The Micro, Small and Medium Enterprises Development Institute,

Bengaluruhasbeenplayingaverysignificantroleinthepromotion&

development of MSME sector in the State of Kamataka. The State has

made rapid and spectacular strides in the new economy. Information

Technology, Biotechnology, Research and Developments have

enhanced Karnataka` s achievements at National and Global Levels. It

gives me the immense pleasure in presenting the Annual Performance

Report of this Institute for the Year 2016117. The Report depicts

important activities and programmes undertaken and executed by the

Institute and its Branches during the year 2016-17. It is happy to

inform that this Institute has achieved 100°/o target allocated by O/o

CHAPTER - I

INTRODUCTION

Micro, Small and Medium Enterprises – Development Organization, under the Ministry of

MSME, Government of India, is an apex body at the Centre that formulates programmes and

policies for Micro, Small and Medium Enterprises. The Organization was set up on 6th

June 1954.

During the last six decades the Organization has converted the idle man power into resourceful

entrepreneurs. The policies formulated by the organizations are aimed at creating new generation

of entrepreneurs with modern technological innovations.

The Organisation has institutional set up with Head Office at Delhi headed by Additional

Secretary & Development Commissioner, Micro, Small and Medium Enterprises, New Delhi. The

Micro, Small and Medium Enterprises – Development Institutes and Branch Institutes are set up at

various States and District Head Quarters. At present there are 30 Micro, Small and Medium

Enterprises, 28 Branch Institutes attached to main Institutes. To cater to the needs of the testing

facilities for the micro, small and medium entrepreneurs, 4 MSME Testing Centres were set up

during the year 1975-76. Subsequently, a few MSME Testing Stations depending upon the needs

of the places were set up. At present 7 MSME Testing Stations are functioning at different places

in the country. Apart from the above, there are 6 Process-cum-Product Development Centres in the

fields of Glass, Electronics, Electrical Measuring, Sports Goods, Fragrances & Flavours and

Foundries. There are 2 Central Footwear Training Institutes, 10 Tool Rooms and 3 National Level

Entrepreneurial Development Institutes.

MSME – Development Institute, Bangalore was set up in the year 1957 and currently has

one branch Institute at Mangalore.

GEOGRAPHICAL COVERAGE

The MSME – Development Institute, Bangalore and Branch MSME – Development

Institute, Mangalore are providing a comprehensive range of facilities and services such as techno-

managerial services, training needs, common facility workshop and laboratories, statistical and

economic information etc. MSME - Development Institute, Bangalore maintains close liaisons

with State Government Departments and other agencies involved in the promotional and

development activities of the State.

At present, MSME - Development Institute, Bangalore is covering 17 Districts of Southern

part of the State. They are as follows:-

A Branch Institute was set up in Mangalore during 1977 under MSME – DI, Bangalore

jurisdiction. In the year 1982, a Branch Institute was established at Gulbarga to cater to the needs of

the entrepreneurs located in Hyderabad-Karnataka area. The MSME – Development Institute,

Hubli is extending services to the needy entrepreneurs in the North Karnataka region and

Hyderabad-Karnataka Areas. A policy decision was taken in the year 1992 to close down the

Extension Centers throughout the country. Since then, Extension Centers at Belgaum and Mysore

were closed.

CHAPTER-II

TRAINING PROGRAMMES

Training is one of the necessary inputs for the existing as well as prospective entrepreneurs.

Training programmes like Entrepreneurship Development, Skill Development and Motivations campaigns

are very much essential for entrepreneurs for enhancing the skills in all respects . These programmes are

tailor-made for the benefit of entrepreneurs. During the programme, candidates are made aware of various

facilities available from Govt. Agencies, Financial Institutions trained technically, and exposed to important

functions of management.

