ANTI-DRUG LECTURES:

1. On October 27, 2017, Agent Marvin C. Santos, TL, RPIU and Agent Aldous B. Restor, C, IID conducted a training and workshop on Illegal Drugs Smuggling Trends, Cargo Profiling, and Illegal Drugs Detection at the Zamboanga City Cebu Pacific Cargo Office, attended by Security Supervisor of the Cebu Pacific Air Main Office and six (6) Security Personnel of the Cargo Office.

2. On October 05, 2017 at around 0900H – 1700H, Agent Brenda Joy T. Congreso-Pollisco attended the three (3) days Seminar-Workshop on Barangay Anti-Drugs Abuse Council (BADAC) at Hotel Guillermo, Pagadian City. Discussed during the 3 hours allotted time in the said activity is the Barangay Drug Clearing Operation, Zamboanga del Sur Drug Situation and the R.A. 9165, participated by the MLGOO Estoquia, P/Supt Joel Galeriana, Chief of Police, more or less sixty (60) participants composed of the Barangay Captains and their Brgy. Secretaries of Labangan, Zamboanga del Sur.

3. On October 5, 2017, the PDEA 9 Zamboanga Sibugay Office, in coordination with the Payao Municipal Police Station and Local Government Unit, conducted a Barangay Drug Clearing Seminar which was participated by all BADAC and MADAC Officials of the municipality.

4. On October 19, 2017 at around 1300H, Agent Dorothy Joy E Villoso,

Provincial Officer of PDEA ZS together with Agent Dharyll Iann C. Pasagad, attended the Training on Strengthening the Barangay Anti-Drug Abuse Council (BADAC) and gave lectures regarding the DDB Regulation No.3, Series of 2017 and Salient Provisions of RA 9165, respectively. Said training was conducted by the Department of Interior and Local Government which was held at DRRM Function Hall, Capitol Heights, Ipil, Zamboanga Sibugay.

5. On October 2, 2017, the PDEA 9 Zamboanga Sibugay Office, in

coordination with the Talusan Municipal Police Station and Local Government Unit, conducted a Barangay Drug Clearing Seminar which was participated by all Barangay Officials of the municipality.

6. On October 6, 2017 at around 1300H, Agent Helson T. Jover together with

Agent Narciso Bolislis Jr., attended as Guest Speaker and lectured on DDB Regulation

No. 4, Series of 2016 held at Hotel Guillermo, Pagadian City, Zamboanga del Sur. This

was participated by more or less fifty (50) composed of LGUs and Brgy. Officials.

7. On October 13, 2017 at around 1000H, Ms. Darmalyn H. Jumlail (PECI Chief) and Ms. Karren E. Gesulga (Chief Chemist), together with Ms. Judy Lee Yu (Chemist I) served as Resource Speakers during the activity of Department of Social Welfare and Development 9 (DSWD 9) in connection with the implementation of the Drug-Free Workplace. The activity was held at 3rd Floor, La Vina Hotel, Zamboanga City. During the activity, Ms. Jumlail lectured on Drug Abuse Prevention in the Workplace and Salient Features of RA 9165. Ms Gesulga discussed and explained to the participants the Drug-Free Workplace Policy and Program. The lecture was attended by more or less seventy-five (75) DSWD Region 9 personnel.

8. On October 17, 2017 at around 1100H, the above-signed attended as

Resource Speaker during the two-day Pre-Deployment Briefing of Operation MAHARLIKA of the Philippine Center on Transnational Crime (PCTC) held at Octagon Hall, 3rd TOW, PAF, Sta. Maria, Zamboanga City. During the briefing, the above-signed lectured on Trafficking of Dangerous Goods (Firearms, Drugs and other Materials) in Southern Mindanao Border.

9. On October 09, 2017 at around 1300H, Agent Brenda Joy T. Congreso-

Pollisco, Provincial Officer, PDEA 9 Zamboanga del Sur served as Resource Speaker and lectured on Drug Abuse Prevention and Control and Salient Features of RA 9165 during the Barangay Sugod Drug Symposium with the theme “Oplan Kalayaan Laban sa Bawal na Gamot” held at Sugod Barangay Hall, Tukuran, Zamboanga del Sur. The lecture was attended by more or less one hundred (142) participants composed of 100 Grades 4, 5 and 6 students of Sugod Elementary School, together with their respective advisers, and 42 drug surrenderers of the said barangay. PDEA Agents hiring was also announced during the lecture.

