Many thanks for considering this critical position within UQ’s Research portfolio!

The Director of Research Strategy, Planning and Performance works closely with myself as the Deputy Vice-Chancellor (Research) and Vice President (Research). Together we will work with various networks within and outside UQ to ensure our research effort is of the highest quality and delivering solutions to industry, government and the community. This leadership role is a critical integrator and synthesizer across the portfolio and provides opportunities for delivering leadership both within and external to UQ.

The UQ Research portfolio has responsibility for enhancing the University’s performance and reputation in research, research training, and research collaboration with external stakeholders, nationally and internationally. This includes the strategic management of research at an institutional level; development of research policy; management of research strategic initiatives, and development of research collaborations in Australia and overseas.

The Deputy Vice-Chancellor (Research) and Vice President (Research) interacts closely with Executive Deans and Institute Directors who have operational responsibility for research development within the University’s Faculties and Institutes respectively, and chairs the University Research Committee, a committee of the Academic Board that promotes and supports research and research training within the University.

The Deputy Vice-Chancellor (Research) and Vice President (Research) is supported by the staff in the UQ Research portfolio. Units within the portfolio have responsibility to support the University’s research community through strategic engagement with external stakeholders, funding organisations and research partners; international collaborations; grants management; research performance data management; research higher degree management; and research ethics and integrity.

Role of the Director, Research Strategy, Planning and Performance

Primary purpose of the position Reporting to the Deputy Vice-Chancellor (Research) and Vice President (Research) the Director, Research Strategy, Planning and Performance provides high-level strategy, planning and performance advice to the senior executive. It provides leadership to a number of core activities including:

• Leading the coordination and integration of the strategic imperatives across the Research Portfolio;

• Leading the research performance function, which is a critical both to understanding and improving UQ research performance and for meeting external reporting requirements;

• Leading ongoing transformation of the UQ research management business via a program of strategic initiatives;

• Leading Research Portfolio operations, providing high level oversight for all aspects of operations.

Duties Duties and responsibilities include, but are not limited to:

Research strategy

• Identify, develop and implement strategic initiatives essential for the continued development of UQ’s research;

• Key advisor to the Deputy Vice-Chancellor (Research) and Vice President (Research) in areas of budgeting, research block grants, research performance analysis, reporting and management across the whole portfolio;

• Prepare submissions, policy proposals/options and discussion papers on major issues, including development of University responses to the Commonwealth and State Government reviews related to research matters;

• Provide leadership in the implementation and continuous improvement of services ensuring a collaborative culture that supports the vision of the Research Portfolio;

• Undertake strategic projects for the Deputy Vice-Chancellor (Research) and Vice President (Research), which may involve complex matters and rapid turnaround;

• Responsible for succussion planning of all professional staff across the Research Portfolio.

Research planning and performance

• Provide specialist advice and high-level support to the University’s leadership on University and external research matters including policy changes and their implications for the University;

• Development and revision of research policy and procedures;

• Contribute to the future direction planning, upgrades of the research system and reporting for the University by applying expertise and in-depth knowledge of the UQ environment, current systems and government requirements;

• Provide high quality analysis and advice to the University’s leadership on matters relating to research performance and planning;

• Manage research data analysis and reporting systems (including gathering, interpreting and validating data sets);

• Coordinate and prepare reports and submissions to internal and external stakeholders, including UQ submissions to the relevant Commonwealth and State data collections;

• Liaise with external agencies on research performance matters;

• Lead the implementation of the Excellence in Research for Australia (ERA) and Engagement and Impact Assessment exercises, under the direction of the PVC Research, ensuring effective communication with and coordination of relevant stakeholders to facilitate a well-managed, compliant and timely submission;

• Lead the direction setting, development and provision of high level data summaries and reporting about research performance to government bodies, senior management, faculty/institutes and other key stakeholders;

• Lead the development of innovative approaches to research performance reporting that draws on a broad range of research data from multiple sources (e.g. Go8, NHMRC, ARC, SciVal, Scopus) incorporating appropriate research bibliometrics, and including external benchmarking for the senior management team and other stakeholders;

• Liaise with key stakeholders working in research management to promote continuous improvement to meet the needs of the research community, and in collaboratively managing resources in the areas of research data and reporting;

• Provide strategic advice and act on requests from Vice-Chancellor’s Committee and other areas to deliver high quality and targeted research performance reporting.

Research portfolio operations

• Provide strategic advice on operational management issues to support the Deputy Vice- Chancellor (Research) and Vice President (Research) ;

• In collaboration with the Deputy Vice-Chancellor (Research) and Vice President (Research) and other portfolio leaders articulate the strategic plan and develop business and operational plans;

• Provide leadership for the strategic delivery of Research Portfolio level administrative and technical services;

• Facilitate effective lines of communication with all units that report to the Deputy Vice- Chancellor (Research), liaising, informing and advising the leaders of the units;

• Chair and provide support and advice to key Committees such as Research Committee and the Leadership Group;

• Exercise financial delegation commensurate with the position budget responsibilities;

• Manage and be responsible for the formulation and oversight of the Research Portfolio’s annual operating budget, in consultation with the Central Finance PST and diverse range of units;

• Oversee the DVCR Strategic Funding pipeline.

Selection criteria

Selection committee

The selection committee for this appointment will be chaired by the Deputy Vice-Chancellor (Research) and Vice President (Research), Professor Bronwyn Harch.

• Postgraduate qualifications in a relevant area in addition to extensive experience, preferably in a research-intensive university environment or other large research organisation in a position with significant focus on strategic management/leadership to deliver service excellence;

• An extensive, high-level understanding and awareness of the tertiary research environment and including current issues in Australian higher education relating to research, research training and research quality;

• Significant demonstrated experience in analysis, interpretation and application of complex qualitative and quantitative information, including through evidencing strategy in briefing statements and reports to senior executive;

• Experience in finance and budget administration within a large and complex organisation;

• Ability to lead planning, set priorities and co-ordinate complex work programs in order to meet firm deadlines;

• Demonstrated ability to exercise judgment and initiative, including a strong awareness of and commitment to equity principles, organisational ethics, risk management and occupational health and safety policies and practices;

• The ability to communicate strategic vision, set goals, and develop priorities, including demonstrated high-level program management skills and the capacity to work independently;

• Highly developed interpersonal skills, including the ability to communicate with diverse groups within and external to the University, including the ability to interact productively with researchers at all levels of the organisation.

Tenure, salary and benefits

An attractive remuneration package will be negotiated with the successful candidate. Remuneration will be subject to periodic review. The initial appointment will be for a period of five years. The incumbent is entitled to four weeks annual leave, 10 days personal leave and an additional five days carer’s leave. Other terms and conditions of employment may be negotiated. About Brisbane

In the heart of Brisbane city, Queen Street Mall is a vibrant shopping and lifestyle precinct and is Australia’s most popular pedestrian mall. Brisbane is also the home for many of Queensland and Australia’s major sporting events in rugby league, rugby union, AFL and cricket.

Brisbane residents have excellent access to healthcare in both public and private sectors, covering hospitals, general practitioners, dentists and other allied healthcare professionals. There are numerous public and private hospitals including the Princess Alexandra Hospital, the Mater Hospital network, The Queensland Children’s Hospital and the Royal Brisbane and Women’s Hospital.