INDUSTRIAL MOTIVATION CAMPAIGNS – 2016-17

To motivate younger generation and educated unemployed youths to take up the self-employment

ventures, Motivation Campaigns are organized at various places. Agencies like Financial Institutions, DICs,

KVIC, NSIC are invited to explain about their activities. During the year 16 Motivation Campaigns were

conducted and a total number of 787 persons participated in the various programmes. The details are as

ENTREPRENEURSHIP DEVELOPMENT PROGRAMMES -2016-17

The main objective behind organizing Entrepreneurship Development Programmes is to create awareness

and inculcate the benefits of self-employment ventures. During the training programmes, the candidates will

be taught about the selection of product, preparation of project reports, conducting market surveys,

elementary book keeping etc. The EDPs covers both entrepreneurship and other topics. During the year, 3

programmes were conducted and trained 83 candidates. The details are as under:-

ENTREPRENEURSHIP SKILL DEVELOPMENT PROGRAMME 2016-17

During the 11th Plan period, the Government of India has planned to impart Skill Development Training

Programme to the educated unemployed youths in the country. By conducting general EDPs, the

entrepreneurs will not have the idea or the skill to establish their venture. It has been therefore, felt

necessary to impart training and inculcate skills among the educated unemployed to set up their self

employment ventures. During the year 13 ESDPs were conducted on various skills and 292 were trained.

CHAPTER - III

CONSULTANCY SERVICES

The primary objective of the Institute is to provide consultancy services to the existing and

prospective entrepreneurs. The existing entrepreneurs are assisted in providing technical updating,,

technological innovations etc. The prospective entrepreneurs are provided with basic information

such as Scope for industries, providing project reports, Assisting the entrepreneurs in the selection

of products, Imparting trainings such as Skill Development Programmes, Entrepreneurial

Development Programmes, Management Development Programmes and motivating educated

unemployed youths through Campaigns.

INFORMATION FACILITATION COUNTER

The Information Facilitation Counter provides information to the prospective as well as

existing entrepreneurs. During the year, about 1294 entrepreneurs/start-up etc visited the Counter.

The workshop provides the facilities to the entrepreneurs in CNC vertical machine,

CNC lathe and conventional machine, General engineering and CAD-CAM facility. The

target for the year 2015-16 for MSME-DI, Bangalore & Mangalore, is as follows:

b. CHEMICAL LABORATORY.

Chemical laboratory attached to the Institute has the facilities for product demonstration on

Consumer chemical products like detergents, Wax candles, Phenyl, Cosmetics, Agarbathis etc.

Organized 2 Special program on paper cup paper plate and chemical products and trained 43

participants. Total revenue earned by the Chemical division is Rs 8,100 /- against self target

fixed by the division during the financial year 2016-17.

c. GLASS & CERAMICS LABORATORY:

Glass & Ceramics Laboratory has full-fledged laboratory facilities. The laboratory provides

demonstrations in the areas of Screen printing, silvering of glass, Glass etching, Glare-free mirrors,

Chalk crayons, ophthalmic lens grinding and Scientific Glass Blowing. 2 entrepreneurs were

assisted in the areas of Clay testing, Chalk crayons, Dustless chalks, Screen printing, Sand blasting

and Glass etching. During the year, 3 Jobs were undertaken. Revenue earned Rs. 6,400/- against

DC (MSME), New Delhi, target of Rs. 50,000/- for the year 2016-17.

d. GARMENT LABORATORY:

Garment Lab has high end facilities on stitching, manual cutting etc. The lab provides

practical demonstration area and has a facility to train 30 trainees at one go.

During the year the lab achieved a self target Rs. 42500/- and trained 50 participants.

Industrial Management & Training

The division Co-ordinates with the entire officer for allotments of training programs such as

Entrepreneurship Development Programmes, Motivation Campaigns, Management Development

Programmes, and Entrepreneurship Skill Development Programme for the benefit of prospective

Economic Investigation:

1. State Level Advisory Board Meeting

During the year under report one State Level Advisory Board Meeting was convened under the

Chairmanship of Shri S S Pattanashetty. IAS. Secretary, Dept. of Industries & Commerce, Govt. of

Karnataka on 02-1-2017 at Vikasa Soudha, GoK, Bangalore. The main objective of the meeting is

(a) to ensure coordination between different agencies responsible for the development of the

micro, small and medium enterprises in the respective states.

(b) to advise on all issues concerning the Micro, Small and Medium Sector, specially State related

matters including functioning of DICs, MSME DIs and various promotional and autonomous

bodies under the control of MSME Development Organisation, functioning of state KVIC

implementation of various centre sponsored schemes such as PMEGP, Monitoring of credit

flow etc.

