city in India. Competition between electricity supply

companies always affected the tariff in Mumbai. Residential tariff is one of the crucial problems

to the residential customers. Government and electricity companies are play vital role for

deciding tariff in Mumbai. Following are the finding and suggestions.

Electricity is crucial need of residential customers.

It should not be consider profit oriented business.

Many residential customers are living in richest area where electricity tariff is very cheap.

Richest living area’s customer can pay commercial rate also.

Tariff should not be increased at least 5 years to residential customers.

It should be common tariff across Mumbai.

Better service will drive competition.

Reduction of cross – subsidy.

12. Highlights of the College.

a) Academic.

i) Online ‘E’ Magazine – “The Nightingale”. During the year, the college

introduced an online Magazine called “The Nightingale”. It is a quarterly ‘E’

Magazine in which the students, faculty and others are free to contribute their

articles and other publishable material. The Nightingale was launched in January

2014. Four quarterlies since January 2014 i.e. the January, April, July and

October editions of the magazine have come up. Students in particular have

contributed greatly to the success of this magazine.

ii) Earn and Learn Scheme. The College has introduced the ‘Earn and Learn”

scheme under which two students of the college are employed on part time basis

in the administrative office of the college.

Accordingly, visits to the Reserve Bank of India, Bombay Stock Exchange, BSE

Brokers Forum and the National Stock Exchange are regularly organized. In

addition factory and museum visits are also regularly organized by the college.

The ‘BUSINESS CORRESPONDENCE AND BUSINESS FACILITATOR’

was jointly conducted by DR. TK TOPE ARTS & COMMERCE COLLEGE

AND BOMBAY STOCK EXCHANGE INSTITUTE LIMITED with financial

support from National Skill Development Corporation (NSDC) and Banking

Financial Services and Insurance Industry (BFSI) during the period 25th August

2014 to 08th September 2014. The inaugural function of the course was held on

25th August 2014 in the college premises. A total of 57 students participated in the

course. All the 57 students passed the course with distinction and certificates

have been awarded.

on the first Saturday of every month and conduct her counseling session for two

4. Innovative Practices.

a) Sports. The Sports committee is chaired by Prof. Nagesh Suryawanshi. Women kho-kho

and kabbaddi teams were constituted during the term. They are being professionally

coached to participate in competitions at various levels. A college cricket has been

constituted for the academic year 2014-15 and is also being professionally coached to

participate in competitions at various levels.

Indoor sports were organized during the last week of August 2014. Students participated in

carom, table tennis, chess competitions. Our students participated in the Cross Country

competitions organized by DBJ College, Chiplun on 23rd August 2014. Team events for the

academic year 2014-15 will be organized on 22nd and 23rd November in Purandare Stadium.

b) Academic.

i) Online ‘E’ Magazine – “The Nightingale”. During the year, the college introduced an

online Magazine called “The Nightingale”. It is a quarterly ‘E’ Magazine in which the

students, faculty and others are free to contribute their articles and other publishable

material. The Nightingale was launched in January 2014. Four quarterlies since January

2014 i.e. the January, April, July and October editions of the magazine have come up.

Students in particular have contributed greatly to the success of this magazine.

ii) Earn and Learn Scheme. The College has introduced the ‘Earn and Learn” scheme

under which two students of the college are employed on part time basis in the

administrative office of the college.

iii) Special Industrial Visits. The College has introduced industrial visits. Accordingly,

and the National Stock Exchange are regularly organized. In addition factory and

During the first term of the Academic Year 2014-15, the following activities were organized:

FIELD VISITS.

a) A field visit was organized to the Bombay Stock Exchange on 12th August 2014. Prof.

Krishnan Nandela and Prof. Pankaj Pandagle accompanied 79 students to the BSE.

During the visit, the students were exposed to the functioning of the BSE and sessions on

the functioning of the capital market was conducted by the BSE Institute Limited.

b) A field visit was organized to the Reserve Bank of India on 20th August 2014. Prof.

