INTRODUCTION Vision Statement:

ShaktiVahiniisapioneerorganizationinthefieldofAntiHumanTrafficking.Theorganizationhasbeenworkingfor women and child rights since last 16 years. It is anational level voluntary organization working in thestates of Assam, West Bengal, Bihar, Jharkhand, Orissa,Chhattisgarh, Delhi, Haryana, Punjab, Uttar Pradesh,HimachalPradesh,ChandigarhandRajasthan.

ShaktiVahiniiseffectivelyactiveinfieldofHumanRights,WomanandChildissues,AntiTrafficking,ChildLabour,BondedLabour,Health,HIV/AIDS,Education,LegalAidand training, Research & Documentation, Communitydevelopmentetc.

ShaktiVahinivisions,aspiresandstrivesforJust,FreeandEquitablesociety.Weconsideritadutyofeverycitizentohave social concerns and strive for the progress anddevelopment of society. In our efforts and struggle toachievetheabove,wedrawourinspirationsfromourrichcivilization,pluralityofculture,spiritofourDemocraticConstitution, National Movement for freedom struggle,livesandteachingsofourgreatleaders.

ShaktiVahinihasrescuednearly5000victimsofhumantrafficking trafficked for the purpose of CommercialSexualExploitation,ChildLabour,BondedLabour,ForcedMarriage,Domestichelpandadoption.ShaktiVahinihasthe link for the states police coming to the capital forrescue operation or investigation of human Traffickingcases. The organization has been conducting HomeInvestigation of the victims as per the direction of theChild Welfare Committee as mandated in the JuvenileJustice(CareandProtectionofChildren)Act.InthefightofAntiHumanTraffickingShaktiVahinihasbeenworkingonprevention,protectionandprosecutionofthehumantraffickingcases.

Gravest form of trafficking is for the purpose ofcommercialsexualexploitation.Fromtheveryinceptionoftheorganisation,ShaktiVahinihasfoughttoothandnailtonotonlyrescuechildrenandwomenbuttoalsopreventit.Decoyoperationswiththelocalpolice,CentralBureauof Investigation (CBI) ,Anti Human trafficking Units(AHTU),CrimeBranchofdifferentStatePoliceandotherlikeagenciesareorganisedtoapprehendtraffickersandfor rescue of trafficked victims. Frequent rescueoperations are conducted with the help of lawenforcementagenciesintheredlightareaandalsowherelocalintelligenceshowsthepresenceofanypersonwhoiskept inbondedconditionsandhaswillingness to leave.Activestepshavebeen taken toburst thebubbleofsextraffickingcarriedoutunderthegarbofmassageparloursand other such services. Informal Surveillance systemshavebeenestablishedbyusat various railwayandbusstationsespeciallyinDelhi(destinationstate),Jharkhand,AssamandWestBengal(majorsourcestates).

Fighting Sex Trafficking andCommercial Sexual Exploitation

Childlabourisachronicproblemwhichvariesinscaleandmanifests in various ways like domestic labour, factorybased labour, traditional trades (like agarbatti, beedi,carpetweaving)etc.Thecitieswheremostchildrenendupwiththegreatbigcitydreamhaveturnedintohubsforemploying children as young as 9‐10 years, throughillegallyrunplacementagencies.Weaklegislationhasalsogiven them unprecedented opportunities to exploitchildrenwithmass illegalmigration takingplace everyday.

Thechildrenareemployedataslessas$20‐28amonth(Rs.1000‐1400). The money often doesn’t reach theparentsandismisappropriatedbytheplacementagent.Oftenchildrenfaceemotional/mental,physicalandsexualabuseatthehandsoftheemployers.

ShaktiVahinidoesrescueoperationofchildreninforcedlabour situations in collaboration with various lawenforcementagencies.Theorganizationundertakesalotofawarenessprogrammesontheissueofchildlabourandreachesoutandworkswithvariousstakeholderslikethe

Combating Child Labour

Police,LabourDepartment,RWA,IndustriesAssociations,Youth and Students, Lawyers etc. for strengthening thefight against child labour. We oversee the process ofrestorationofthechildrentotheirhomestateandfollowupthecasesuptothetrialstageofthecriminalcasesfiled.

ShaktiVahinihasbeenworkinginclosepartnershipwiththe Labour Department and the district administrationnotonlytorescuebutalsoinprovidingrehabilitationandcompensationtorescuedtraffickedchildren.

importanceforeffectivelyenforcingthelaw.Theissueofhuman trafficking is getting more attention from theadministrativeendandaveryactivepartnershiphasbeencreatedwithvariouslawenforcementagencies.Shakti Vahini has also reached out to Panchayats/Anganwadis/ Youth Groups etc. Shakti Vahini haspublishedreporton“FemaleFoeticide,CoercedMarriage& Bonded Labour in Haryana and Punjab: A SituationReportonHumanTrafficking”.Thisstudyhashighlightedthepresenceoflargescaletraffickingofwomenandgirlsfor forced marriages in Mewat region of Haryana. TheproblemofboughtbridesinHaryanaandPunjabisgoingto increase as these states have skewed Sex Ratio andFemaleFoeticideisveryprevalent.