2. State Level Bankers Committee Meeting

The State Level Bankers Committee meetings organized by the concerned banks were

attended by the Director of this institute along with the other officers and put forth the

actions to be taken by the banks for promotion of MSMEs in the State.

3. State Level Inter-Institutional Committee (SLIIC) Meeting/Meeting of the

Empowerment Committee on SMEs (EC for MSMEs).

The SLIIC/ EC on MSMEs convened by Reserve Bank of India, Bangalore were attended

by the Director of this Institute along with the other officers and put forth the actions to be

taken for promotion of MSMEs in the State.

4. Trade Related Entrepreneurship Assistance and Development (TREAD)

As per the modified guidelines, the application for financial assistance under this TREAD

Scheme are to be submitted on online. Appropriate actions were taken on all the

applications submitted on-line by this Institute. However, no financial assistance was

extended under this scheme during this financial year.

5. CREDIT FLOW TO MSMES : Quarterly information received from SLBC, Karnataka

foar the quarters ending March,2016, June,2016, September,2016 and December,2016 were

forwarded to the HQs.

6. RTI Act:-

The information under RTI Act was co-ordinated by CPIO / Appellate Tribunal:

7. MSME DI Act :

29 units sought clarification regarding MSME registration through letter and over

phone and the same were clarified.

45 units were guided in establishing MSMEs, getting finance and MSME scheme

benefits etc.

SENET Activities :

The main activity of the SENET is:

a) Maintenance of IT infrastructure in the office

b) Maintaining Website

c) Dissemination of information to prospective entrepreneurs and existing enterprises.

The official website of MSME DI Bangalore – www.msmedibangalore.gov.in is maintained

by SENET Division. This is hosted on NIC server for better security and accountability with Govt.

of India, Min. of Science & Technology, which is mandatory of all Govt. of India websites.

Presently, it is being revamped for better transparency. Data useful to existing/prospective

entrepreneurs, MSMEs etc are constantly modified and updated suitably regular intervals. It also

provides hyper linked access to many other important websites like O/o DC(MSME), CGFT-MSE

Mumbai reputed associations etc.

CHAPTER – IV

OTHER SIGNIFICANT ACTIVITIES

I. CO-ORDINATION WITH DISTRICT INDUSTRIES CENTRES (DICs) :

Since the inception of DICs, MSME Development Institute is providing back up support, coming

under the jurisdiction. Officers actively participate in various programmes organized by different DICs.

Directors has nominated officers to each District to co-ordinate and actively participate in the

programmes conducted by DICs such as Task Force Committee Meetings for selection of candidates

under PMEGP, CMEGP, Single Window Agency Meetings etc.

II. NSIC REGISTRATION :

National Small Industries Corporation provides marketing support to small scale industries. The

cases are referred to MSME DI for technical scrutiny of the Applications under Single Point Registration

Scheme. Officers along with the NSIC officials visit small scale units, who are interested in

participating Government Purchase Programme. During the year, 305 MSMEs were registered under

this scheme. Revenue earned Rs.8,45,522/-

III. Capacity Assessment & SION

During the year 6 capacity assessment cases were undertaken and 6 Scrap certifications were

undertaken and earned a revenue of Rs.17000/-

IV. NMCP SCHEMES

1. MARKETING ASSISTANCE AND TECHNOLOGY UPGRADATION (MATU)

SCHEME

The Ministry of MSME operates schemes for enhancing marketing capabilities of the Micro,

Small & Medium Enterprises. The assistance has been given to encourage the MSME units

for participation in National and International level Exhibitions to exhibit their products and

to enhance their marketing avenues. The assistance will be in the form of reimbursement of

stall charges paid by the units to the exhibitions/trade fairs organised at National and

International Level and also to meet certain incidental expenditure.

The reimbursement is provided under below mentioned components.

(A) DOMESTIC TRADE FAIR/EXHIBITIONS (District/State Level Exhibitions/Trade

(B) INTERNATIONAL TRADE FAIR

To encourage manufacturing Micro and Small Enterprises (MSEs) in their efforts of tapping

and developing overseas DC, MSME participates in International Trade Fairs, every year.