Krishnan Nandela, Prof. Pankaj Pandagle, Prof. Sampat Kanase and Mrs. Sayli

Adivarekar, Office Superintendent accompanied 67 students to the RBI. During the visit,

the students and teachers visited the RBI Coin Museum and had a panel discussion with

the RBI Officers in the seminar hall of the RBI.

INTER-INSTITUTIONAL COLLABORATION.

The ‘BUSINESS CORRESPONDENCE AND BUSINESS FACILITATOR’ course was

jointly conducted by DR. TK TOPE ARTS & COMMERCE COLLEGE AND BOMBAY

STOCK EXCHANGE INSTITUTE LIMITED with financial support from National Skill

Development Corporation (NSDC) and Banking Financial Services and Insurance Industry

TKT-RETAILABILITY PLACEMENT PROGRAM 2014-15.

Retailability is a private sector company which is in the business of providing professional skills,

internship and final placement to persons who acquires the required skills. The Career and

Counseling Cell of our college has tied up with Retailability to organize a large scale placement

program in the month of October 2014. The company has expressed their intent to place about

200 students in the organized retail industry in Mumbai.

ONLINE COLLEGE MAGAZINE.

The college has launched an internet magazine “The Nightingale” in the month of January 2014.

The magazine was the brainchild of Prof. Krishnan Nandela who is also the executive editor of

the magazine. ‘The Nightingale’ is a quarterly magazine and is released in the first week of

every quarter. The college has uploaded three issues of the magazine in the months of January

2014, April 2014 and July 2014. The fourth issue will be uploaded in the first week of October

2014.

2014. Principal SB Pandit, President, Gokhale Education Society will deliver the lecture.

INFRASTRUCTURAL DEVELOPMENT.

The college undertook the following infrastructural work during the first term of the academic

year 2014-15:

1. Installation of CCTV cameras in the college premises.

2. Installation of Two Interactive IT enabled boards in the class rooms.

3. Installation of Four Projectors in the class rooms.

4. Installation of modern sound system and electronic bell.

5. Renovation of toilets for staff and students was undertaken.

DR. TRIMBAK KRISHNA TOPE’S CENTENARY BIRTH CELEBRATIONS.

The college has planned to organize inter-collegiate essay and elocution competitions to mark

the birth centenary of Dr. TK Tope, former Vice Chancellor of Mumbai University. These

competitions will be organized in the second half of 2014-15.

NATIONAL SERVICE SCHEME.

The inaugural function of the NSS Unit was organized on 21st July 2014. An orientation

program for the NSS volunteers was conducted on 09th August 2014. The NSS Volunteers

participated in various activities conducted in the Mumbai University region. The NSS Unit has

conducted regular programs in the college during the term. A tree plantation program was

organized on 24th August 2014 at the GES Camp at Gundge village, Karjat. Seventy volunteers

participated in the tree plantation program. The NSS Volunteers also participated in the traffic

management program during the Ganpati Festival.

LIBRARY DEPARTMENT.

Mr. NS More, Librarian organized a guest lecture on “Gateway to Knowledge”. The library

committee meeting was held in September 2014. A sum of Rs.2, 21, 000/- (Rs.200 × 1105) was

allocated for purchasing text and reference books for the library.

Reading room facility has been extended to the students on Sundays and holidays.

REFRESHER COURSES & SEMINARS.

Prof. Nagesh Suryawanshi and Prof. Dnyaneshwar Jambhule attended Refresher Courses in the

month of August 2014.

Suryawanshi attended seminars and workshops organized at various levels. Principal VB

Rokade attended a workshop on 12th Plan Schemes by the UGC at Badlapur on 22nd July 2014.

EXAMINATIONS.

The Examination committee conducted the internal test for 20 marks from 20th August 2014 to

23rd August 2014. The first and third semester end examination will be conducted from 22nd

September 2014 and the examinations will end on 09th October 2014. The results will be

declared on 17th October 2014.

