![Page 11: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/11.jpg)
Referral Process – Loudoun County CSA Coordinator serves as Initial Point of Contact for parent referrals
to CSA;
During the initial contact, CSA Coordinator triages case for possible CSA eligibility and current county agency involvement;
For families with no county agency involvement,
the CSA Coordinator initiates a “warm transfer”
to the CSB for case support;
CSB case support coordinator initiates CSA
referral and serves as CSA case manager

Core beliefs about children/families
All families have strengths!
Families are experts on themselves
Children are best served in their communities
![Page 15: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/15.jpg)
Best Practices – Case Triage The more you ask, the more you can help!
You don’t have to have all the solutions
Getting people to the right place at the right time
“It was helpful to have someone asking questions and directing
the conversation. It can be difficult to find words when questions or conversation is
open-ended”
![Page 16: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/16.jpg)
Best Practices – Community Collaboration
CSA is just one funding stream for access to services
Partner agencies provide ongoing support
Use your system of care network
“It’s helpful to have a ‘clearing house’ about
services, even for things that are not paid for by
CSA”
![Page 17: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/17.jpg)
Best Practices – “Warm Transfer” Many times, the family feels like they have already
gotten the “run around”
The unfamiliar is uncomfortable
Provides a personable experience
“The transition to [the new case
managing agency] was smooth”
“I appreciated having someone walk
through the information and
present the information on my
family’s behalf”
![Page 18: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/18.jpg)
![Page 19: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/19.jpg)
Best Practices – Family Engagement
Begins with your first contact with a parent
Don’t just say family input is valued – show them!
“I felt like I was part of the team”
“We love the CSA team because they are always
available to answer questions and help
when we really need it”
“The funding was important, but it was the work of the entire group that helped us so much”
![Page 20: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/20.jpg)
Best Practices – Active Listening Don’t make assumptions
Be empathetic
“I was nervous about going to FAPT, but the team was personable. It wasn’t just a
team of professionals, and I felt that my opinion and input as the family was valued and the Team
listened to my family’s experience”
![Page 21: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/21.jpg)
Why Best Practices Matter Improved engagement with services
Services provided in the least restrictive environment
Shorter length of stay for out of home placements
Impact on child-specific outcomes
Improved practices over time based on experience
![Page 22: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/22.jpg)
Everyone needs support
Cases are managed through a team approach, not just one person/agency
It may look like a simple case, but very rarely is
Families relocate, so befriend your CSA neighbors!
![Page 23: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/23.jpg)
Always something new to learn from working with families
Look for humor somewhere to relieve stress
Parents WANT to trust the system!
![Page 24: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/24.jpg)
Policy impacts on parent referrals New families referred by the IACCT
Community partners may be more aware of CSA
Families going through two separate processes
Consideration to be given to family engagement practices
Alignment of practices across State agencies
![Page 25: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/25.jpg)
Building Bridges Initiative
“Our job is not to cure kids but rather help kids and their families negotiate the basic tasks of everyday life”
“ It is becoming increasingly clear that family engagement is a key
component not only of participation of care, but also in the effective
implementation of it”
![Page 26: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/26.jpg)
Remember those myths??
![Page 27: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/27.jpg)
Myth Myth-buster
Parents just want their children out of their home
Parents come to us scared and not knowing what to do
Parents haven’t tried to access services
Parents haven’t known about the available resources or how to access them
Parents wait until their children are in crisis mode before they care about getting help
Parents don’t always identify the need for help until the situation is so difficult
![Page 28: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/28.jpg)
Myth Myth-buster
Children are not eligible for CSA if they are not connected to a child-serving agency
Children with complex needs are part of our community
Having parent referrals will saturate my system
Your local procedures for parent referrals can be designed in a way that will not saturate your system
Accepting parent referrals will bust our budget
Accepting parent referrals does not necessarily mean that the referral will result in the use of CSA funds!
![Page 29: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/29.jpg)
Myth Myth-buster
If I seek help, my child is going to enter foster care
We can work with families through foster care prevention
Services can begin immediately
Services must be recommended by FAPT and approved by CPMT prior to beginning
All children are eligible for services and funding
There are specific eligibility requirements to access CSA funds
Child can be “cured”
We try to find the right services at the right time to meet the current needs, but there is no one “cure”
![Page 30: April 20, 2017 Lesley Abashian, Loudoun County Jessica ......Lesley Abashian, Loudoun County Jessica Webb, Roanoke County/City of Salem Angel Young-Gill, Dinwiddie County Learning](https://reader036.fdocuments.in/reader036/viewer/2022071415/611154d7ec356f2a0d3e5235/html5/thumbnails/30.jpg)