The MSME Development Institutes are asked to select suitable micro, small and medium

units for the Trade Fair. During the current year, the following units were contacted for

participation of O/o DC (MSME) New Delhi. List of participants for this year as mentioned

below:-

(C ) EXPORT MARKETING

MSME-DI Bangalore had been allotted with one No. Two- DAYS SENSITISATION

NATIONAL WORKSHOP ON EXPORT MARKETING under the revised Marketing

Assistance and Technology Up gradation(MATU) scheme and the same has been organized

in association with Federation of Karnataka Chamber of Commerce & Industries(FKCCI) at

Bangalore from 20/10/2016 To 21/10/2016. In total 56 persons participated the program.

(D) BAR CODING : One awareness Programme on Bar coding programme was organized in

Karnataka, totally 40 person trained and revenue earned Rs.4000/-. Bar code Reimbursement

cases: 32 units for Bar coding applications reimbursed of Rs.8,22,922/-

(E) VENDOR DEVELOPMENT PROGRAMME : Totally 4 National vendor

Development Programme was organized across south india, 250 units participated and

15 Sate level vendor development program was organized, 794 persons participated , Rs.

17,71,750 and Rs. 1,73,275 revenue was earned respectively.

2. Support For Entrepreneurial & Managerial Development of SMEs through Incubators

The main objective of the scheme is to promote emerging technological and knowledgebased

innovative ventures that seek the nurturing of ideas from professionals beyond the traditional

activities of Micro, Small & Medium Enterprises (MSMEs). Such entrepreneurial ideas have to be

fostered and developed in a supportive environment before they become attractive for venture

capital. Hence the need arises for incubation centres: to promote and support untapped creativity of

individual innovators and to assist them to become technology based entrepreneurs. It also seeks to

promote networking and forging of linkages with other constituents of the innovation chain for

commercialization of their developments. This initiative is now being taken up by the Ministry of

MSME – the nodal Ministry for the development of entrepreneurship and creation of self-

employment and more employment avenues. MSME-DI Bangalore has organized 5 Awarness

programme and promted the scheme to 479 participants. Morover the State of Karnataka has 13

incubation centers.

V. CLUSTER DEVELOPMENT PROGRAMME (CDP):

For this financial year 2 DSRs were validated forwarded to State Level Steering committee

under MSE-CDP Scheme. 1 cluster was approved on Detail project report and 2 Cluster is under

progress of CFC.

One programme was allotted and achieved in Mangalore and 80 participated.

VII. NATIONAL AWARDS:

To give encouragement to the MSMEs, the DC(MSME), New Delhi has introduced a scheme of

National Awards for meritorious units. There are five types viz., Outstanding Entrepreneurship in

Manufacturing, Services, Innovation Efforts, Quality Products and Lean Manufacturing techniques

Awards. Every year, applications are invited from MSME units. During the year total application

mobilized 30 nos out of which State Level Selection Committee recommended 21 applications to

DC-MSME for further action.

IX. VISIT OF INTERNATIONAL TRAINEE DELEGATION TO BANGALORE:-

Coordinated the study visit of 41 International trainee delegations in the month of December

representing 21 countries undergoing training on NIMSME, Hyderabad. A presentation on various

schemes of DC – MSME was made. The various training and testing facilities at the Institute and

testing station were explained and were taken around to the workshop/laboratories and testing

station.

2016 organised by MSME-DI, Bangalore and Bharath Electronics Ltd. (BEL)