ARRANGEMENT OF TERMS.

The second term started on 03rd November, 2014 and will end on 30th April 2015. Arrangement

of terms for the academic year 2015-16 will be as follows:

ACTIVITIES OF THE INTERNAL QUALITY ASSURANCE CELL.

During the second term of the Academic Year 2014-15, the following activities were organized

by the Internal Quality Assurance Cell of the college:

FIELD VISITS.

1. A visit to the National Stock Exchange was organized on 21st November, 2014. Forty

students and two faculty members participated in the visit.

2. Industrial visit to Camlin Kokoyu Factory was organized on 20th December, 2014. Prof.

Krishnan Nandela, Head, Dept of Economics, Prof. Pankaj Pandagle, (Accountancy) and

Mr. Sadashiv Mate, Library Attendant participated in the visit along with forty students..

The visit was a great success and a memorable event in the life of the students and of the

college.

3. A visit to the BSE Brokers’ Forum was organized on 06th February, 2015. Thirty one

students and two faculty members participated in the visit.

INTER-INSTITUTIONAL COLLABORATION.

1. The ‘BUSINESS CORRESPONDENCE AND BUSINESS FACILITATOR’ course

was jointly conducted by DR. TK TOPE ARTS & COMMERCE COLLEGE AND

BOMBAY STOCK EXCHANGE INSTITUTE LIMITED with financial support from

National Skill Development Corporation (NSDC) and Banking Financial Services and

Insurance Industry (BFSI) during the period 25th August 2014 to 08th September 2014.

The inaugural function of the course was held on 25th August 2014 in the college

premises. A total of 57 students participated in the course. Examination for the course

was conducted in the month of October 2014 and the results were declared in the month

of December 2014. The question paper was in the multiple choice format and the total

marks were 200.

The participants of the course achieved outstanding results with the average marks being

more than 80% and the highest being 94%. A valedictory function was organized in the

month of January, 2015 and successful candidates were awarded BSE-TKT certificates.

MEMORANDUM OF UNDERSTANDING BETWEEN GOKHALE COLLEGE OF

EDUCATION AND RESEARCH AND DR TK TOPE ARTS AND COMERCE

COLLEGE, PAREL, MUMBAI -12.

Dr. TK Tope Arts & Commerce Night Senior College and Gokhale College of Education

and Research, Parel, Mumbai – 12 have resolved to sign a Memorandum of Understanding on

common use of infrastructural facilities in the College Building available with both the

institutions. Both the institutions will share the expenses towards repair/replacement and

maintenance of electronic assets and shall be free to use the common facilities during their

respective working hours.

EXPERT LECTURE SERIES FOR TYB COM.

Expert Series Guest Lectures were organized for the TYB Com students between 23rd March

2015 and 27th March 2015. Prof. NN Jani from MD College, Prof. Gopal Kalkoti from Nagindas

Khandwala College, Prof. Laxmi Shahapure from DAV College and Prof. Ashok Gujar from

SIES College were invited as experts in their respective subjects.

ONLINE COLLEGE MAGAZINE.

The October 2014 and January, 2015 issues of the online quarterly magazine of the college titled

“The Nightingale” were uploaded on the college website www.tktopenightcollege.in . The sixth

issue for the month of April 2015 will be uploaded shortly.

SEMINARS & WORKSHOPS FOR STUDENTS.

a) The National Stock Exchange of India in collaboration with Dr. TK Tope Arts &

Commerce Night Senior College conducted a Seminar on NSE’s Certificate courses in

Financial Markets (NCFM) on 25th November, 2014.

b) A seminar on the National Skill Development Corporation, Ministry of Finance

sponsored Training-cum-Placement program was organized on 20th November 2014 at 8

pm in the college. The program was conducted by M Cons Media Marketing Private

Limited and Dr. TK Tope Arts & Commerce College.

The training is free of cost and will be followed by an examination. Successful students

will be placed in the Service Sector as Customer Care and Sales Executives in the salary

range of Rs.8000 to Rs.15000/- per month.

