Au Posford Consultants Limited (APCL) was formed in 1989, as a

joint venture practice between David S.K. Au & Associates Ltd.

(DAAL) and European Royal Haskoning Group (previously Posford

Duvivier). Royal Haskoning (RH) is a multi-disciplinary consulting

firm with over 4,000 staff worldwide.

On 28 February 2012, RH announced the news of the intended

merger between Royal Haskoning and DHV. This merger doubles

the reach of RH and DHV. The intended name of the new com-

pany is Royal Haskoning DHV, and they will become one of

Europe's leading independent project management, engineering

and consultancy service providers with over 8000 staff in 35

countries worldwide. The merger agreement itself is scheduled to

be signed mid-Summer 2012. Company History and Development

David S.K. Au & Associates Ltd. (DAAL) and has been operating in

Hong Kong since 1980 and currently employs over 160 profes-

sional and technical staff. The company provides a wide range of

services under one roof, including project management, architec-

tural, structural civil, geotechnical, building services engineering,

quantity surveying, building surveying and information technol-

ogy consultancy. The latest technology is employed to produce

design packages to Hong Kong and international codes, with

drawings being prepared on the latest versions of AutoCAD or

Micro-Station. The breadth of the firm’s expertise ensures that

航空 Project: Beijing New International Airport

Client: Beijing Capital Airports Holding Company, China NACO has been incorporated into the design of all modes of public transport (including high-

speed trains, metro and inter-airport trains), which will be processed in a Ground Transportation

Centre in front of the new terminals. The layout of the runways, taxiways and ramps have been

carefully designed to keep airplane taxi distances as short as possible, thereby reducing fuel con-

sumption and CO2 emissions. The Beijing New International Airport (BNIA) will set the new stan-

dard for future mega airports.

NACO (Netherlands Airport Consultants), a member of the DHV Group, submitted the winning

master plan for the BNIA, which will be the world’s largest airport and which will be built in the

Chinese capital of Beijing. The BNIA with have a total of eight runways, giving the airport the ca-

pacity to accommodate up to 130 million passengers per year.

航空 Project: Viracopos-Campinas International Airport

Client: Consórcio Aeroportos Brasil Viracopos Airport processed 7,542,239 million passengers in 2011 and its traffic is expected to

grow to 15 million passengers annually within the next 10 years. The current infrastructure and

more specifically the terminal building will need to be modernized and expanded.

The consortium, Consórcio Aeroportos Brasil, which includes Triunfo Participações e Investimen-

tos, UTC Par and France's Egis Avia won the concession with a bid of $2.2 billion.

Netherlands Airport Consultants B.V. (NACO), a member of Royal Haskoning DHV Group, suc-

cessfully collaborated with a strong local and international team for the concession bid of Viraco-

pos International Airport. Lead by Triunfo Participações e Investimentos and UTC Participações,

the consortium will be responsible for the management and development of the airport for the

next 30 years.

建築設計 Project: Franciscus Hospital, Roosendaal

Client: Province of Roosendaal, The Netherlands

The Franciscus Hospital in Roosendaal is the

region’s main general hospital, which pro-

vides health care to a regional area with ap-

proximately 200,000 residents in the south-

west of The Netherlands. When it completes

in 2015, the Franciscus Hospital will provide

access to a range of state-of-the-art health

services across the region for patients as well

as medical and research staff.

Royal Haskoning has been involved since

2007 and is responsible for managing and de-

signing the entire project. The entire project

is being carried out while the hospital contin-

ues to function as usual. The extent of the

work is vast, so the work is being rolled out in

phases to cause the least amount of disrup-

tion to the everyday running of the hospital,

so the staff can continue to provide high-

quality health care to patients.

As lead engineer, Royal Haskoning is responsi-

ble for project, design and contract manage-

ment and has provided the total range of en-

gineering services and consultancy expertise

such as hospital planning, architecture, struc-

tural engineering, building services, infra-

structure, acoustics and noise, building per-

mits, tendering and cost management.

建築設計 Project: South African National Antarctic Expedition, SANAE IV

Client: The Department of Public Works, The Government of South Africa The Base has operated as designed for 15

years on a 24/7, 365 days / year basis – which

is equivalent to more than 28 years of

‘normal’ operations. It is now due for refur-

bishment and modernisation to improve en-

ergy efficiency, structural reliability and living

conditions for the 10 scientists and technical

personnel who over winter at SANAE IV.

Maintenance and repair work as well as re-

stocking of the base is done by a Department

of Public Works (DPW) team of ± 60 during

the summer months – November to end Feb-

ruary.

