Introduction

The Environment Act 1995 has made site sensitivity a key issue, as the legislation pays as much attention tothe pathways by which contamination could spread, and to the vulnerable targets of contamination, as it doesthe potential sources of contamination. For this reason, Landmark's Site Sensitivity Datasheet places greatemphasis on statutory data provided by the Environment Agency and the Scottish Environment ProtectionAgency; it also incorporates data from English Nature (and the Scottish and Welsh equivalents), theEnvironment Agency (and the Scottish equivalent) and Local Authorities; and highlights hydrogeologicalfeatures required by environmental and geotechnical consultants. It does not include any informationconcerning past uses of land. The datasheet is produced by querying the legend database to 1km from asingle point or a site boundary provided by the client

In the attached datasheet the National Grid References (NGRs) are rounded to the nearest 10m inaccordance with Landmark's agreements with a number of Data Suppliers

Site Description & Activities

The Kingsley Lower School site comprises one block with a playground to the south and a small playing field to the west. A site location plan and a site layout plan are presented in Appendix 1. The school is located in a predominantly residential land use area and is surrounded by the following land uses:

Historical Development

A review of the historical development of the site is presented below with copies of selected historical map extracts presented in Appendix 2.

The Site

In 1887 the site consisted of agricultural land with trees in the east. By 1900 the trees had been removed and the land was being used for allotments. No significant changes occurred until 1938, by which time the site was part of a recreation ground adjacent to an infant school. At some time before 1976 Kingsley CP Infants School was constructed in the centre of the site with a tarmac area to the south of the building. The most recent available map shows that an extension of the original building had been completed between 1988 and 1999.

Surrounding Areas

In 1887 the areas surrounding the site were used for agriculture, with a stream present approximately 85m to the south west of the site, flowing from south-east to north-west. An area of housing existed approximately 170m to the south-west. By 1901 the area surrounding the site was being used for allotments. A boot factory was present approximately 260m to the south-west of the site, the footprint of which had changed by 1925 and had an unknown use. There had also been continued development of the housing to the south-west of the site. By 1938 residential housing had surrounded the site and an infant school had been built approximately 80m to the west. The stream to the south-west had also been culverted by this time and a joinery works was located on the site of the boot factory, which had become works of an unknown use by 1960. Also by this time a nursery school had been built adjacent to the southern boundary. Works of an unknown description existed approximately 230m to the south-west and two builder’s yards were located approximately 60m to the south and 230m to the south-west of the site. By 1976 Raeburn School had been demolished and rebuilt to a different shape and a number of embankments had been constructed to the north-west.

Environmental Setting

An evaluation of the environmental setting of the site and surroundings has been determined from a study of the geological and groundwater vulnerability maps and environmental data.

Topography

The land within and around the site lies at an elevation of approximately 85 mAOD.

Geology (from British Geological Survey Map 185)

The geological map for the area shows the site is directly underlain by glacial Boulder Clay. The solid stratum underlying the Boulder Clay beneath the site is the Upper Lias. The sequence of strata underlying the site is described in the table below.

Information from Landmark has indicated that up to September 1999 there had been no record of pollution incidents to controlled waters within 1km of the site. Information from the EA has indicated that there have been 7 pollution incidents since June 2001 within 1km of the site. The closest was approximately 450m south for fly tipping of vegetable cuttings and deposits causing minor land environmental impact.

The site is not located within any EA indicative one in one hundred year floodplain.

Site Reconnaissance & Observations

Kingsley Lower School site contains a one storey block as the main school building, which was constructed in 1967. In 1970 a school office was added together with a ladies toilet block in the quad area of the building. The school is of brick construction with a flat roof, with exception of the hall which has a pitched wooden roof. A new double mobile classroom is located west of the school building.

Site Utilities

The site is serviced by mains gas supply, mains electricity and is connected to the municipal domestic water supply and foul sewer. The school is heated by two gas boilers situated in the main building. Surface water drains are situated along the edges of the buildings and along the roadways. It is believed that water drains into a main sewer into Wallace Road. Further details of the site drainage are contained in a separately commissioned drainage survey report. It is believed there are two soakaways adjacent to the new mobile classroom.