About 22 female students have already joined the training and three of them have already

received placement.

c) Dr. Bhagesh Sankhe, Director, Eduyouth was the Resource Person who conducted a

seminar on “Professional Education and Government Scholarships” on 27th January, 2015

for the students of TY B Com. The Seminar was conducted between 7 pm and 9 pm in

the TY B Com Class Room. The students from both the TY B Com divisions attended

the seminar.

SUMMER SCHOOL PROGRAM FOR TYB COM AND TYBA SEM V (2015-16)

The IQAC of the college conducted a Summer School Program for TYB Com and TYBA classes

from 06th April 2015 to 25th April 2015 in the subjects of Accountancy and Economics as per the

following schedule:

TYBA.

Time - 8 pm to 10 pm (Economics)

TYBCOM.

Date - From 06th April, 2015 to 26th April, 2015.

Time - 6.30 pm to 08 pm (Economics)

Prof. Krishnan Nandela, Head, Department of Economics and Prof. Pankaj Pandagale,

(Accountancy) were the resource persons who conducted the Summer School. One hundred and

twenty students from the Commerce faculty and 30 students from the Arts faculty participated in

the program.

COUNSELING CELL IN THE COLLEGE.

A Counseling Cell for providing counseling services to the students and staff of the college was

established on 12th July 2014.

Miss. Rajita Ramchandran, Counseling Psychologist has been appointed as Counselor for

the college on 12th of July, 2014. She is contracted to visit the college on the first Saturday of

every month and conduct her counseling session for two hours. Accordingly, Miss. Rajita

Ramchandran has conducted four such sessions, one each in the months of November,

December, January and February. During these sessions, she has counseled about 40 students.

The counseling sessions are conducted between 7 pm and 9 pm on the first Saturday of every

month.

PUBLICATIONS.

Prof. Krishnan Nandela published two E-books on www.bookstreet.in. Titles of the E-books are

A research paper written by Prof. Krishnan Nandela on “The Status of Indian Women and

Manusmruti” was published in a peer reviewed on line journal entitled ‘Episteme’ on

http://episteme.net.in.

A research paper on “Disinvestment Policy of the Government of India – A study in retrospect

and prospect” was presented at the two day international seminar on “A Tool for Socio-economic

Development” organized a consortium of colleges in collaboration with the University of

Mumbai on 24th and 25th April 2015 at Kalina Campus. The research paper was published in the

Seminar Proceedings.

PARTICIPATION BY STUDENTS IN EXTRA-CURRICULAR AND CO-

CURRICULAR ACTIVITIES.

The students participated in various extra-curricular and co-curricular activities organized by the

college, university and other organizations during the term.

c) Theatre.

1. Mr. Rupesh Bate won the first prize in the national level dance competition organized by

St. Xaviers College.

2. A skit written by Mr. Prithvik Kamble was presented by our students in various

competitions. The Skit Unit of the college reached the finals in the Youth Festival

organized by University of Mumbai. Won the third prize in Maharashtra Utsav. Won the

first prize in competitions organized by ML Dahanukar College, Vaze Kelkar College,

Kirti Dungarsi College and Parle Festival.

3. Our students presented Dangi Dance in the inter-collegiate dance competition. Miss

Sneha Chavan who participated in the Dangi Dance was selected for the National Dance

Group of the University of Mumbai.

d) Sports.

The Sports committee is chaired by Prof. Nagesh Suryawanshi. Intra-college cricket competition

was organized on 07th November, 2014 and Athletics were organized 25th November, 2014 at

Purandare Ground, Dadar (East).

Kabaddi and Kho-Kho competitions were organised on 12th and 13th December, 2014 at Kamgar

Maidan, Parel. Our students participated in the inter-collegiate Kabaddi, Kho-Kho and Cricket

tournaments. Our Girls Kabaddi team won the third prize in the Kabaddi competition held by

Chembur Kabaddi premier League on 08th September, 2015.