Bangalore and All Industry Associations of Karnataka at BEL Kalakshetra,

B’lore Shri S.N. Rangaprasad, Director, B’lore in his address informed that

the objective of organizing the programme is to create bridge between MSME

and PSUs in view of the Public Procurement Policy announced by Govt. of

India during the year 2012 which has come into force with gazette

notification. All the PSUs in the country has to procure 20% of their products

requirements from MSMEs out of which 4% is reserved for SC/ST and it has

become mandatory for all the PSUs. He informed that there are 358 items

reserved for MSME Sector.. Now, Govt. of India has simplified procedure for

getting MSME certification and any person can get their MSME certificate on

line by registering required details in the website www.udyogadhaar.gov.in

and there is not fees charged for registration. He also mentioned about the

Prime Minister’s recently launched programme for MSME sector about ZED

Certification and requested all MSMEs to effectively implement in their units

ZED Certification and produce qualitative products to survive in the market,

since ISO-9000 certification being given to MSME units has been done away

since June,2015 onwards. He told to the participants, as per his knowledge,

MSMEs and however, noted that with regard to achievement in SC/ST hub is

concerned is very negligible , which is almost 0.05% and needs more support

and encouragement all areas not only from State Govt, Central Government

and Industry Associations. Shri Yuvraj, AGM, BEL, Shri Agot Balki, Director

(R&D), BEL, Shri Girish Kumar, Director, BEL, Shri Shivakumar IAS, Chief

Vigilance Officer, BEL were also addressed the participants about their

organization in detail. Shri Gaurav Gupta IAS, Commissioner for ID &

Director of I&C, B’lore informed that his Department is mainly focusing on

promotion of industries in Karnataka thus creating employment opportunity

and generate economic output in the country and in that context, Dept of

I&C, GoK interact with lot of stake holders, industry associations and R&D

Institutions etc. Basically, GoK provide land and support for promotion of

MSMEs explained about the State Govt. subsidies and policies to MSMEs.

Shri SM Jamkhandi, Director, MSME Centre of Excellence, B’lore explained in

detail about the role of their Design Clinic to the participants, in detail. Shri

A. Padmanabha, President, KASSIA, B’lore and Shri Anandi Charan,

GM,SIDBI were also addressed the gatherings. General Manager, BEL

proposed vote of thanks.

As a part of the NVDP-cum-Industrial Exhibition, stalls were

inaugurated by Shri Shivakumar IAS, Chief Vigilance Officer, BEL and

B’lore. Out of 100 stalls erected, 20 Nos., of stalls specially erected for the

4.3.17 MSME-Development Institute, Bangalore in association with DIC, Mysore, Mysore

Industries Association, Mysore and all Industry Associations of Mysore organised a

two days National Level Vendor Development Programme-cum-Industrial Exhibition

(MSME-Expo) at The Institution of Engineers, JLB Road, Mysore on 4th & 5th Marcy,

2017.

Shri S N Rangaprasad, Director, MSME D I Bangalore informed that the objective

of organizing this programme is to create bridge between MSME and PSUs in view

of the Public Procurement Policy announced by Govt. of India during the year 2012

which has come into force with gazette notification. All the PSUs in the country has

to procure 20% of their products requirements from MSMEs out of which 4% is

reserved for SC/ST and it has become mandatory for all the PSUs. Govt. of India

has simplified procedure for getting MSME certification and any person can get their

MSME certificate on line by registering required details in the website

www.udyogadhaar.gov.in and there is no fees charged for registration. He also

mentioned about the Prime Minister’s recently launched programme for MSME

sector about ZED Certification and requested all MSMEs to effectively implement in

their units ZED Certification and produce qualitative products to survive in the

market, since ISO-9000 certification being given to MSME units has been done away

since June,2015 onwards. He told to the participants, as per his knowledge, most of

the MSMEs have achieved the target of 20% of procurement from MSMEs and

however, noted that with regard to achievement in SC/ST hub is concerned is very

negligible , which is almost 0.05% and needs more support and encouragement from

all areas not only from State Govt, Central Government and Industry Associations.

Shri H.C. Mahadevappa, District Minister, Govt. of Karnataka in his inaugural

address requested participants and industrialists to focus on quality products to

compete globally and informed that industries will force to shut down if they lose

focus on technology upgradation and skill enhancement of their work force and

reiterated to concentrate on these areas to survive in the global competitive market.

He made a mention about the various development taken place since world war for

promotion of MSME Sector globally due to various initiatives viz. WTO, GATT,

Globalisation, liberalization , privatization agreement etc and globalization has made

it imperatiave for the industries to adopt and upgrade continuously. He said

industries are the major employment provider and years after globalization,

providing employment has become a challenge given that the industries facing

problems as they do not match up to the global competition. He also informed that

Banksers to focus on the needs of entrepreneurs to ensure that people become job

generators and not consumers and to extend loan to the entrepreneurs and help

realize the Make in India dream.

He also emphasized the need for younger generation to get job oriented training

which will help them to build stronger India and enable them to set up MSMEs .