SSI Engineers and Environmental Consultants,

a member of DHV Group, won the tender is-

sued by the Department of Public Works, on

behalf of the Department of Environmental

Affairs & Tourism who administer the facility,

on the basis of skills, resources and past ex-

perience.

The first step in the refurbishment process is

the compilation of a status quo report, then

converting this into a procurement and con-

struction contract document which will go out

to tender. Thereafter SSI will supervise the

refurbishment work which has to be com-

pleted within a 40 month time frame set by

the client.

The first investigation visit to the base has

been completed and concentrated on review-

ing all mechanical, electrical and structural

components of the base. Modifications, re-

conditioning and replacement of equipment

will include:

1) The snow smelter and fresh water supply 2) Sewage treatment plant

3) HVAC system

4) Hospital and kitchen facilities

5) Loading facilities

6) Helicopter & caterpillar lifting platforms

7) Structural anchors

8) Water storage tanks and

9) Diesel generators

建築設計 Project: AstraZenica Pharmaceutical Production Plant

Client: The Department of Public Works, The Government of South Africa The project comprises of the modification of two existing standard factory units in Jababeka III,

which were combined together and converter to an international standard pharmaceutical plant.

The plant consists of a production plant (850m2), warehouse (850m

2), offices, personnel facilities

and a utility building.

Royal Haskoning Indonesia in cooperation with DBI provided the conceptual and detail design for

the building, buildings services and process utilities. Royal Haskoning performed the project

management during the project as well as the construction management and safety manage-

ment.

In May 2012, the Indonesia team won an International Safety Award organized by AstraZeneca

for this project.

建築設計 Project: Chi Lin Nunnery Phase IV Development

Client: Chi Lin Nunnery

Nan Lian Garden is situated at Diamond Hill of Kowloon, taking in the full view of southeast Kow-

loon. Being a designed public park, occupying an area of 3.5 hectares, Nan Lian Garden is built in

the classical Tang Dynasty style (618 AD to 907 AD), on the blue print of Jianshouju, the only

Tang landscape garden the original layout of which cab still be placed and traced today, and the

shape of which Garden site.

Hills and rocks, water, plants and timber structures are built and arranged according to classical

Tang style and rules, accommodating the local environ, and the best view of the sprawling

mountain range to the north is taken as the seamless backdrop. Besides adorned with character-

istic timber structures, the garden is studded with clusters of bizarre rocks and planted with lots

of old and valuable trees.

The Garden is a Tang garden built in modern times, its architecture and landscaping reminiscent

of nature and conducive towards a sense of serenity and tranquility, an ambience in which visi-

tors may enjoy a moment of leisure and peace of mind, whilst reflecting on the profound rich-

ness of classical Chinese culture. In the garden there are a souvenir shop, vegetarian food res-

taurant, Chinese teahouse and multi-purpose function room to cater for the various needs of

visitors.

建築設計 Project: Sing Tao Printing Factory

Client: Global China Properties Holding Ltd.

This is a three-storey high industrial building located at Tseung Kwan O Industrial Estate. Based

on client’s development strategy, the site was developed in two phases.

Phrase 1 is the three-storey high printing factory for newspaper printing and ancillary office use

and Phase 2, which would be developed later, is a ten-storey high office tower.

The challenge of this project is to construct a high quality industrial building for newspaper

printing under an extremely tight programme. Machine installation was inevitably overlapped

with the building construction. Spatial arrangement was carefully considered to cater for the

installation f=of high accuracy printing machines.

Smoke extraction system was adopted to accommodate the long printing machines in large fire

compartment. To save the time and cost for this project, the existing piles were checked against

and the structural design had been adjusted and made use of.

The project was successfully completed within 9-month from construction to operation which

fulfill client’s expectation.

能源 Project: Dogger Bank Wind Farm, United Kingdom Client: Forewind

The Dogger Bank wind farm zone, located in

the North Sea off the coast of East Yorkshire,

is potentially the world’s largest offshore

wind project. If fully developed, the 8,660km2

area could contain more than 2,000 wind tur-

bine generators and provide an immense

13GW of electricity – enough to supply ten

per cent of the UK’s electricity requirements.

In June 2010, Royal Haskoning was awarded

the roles of ‘Offshore Environmental Impact

Assessment (EIA) Coordinator’ for Tranche A

and ‘Onshore EIA Co-ordinator’ for the first

project application, via a competitive tender.

In October 2011, a framework was agreed for

Royal Haskoning to provide complete EIA ser-

vices up to, and including, the final project in

Tranche B, covering projects up to 6GW of

capacity.