NATIONAL SERVICE SCHEME.

The NSS Unit organized a seven day residential camp at Gundge Village, Karjat. Dr. MS

Gosavi, Principal VB Rokade, Prof. Krishnan and Mr. Jathar, Administrative Officer, Parel Unit

during the last week of December 2014. About fifty students attended the camp. Various

activities were organized during the camp.

REFRESHER COURSES & SEMINARS.

Prof. Krishnan Nandela, Head, Department of Economics attended a short term course on

“Contemporary Strategies for Teaching and Evaluation” conducted by the Academic Staff

College, University of Mumbai between 09th March 2015 and 14th March 2015.

Prof. Krishnan Nandela, Prof. Pankaj Pandagale, Prof. Prakash Sawant, Prof. Shubhraj Buwa,

Prof. Nagesh Suryawanshi, Prof. Dnyaneshwar Jambhule attended seminars and conferences

organized at various levels from time to time.

WOMEN DEVELOPMENT CELL.

Our students participated in the ‘Paralegal Volunteers Training Workshop’ organized by the

Mumbai District Legal Authority Service. The workshop was conducted during 08th December

2014 to 11th December 2014. The workshop dealt with topics like Domestic Vioelnce Act,

Women and Child related Acts, Property Law and Labor Law.

Our students participated in “Making Mumbai Public Transport Safe for Women and Girls”

program on 27th November, 2014 organized by Akshara. Our students took forward the program

to organize a similar activity at Madake Buwa Chowk, Parel to create awareness amongst the

people.

A workshop on ‘Sexual Harassment and Violence” was organized by our WDC in collaboration

with Akshara on 29th November, 2014. Miss. Snehal Velkar took the lead in organizing the

workshop.

On 19th November, 2014, the annual meeting of our WDC was organized.

On 25th November, 2014, an exhibition of books on Women’s Issues available in our college

library was organized in the college premises.

On the occasion of Human Rights Day celebrated on 10th December 2014, a Health Camp was

organized for women in our college campus. Dr. Ashwini Jogde, Dr. Amruta Rawool, Dr. Aarti

Patil and others from Wadia Hospital participated in the camp. One hundred and twenty one

women students from our college underwent the health check up.

Prof. Ashwini Torne (Marathi) participated in the one day workshop organized by the WDC of

the University of Mumbai. A poster on the Sexual Harassment Committee of the College was

displayed in a prominent place within the college premises.

CULTURAL DEPARTMENT.

1. During 02nd December and 09th December, 2014, the College Cultural Festival

“Chaangbhala” was organized.

2. On 23rd December, 2014, a dance competition was organized at Damodar Natyagruha.

3. The students also participated in various cultural programs organized by the university of

Mumbai and its affiliated colleges.

ANNUAL PRIZE DISTRIBUTION DAY.

The annual prize distribution day was organized on 14th February, 2015. Two of our illustrious

alumni Mr. Srinivas Rao, General Manager, Narayana hrudayalaya, Bangalore and Mr. Manoj

Kshirsagar, General Manager HR, Volkswagen India Limited were felicitated on this occasion.

Mr. Shirish Kanekar, a well-known Writer and Artist was the chief guest. Principal SB Pandit,

Chairman, GES was also present.

THE FIRST ANNUAL CONVOCATION PROGRAM.

The first annual convocation program of Dr. TK Tope Arts & Commerce Night Senior College

was organized on 24th January 2015. Mr. Kapil Patil, Hon. Member of the Legislative

Assembly, Government of Maharashtra was the chief guest. Degree Certificates were distributed

to the successful students who participated in the three year BA and B Com course of the

University of Mumbai.

ISO 9001-2008 RE-CERTIFICATION AUDIT.