Shri Pratap Sinha, Hon’ble Member of Parliament, Mysore in his address to the

participants mentioned about various initiatives taken by Hon’ble Prime Minister of

India Narendramodiji mainly emphasizing the need for Make in India, Start Up India,

Skill India etc and urged the participants to make use of various MSME schemes of

Govt.of India and also mentioned simplification of getting MSME Certificate by

introducing Udyog Aaadhar Memorandum. He requested younger generation to

concentrate more on producing qualitative products to sustain the global

competition.

REPORT ON TWO -DAYS SENSITISATION NATIONAL WORKSHOP ON EXPORT

MARKETING ORGANISED BY MSME-DI AT BANGALORE CITY FROM 20/10/2016

TO 21/10/2016

MSME-DI Bangalore had been allotted with one No. Two- DAYS SENSITISATION

NATIONAL WORKSHOP ON EXPORT MARKETING under the revised Marketing Assistance

and Technology Up gradation(MATU) scheme and the same has been organized in association

with Federation of Karnataka Chamber of Commerce & Industries(FKCCI) at Bangalore from

20/10/2016 To 21/10/2016.

The programme was held at Capitol Hotel, Raj Bhavan Road, Bangalore a Hotel situated in the

centre place of the city . The programme aims at wide publicity on importance of Export and

international trade and hence vast publicity was provided through all the means and

particularly by the FKCCI to all its members who are already involved in Export and international

business. It was also focused on Persons who are intended to get into export business and the

people belonging to both the category have attended the programme.

Inaugural Function:

The inauguration of the programme was held on 20/10/2016. The programme started with prayer

and Shri K Devaraj, Deputy Director, MSME-DI, Bangalore welcomed the gathering.

Shri Harihar Mishra, Chief General Manger , Reserve Bank of India inaugurated the

programme and in his inaugural speech he narrated about the trend in the international business

and how the RBI has been facilitating the community.

Shri Vijaya Kumar, ITS, Additional Director General of Foreign Trade was the chief guest

and in his address he informed the latest developments in his ministry towards International Trade

and also mentioned the initiatives of the GOI making the registration formality very simple by

proposed introduction of doing business ease.

Sri S N Rangaprasad, Director, MSME-DI, Bangalore Presided over the programme and in his

presidential address he explained the importance of this programme and called upon the participants

to avail the benefits.

Sri M Prabhu , Manging Director, Vishveshwaaiah Trade Promotion Council,(VTPC), GOK

and Sri Anil Uppin, Manging Director, Karnataka Council For Technology Up gradation

(KCTU),GOK were the Guest of Honours also attended the programme.

The inaugural function ended with vote of thanks by Shri D Nataraja, Assisant Director, MSME-

DI, Bangalore.

Technical Sessions:

The technical sessions that were followed on 20th

& 21st were handled by top level officers of the

different departments of GOI, GOK , RBI, and other agencies from different associations

connected with export and also by the practicing professionals .

The topics like interdiction to Exports Imports, essentials of registration required to start import-

Export business, Role of DGFT & RBI in international trade, The schemes of State of Karnataka

in promotion of export WERE DELIBERATED FOR THE EXCLUSIVE BENEFIT OF THE

PERSONS WHO ARE INTENDED TO GET INTO Export and topics like Digital Marketing in

international trade, Export marketing strategise and options and also shipping logistics Basic

practice, freight calculations etc were also covered. The deliberations of the technical sessions

came to an end on 21/10/2016 . Before conclusion of the programme a panel for discussion

comprising officers from MSME-DI, MSME Centre for Excellence, representatives of the State

Govt and professionals was constituted with the delegates to provide additional information related

to different aspects of international trade. The programme concluded with summing up of the

proceedings of the two days and the undersigned thanked all the participants for their active

participation and successful completion of the event.

Around 56 persons including a few from SC/ST/Women category majority of them already

engaged in export business have participated and availed the benefit of the programme.

Stationeries, booklet containing course topics and other training materials were provided to all the

participants. A working lunch on both the days also provided.