The UK government has committed to pro-

ducing 20 per cent of its energy from renew-

able sources by 2020. Projects such as Dogger

Bank are essential to achieving this target, so

the team has a tight timescale. As well as be-

ing potentially the world’s largest offshore

wind farm development, if the Dogger Bank

zone reaches its full potential, it will also be

one of the largest electricity generating

sources of any kind in the world.

Energy

能源 Project: Ingula Pumped Storage Scheme

Client: Eskom Holding Ltd DHV Group’s member company, SSI (in con-

sortium) is currently overseeing one of

Eskom’s major new power generation pro-

jects. Due for final completion towards the

end of 2013, the Ingula Pumped Storage

Scheme is set to contribute power to the na-

tional grid during peak hours. The Ingula

Pumped Storage Scheme is situated in the

Little Drakensburg mountain range just out-

side of Ladysmith in Kwa-Zulu Natal. Referred

to as a ‘peaking power station’, the power

station’s rated generation capacity of the

scheme is nominally 1332MW, with an energy

storage capacity of 21 000MWh. The inten-

tion is to produce 1332MW of power during

the morning and evening peak hours.

The project consists of two major reservoirs

and a power house situated 350m below sur-

face, in the mountain. The upper concrete-

faced rockfill dam (CFRD) (Bedford, with a

810m crest length and a 49m height) is situ-

ated on the mountain top and feeds water

through the power house, which generates

power.

The power house complex consists of a com-

bined machine and valve hall, a transformer

hall and other ancillary tunnels and caverns.

The machine hall houses four reversible

pump/turbines, coupled directly to genera-

tor/motors, each with a rated output of

333MW. The rated generating head is 441m.

Water then passes a further 2500m to reach

the lower reservoir (Bramhoek).

The crest length of the lower roller com-

pacted concrete (RCC) dam is 310m and it has

a maximum height of 38.6m. During off-peak

hours, thanks to the incorporation of reversi-

ble turbines, the water is pumped back up the

mountain from the Bramhoek Reservoir to

the upper Bedford Reservoir. The principal

behind the design is that kinetic energy is

converted into potential energy.

This R20bn project was started in 2004. Com-

missioning of the first unit is envisaged in

early 2013, thereafter commissioning will

take place at three-monthly intervals for each

subsequent unit, with commissioning of the

final unit towards the end of 2013.

cling Facility, beating some of the major players in the market.

Client: Associated Transport Company

Associated Transport Company (ATCO) is a

company in Aruba which mainly collects

waste from companies, hotels, restaurants

and cruise ships. Waste disposal in Aruba

used to be free of charge. ATCO however felt

that this situation would come to an end. Fur-

thermore the company was convinced that

waste contains valuable components that

should be recycled. Haskoning investigated

the possibilities to realise a Waste Separation

Plant on Aruba. The project comprises: - Tech-

nical Feasibility Study - Business Plan - EIA -

Tender documents - Procurement - Realisa-

tion.

The project started of with a Technical Feasi-

bility Study. This study consisted of an analy-

sis of waste streams and possible processing

techniques. Items investigated were (amongst

others): siting, legislation and options for

separation. In the second phase a Business

Plan was prepared. This plan was based on

the basic design of a Waste Separation Plant

and included a financial analysis (cash flow

analysis, profit and loss account, financial risk

analysis). During this phase Haskoning pre-

pared all relevant documents to obtain neces-

sary permits (permit application, EIA and Ba-

sic Designs). In the third phase of the project

Haskoning prepared a conceptual design for

the waste treatment equipment and pre-

pared preliminary designs for the buildings,

infrastructure and mechanical & electrical

equipment. As part of this phase Haskoning

prepared tender documents, assisted the Cli-

ent during procurement and contract negotia-

tions. To finalise the tender documents and to

adjust them to local standards Haskoning

worked together with local consultants like

HJC Engineering and PIB. During the last and

final stage (erection of the Waste Separation

Plant) Haskoning was responsible for the

overall project planning and the supervision

of the erection of the installation while local

companies were responsible for the supervi-

sion of all civil works.

Royal Haskoning, in cooperation with Bolle-

graaf Recycling Machinery and the South Sinai

Investors Association, has undertaken a feasi-

bility study for the improvement of solid

waste management (SWM) services in the

major tourist development area of South Si-

nai in Egypt.

The major objectives of the study were to

prepare and present proposals for private

sector involvement in SWM in South Sinai,

and to evaluate the feasibility of these pro-

posals; and to promote and support the ex-

port of Dutch SWM technology to Egypt, in-

cluding sorting and recycling installations pro-

duced by Bollegraaf Recycling machinery.