TheskewedsexratiointhenorthernstatesofIndiahasledtoemergenceofanewtrendoftraffickingyounggirlsand women for “forced” marriages. Shakti Vahini hasworkedonthisissueintensivelysincetheyear2001.IthasbeenduetoShaktiVahini’seffortsthattheGovernmentofIndia,HaryanaandAssamGovernmentadmittedthesaleandpurchaseofgirlsduetothefall insexRatio.ShaktiVahinihasconductedregularawarenessdrivestoeducatethe people about various Trafficking Laws acrossHaryana. Shakti Vahini has undertaken series of PoliceTrainingprogrammesacrossHaryanatosensitisethelawenforcementofficersontheissueoftraffickingforforcedmarriages.TheorganizationdidadvocacywiththepolicechiefsandDeputyCommissionersinthedistricts.SinceShakti Vahini has been conducting training at DistrictlevelaswellasinPoliceAcademy,averywidenetworkofsensitizedpolicemenhasbeencreatedwhichisofprime

SALIENT FEATURES OF SHAKTI VAHINI ANTI TRAFFICKING INITIATIVE

Asapartofitsanti‐traffickinginitiativeShaktiVahinihasbeenprovidinglegalsupporttothevictimsrescuedbytheorganization. In addition to this Shakti Vahini is alsoproviding translators, transport and accommodationfacilitiestothevictimswhoarecomingtoDelhiforcourthearingsandlegalcounselling.WealsoprovidelegalaidtovictimsofHumanTraffickingandalsotheirfamilies.

Training- State AHTU/ District AHTU:A sensitive and informed police force ensures betterdelivery of justice and better assistance to the victim.ShaktiVahini’sAntiTraffickingInitiativehasbeentakingstepsinthisdirectionbytrainingpoliceofficersatvariouslevels.ShaktiVahinisensitizespoliceofficersoftheAntiHumanTraffickingUnits;theseUnitshavebeenrecently

setupinDelhiandacrossIndiain2011toenforcelawsandaddress issues related tohuman trafficking. ShaktiVahini’s Anti Trafficking Initiative has also beenconductingdistrictleveltrainingindistrictsofHaryana.ShaktiVahiniisactivelyinvolvedintrainingsessionsheldatthedistrictlevelattheDelhiPoliceAcademy&HaryanaPoliceAcademy.

Training on Child Rights and Juvenile Justice (Care and Protection of Children) Act 2000. ShaktiVahinihasbeenappointedastheNodalNGObytheSpecialPoliceUnitforWomenandChildren,NanakpurafortwodistrictsinDelhi,viz.NewDelhiandEastDelhi.Shakti Vahini has been assigned the responsibility tosensitizepoliceofficersatthepolicestationlevelabout

thevariouslawsrelatedtochildrenandguidethepoliceofficersinhandlingthechildrenwithcareandaffection,beitaJuvenileinConflictwithLaworaChildinNeedofCare and Protection. Shakti Vahini has been trainingofficersatallthe22policestationsintheaforementionedtwodistrictsinDelhi.Everyweekfourtrainingsessionsareconductedindifferentpolicestations.

Shakti Vahini has become a prominent organisationfor Assisting Police in Intervention in NCR Region and Northern India.ThestrongadvocacyoftheInitiativeswiththelocalpoliceand the police from different states has made ShaktiVahiniaprominentandleadingorganisationforassistingPoliceinInterventionsconductedbythem.Thetraining

providedbyShaktiVahini tothepolicepersonnelofallhierarchies has created strong sensitization about thehuman trafficking issues amongst them. ur activenetworkwiththepoliceinNCRregionshelpsthepolicefromotherstatestoconductrescueoperationswiththehelpoftheShaktiVahiniInitiativeteam.Weareinabetterpositiontolinkthepoliceofficialsfromotherstateswiththelocalpoliceandhencehelptherescueteaminrescuingthevictimsandalsoarrestingtheaccusedpersons.ShaktiVahinireceivesrequestfromtheStateAHTUs,CIDandtherespective police stations for our assistance in rescueoperationsinNCRregionsandalsoinsomepartsofUttarPradeshandHaryana.