Hazardous Materials Storage

A now redundant heating oil storage tank is located in a small room adjacent to the boiler house. The tank is considered by the site to be empty although this could not be verified. The tank is bunded by a brick wall and no leakages or contamination was observed on

the concrete floor in its immediate vicinity. The filling point for the tank is located immediately outside the building and there are therefore no underground fuel lines. There are no other above or below ground storage tanks on site.

Chemicals used for cleaning and up to 20 cans of paint are stored on shelves in two locked storage cupboards (gardening store and cleaning store) in the main building. A small container of petrol is stored on the floor of the gardening store. Further information on the storage of flammable compounds is contained in a separately commissioned fire survey report.

Geotechnical Issues

The site slopes slightly down from the northeast to the southwest, with a minor slope between the school building and the playing field. A number of mature trees are present across the site and along the site boundaries.

Cracks are evident on the external wall of the ladies toilet block. The playground was covered in tarmac very recently and the remaining hardstanding and paving was observed to be in good condition with no obvious depressions or cracking. The site supervisor was not aware of any areas of the site with stability problems, drainage problems or of any other structural damage to the buildings related to the ground conditions (e.g. soft ground / subsidence etc).

The site supervisor was not aware of any previous ground investigations completed at the site. Information from Northamptonshire County Council on any previous ground investigations is awaited.

Other Issues

It is believed by the site supervisor that a watercourse runs under the site from the north on Kenmuir Avenue, connecting to a water course running parallel with Raeburn Road 130m southwest of the site. He commented on problems a nearby resident had in the past with flooding in his property from this watercourse.

Whilst laying foundations for the new mobile classroom buildings workers found masonry thought be remaining from occupation by Canadian soldiers during the Second World War.

Interviews with the site supervisor confirmed that there are no other known or suspected potential contamination sources, such as incinerators, septic tanks etc within the site. We understand that asbestos surveys are being undertaken separately, although the site supervisor confirmed that asbestos may be present in floor and ceiling tiles. No information is available about any other deleterious materials in building fabric.

Information regarding any radon testing at the school is awaited.

Risk Assessment

Risks from Potentially Contaminative Land Uses

As a result of this environmental review, the following potential sources of contamination have been identified to be relevant to the site from historic and current land use;

Allotments

The risks from these sources have been assessed in the table overleaf.

Cleaning products and paints stored on site have not been considered as a potential source based on their storage in locked cupboards with appropriate flooring, and the small volumes stored.

The earthworks undertaken during the development of the school are most unlikely to have involved the importation and disposal of putrescible fill materials. The earthworks are highly likely to have involved solely the excavation, movement and replacement of natural site derived soils and rocks. On this basis these earthworks activities are not considered to be a potential source of contamination.

Risk associated with the potential use by Canadian soldiers during the Second World War have not been assessed as further information is required to confirm if this is accurate, and if so whether the site was used only as a barracks.

Based on the information obtained as part of this study and the risk assessment outlined above, the site may be assigned an overall classification of low risk in accordance with the definition presented below.

Risks from Natural Strata

Between 1% and 3% of homes in the two 5 kilometre grid squares in which the site is situated are above the radon action level. As the site is underlain by Upper Lias deposits, rather than the Northampton Sandstone the potential for a radon source is considered to be low. Information from Landmark indicates that no radon protection measures are recommended for the construction of new homes in the area. Based on the geology of the site risks from radon ingress are considered to be moderate/low.

Conclusions

In our opinion, it is unlikely that the site would be classified as contaminated land by the local authority under the provision of the statutory guidance (Circular 02/2000) made under Part IIA of the Environmental Protection Act 1990 (inserted by Section 57 of the Environment Act 1995). This is due to the absence of a proven “pollutant linkage” with the potential to cause significant harm to people or the wider environment.

Recommendations

Continued Use of the Current Buildings

For continued use of the current buildings information on any radon testing completed at the school should be reviewed. If testing has not been completed, additional information should be obtained either from a basic radon report from the British Geological Survey or from testing of the school buildings.

Further information on the potentially buried stream should be obtained if possible.

Further information is required on the potential use by Canadian soldiers during the Second World War to assess whether the site was used only as a barracks.