The study included the development of a

technically appropriate solution for improve-

ment of SWM, financial, economic and envi-

ronmental assessments of the proposed solu-

tion, a study of the willingness and ability to

pay for the improved SWM services, and the

development of an institutional framework

for its implementation, including a regulatory,

legal and contractual framework for private

sector participation. The study included fur-

thermore an investigation of the market for

Dutch SWM products in Egypt.

Client: Holding AVR Bedrijven

AVR has the intention to enlarge her market

share in the market of large household -, in-

dustrial- and demolition waste. To that end

AVR has bought out an existing sorting line

for demolition waste. The sorting installation

was only suitable for demolition waste and

had a limited capacity. The principle compo-

nents of the existing sorting line, a flat screen,

a manual sorting cabin and a water separator,

are integrated in the new installation and are

shifted for logistic and safety reasons. As a

result of the new components, a shredder, a

magnetic separator, a drum screen and sev-

eral belt conveyors, is de capacity of the in-

stallation increased to 30 tph (100.000 tpy)

for large household -, industrial- and demoli-

tion waste. The project included also com-

plete new transformers, MCC, control system,

fire protection system and dust reduction sys-

tems.

Services provide: ◆ Project management and co-ordination

of the engineering and construction; ◆ Estimate of the investment costs for the

complete installation; ◆ Preparation of design of the installation

in co-operation with the client; ◆ Preparation of tender documents for the

mechanical and electrical works and fire

protection installation; ◆ Tendering and procurement of the

works; ◆ Site supervision of the construction of

the complete installation; ◆ Commissioning, start-up supervision and

talking-over procedures.

環保工程 Project: Soil Remediation / Environmental Audits of the Oil Plants in the Ploiesti Area

Client: Central Finance and Contracts Unit (CFCU), Ministry of Finance Romania

The Prahova County and City of Ploiesti have

complex environmental problems that are

related to petroleum exploration and extrac-

tion, refining, storage and transportation via

pipelines. The petroleum industry in the Ploi-

esti area, which is one of the oldest in Europe

has been the major factor for soil and ground-

water contamination in the area.

Soil and Groundwater Study, remediation

After reviewing the existing information, an

Environmental Assessment by means of intru-

sive site investigation with respect to the ex-

tent of soil- and groundwater contamination

was carried out in an area of ca. 10.000 ha.

Based on the contamination status, Remedia-

tion Strategies, including Remediation costs

and a Regional Monitoring Network, were

designed.

A Remediation scheme with 3 components

was implemented: ● Efficient recovery of big stock of petro-

leum product in the source areas. Sev-

eral techniques for extracting the free

product are included. ● Stop further migration of free product

floating layer by installing a clay barrier

in shallow groundwater, with installa-

tions to extract accumulated free prod-

uct. ● Stimulation of natural attenuation

(oxygen screen) in the contaminated

groundwater that passes the clay bar-

rier.

Finally, a ground water monitoring network

was implemented of some 250 monitoring

wells, monitoring conducted and based on

those results a groundwater model was con-

structed for future predications of environ-

mental risks.

Environmental Audits

Within the project, Environmental Audits of a

major refinery (SC Petrobrazi SA, Ploiesti, area

5 km2) and oil transport companies (CONPET

and PETROTRANS Ploiesti) were performed.

These environmental audits were carried out

in order to determine the actual and future

environmental issues related to ongoing pol-

lution of the soil. The audits included field

inspections, interviews and document re-

views. This activity was carried out in close

co-operation with the Inspectorate for Envi-

ronmental Protection (IPM) and the manage-

ment and environmental departments of au-

dited companies.

The report concluded on: ● The present and potential environ-

mental issues. ● Development of corrective actions to

address environmental issues in order to

present soil pollution in the future. ● Implementation schedule for corrective

actions with responsibilities, timeframe

and monitoring tools.

環保工程 Project: Soil Remediation – Oil Well at Western Desert Egypt

Client: Shell

Soak away pits were used for the disposal of

production association water at the Badr El

Din oil fields BED‑1 and BED‑3 in the Western

Desert of Egypt. Despite the use of API oil/

water separators and lined evaporation

ponds oil residues have contaminated the pits

in the past. As part of a renovation pro-

gramme, while trying to convert the disposal

option from pits to deep injection, the clean‑-

up of the pits was initiated. In order to deline-

ate the soil contamination, visual inspection

of the sites by hand dug pits and mechanically

dug trenches were made. Later the horizontal

and vertical extent of the contamination was

mapped in more detail by using hand drilling

equipment. The samples are analysed in the

laboratory of Royal Haskoning in the Nether-

lands. Besides hydrocarbons, high contents of

metals were found. Also increased levels of

Natural Occurring Radioactive Material

(NORM) were measured.