Monitoring and Implementation of Various Laws on HumanTrafficking and Forced Labor:Oneof the important componentsof the Initiative is toensurethatthestatutoryagenciesmandatedbythelaware working properly and in close coordination for thewelfareoftraffickedvictims.ThesebodiesmayincludetheJuvenilePoliceOfficer,TheChildWelfareCommittees,TheBondedLabourMonitoringcommitteeatthedistrictlevel,the Child Labour Cell of the Labour department, TheDistrict Child Protection Units, the Advisory Board ofSocialWorkersunderImmoralTrafficPreventionActetc.ShaktiVahini’sAntiTraffickingInitiativehasdonestrongadvocacywiththeseunitssothatatthetimeofneedtheyfunctionveryproactively.

Victim Support :Support to the victims of human Trafficking and theirfamilies is one of the most important and prioritizedactivities of Shakti Vahini. The organization has itsTrafficking in Person (TIP) Response team. The TIP

Response team does establish links in the source andassist the family from thedayanyvictimgoesmissing.Initially they are being guided to register the missingcomplaintsinthelocalpolicestations.TheTIPresponseteam identify the victims' family, locate them in thevillagesandhelptheminrescuingthevictims.Theyarebeinghelpedingettingtheirdaughterback,rehabilitationofthevictimsandtheirfightforjusticeinthecourt.Forvictimssupportintheirfightforjusticetheorganizationhascoordinatedwiththerespectivestategovernmentforfacilitatingvictims'accommodationduringtheirstayinthedestinationforcourttrial.Thestategovernmenthastakenvarious landmarkdecisionforthewelfareofthevictims.

Duringthisperiodaltogether408victimswererescued.227werereunitedwiththeirrespectivefamilies.Allthecasesof rescuehavebeenbrought in theknowledgeofStategovernment.TheorganizationhasbeenworkinginclosecoordinationwiththeDepartmentofWomenandChildDevelopmentandSocialWelfareoftheconcerned

state for the economic rehabilitation of the survivors.MostofthesurvivorsofWestBengalhavebeenlinkedtothe“KanyashreePrakalpa”oftheStateGovernmentwhichensurestheireducationandalsosavethevictimsfromre‐trafficking.

The organization has established 6 interventioncentresinvariousvulnerablepointsinDelhi.Theroleofinterventioncentresare:1. Coordinationwithallthestakeholdersinvulnerable points.2. Conductingawarenessprogrammeswiththe stakeholdersinvulnerableareas3. Developmentofinformantnetwork4. Coordinationwithlawenforcementinentryandexit points5. Watchonmovementoftraffickers6. Planningandrecceeforrescueoftraffickedvictims7. CoordinationwithNGOsandHelpLines8. Preparationofdistrictactionplan9. Mappingofvulnerableareas10.Monitoringoftrainsandbusesarrivingfromthe sourceareas11.CreationofpartnershipwithRailwayPoliceForceand GRP

Facilitating Rehabilitation and Repatriation:ShaktiVahini’sAntiTraffickingInitiativeworkstirelesslytowards victim rehabilitation and repatriation. After arescue,ShaktiVahinicounsellorsaccompanythepoliceinthe production of the children before various legalofficers.Postrescuecounsellingisprovidedtothevictimswhich helps the victims to overcome the trauma andtestify before the Magistrates. Shakti Vahini’s AntiTraffickingInitiativealsovolunteersintracingthefamiliesof the children and conducting home investigation andrepatriation of the children. Shakti Vahini’s AntiTrafficking Initiative provides the children and womenwithbasiclegaladviceaftertheirrescue.Forcarryingouthome investigations, the team has to continuouslycoordinate with the District level management in thesourceareas.

Home Investigations:Shakti Vahini conducts home Investigation of traffickedchildrenontheordersoftheChildWelfareCommittees.Shakti Vahini Anti Trafficking Initiative also providesmonetaryaidaswellasresidentialsupporttotheparentsofthosechildrenwhowanttocometoDelhiandtaketheirchildrenback.Inothercasesthechildrenarerepatriatedwith the help of police and social welfare departmentofficials.IncaseswherechildrenandvictimsaresentbackhometheInitiativeensuresthatthelocalNGOsandcivilsocietygroups are informed so that the victim has a supportstructureintheirhomestatesalso.

Follow Up Of Cases:Thepostrescueinterventionoftheorganizationisfollowupofvictimsand their families toensuretheir rehabilitation. The organization has beenworking in close coordination with the districtadministration for victims' assistance. All theeligiblesurvivorsareadmitted in theschoolandtheyaremadetolinkwiththevariousgovernmentschemes.Asperrequirementthevictimsarebeingprovidedmedicaltreatmentandothernecessaryrequirement. Most importantly the victims andtheir families are being empowered for fightingtheir legal battle. Most of the victims who arecontinuing their studies have been linked togovernmentscholarshipprogrammes.