Recommendations for Development of New Buildings

If parts of the site are to be redeveloped the following actions are recommended:

Geotechnical investigation would be required to assist in the design of foundations for any new buildings planned for the site. These investigations would need to include assessment of the composition and properties of made ground on the site from previous levelling and terracing.

A full geological radon report should be obtained form British Geological Survey to confirm what radon protection measures would be necessary for the construction of new houses. If necessary the same radon protection measures would need to be incorporated into the design of new buildings.

Executive Summary The Kingsley Primary School redevelopment yields an increase in hard surfaced areas within the school site. The increased stormwater run off will be attenuated within the site. 2.0 Description of Site 2.1 The existing Kingsley Primary School (currently known as Kingsley

Lower School) is located in the suburb of Kingsley Park, some 2.5km northeast of Northampton town centre at grid reference SP 768 626.

2.2 The school comprises of a flat roof brick building and two single buildings

are situated to the west of the main building. 2.3 The site is at an elevation of 84m AOD and covers an area of approximately 0.72 hectares, of which 2500m2 are buildings and hard standings and the remainder landscaped areas. The site falls from northeast to southwest at approximately 1 in 25. 2.4 The site is shown on drawing 41712-22/02 in Appendix A. 2.5 The site is surrounded by housing on three sides , with Raeburn School on

the fourth side, to the west. 2.6 The site is accessed from Wallace Road to the southeast. 2.7 The school is located some 2.5km to the north of the River Nene.

3.0 Proposed School and Storm Water Drainage System 3.1 The proposed school extension comprises a 245m2 extension to the

original school, a 80m2 canopy extension and a 380m2 car park. The southwest corner of the site boundary will change reducing the site area by 270m2.

3.2 The total proposed roof and hard standing area is 3865m2, an increase of

1365m2, mainly due to the extended hardstanding. 3.3 The temporary building located at the western site of the main building

will be demolished. 3.4 The proposed finished ground floor level is believed to be approximately

84m AOD, similar to the existing floor level. 3.5 The existing and proposed storm water drainage system are shown on

drawing number 41712-22/03. 3.6 No soil data is available at present, therefore the use of soakaways to deal

with storm water run-off from the extension and new building cannot be considered at this stage.

3.7 The connection to the public sewer system is believed to be in Wallace

Road to the south end of the site. 3.8 Filter drains will be used to attenuate the additional storm run off from the extended yard and court to the west of the buildings. Oversized pipes will be used to attenuate the run off from the proposed car park.

4.0 Flood Risk 4.1 The Kingsley Primary School site, at an elevation of 84m AOD, is located approximately 2km from the nearest floodplain indicated on the Environment Agency 100 year floodplain maps. The nearest floodplain is on a watercourse to the west of the school, and is at an elevation of 70m AOD. 4.2 The River Nene floodplain, at an elevation of 55m to 60m AOD is some

2.5km to the south. 4.3 Kingsley Primary School is a minimum of 14m above the nearest indicated

100 year floodplain and is a minimum of 2000m from it. Therefore Kingsley is not considered at risk from area-wide flooding.

4.4 The proposed development at Kingsley Primary results in an increase in

hard surfaced areas. This is likely to result in a higher storm run-off rate. This, therefore, will have to be attenuated by oversized pipes and filter drains. Therefore it is considered that the development will not adversely affect the local areas in terms of increased risk from flooding.

Kingsley Primary School Travel Plan 2005

At Kingsley Primary School we place high priority on the safety and well being of our children. We also believe in the promotion of healthy lifestyles for all members of the school community.

The purpose of our School Travel Plan is to effectively promote “safe routes to school” encouraging the benefits of walking or cycling to school for parents carers, staff, governors and pupils.

Description of the location, size and type of school.

DfES number 928/2166 170 children on roll aged 4 to 11 Kingsley comprises of two distinct districts; a pre-war estate of traditional housing with narrow roads and little off-road parking and a group of Victorian terrace streets, again with little, or no off-road parking. This natural catchment area is bounded by busy main roads. There is a small car park at the school, with spaces for four vehicles although this access is shared with the main reception area and delivery point. The majority of staff park on the street outside the school. There are no designated disabled parking spaces. There is no designated cycle parking areas for either staff or children. The school day is 8.50am to 3.15pm with children and parents on the site 10 minutes prior to this in the morning and around 15 minutes at the end of the day. There are after-school clubs most evenings, lasting for around an hour. There is little or no community use out of school hours.