10. On October 16, 2017 at around 0900H, Agent Helson T. Jover attended the

Anti-Drug Symposium at Barangay Multipurpose Function Hall, Luy-a, Tukuran,

Zamboanga del Sur. Likewise participants in the said activity were more or less one

hundred twenty (120) residents of Brgy. Luy-a, Agent Jover discussed the RA 9165 and

announced the PDEA agents hiring. The activity ended at around 12:00PM of the same

day.

11. On October 03, 2017 at around 1330H, Agent Dharyll Ian C. Pasagad of PDEA 9 Zamboanga Sibugay served as Resource Speaker and lectured on Drug Abuse Prevention and Control and Salient Features of RA 9165 during the Symposium on Strengthening and Sustaining the Anti-Illegal Drugs Campaign sponsored by the Barangay Council of Pangi and Sangguniang Kabataan, in coordination with DILG Zamboanga Sibugay and PNP Unit held at Pangi Covered Court, Ipil, Zamboanga Sibugay. Moreover, DILG personnel gave updates on the Barangay Drug Clearing Program and the DILG memorandum circular. The lecture was attended by more or less two hundred (200) residents of Barangay Pangi.

12. On October 09, 2017 at around 0900H, Agent Brenda Joy T. Congreso- Pollisco, Provincial Officer, PDEA 9 Zamboanga del Sur served as Resource Speaker and lectured on Drug Abuse Prevention and Control and Salient Features of RA 9165 during the School-Based Drug Symposium with the theme “Ang Maayong Kaugmaon Para Kanila sa Makadaot nga Droga Palikaya” held at Teachers’ Center, San Jose, Pagadian City, Zamboanga del Sur. The lecture was attended by more or less sixty (60) Grade 6 students of San Jose Elementary School and Tomas Sagun Elementary School, together with their respective advisers.

13. On October 10, 2017 at around 0930H, Agent Helson T. Jover of PDEA 9 Zamboanga del Sur served as Resource Speaker and lectured on Drug Abuse Prevention and Control and Salient Features of RA 9165 during the Barangay Drug Symposium held at Tukuran Technical Vocational High School – Baclay Extension, Baclay, Tukuran, Zamboanga del Sur. The lecture was attended by more or less two hundred (200) participants composed of high school students, teachers, barangay officials, surrenderers and some residents of Barangay Baclay.

14. On October 25, 2017 at around 1030H, PDEA Zamboanga del Norte led by Agent Maria Felina Bacha-Abendan proceeded to Municipal Gym of Rizal, Zamboanga del Norte and attended the Seminar On Barangay Drug Clearing Program. Agent Bacha-Abendan delivered a message regarding anti-illegal drugs campaign and Agent Beau Faith Ortezuela discussed with the participants of more or less (70) about the Barangay Drug Clearing Operation as stipulated in DDB Regulation No. 3, Series of 2017.

15. On October 23, 2017 at around 1300H, Agent Maria Felina Bacha-Abendan together with her team proceeded to Barangay Cawa Cawa and conducted lecture on the Ill-Effects of Drugs to the Barangay Officials and 4ps beneficiaries estimated to be more or less seventy (70) held at Barangay Cawa Cawa.

16. On October 24, 2017 at around 1000H, Hon. Marlo N. Bentiroso in

coordination with PDEA Zamboanga Sibugay, IPIL MPS, BFP and MSWDO attended the Barangay Symposium on Anti-Illegal drugs. The PDEA Provincial Officer, Dorothy Joy E Villoso gave message of support and words of encouragement to the participants. Moreover, update on the status of Barangay Drug Clearing Operation was also discussed. Said Symposium was held at Don Andres Covered Court, Barangay Don Andres, Ipil, Zamboanga Sibugay. The said symposium was purposely to equip the Barangay Officials with the basic knowledge and enhance their capabilities in complying with the Barangay Drug Clearing designed by the government to help address the illegal drug menace in the country. It was attended by more or less fifty (50) participants composed of Barangay Officials and Purok Leaders from the the said Barangay.