Working with the Railway Force and Government Railway Police:Traffickersuserailwaysandbusterminalsasmaintransitand exit points and transportation mode; this makes itimportanttohaveastrongpartnershipwiththeRPFandGRP. Shakti Vahini’s Anti Trafficking Initiative has beenworking in close coordination with the Railway PoliceForceandGovernmentRailwayPolice.ThewingofDelhiPolice which handles Railways and Crimes has beenadvocatedwithcontinuouslyforthesmoothfunctioningof the police officials on the railway station. Thesensitization level among the Railway police about thehumantraffickingissueshasincreasedwhichisleadingtoproactivepolicing.

Promoting Exchange of information between NGOs for Rescue and Search:Shakti Vahini works very closely withvariousNGOsacrossthecountryforrescue,repatriation, rehabilitation andprotectionof survivors. Regular exchange of informationaboutmovementoftraffickersandalsolocationofvictimsareundertaken.ShaktiVahiniisalsothefoundingmemberof Cross Border Anti Trafficking Network(CBATN).

Strengthening and Partnership withCHILDLINE network:CHILDLINE, 1098 is a 24 hour freeemergency phone outreach service forchildreninneedofcareandprotection.Thisprogramme is linking state Governments,NGOs, bilateral /multilateral agencies andcorporate sector. The Anti‐TraffickingInitiative has done advocacy with theCHILDLINE India Foundation and builtpar tnersh ip wi th the CHILDLINEProgrammeinDelhi,Haryana,WestBengal,JharkhandandBihar.

Media Collaboration for Advocacy:The Anti‐Trafficking Initiative has doneadvocacywiththeprintaswellaselectronicmedia.Mediahasbeenplayingapivotalrolein public awareness about the humantrafficking issues. Shakti Vahini organizesadvocacymeetings,pressconferencesandpersonalvisittovariousmediahousesandalsotalksaboutburningissueslikeHumanTrafficking and its ramifications with themedia people. The news published in thevernacular language plays an importantrole tomake the rural people understandtheissueofhumantrafficking.

Profiling of Traffickers:Thetraffickersarrestedasapartofourraidandrescueoperationshavebeenprofiledina database. As Human Trafficking is anorganized crime Shakti Vahini works toestablish link between the traffickers insource and destination. The profiling oftraffickers helps us as well as the lawen forcement agenc ies in fur ther investigation. In some cases it was foundthatthesametraffickersarewantedin3/4other cases as well. So, the profiling oftraffickersisofgreathelp.TheInitiativehasa listof traffickerswith theiraddressandotherdetails.

Court Intervention:TheAnti‐TraffickingInitiativeprovideslegalsupporttothevictimsbyagroupoflawyers.TheOrganizationteammembers appearandtestifyinthecourtsaswitnessonbehalfofthevictims and explains the situation to the courts. Shakti Vahini’s AntiTrafficking Initiative has been providing legal support to traffickedvictimsandassistingthepublicprosecutors.

Interaction with Statutory Agencies:TheInitiativehasbuiltstrongnetworkwiththeNationalCommissionforProtectionofChildRights(NCPCR),Govt.ofIndia,DelhiCommissionforProtectionofChildRights(DCPCR),NationalCommission forWomen(NCW),DelhiCommissionforWomen(DCW),ChildWelfareCommittees(CWC).TheInitiativehasbuiltgoodrelationshipwiththeAntiHumanTraffickingUnitsinallthe12districtsinDelhi,SomedistrictsinWestBengal, JharkhandandUttarPradesh.ShaktiVahini’sAntiTraffickingInitiativeworksincloseparticipationwiththeMinistryofHomeAffairs,Govt. of India, Ministry of Women and Child Development, Delhi,NationalHumanRightsCommission.Initiativestaffshavebeenapartoffourenquiry teamsofNationalCommission forWomenandNationalCommissionforProtectionofChildRights.

ThisInitiativecoverstheDistrictsofDarjeeling,Jalpaiguri,CoochBehar,Uttar Dinajpur & Dakshin Dinajpur in West Bengal and District ofKishanganjandKatiharinBiharinparticularandseveraladjoiningareasincluding the sensitive border areas. Moreover, extensive awarenesscampaigns inschools,atgrampanchayat levelasalsowiththepoliceofficials have been undertaken. The Initiative is reaching out tovulnerable villages and spreading awareness and information onpreventionoftrafficking.ThisInitiativehasalsobeenworkingonthecross border regions of Nepal and Bangladesh. The Initiative worksclosely with various law enforcement agencies and border securityagenciestocombathumantrafficking.TheInitiativeisworkinginclosepartnershipwithvariouslawenforcementagenciesandNGOstocollectinformationofmissingchildrenandwomen.Onthebasisofinformationcollected the Initiative processes information to various destinationareasforsearchandrescueofTraffickedvictims.