Description of the travel/transport problems/issues we face. The school site is shared by Wallace Road Nursery and Raeburn School. The immediate vicinity can be congested at certain times of the day. Both of these other schools have adequate staff parking. Many of Raeburn’s children are delivered by taxi and mini-bus, all of which can be parked off-road on their site. There is no off-road parking for the Nursery school parents. Raeburn school is to be relocated in the near future and it’s land used for housing and part to extend our playing fields. Under PFI, our school will have extensive building work during 2007. Both these projects are likely to cover several years and introduce heavy vehicles traffic to Wallace Road.

Two pedestrian crossings are sited on the major junction of Kettering Road with Park Avenue. However, there is no crossing on Kenmuir Avenue where most pupils already cross except at the traffic lights at the junction with Kettering Road. Traffic claming measures were introduced to Kenmuir Avenue and Raeburn Road a few years ago. Under the ‘Kingsley Primary Safer Routes to School Scheme’, a zebra crossing, traffic calming humps and a 20mph zone will be introduced in Wallace Road, Malcolm Road and Fairfield Road. Whilst these features will all calm traffic and make crossing Wallace Road safer, it is the extending of the zigzag markings to 43.56m that may have the biggest impact. With less ‘clear road’ to park on, where are the cars to go when dropping off children? There is one child who has some difficulty walking. There are no designated disabled parking spaces. Children in Year 5 and Year 6 are taken swimming once a week by coach. Times vary but can be at 9.00am. Large coaches find manoeuvring difficult in the immediate area. Other, infrequent educational visits are often by coach with similar problems. Children throughout the school walk to local sites of interest including; St. Matthew’s church, shops, Bradlaugh Fields and general walks studying the local area. We stress the importance of road safety, model good practice and explain why a particular route has been chosen. Nearly all staff travel school to school by car (some driven but most drive themselves), a few walk and one regularly cycles.

Travel survey results

The children will be asked how they get to school and also how they would like to travel to school. This should influence further development of the travel plan. The results will be compared with the previous surveys although there will be some reservations regarding a direct comparison. The time of the year may be different, the age of the children in each year group may be different, the weather could be different and the population will change year on year. Survey data and analysis appear in appendix 1.

The school council have discussed the school travel plan and have consulted the children in their classes to be able to present their views. All children have contributed to the travel survey questions asking “How they would like to travel to school.” Parents have been asked their opinions ideas to help achieve ‘Safer routes to School’. Their responses appear in appendix 2. Travel issues are regularly referred to in the weekly newsletter. The travel plan will appear on our website, as will regular updates on related issues; walk to school weeks, cycle to school weeks and road safety training.

Monitoring and review proposals

The travel to school surveys will be carried out once a term. Either the second Thursday of the term, or to coincide with any surveys conducted by Northamptonshire County Council. The School Travel Plan will be reviewed each year in November after the Autumn term travel to school survey and parents’ opinions and ideas questionnaire have been conducted and the data analysed. The travel plan will take account of the wishes of the children and parents. The deputy headteacher will be responsible for ensuring both the surveys and review are completed. Name: Analysis of School Travel Plan questionnaire A majority of parents thought it important to wear a helmet when cycling to school although there was opinion that no child should be compelled to wear one. Similarly, there were a significant number who would not encourage their child to wear a helmet. This would suggest that we need to enforce the message of wearing a helmet for protection. Considering our ‘Healthy School’ aspirations, should we insist on all cyclists wearing a helmet? Safe parking for cyclists should be provided in the interim and long term (after building work completed).

Appendix 1

Travel Survey Results and Analysis From a school roll of 170, 156 children were surveyed on 22.9.05. Of those 68% walked to school. We consider this to be good but for our school perhaps not too surprising. We serve an area of high density housing (children live close to the school) with a high deprivation factor, 301/327 (many households without cars). Taking the number of children who walk to school, cycle, travel on a bus and who are an additional passenger in a car, we have a figure of over 80% who are not the sole passenger in a car.