17. On October 25, 2017 at around 1000H, Ms. Darmalyn H. Jumlail (PECI Chief), together with Ms. Sitti Amla H. Hajan (Admin Asst II) conducted lecture on Drug Free Workplace Policy and Program during the 3rd In-Service Training for Teachers (INSET) 2017 of Tulungatung National High School with the theme “ I am for Peace” at Zone 5, Tulungatung, Zamboanga City. The said lecture was in line with the thrust of the government for making a drug free society. This was attended by at least twenty (20) teachers of the said school.

18. On October 18, 2017 at around 0900H, Agent Eugene Daniel Daniel Z.

Morcilla, together with Agent Regie Macutay and Adam Dadula was invited as guest speaker and conducted lecture regarding the ill-effects of illegal drugs and salient features of RA 9165 (Comprehensive Dangerous Drugs Acts of 2002) at Top Plaza Hotel, Dipolog City. The said activity was attended by more or less four hundred (400) members of senior citizens organization.

19. On October 26, 2017 at around 1630H, Agent Eugene Daniel Daniel Z. Morcilla, was invited as guest speaker and conducted lecture regarding the ill-effects of illegal drugs and salient features of RA 9165 (Comprehensive Dangerous Drugs Acts of 2002) at Top Plaza Hotel, Dipolog City. The said activity was attended by one hundred fifty (150) members of youth organization all over Zamboanga del Norte.

MEETINGS / CONFERENCES ATTENDED:

1. On October 03, 2017 at around 0830H, Agent Marvin C. Santos of this Office attended the Zamboanga City Peace and Order Council Meeting held at Conference Room, City Hall, Zamboanga City. The said meeting was presided by the City Mayor of Zamboanga, Hon. Maria Isabelle G. Climaco-Salazar and attended by other members of the council, Zamboanga City Police Office and the Task Force Zamboanga. Discussed during the meeting were the security briefings and preparations for the Zamboanga Hermosa Festival which is being held from October 1-31, 2017.

2. On October 20, 2017 at around 0900H, Agent Maria Felina Bacha-Abendan together with her team proceeded to NBI Dipolog City to attend a meeting regarding the conduct of “Oplan Linis Piitan” or the Greyhound Operation to be conducted on October 23, 2017 at Dipolog City Jail. The meeting was also attended by Dipolog City Police Station Chief of Police, PSupt Lito S. Andaya, JInsp Benjamin Cepeda and his companion, and NBI Chief, Atty. Bong Ylanan.

3. On October 19, 2017 at around 0800H, Agent Jigger B. Juniller had a meeting with Chief of Police of Al Barka Municipality, Basilan Province, PSI Said Omar P. Ismael regarding some points on Barangay Drug Clearing Operations, after the latter visited the former at PDEA Basilan Provincial Office. Also discussed were the plan to conduct Drug Awareness Lecture and surprise drug test to their drug surrenderers and the President’s pronouncement naming PDEA as the sole agency in the conduct of anti-illegal drug operations.

4. On October 23, 2017 at around 1700H, Agent Maria Felina Bacha-Abendan together with her team proceeded to Tennis Court, Dipolog City and had a short meeting with PSupt Lito Andaya, Chief of Police, Dipolog City. The meeting discussed issues and concerns regarding anti-illegal drug operations to be conducted in Dipolog City. Also present during the meeting was PSupt Joven Parcon of Zamboanga del Norte Police Provincial Office.

5. On October 19, 2017 at around 0930H, Agent Jigger B. Juniller had a meeting with the barangay captain of Barangay Maganda of Lamitan City, Hon. Sammy Lopez and DILG LGU Admin Assistant Melina M. Opone regarding some points on Barangay Drug Clearing Operations, after the latter visited the former at PDEA Basilan Provincial Office. Also discussed were the plan to conduct Drug Awareness Lecture and surprise drug test to their drug surrenderers and the President’s pronouncement naming PDEA as the sole agency in the conduct of anti-illegal drug operations.