The ISO 9001-2008 re-certification audit was organized on 24th September, 2014. Mr. Vishal

Rane, Lead Auditor conducted the audit. Principal VB Rokade, Prof. Krishnan, Management

Representative, Vice Principal Dr. Anjali Bhave, Prof. Pankaj Pandagale, Miss. Sayli

Adivarekar, Office Suptd and Mr. NS More, Librarian participated in the audit process. The

audit was successfully concluded at 10 pm and recertification certificate is awaited by the

college.

FACULTY DEVELOPMENT PROGRAM.

A proposal to depute Miss. Ashwini Torne, Associate Professor (Marathi) for FDP was sent to

the University Grants Commission through University of Mumbai. The proposal was accepted

by the UGC and a letter granting FDP leave for a period of 2 years to Miss. Ashwini Torne has

been received by the college.

EXAMINATIONS.

The Examination committee conducted the second and fourth semester end examination from

27th February 2015 along with additional examinations and the examinations will end on 25th

April 2015. The results of the second and fourth semester examinations were declared in the last

week o March 2015.

SIXTH SEMESTER TYBA/TYBCOM RESULTS.

The TYBA and TYB Com fifth semester results for the academic year 2014-15 were as follows:

LIFE LONG LEARNING AND EXTENSION DEPARTMENT.

The Lifelong Learning and Extension Department has been set up in the college. During the

current year, 21 students have registered for the program. A training program for the students

was organized on 29th November, 2014. The students participated in the UDAAN festival

organized by Ratnam College. Our students worked on Project Career. Thirteen students

submitted their project work and these were forwarded to the University Department of Life

Long Learning and Extension on 08th April 2015.

TKT ALUMNI ASSOCIATION.

The annual prize distribution day was organized on 14th February, 2015. Two of our illustrious

alumni Mr. Srinivas Rao, General Manager, Narayana hrudayalaya, Bangalore and Mr. Manoj

Kshirsagar, General Manager HR, Volkswagen India Limited were felicitated on the occasion of

the Annual Prize Distribution Day on 14th February, 2014. The TKT Alumni meet was organized

by Prof. Krishnan Nandela and Prof. Pankaj Pandagle on 18th February, 2015. One of our

illustrious alumni, Mr. Rajendra Karangutkar, Public Relations Manager, Shipping Corporation

of India Limited was felicitated. Prof. Santosh Ghag, Head, Department of Accountancy from

Jai Hind College, Churchgate was invited as the Chief Guest. On this occasion, the BCBF

certificates were distributed to the successful students. The first anniversary celebration of our

college on line magazine “The Nightingale” was also conducted and meritorious students who

contributed their articles to the magazine were awarded certificates of merit.

भरषर दिनरननममत्त महरववद्र्रलर्रच्र्र िशयनी भरगरत प्ररचीन मररठी भरषचे ेस्वरूप कळरवे र्रदृष्टीने आठव्र्र शतकरपरसनूच्र्र मराठी भाषचे्या नमनुारूपांची भभत्तीपत्रके लरवण्र्रत आली होती.

मराठी भाषचे े प्राचीनत्त्व मलुांच्या लक्षात यावे म्हणून इ.स.च्या १ ल्या शतकातील मराठीतील आद्य गं्रथ ‘गाथा सप्तशती , बरररव्र्र शतकरतील लीळाचररत्र (लीळरचररत्रतील समरजिशयन ) आझण ज्ञानशे्वरी हे शे्रष्ठ मराठी गं्रथ प्रिमशयत केले होत.े

ज्ञरनपीठ परुस्करररने सन्मरननत मररठी सरदहत्त्मर्क कवी कुसमुाग्रज , कािंबरीकार भालचंद्र नेमाडे र्रांच ेग्रांथ आझण सादहत्य अकािमी परुस्कार प्ररप्त मराठी गं्रथाच ेछोटेखानी प्रिशशन मरांडले होत.े

TKT ALUMNI ASSOCIATION GATHERING

The TKT Alumni Association Gathering was organized on 18th Febraury,

2015. Mr. Rajendra Karangutkar, Manager, Shipping Corporation of India