Only about 30 cars are used to bring our children to school. The children were also asked how they would like to travel to school. Cycling is certainly the most popular choice and must therefore, be an area to develop. The other preferences were similar to the actual means of transport except the walkers who seem to be the ones wanting to cycle to school. This would not increase our ‘no car’ figure but would give the children some good exercise!

1.0 Introduction 1.1 This report comprises a Transport Statement in support of a planning application for the

proposed extension of Kingsley Primary School. Kingsley Primary School is located off Wallace Road, Northampton.

1.2 The objective of this report is to provide the Planning Authority and Local Highway

Authority (LHA) with sufficient information to consider the highways issues of the proposed school extension for a planning application.

1.3 The reports were scoped with Mr M. Tilley of Northamptonshire County Council who

advised that a Transport Statement would be the appropriate level of assessment for the proposed extension of Briar Hill Primary School. Feedback was also received from Mr R. Sim-Jones of Northamptonshire County Council, this was taken into account when writing this Transport Statement.

2.0 Site Description and Proposed School Extension 2.1 Kingsley Primary School is located off Wallace Road, Northampton as shown on the

location plan enclosed in Appendix A. The school is located in the north east of Northampton in a predominately residential area.

2.2 Kingsley Primary School is for pupils aged from 4 to 11 years. The school is currently

expanding from a 1 to a 2 form entry. The school currently has capacity for 210 pupils an additional form for the school will result in a proposed capacity of 420 pupils. The expansion at Kingsley School will result in approximately 15 additional members of staff. The proposed development is shown on the plan enclosed in Appendix B.

3.0 Surrounding Highway Infrastructure 3.1 The surrounding highway infrastructure is shown in Appendix C. The vehicular access

to the school is located off Wallace Road. Wallace Road is bound by footways on both sides of the carriageway and is subject to a 32kph (20mph) speed restriction within the vicinity of the school. Wallace Road and the neighbouring highway infrastructure are traffic calmed with speed control features.

3.2 A Zebra crossing is located on Wallace Road to the south of the Wallace Road / Fairfield

Road junction. 3.3 Footways within the vicinity of the school are generally 1.8m wide and have dropped

kerbs and tactile paving at appropriate locations. The footways in the vicinity of the site are all benefit from having street lighting.

3.4 Parking restrictions in the form of ‘School Keep Clear’ and ‘Zig Zag’ markings extend

along the northern side of Wallace Road. These restrictions generally prevent cars parking along the northern side of Wallace Road between the nursery, located to the south, and approximately 15m north of the pedestrian access.

4.0 Site Access and Parking 4.1 The school has a single vehicular access located off Wallace Road. This access is not

used by parents at the beginning and end of the school day. This is a self-policed policy which would appear to be working well at this school.

4.2 The school has a single pedestrian accesses located off Wallace Road. This access is

located to the north of the vehicle access opposite the main entrance into the school building. Cars are prevented from parking in close proximity of the pedestrian access by a ‘School Keep Clear’ marking. It is possible to access the school via the vehicular access, however, this was not observed during the site visit.

4.3 The existing school has 17 parking spaces which includes 2 disabled spaces. The car

parking provision will increase to 30 parking spaces including 3 disabled spaces as a result of the school extension.

5.0 Vehicle Movement Observations 5.1 Vehicle movements at the school were observed on the 17th June 2011 between 08:00

and 09:00. At the start of the observation period a significant number of cars were already parked on Wallace Road.

5.2 Parents who drive their children to school tend to park on both sides of Wallace Road in

the vicinity of the school. In generally parents dropping their children at the school on the day of observation typically observed the no stopping restrictions marked by the ‘School Keep Clear’ and pedestrian crossing Zig Zag markings.

5.3 There were no observed traffic movement issues which we believe could be significantly

exacerbated by the proposed extension of Kingsley School.

6.0 Sustainable Forms of Transport 6.1 The available sustainable transport infrastructure resources, within the vicinity of the

proposed extension are set out below. Details are correct at the time of writing the report. The location of sustainable transport facilities and walking / cycling distances are shown in Appendix C.