In cooperation with Shell Global Solutions and

Haskoning/IWACO Egypt risk assessments are

carried out. Potential receptors of the con-

taminated water are the groundwater at 40

to 50 m‑g.l. and some animals. The extensive

knowledge of the hydrogeology of Egypt pre-

sent with Haskoning/IWACO Egypt is used

while determining the infiltration rate. Based

on the risk assessment, remedial measures

will be developed to reduce the risks to an

acceptable level. As remedial option, on site

containment and excavation and off site dis-

posal are considered. Biological options were

studies, but due to the extreme conditions

classified as not feasible.

Client: Shell Chemicals & Shell Sudan

Royal Haskoning was appointed Supervisor under the Contract between Shell Chemicals and

Bilfinger Berger Environmental Ltd. It was the task of Royal Haskoning to review all project de-

tailed design and execution documentation, supervise the site work and report upon comple-

tion. The works included demolition of a number of semi open sheds, partially containing asbes-

tos roofing and cladding, demolition of a large solvents tank, breaking out and crushing concrete,

removal of asbestos fragments, installation and operation of a NAPL floating product recovery

system, consisting of 29 abstraction wells of 20m depth, excavation of a soakaway with installa-

tion of a concrete cap. The main remediation works consisted of digging and bagging some

12,000t of pesticide (DDX and drins) and solvents impacted soil for export via Port Sudan to Bre-

men (Germany) for thermal treatment. Re-instatement of the site by import of 12,000t of clean

backfill material. The project is the first export of contaminated material out of Sudan under the

Basel Convention.

環保工程 Project: Groundwater Risk Assessment Maringan Sudan

Client: Shell Chemicals Ltd.

Royal Haskoning has carried out an extensive and intrusive environmental site assessment at a

former agrochemical site in Sudan. A Groundwater Risk Assessment was carried out to investi-

gate the behaviour and thus potential spreading of contaminants in groundwater. The main ob-

jective of this Risk Assessment was to define a groundwater exclusion zone, and therewith pre-

vent any (future) potential risks to local residents from using groundwater impacted by former

site operations.

Geology, hydrogeology, climate, topography and existing groundwater data were assessed on a

regional scale and site specific scale. Information used included Blue Nile river levels, local geol-

ogy, regional groundwater levels, major groundwater abstractions, behaviour of solvents and

agrochemicals redox conditions, microbial degradation and retardation.

Based on the available information on (impacted) groundwater, as well as the spreading in

groundwater over the last ten years, model scenarios were calibrated through sensitivity analy-

sis in an initial screening assessment. One scenario was selected considering representativeness

for this specific situation and was used for further modelling and calculation.

Various modelling sequences were executed to match field data with simulated concentrations

in the monitoring wells (the calculated spreading should at least include the measured spread-

ing). This eventually resulted in determination of exclusion zones for shallow and deep aquifers.

The Civil & Geotechnical Division of the firm has at hand the expertise of several qualified Civil

Engineers and Registered Professional Engineers (Civil & Geotechnical). Services include pre-

investment project feasibility, outline design, detailed design, contract administration and con-

struction supervision. The firm has received continuous commissions to investigate, design and

supervise the construction and carry out design checking of civil infrastructure projects over the

Client: Rijkswaterstaat (Dutch Ministry of Infrastructure and the Environment)

Two motorways, two railway lines and one metro line currently impede growth in the Amster-

dam-Zuidas area, requiring a creative solution to improve the accessibility, mobility and livability

of this important economic region. To facilitate the process, DHV and Rijkswaterstaat delivered

the necessary information to yield a firmly validated decision with the commitment of all stake-

holders.

The ZuidasDok project in Amsterdam combines the construction of homes and offices with

enlarging the capacity of both the A10-South motorway and the public transport network. An

important part of this plan includes relocating the transport modalities to be partially under-

ground in the ZuidasDok. DHV and Rijkswaterstaat have generated detailed plans for both the

motorway and public transport development.

Client: HZMB Zhuhai Link Line Project Office

Tunnel Engineering Consultants (TEC) a permanent joint venture between Royal Haskoning, DHV

and Witteveen + Bos), together with an international consortium, advises the Chinese govern-

ment during the design and construction of a 35 km long bridge/tunnel combination in the south

of China, which will form the connection between the important Chinese economic centres of

Hong Kong, Macao and the Chinese mainland.

The project, in the delta of the “Pearl river”, comprises a series of conventional bridges and ca-

ble bridges, a number of islands to be newly created and a 6 km immersed tunnel. The design is

already in full swing and construction is to begin at the end of this year. The intention is for the

connection to be put into service at the end of 2015.