Vigilance Committee:With the purpose to bring a sustainable change in the fight againsthumantraffickingwiththecommunityparticipationShaktiVahinihasformed200vigilanceCommitteesGroupinthevillagesandTeaGardenareas of the source states. The organization is organizing capacitybuildingprogrammesforthesegroups.Eachgroupisconsistsofnearly8‐10people.Thesegroupsarealsolinkedtothelocalpolicestations.These group members are the bridge between the community andShaktiVahini.Formationofthesegroupshasresultedinreportingofmoremissingcasesinthevulnerableareas.

Anti Trafficking Initiative with the support of National Mission for Women Empowerment, Ministry of Women and Child Development:TheNationalMissionforWomenEmpowerment,MinistryofWomenandChildDevelopment,GovernmentofIndiahasrecommendedShaktiVahinitorunaprojecton“ReducingTraffickingofWomenandGirlsbyCommunity Awareness and Partnership with Law EnforcementAgencies” inMalda,WestBengal.AsapartofthisprogrammeShaktiVahini has been doing advocacy with all the stakeholders, policesensitization programme, coordination meeting with NGOs andCHILDLINE,capacitybuildingofICDSworkers,districtadministration,panchayat,communitiesandNGOs.Thisprojecthasbeenimplementedin close partnership with the Department of Women and ChildDevelopmentandSocialWelfare,Govt.ofWestBengalandthedistrictadministration.

LEGAL AID AND SOCIAL CHANGE THROUGH JUDICIAL RECOURSE Support to the trafficking survivors and their families Traffickingsurvivorsonce rescuedare restoredback to their families in remoteareasandwhenthecasescomebeforethejudicialsystemfortrialitisdifficult to trace the victims. Shakti Vahini has in a number of casesremainedintouchwiththesurvivorandtheirfamiliesandfacilitatedthe process of rehabilitation and also for testifying before the trialcourts.WeextendfinancialandlogisticalsupporttothesurvivorsandaccompanyingpersonswhocometoDelhitoappearbeforeCourt.Incasethesurvivorsarethreatenedbytheaccusedtraffickersorfaceotherkindofharassment/inabilitytoadjustintheirlife,ShaktiVahiniwheneverinformedlobbieswiththehighestlevelpoliceofficialsconcernedasalsowithagencies likeNationalCommission forWomen,NationalCommission for Protection of Child Rights etc. Shakti Vahini also

aredone.Wefacilitateavailingbenefitsunder government’s compensationschemes for victims of trafficking andother crimes. Shakti Vahini has beenactivelyinvolvedwithvariousworkinggroups and committees formed byg o v e r n m e n t t o m o n i t o r t h e implementation of laws as also tosuggestchanges.

HIV/A IDS INTERVENT ION INITIATIVE :With the support and funding by theDelhiStateAIDSControlSociety,Govt.of Delhi and National AIDS ControlOrganization (Govt. of India), ShaktiVahini started a long term STD/HIVintervention and prevention InitiativeinthelargestredlightareainDelhiintheyear2001.TheTargetedInterventionInitiativehasbeen successfully reaching out toprevent further transmission ofHIV/AIDS.TheInitiativerunsamedicalclinic and also provides for ARTfacilities for the HIV Positive womenand children. The clinic also providesforHIVtestingandcounsellingcentre.The Targeted Intervention Initiativebeingrunattheredlightareaisoneof

connectsthesurvivorswithcompetentlawyers for availing legal assistancewheneverneeded.InalmostallthecasesofrescueShaktiVahinistaffhasbeenmadewitnessestodepose before the Court . CHILDLINE -GURGAON (1098)The Ministry of Women and Child Development,GovernmentofIndia,recommendedShaktiVahinitorunCHILDLINEserviceinGurgaonDistrictintheyear2006.SincethenShaktiVahinihasbeenrunningtheCHILDLINEservice in Gurgaon. The number (1098) is a toll freenumberwhichprovidesassistanceforproblemsrelatedtochildren24X7.Notonlyemergencyneedsofchildrenareaddressed but they are also linked to services for longtermcareandrehabilitation.CHILDLINEGurgaonreachesout to children from 0‐18 years and in extremeemergencies to young adults up to the age of 25. TheCHILDLINEGurgaonintervenesinanaverageof350casesyearly.

