Summary Notes
Home price growth slowed nationally and became negative in a few more markets.
Sales decreased from previously low levels.
Foreclosures activity decreased slightly.
Housing Performance Home price growth turned negative in a few additional markets and continued to slow in nearly all markets in March. The annualized growth rate for the last month was 3.9% with home price growth over the last year of 6.51% across the 42 reported counties. Sales continued at very low levels. Foreclosures continued on the same trend from last month, with the decline in foreclosures continuing.
Home price growth was positive in 31 of the 42 reported counties over the last month.
Home price growth was positive in 21 of the 42 reported counties over the last quarter.
Home price growth was positive in 33 of the 42 reported counties over the last year.
Sales increased in 6 of the 42 reported counties over the last month.
Sales increased in 1 of the 42 reported counties over the last quarter.
Sales increased in 10 of the 42 reported counties over the last year.
Foreclosures decreased in 22 of the 42 reported counties over the last month.
Foreclosures decreased in 27 of the 42 reported counties over the last quarter.
Foreclosures decreased in 29 of the 42 reported counties over the last year.
Housing Outlook As we noted last fall, the pace of home price growth was not sustainable, given the fairly weak
underlying economic drivers. This month, home price growth, while remaining positive, continued the
decrease that had started in previous months. National home price growth for March, now at an
annualized growth rate of 3.9% is near the long term average home price growth rate. However, given
the continued weak fundamentals, this growth rate may still fall. Another major story is that sales have
fallen to extremely low levels. Rising rates and stringent credit requirements are the underlying causes.
A further dampening of recent sales has been the severe weather that plagued much of the country for
the first three months of the year.

Uncertainty Housing investors face heightened uncertainty from national and international sources. In the presence of uncertainty, individuals have a difficult time valuing real estate, dampening the activity of both buyers and sellers.
Several factors lead to uncertainty about the persistence of housing market improvements.
The rate of job creation has been unsteady.
Uncertainty about the resolution of domestic fiscal issues continues.
Euro Zone fiscal issues continue unresolved.