The consortium provides the Chinese project organisation with advice in the field of design, im-

plementation, sustainability, costs, planning, management and maintenance throughout the en-

tire project. This project will run until after 2015.

As part of the monitoring work being under-

taken for the Hong Kong Government’s major

Port and Airport Development Strategy

(PADS), bathymetric surveys are undertaken

regular (in some cases weekly) intervals of all

operating marine fill dredge and dumping

areas.

Surveys are carried out either by operating

contractors or CED consultants and provide a

huge volume of data on seabed topology.

Height values are typically captured at 5 me-

ter intervals along lines spaced 10 to 15 me-

ters apart.

Entry, storage and management systems have

been developed to enable data to be read

directly from contractor’s media. A suite of

analysis have been developed to enables the

conversion of seabed surveys to surfaces

(using both TIN and grid algorithms), and the

generation of contours and volume calcula-

tions. Queries and graphics have been devel-

oped to highlight areas of accretion and de-

pletion. The modules have been used to un-

derstand the movement of material during

and after dumping.

Client: Civil Engineering Department of HKSAR

The Port and Airport Development Strategy (PADS) makes use of GIS to help outlining a number

of major projects which will be constructed on reclaimed land within the next decade. The Civil

Engineering Department (CED) of the Hong Kong Government is responsible for the identifica-

tion and management of the estimated 670 million m3 of fill that these projects will require.

Within the next ten years, almost 310 million m3 of fill will be won from marine sand deposits

beneath Hong Kong's territorial waters. The CED commissioned Au Posford to develop the Infor-

mation Management System (IMS) to act as the central tool in the identification of the marine

resource and its management.

The project involved defining the user requirements, system and database design, implementa-

tion and final installation and training of CED staff. Based on a standard GIS platform, a large

number of application programs were developed to meet the user’s requirements. A consider-

able amount of relevant data was collected and input into the system including the locations of

submarine utilities and shipping channels, bathymetric information, and data from borehole and

geophysical surveys. All defined borrow areas and proposed reclamation projects with their esti-

mated fill requirements are stored in the system.

Analytical capabilities include matching fill supply and demand, volume calculations, material

type searches and the interpretation of, and cross-reference between, borehole and seismic in-

formation.

The Information Management System has been successfully operating in CED offices since May

1991. Au Posford have been retained by the CED to maintain and expand the system.

Client: Hong Kong Government, Civil Engineering Department

The Lantau Port Peninsula Study was commissioned to plan the future port and marine facilities

of Hong Kong to the year 2011 and beyond, to maintain Hong Kong’s position as the pre-

eminent port in the region. The Study was required to establish the engineering feasibility and

determine the most flexible and cost effective master plan and configuration of port and har-

bour facilities through to 2011. Planning details of the phased development of these facilities

covers both the north and south shores of Lantau Island. The selection of the recommended

development layout involved a complex programme of investigation and analysis covering port

and harbour works, marine risk and navigation considerations, environmental assessments, traf-

fic and transport analysis and land use planning. Strategies for privatization were developed and

cash flows and revenues through to 2011 identified.

The recommended layout provides for 17

container berths by the year 2011 with

scope for a further 7 berths. In parallel with

the main container port development, provi-

sion has been made for transshipment

wharves, marine support services, ship re-

pair yards and typhoon shelters. The phased

development plan for these facilities also

provides for port related industrial develop-

ment, transportation systems, including road

and passenger and freight rail links, and pub-

lic amenity areas. It is anticipated that the

port will handle in excess of 140 million

tones of cargo in 1996 rising to 300 million

by 2006.

The Study was undertaken by Au Posford

Consultants Ltd. as part of APH joint venture

and was completed in March 1993. The pro-

ject is now progressing to the detailed de-

sign of ancillary works and container termi-

nal requirements.

Client: Hong Kong Government, Civil Engineering Department

Au Posford Consultants Ltd. were part of the

APH joint venture who undertook the Western

Harbour Development Study which formed an

integral part of the overall PADS concept for

port development in the Western Harbour

area. The main engineering component of the

Study was the investigation and preliminary

design of the Lamma Breakwater, a structure

of some 6 kms located between the islands of

Lamma and Cheung Chau. The purpose of the

breakwater was to provide some 3,000 ha of

sheltered anchorage and to afford protection

to Lantau Port during the typhoon season.

The other main component of the Study was

the investigation of the marine traffic impact

of the proposed developments within the

Western Harbour, including Lantau Port, on

both the existing situation as well as for the

developing patterns up to the year 2011.