Right to Information ShaktiVahinihasbeenrunningtheRighttoInformation(RTI) campaign since its inception. The organizationempowersthecommunitypeopletofileRTIapplicationsseekinginformationandcreatesawarenessregardingtheprocedureforfilingtheapplication.Theorganizationhasundertakenseveral camps in the ruralareas toeducatepeople on the use of Right to Information to bringaccountability in government schemes policies andprogrammes. Shakti Vahini uses RTI Act as a tool forcollecting informationwhich ishelpful inadvocacyandresearch.

problem.AtNationallevelShaktiVahinirunstheNationalMediaCoalition–acoalitionofgrassrootjournalists.TheNational Coalition of Media Persons to Fight AgainstGenderViolence,HumanTrafficking andHIV/AIDS is apartnershipinitiativebetweenMediaandCivilSocietytocommitthemselvesforaunifiedfightagainstsomeofthedangersthatloomlargeuponoursociety.Thecoalitionisasteptojoinhands,andstrengthenandintensifytheeffortsof two important stakeholders, in fighting injusticeprevailing in society and in affecting transformation ofsociety to a more democratic, rights based, just andequitablesociety.Thecoalitionaspirestochannelizeandstreamline the immense potential of media power to

inform,empower,trainthemassestomakethemrealizetheir‘Right’claimsand‘Responsibilities’soastoenablethemtostand,andasserttheir‘Rights’andclaimjustifiedposition in society as a valuable individual andresponsible citizens. The national media coalition hasundertaken various workshops and consultations withmedia personnel across the country. The Coalition alsorunsaresourcecentreforcollectionofresearchandlatestgovernment data on women and child rights. It alsodisseminates the data and research with variousjournalists across the country for wider disseminationamonggeneralpopulation.

NATIONAL LEGAL RESEARCH DESK

The National Legal Research Desk is a outcome of lasttwelve years of intense activism and advocacy done by Shakti Vahini in the field of Human rights, HumanTrafficking, Violence Against Women and Children etc.The awareness on laws and access to justice remainsdismal. At the district and the state level sensitivity onwomenrightsamongjudicialofficers,administrationandthepoliceisverylow.Thisleadstoasituationwheretheimplementationofthelawbecomesdifficult.TheNationalLegal Research Desk (NLRD) has been instituted tostrengthen the implementation of the laws related toWomen and Children in India. Media Consultation :Shakti Vahini believes in raising issues related to thewomen and children through media which catches theattentionof thepolicymakers.Theorganization isalsocommitted to train the journalists for right basedreporting of women and children issues. 5 Mediaconsultationswereorganized in thisperiod.Altogether500 journalists attended the programmes fromvariouspartsofthecountry.Reportinginvernacularlanguagesishelpfulforpeopleofthevulnerablestates.ShaktiVahinihasbeenfocussingtoempowerthemediaprofessionalsofthe source states like West Bengal, Assam, Jharkhand,Chhattisgarh,Bihar,Orissa.

Have Heart for Trafficked Victims: World Day Against Trafficking in PersonsAs the World marked its first “World Day againstTraffickinginPersons”,youngstudentsofAmityInstituteof Social Science came forward to discuss the issue ofhuman trafficking in Amity University. On 30th July,2014,Shakti Vahini, an anti human trafficking NGO,organized a discussion on human trafficking incollaborationwithAmityInstituteofSocialSciencetogive

aplatformtoyoungstudents to learnthegravityof theissueanddiscusstheproblematadepth.Theprogrammebeganwiththebriefintroductionabouthumantraffickingand the modus operandi of the traffickers. It has beenobserved in past few years that due to efforts of antihuman trafficking agencies, the issue of trafficking hascome into light and people at the destination level arequitefamiliarwiththeissue.But,therudeandcruelrealityof trafficking is still unknown to people. Hence ShaktiVahini has started a campaign to reach young studentsfromdifferentuniversitiesandresidents throughRWAsandeducatethemaboutthehumantrafficking.Themainobjectiveofthecampaignistoreducetraffickingofyounggirlsandchildrenintothecapital.Mentioningtheplightofthetraffickingvictim,Mr.RishiKant,SocialActivistfromShaktiVahinisaidthattheinnumerablegirlsandchildrenare lured and trafficked from remote villages to metrocities.“Thereisanurgentneedtojoinhandsandawareyouthofourcountrytogivestrengthtothisfightagainsthuman trafficking”,SaidMr.Kant.With theexamplesofcasestudies,Mr.Kantveryenthusiasticallymotivatedthestudents.Inthisinteractivediscussion,studentsnotonlyclearedtheirdoubtsandmisconceptionaboutthe issue

butalsoshared theirownexperiences.Focusingon theskewedsexratioofsomestatesofNorthIndia,Mr.Kantdescribed how trafficking of girls is done for forcedmarriagesandgirlsarebeingreducedintosexslaves.Hefurther said that the situation is very alarming needimmediate action. Students were told to be active andcondemntraffickinginanyform.Attheend,Studentstookapledgetoreportthematteroftraffickingandcontributeinthisfight.