6.2 Walking

6.2.1 The surrounding local highway infrastructure is described in section 3. Walking distances, to various locations are shown on the plan enclosed in Appendix C.

6.2.2 Suggested acceptable walking distances for school journeys which were produced by

Institution of Highways and Transportation (IHT) are shown in table 1 below. It can be seen on the plan enclosed in Appendix C that a large number of residential dwellings are located within the IHT acceptable walking distance of 1000m.

6.2.3 The existing pedestrian network will therefore provide adequate links for the proposed new pupils at the school.

6.2.4 The existing footway widths would also appear to be appropriate for existing and

proposed pedestrian trips. 6.3 Cycling

6.3.1 The proposed extension will connect with the surrounding local highway infrastructure which provides adequate facilities for those predicted to be generated by the school extension. PPG 13 states that cycling has the potential to substitute the car for journeys less than 5km, it is shown in Appendix C that a significant number of residential dwellings are located within a 5km travel distance.

6.4 Public Buses

6.4.1 The school is served by a bus stops located on the Kettering Road and Brookfield Road approximately 320m and 430m from the school’s main access respectively. The bus routes served by these stops are shown on the route map enclosed in Appendix D. General bus service frequencies are set out in table 2 below. Full bus time tables for the bus routes can be found in Appendix D.

6.5 Trains

6.5.1 Northampton train station is located approximately 3.7km from Kingsley Primary School. Northampton train station connects with Birmingham to the north and London to the south. The bus services described above could be utilised to connect with the train station.

6.6 Motorised Two Wheeled Vehicles.

6.6.1 The proposed site highway accesses and the existing surrounding highway infrastructure enables the use of motorised two wheeled vehicles as a means of transport to the site.

6.7 Disabled Access

6.7.1 The surrounding local highway network incorporates dropped kerbs at suitable locations to aid access to and from the school for disabled people. The extension will incorporate level thresholds and/or ramps to ensure that it is accessible to users with varying levels of disability and visual impairment in line with Building Regulations.

6.8 Travel Plan

6.8.1 The school has an existing Travel Plan which can inform the travel choice of staff, parents and guardians and encourage the use of more sustainable forms of transport.

6.8.2 The travel plan aims can be summarised as:

To promote “safe routes to school”; Encourage the benefits of walking or cycling to school for parents carers, staff,

governors and pupils. 6.9 Summary

6.9.1 The school is shown to be well served and accessible to more sustainable means of transport providing an alternative to the private car. The school has a travel plan which aims to encourage the use of more sustainable forms of transport and reduce the number of car journeys to the school.

7.0 Assessment of Vehicular Impact 7.1 This section will consider the vehicular impact of the proposed extension on the

surrounding highway network. 7.2 The proposed extension will increase pupil numbers by 210 from 210 to 420. The

school is located in a predominately residential area, it is therefore highly likely that the school expansion will continue to serve the local residential dwellings and that the travel pattern will remain very similar both pre and post expansion.

7.3 Vehicle trip generation rates for Primary Schools in Northampton were calculated as part

of the Northampton Multi Modal Study. The vehicle trip generation rates for the AM and PM traditional peak hours are shown in table 3 below and enclosed in Appendix E.

7.5 The school is therefore predicted to generate approximately 52 vehicle movements on

the surrounding highway network as a result of the proposed extension in the morning peak hour.

7.6 From on-site observations and knowledge of the geometric standards of the surrounding

highway network we do not consider the predicted 52 vehicle movements associated with proposed extension in the morning peak hour will have a significant adverse impact on the capacity of the surrounding highway network.

8.0 Existing Recorded Accident Statistics 8.1 Recorded traffic accident statistics have been obtained from Northamptonshire County

Council’s Interactive Mapping for the three year period to December 2010. An extract of the mapping is enclosed in Appendix F.

8.2 From the recorded accident data there are no recorded accidents on Wallace Road

within the vicinity of the school. 8.3 Based on the above recorded accident data we do not consider an increase in vehicle

trips associated with the school will adversely affect the safety of the neighbouring roads.

9.0 Conclusions 9.1 It is proposed to expand Kingsley Primary School from by 210 pupils from 210 to 420.

adversely affect the safety of the neighbouring roads or junctions.