6. On October 23, 2017 at around 0900H – 1100H, Agent Brenda Joy T. Congreso-Pollisco, together with Mr. Jovane Hisoler went to Tigbao Municipal Hall for the follow up of financial assistance that was already in a check form and named to the Philippine Drug Enforcement Agency. The treasurer asks us to call for follow-up. Further, Agent Pollisco also asked the mayor’s staff of Tigbao, Zamboanga del Sur to provide the

Personal Data Sheet of the Mayor down to their Councilors for record check purposes. Said staff will email the said documents with the consent of the mayor.

7. On October 24, 2017 at around 0900H, Agent Maria Felina Bacha-Abendan together with her team proceeded to Zamboanga del Norte Police Provincial Office at Sicayab, Dipolog City and attended the meeting with the personnel of ZNPPO led by the Provincial Director, PSSUPT Raul M. Tacaca as per guidance in the above mentioned reference. The meeting discussed issues and concerns regarding anti-illegal drug operations, clarification of the guidelines to be followed during anti-illegal drug operations which will be the next agenda after each office make queries to their respective Regional Office and up, and the concerns of PDEA Zamboanga del Norte on what will be the assistance of the police during anti-illegal drug operations.

8. On October 25, 2017 at around 1700H, PDEA Zamboanga del Norte led by Agent Maria Felina Bacha-Abendan proceeded to Zamboanga del Norte Police Provincial Office at Sicayab, Dipolog City and attended the conference. It was attended by the Chiefs of Police of PNP Zamboanga del Norte headed by the Provincial Director, PSSUPT Raul M. Tacaca. The conference commenced with the discussion of activities and accomplishments which was presented by PSupt Charisse Yabo and followed by the distribution of parameters which was discussed by Agent Bacha-Abendan. Open forum followed.

9. On October 10, 2017 at around 1400H-1700H, Agent Maria Felina Bacha-Abendan, together with Agent Beau Faith Ortezuela and Agent Rizza L. Osorio paid courtesy calls to the following offices and personalities and discussed activities in the near future in their area of responsibility, to wit; Office of the City Administrator, Dapitan City; Office of the Mayor, Dapitan City; PSUPT Glenn Macario Dulawan, Chief of Police, Dapitan City; PSUPT Raul M. Tacaca, ZDS Provincial Director; and PSUPT Lito L. Andaya, Chief of Police, Dipolog City.

10. On October 11, 2017 at around 1400H-1700H, Agent Maria Felina Bacha-Abendan, together with Agent Rankin B. Gano paid courtesy calls to the following personalities and discussed activities in the near future in their area of responsibility, to wit; PCI Alejandro T. Trabadillo, Chief of Police, Dipolog City Police Station; and Hon. Alfredo Bait-it, Vice Mayor, Polanco, Zamboanga del Norte.

20. On October 17, 2017 at around 0900H, Agent Anju O. Villanueva of PDEA IX Zamboanga City Office conducted series of courtesy calls to Zamboanga City Police Office Key Officers, to wit: PSUPT Diomarie A. Albarico, Officer-in-Charge, ZCPO; PSINSP Albert Sta. Teresa, Chief, Plans and Operations, ZCPO; PSUPT Nonito P. Asdai, Station Commander, Police Station 6; and PSUPT Mark Marin Azurin, Station Commander, Police Station 5. During these meetings, Agent Villanueva affirmed to them the President’s pronouncement and guidance, but asserts to them the continuous drug eradication’s efforts and operative cooperation of PDEA IX Regional Director’s instruction to intensify the “War on Drugs”, together with the PNP’s assistance particularly in the intelligence aspects as cited in the Executive Order.

11. On October 28, 2017, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan

Provincial Office, conducted a meeting with mayor GulamB. Hataman, Abou Mohammad Asmawil, Provincial Director, DILG Basilan and PCI Ian Sanchez, Chief of Police, Sumisip. This was followed by a surprise drug testing among 130 drug surrenderers in the municipality of Sumisip, where two of the surrenderers turned positive in the screening test and subject for confirmatory examination.

12. On October 30, 2017, Agent Jigger B. Juniller, Provincial Officer, PDEA Basilan

Provincial Office, conducted a meeting with the barangay officials of Barangay Gaunan, Barangay Tubigan and barangay Fuente. This was followed by a surprise drug testing among 61 barangay officials and 20 drug surrenderers in the municipality of Maluso, where all of the tested yielded negative results for use of dangerous drugs.