Survivors' Voice :Toassistthesurvivorsandtoraisetheirvoiceindifferentplatforms Shakti Vahini has organized two survivors'voice programme in West Bengal. It is an initiative toensureTrafficked Survivors' voices are heard and theirNeeds are addressed. Trafficked girls and women havebeen silenced by their exploiters. Shakti Vahini iscommitted toensuring theirvoicesareheardand theiruniqueneedsareaddressed.Traffickedwomenandgirlsarevictimsofaseriouscrime.Theyexperiencecoercion,intimidation, confinement, isolation, threats, violence,andrape.Theirtraffickersforcethemintodebt‐bondage,coercethemintodrugaddictionorcommittingcrimesandmovethemfromcitytocity.Toempowerthesevictimsthe

organization have started this innovative programmewhich also catches the attention of the Department ofWomenandChildDevelopmentandSocialWelfare,whichistakingmaximuminterestinrehabilitatingthevictims.

“Operation Tender Flower”- an initiative to track begging children in Gurgaon ShaktiVahinihasbeenthepartofthe“OperationTenderFlower” in collaboration with the Gurgaon Police andDepartmentofWomenandChildDevelopment,Govt.ofHaryana.Asapartofthisinitiativeajointteamofpolice,CHILDLINE, CWC has been searching out the childrenbeingbegginginGurgaoncity.Asperthedata,around437childrenwererescuedtill31stMarchfrombeggingandwereproducedbeforetheChildWelfareCommitteewheretheparentsofthechildrenwerealsoproducedandweresensitizednottosendtheirchildrenforbegging.Yet,manychildrenarebeingfoundbeggingonthestreetsofvariousdistrictsinHaryana.Reportsalsopointsoutthatmostofthem are trafficked and forced into the trade byamputationofbodilyparts.TheOperationwasplannedtoconduct in threephasescoveringall thedistrictsof theStatewithanobjectivetodeclaretheStateasChildBeggarFreeState.

Anti Human Trafficking Sensitization Programme in Colleges, Universities and schools:Youthisthehopeofthefuture.ShaktiVahiniwhichwasreachingout to all the stakeholders inboth sourceanddestination areas with an aim to create awareness andsensitizethemontheissueofhumantrafficking,thistime,theorganizationreachedouttotheyouthbyorganizingtalk shows and seminars at schools, colleges anduniversities, an initiative taken out as a part of thecampaigntoeducatetheyoungmindsontheissue.Duringtheprocess,theprojectorganizedtwotalkshowsatthecollegelevel,twoatuniversitiesandoneatschoollevel.Themainobjectiveofthecampaignistoreachtheyouths

andalsotheschoolgoingchildrentomakethemawareoftheissueandthegravitythattheproblemholdssothatthrough them awareness could be spread out to thesociety at large and the organized crime could becombated.Alsotheobjectivewasalsotomakethemawareoftheproblemandhowtheagentslureyounggirlsandchildrenonthepretextofvariousthingsandlaterpushthemintovariousformsofexploitation.Thetalkshowswereturnedtobeadiscussionandsharingofknowledge.Theyweretoldaboutthedefinitionofhumantraffickingand its formsandtypes.Theywere informedabout themodusoperandiofthetraffickerswholurechildrenandwomen mostly and traffic them from poverty strickenareas of the country to metropolitan cities where theyhavetoundergotheworstformofslavery.

Campaign on Anti Human Trafficking and Child LabourShakti Vahini has been running series of campaigns tosensitizethemassesabouttheissueofhumantrafficking.In the year 2014‐15 altogether six campaigns werelaunched.To reachout to themaximumpopulation thecampaignswere launchedonlineaswell asoffline.Themain objective of these campaigns is to sensitize thepeopleabout the issueofchildtraffickingespecially fordomesticlabour.Duringthefinancialyearapproximately25000 people were reached with the child traffickingmessagethroughthesecampaigns.Themaintargetgroupof the campaigns is the residents, Residence WelfareAssociations, youths, and Students. As a part of thesecampaigns Shakti Vahini has organized sensitizationprogrammes with the Residence Welfare AssociationacrossDelhiandNCR,programmeswiththecollegeandUniversity students. Approximately 1000 suchprogrammeswereorganized.

Missing Children Alert Programme:Shakti Vahini with the support of Plan India has beenrunning aprogrammeonMissingChildren.TheprojectaimstostrengthenthegovernmentofIndiainitiativeonchild protection. The project has been working inpartnershipwiththeChildProtectionUnit,ChildWelfareCommittees,andCHILDLINEwhichhavebeencreatedbythe Govt. of India under Integrated Child Protectionscheme. The project also aims at strengtheninggovernmentmachineryacrosstheIndo‐NepalandIndo‐Bangladeshbordertocombatthecrossbordertraffickingof women and children. The missing child Alertprogramme is simultaneously being run in Nepal andBangladesh to create a synergy in combating the CrossBorderTrafficking.TheprojectisfocussedinWestBengal,BiharandUttarPradesh.DuringtheyeartheprojecthasorganizednationalconsultationonmissingchildrenalertintothemissingchildportalbeingcreatedundertheICPSmechanismincollaborationwiththeNIC.