The recommended location for the breakwater, anchorages and shipping channels was derived

through a process of detailed evaluation utilizing both real and fast time simulation models as

well as marine traffic planning tools. The recommended form of construction for the Lamma

Breakwater was a dynamically stable berm structure utilizing locally quarried stone of 0.5 to 5.0

t. The structure has been designed to permit the maximum retention of the underlying marine

mud layer, thereby reducing costs and the environmental impacts of disposal.

Client: Hong Kong Government, Civil Engineering Department

Au Posford Consultants Ltd., as part of the APH joint venture, were commissioned to investigate

the feasibility of developing the Area 137 site in Tseung Kwan O for port facilities supporting

Deep Waterfront Industries (DWI) and Potentially Hazardous Installations (PHI). The objective of

the Study was to analyse and select a recommended layout, following an assessment of land use

demand, derivation of engineering solutions, berth configurations, navigational safety, traffic

and transport requirements and the environmental and hazard implications of the development.

The Recommended Development Layout provides a total area of 102 ha for industrial develop-

ment and supporting infrastructure and amenities. Reclamation, using both marine sourced and

public dumping fill material, is proposed without removal of the 15 m thick layer of soft marine

deposits. Deep water berthing facilities are provided for the needs of both liquid bulk carriers

supplying the PHI industries and marginal multi-user quays for the DWI industries. Navigational

safety has been shown to be satisfactory through the use of ship simulation models. A detailed

traffic and transport study has been performed to assess requirements for both internal and ex-

ternal road development. Hazard and environmental impacts have been mitigated to fall within

Government planning guidelines.

As part of the continuing monitoring work being undertaken by the Hong Kong Government to

supervise dredging and reclamation projects in the Territories PADS projects the Government

has been investigating ways of monitoring sediment concentration in the marine environment.

Au Posford Consultants Ltd. recommended the use of satellite data as an effective, economical

way of overcoming problems of large scale instantaneous data collection (important as currents

and tides make traditional sampling difficult to interpret) and obtaining baseline information

about water quality before dredging took place (at a time when limited sampling was taken).

Four SPOT satellite images were purchased between December 1989 and December 1993 cover-

ing Hong Kong waters and the pearl Estuary. These were registered and classified (using primar-

ily Band 3) to give indicative sediment concentrations in the top three meters of the water col-

umn throughout the Territory. The classified images have proved extremely effective in demon-

strating the concentration of sediment load, its area extent and change through time.

The more recent project undertaken by APCL was the Consultancy Services for Procurement of

Gangways for the Kai Tak Cruise Terminal during Sept 2010 – Nov 2011. One of the objective of

the Assignment is to prepare the necessary documents for carrying out prequalification and ten-

dering exercise for selection of a Design-Build Contractor to design, manufacture, supply, de-

liver, install, test and commission five no. of Seaport Passenger Boarding Bridges in the Kai Tak

Cruise Terminal under a Design and Build ( D&B ) Contract [see Cover picture]. The Design-Build

Contract was awarded to an International Contractor TEAM on 23 Nov 2011.

Royal Haskoning is leading the construction of Oman’s largest dry dock and shipyard complexes

at Duqm, a port on the Arabian Sea. A catalyst for development locally and regionally, the new

facility will enable the Sultanate’s vast natural resources to be developed. New port facilities will

provide a centre for trade and industry, boost the economy and create job opportunities. Royal

Haskoning was commissioned in 2002 by the Ministry of Transport and Communications (MoTC)

as the lead partner in a joint venture with Khatib & Alami and Partners and Al Baraka Economic

Consultancy.

The project organization Area Development Twente (ADT) is preparing to develop the area of

the former Twente air base. The goal of this project is to create an economically stronger and

more sustainable region. Elements of the area development include the realization of an ecologi-

cal main structure, additional housing and leisure facilities, and the realization and exploitation

of a civil airport.

Commissioned by the ADT, DHV/NACO/InterVistas is preparing to put these various concessions

on the market. The tendering team is supported by specialists in the fields of area management,

sustainable airport development, contract formation and contract management, and project

management, as well as by legal experts with specialized knowledge in these areas.

Fifteen schemes are being prepared for the sustainable development of land parcels. State poli-

cies, objectives and goals were taken into account to achieve a balanced development. The focus

of the schemes is to create a suitable environment to promote a healthy climate, improve the

quality of life, upgrade human skills, create a world-class infrastructure and attract global invest-

ments. The project involves following three strategies for the formulation of schemes that are to be im-

plemented on a PPP basis: ● Urban renewal/rejuvenation ● Restoring the density of low-density areas ● Identification and development of new green field schemes.

Client: The City of Antwerp

The site of Blue Gate Antwerp(previously known as

Petroleum Zuid), is heavily polluted with oil, poly-

cyclic aromatic hydrocarbons, benzene and heavy

metals, has been recognized as a brownfield site.