13. On October 18, 2017 at around 1035H – 1130H, Agent Brenda Joy T.

Congreso-Pollisco, together with Agent Hope Fetalvero proceeded to the Command

Conference Room of PNP Camp Abelon, Pagadian City to inform the Provincial Director

ALAN M NAZARRO and all Chiefs of Police of the province and city regarding the

updates of the Memorandum of the President, leaving to PDEA the conduct of anti-

illegal drug operations. Agent Pollisco stressed that PDEA still needs the PNP

manpower support during the conduct of anti-drug operations.

14. On October 26, 2017 at around 1414H, the Bureau of Jail Management and

Penology from Dipolog City led by PSupt Priscillana Lee Gilboy Assistant Regional Director assigned at Pagadian City arrived at this Office and conducted meeting with Agent Maria Felina Bacha-Abendan. Discussed during the said meeting was about the past search and seizure operation at Dipolog City Jail and the necessary requirements for a drug free facility.

15. On October 20, 2017 at around 0930H – 1135H, Agent Brenda Joy T. Congreso -Pollisco, together with Mr. Francis Lopez, Mr. Jovane Hisoler and Mr. Elvis Sulla went to Tigbao Municipal Hall and proceeded to Office of the Mayor, Hon. Leonilo E. Dalid to pay courtesy call to the latter. Discussed during the short meeting are the programs being undertaken by the Mayor. One of which is for the barangays to have their anti-drug symposium which they already have. The Mayor also promised to financially support the PDEA Zamboanga del Sur Provincial Office.

16. On October 23, 2017 at around 1100H – 1200H, Agent Brenda Joy T. Congreso-

Pollisco, together with Mr. Jovane Hisoler proceeded to Tigbao Municipal Police Station

for courtesy call to the newly assigned Chief of Police, Police Inspector ANSELMO

GERIC P VILLANUEVA. Agent Pollisco asked for the map of Barangay Begong,

Tabina, Zamboanga del Sur for the investigation of the Summary of Information (SOI)

received by the ZDS Provincial Office.

DESTRUCTION OF DANGEROUS DRUGS:

On October 26, 2017 at around 0900H, this Office destroyed at least 230M worth of illegal drugs and expired medicines held at Permex Producer and Exporter Corporation, Ayala, Zamboanga City. The destruction was witnessed by heads and/or representatives from DOJ, PAO, PIA, Civil Society Organizations, EMB, Academe, Local Officials, court representatives from Dipolog City, Pagadian City, Zamboanga City and different media personalities. Destroyed drugs were composed of 3 kilos shabu, 114 kilos of ephedrine, 16 kilos of Aziridine and 388 grams of marijuana. After taking representative samples for retention, they were disposed off by means of thermal destruction method as prescribed under Section 6 of DDB Regulation No. 1, Series of 2002. This method employs heat of up to 800 degree Celsius, making the dangerous drugs totally destroyed.

PRESS CONFERENCE:

On October 26, 2017 at around 1000H just right before the destruction of dangerous drugs, the above-signed held press conference regarding the destruction of 230M worth of illegal drugs and expired medicines held at Permex Producer and Exporter Corporation, Ayala, Zamboanga City. The press conference was participated by almost all media personalities in the city, from the trimedia which includes television networks, radio stations and local newspares who were present during the activity. Discussions and interviews focused on the destruction of dangerous drugs.

INTERVIEWS:

On October 18, 2017 at around 1000H, Agent Brenda Joy T. Congreso-Pollisco, together with Agent Hope Fetalvero attended the radio program of the PNP together with PCI YCER NOAH ANIVERSARIO, Chief, Police Community Relation Branch (PCRB) at Baganian Broadcasting Corporation, DXCA 106.3 MHz BELL FM, DXBZ 756 KHz RADIO BAGTING, “The Strongest and The Greatest” located at 2nd Floor BBC Building, Bana Street, Sta. Maria District, Pagadian City, Zamboanga del Sur. Discussed during the program were updates regarding the Memorandum of the President, leaving to the PDEA the conduct of anti-illegal drug operations where the PDEA still needs the PNP manpower to support during the operation and the PDEA Agents hiring.