Shakti Vahini in Chhattisgarh:ShaktiVahiniexpandeditsunitinRaipurChhattisgarhin2013.ThevariouscasesoftraffickingfromChhattisgarhintervenedinthedestinationhaspromptedShaktiVahinitoopenitsUnitinRaipur.Theorganizationhasperformeda detail baseline survey on Child Labour and ChildTraffickinginRaipurdistrict.Later,in2014ShaktiVahinihasstartedworkinginpartnershipwithUNICEFonAntiChild Labour and Child Trafficking in Raipur. InpartnershipwiththeChhattisgarhpoliceShaktiVahinihasorganized regional level police training programme inRaipur. Besides, the project is targeting the vulnerablecommunities to sensitize. The project has conductedvariousmeetingswiththedistrictadministrationforitsinvolvementincombatingthemenaceinRaipur.

Initiative to combat Gender based Violence: Shakti Vahini in partnership with the Vital Voices, aninternational organization that creates women leaders,investsonthemsothattheycouldfightthegenderbasedviolence in the country has been working on variousgenderrelatedissues.ShaktiVahinihasorganizedvariousNationalLevelprogrammeonGenderviolencewiththeobjective to sensitize the people on Gender BasedViolence. Shakti Vahini has been sensitizing the youthleaders and empowering them to combat the violenceagainstwomen.

Internship Programme: AtSHAKTIVAHINI,wevalueourinternsandvolunteersfortheirgenerouscontributionsoftime,skill,knowledgeandspirit.Wearealwayseager toworkwithdedicatedindividualsfromIndiaandabroadandbelievethatwecanall benefit from a multicultural work environment thatprovideseachofuswithawiderperspectiveonchildrenprotectionissues.15studentsofSocialwork,Departmentof Criminology, Law from various Universities haveinternedwithShaktiVahiniduringthisperiod.10internsfromuniversitiesofUnitedStatesofAmericawerealsointernedwithShaktiVahini.

The Conclave also succeeded in bringing out somerehabilitationoptionsforthevictimsoftraffickingwherebyCarlsonGroupofHotelandJharcraftasapartoftheirSocialresponsibilitiescameforwardtotrainthesurvivorsandprovide thememployment togive themadignifiedlife.

The conclave came up with the recommendations onconducting sensitization programmes for policethroughout theState, SharingdataonMissing children,Women,No.ofcasesreports,tracedoruntracedvictimsetcwiththeGovernment,givingresponsibilitiestoGramPanchayat to check migration, promote regional media

reportingandmostimportantlylinkagebetweensourceanddestination is very important to combat traffickingand it is possible only through united thinking andapproach.

TheconclavealsoemphasizedonstrengtheningtheCrossborderpartnership,EscalatingPILstoincreasetherescueoperations, Formulation of SOPs between India andBorderingnations.Theconclavealsocomesupwiththesuggestionoflinkingyounggirlswithlatestschemesandpolicies of the state government to prevent as well asrehabilitategirls.

The Conclave turned out to be one of the successfulprogramme to bring together various stakeholders,government departments, Civil Societies, survivors,Media,Advocates,Policeetcunderoneroofanddiscussvariousprospective ofTrafficking includingPrevention,Curativeandrehabilitativeapproaches.

Fighting Honour Killings In Haryana, Punjab and Western Uttar Pradesh the organization hasworkedwidelyontheissueofHonourKillingswhichisamuchprevalentcrimehappeninginthesociety.Theorganizationhascampaignedwidelyontheissueofhonourkillings.IthasundertakenaresearchontheissueincollaborationwiththeNationalCommissionforWomen.ShaktiVahinihascampaignedontheissueofChoiceofmarriageandalsoadvocatedforchange in lawandstricterpunishment incasesrelatedtohonourcrimes.ShaktiVahinihasdocumentedthecasesofhonourcrimessince2005.Theorganizationhasraiseditsvoiceandfiledseverallitigationsonissuesrelatedtoviolenceagainstwomenandhonourcrimes.Womenareparadednaked,stripped,brandedaswitches,dayans,assaultedandtortured.Many a times this happens in full public viewwith the fullparticipationofcommunity.

The organization has also filed a Public Interest Litigation in theSupremeCourttoaskfortheaccountabilityoftheStateGovernmentsinthe cases related to Honour Crimes. In many of the cases the policeremain a mute witness to the crimes and seldom act against theoffenders.TheorganizationhasalsoadvocatedwiththeGovernmentofIndiaoncreationofstrictlawstocombathonourkillingsandalsoforamendinglawssothatmarriagesaccordingtothechoiceofindividualscanbefacilitated.