With its prime location on the river, the city of Ant-

werp aims to rebuild this former industrial site as a

vibrant mixed use waterfront for business activities.

In 2006, a visionary regeneration plan was agreed

and a SPV (Blue Gate Antwerp nv) was established

for the redevelopment of the area. The aim of the

Masterplan is to maximize the advantages of the wa-

terfront location, creating a profitable and sustain-

able business area for production and ‘Research and

Development’, a distribution area for water related

logistic activities and a green corridor through the

site.

In collaboration with Omgeving Buck Consultants,

Sustenuto and Mint, Royal Haskoning was commis-

sioned to provide environmental and ecological in-

put to the Masterplan. The team first organized a

workshop with Sustenuto and the client to discuss

the visionary concept in details and come up with a

common goal. Then the specialists in soil, water,

ecology, energy and materials provided information

on development eco-effective solutions. RH advised

on water management, soil remediation, landscaping

and compared the advantages of windmills, biomass

plant and/or solar energy. One of the biggest chal-

lenges of the redevelopment is the heavily polluted

soil and the impact on the quality of both ground

water and surface water. RH gave advice and direc-

tion on the most appropriate soil remedial solutions,

meeting with the relevant authorities.

With regard to supporting the development of the

Mekong Delta Plan concerns services under Viet-

namese Netherlands Strategic Partnership Arrange-

ment (SPA) on Climate Change Adaptation and Wa-

ter Management which outlines the framework and

concrete steps for 2015 and years beyond for close

cooperation.

Within the Vietnamese setting the scope of the Me-

kong Delta Plan is defined as providing an inte-

grated policy framework that

1. Presents firm recommendations on water

management and climate change adaptations

in relation with the user functions in the delta

and,

2. Serves as a guide for further (sub) regional

planning and formulation of Investments.

Client: The Moray Council

Moray County, Scotland has a long history of flooding which severely affects the local communi-

ties and economy. Established in 2001 the Moray Flood Alleviation combines the expertise of

The Moray Council, Royal Haskoning, Morrison Construction and EC Harris. Royal Haskoning

were appointed to investigate the flooding problem, identify and design solutions and manage

the statutory processes. Several flood risk alleviation schemes are to be delivered to a number of

communities in Moray including Forres and Elgin.

Notably in Forres it was estimated that without intervention, flood damage would exceed £43

million over the next 50 years. Future flooding would not only affect homes, businesses, the

town’s economy and surrounding region, it would also put schools, emergency services and sew-

age works at risk. The scheme comprises a flood storage reservoir combined with flood defences

and a flood relief channel.

Moray Flood Alleviation received commendation in two categories at the Saltire Society Civil En-

gineering Award ceremony in 2010. Following the implementation of the flood alleviation

scheme hundreds of properties were protected from flooding just one week after the official

opening.

運輸及公路 Project: The new A74 – Connecting the Netherlands and Germany

Client: DURA VERMEER DIVISIE INFRA

Construction of the new A74 road link that will vastly improve transport between the Nether-

lands and Germany, neared completion last year. Construction of the A74 not only provides a

faster, safer passage for road users travelling between the two countries, it has created a better

environment for Venlo residents, nearby communities, and wildlife in the surrounding country-

side. Royal Haskoning was appointed to manage the environmental aspects of the project and

the design of all structures required for the project including the geotechnical aspects, as well as

stakeholder management.

As part of its expertise relating to construction communications, Royal Haskoning carried out a

survey to ascertain the satisfaction of those affected by the works in terms of environment and

road user satisfaction.

The quality and efficiency of design led to a successful outcome achieved within a very tight

schedule and limited working area. This included for example, design of the highest reinforced

soil retaining wall as abutment for a viaduct, a circa 60m long semi integral viaduct and the larg-

est Eco duct in the Netherlands. The roads on either side of the border opened successfully on 5

April 2012.

水技術 Project: New standard for sustainable waste water treatment

Client: Water board Veluwe, the Netherlands

The world’s first facility to use Nereda technology is located in Epe, the Netherlands. Thanks to

this new technology, waste water treatment requires a much smaller surface area, resulting in

significant savings in terms of both the cost of constructing new plants and the use of energy.

Nereda is an innovative technology for purifying biological waste water using the unique fea-

tures of 'aerobic granular biomass'. Nereda was invented at the Delft University of Technology.

Working in close collaboration with universities, research institutes, STOWA, water boards, and

various industrial and municipal launching customers, and supported by both national and inter-

national grants, DHV has transformed this process into a sustainable and cost-effective technol-

ogy that is used internationally.