REPORT ON NATIONAL VENDOR DEVELOPMENT PROGRAMME-CUM-

INDUSTRIAL EXHIBITION HELD ON 4th

& 5th

MARCH, 2017 AT THE INSTITUTION

OF ENGINEERS, JLB ROAD, MYSORE

Two Days „NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME‟-CUM-

INDUSTRIAL EXHIBITION (NVDP) was conducted by MSME-DI, Bangalore in association

with Department of Industries & Commerce, Govt. of Karnataka, District Industries Centre,

Mysore, Karnataka State Small Industries Development Corporation (KSSIDC), Bangalore,

Mysore Industries Association, Mysore, Micro, Small & Medium Enterprises Council (MSMEC),

Mysore and All Industries Associations of Mysore District on 4th & 5th March, 2017 at The

Institution of Engineers (India), Mysore Centre, Mysore. CPSUs like BEML, South Western

Railways, BEL and Financial Institutions like SIDBI, State Bank of Mysore, Canara Bank,

Syndicate Bank had participated in this programme by displaying their products/services.

47 organisations which include MSMEs, Large Industries, CPSUs and Banks had participated in

this programme by exhibiting their products/services in 60 stalls. Around 1500 visitors had visited

the industrial exhibition with business enquiries generated to the tune of Rs. 2.6 crores. A report

with visual photographs of the programme is given in the following chapters.

DETAILS OF CPSUs & STALL EXHIBITORS

Inaugural function of the NVDP was held on 04.03.2017 at The Institution of Engineers (India),

Mysore Centre in the morning session. Stalls were erected on the premises of The Institution of

Engineers (India), Mysore Centre and the stalls were inaugurated followed by the inaugural

function. Technical session and B2B meet between CPSUs and participating MSMEs was held on

04.03.2017 in the afternoon session. Industrial Exhibition was conducted on 04.03.2017 to

05.03.2017. Valedictory function and distribution of the certificates to the stall exhibitors was held

on 05.03.2017, evening.A total of 60 stalls were erected and utilised for display of products by

CPSUs, MSMEs, Financial institutions, Large industries. Category wise list of participants is as

INAUGURAL FUNCTION

Inauguration of the Two Days „NATIONAL LEVEL VENDOR DEVELOPMENT PROGRAMME

(NVDP)‟-CUM-INDUSTRIAL EXHIBITION was held at The Institution of Engineers (India),

Mysore Centre, Auditorium on 04.03.2017. Programme started with playing of Kannada

Nadageethe (Kannada Anthem)

Shri H V Anandamurthy, Deputy Director, MSME-Development Institute, Bangalore welcomed

all the guests and explained about the programme to the participants.

After welcoming the guests and participants, the NVDP was formally inaugurated with lighting of

lamp by all the dignitaries.

Shri S N Rangaprasad, Director, MSME Development Institute, Bangalore welcomed the Chief

Guest, Ministers, MLA and other dignitaries for the programme. In his presidential address, he

stressed the importance of vendor development programme which is specifically designed by the

Ministry of MSMEs to bring MSEs and CPSUs together in a common platform which brings

immense benefit to MSEs in getting business opportunities from CPSUs and CPSUs shall identify

potential vendors from MSE sector. He explained in brief about the Public Procurement Policy for

MSEs. He informed that CPSUs like BEML Ltd., South Western Railways, and Representatives

from BEL are participating in this programme for exploring their procurement from MSE sector.

He informed that there are 60 stalls erected in the NVDP where CPSUs, MSMEs, Large Industries,

Financial Institutions are exhibiting their products and services in the exhibition. He informed that

there will be Buyer-Seller meet organised in this programme. He also explained that MSEs can

avail benefits such as EMD exemption in tenders, tender sets free of cost etc. for registered

MSMEs. He urged all the MSMEs to register under the UDYOG AADHAAR free of cost,

simplified online registration process. He also described the statistics related to purchases made by

CPSUs during the past three financial years. He also opined that there are lot of schemes available

from banking sector for extending financial assistance to the MSME sector. He urged the MSMEs

to approach the financial institutions like SIDBI & other banks with proper goal and vision and

with a detailed project report for which the finance is required.

Dr H C Mahadevappa, Hon‟ble Minister for PWD, Ports & Inland Transport & Mysore

District Incharge, addressed the participants and encouraged them to focus on manufacturing

products which can be supplied to CPSUs like Railways, BEL, BEML etc., He also told that this

kind of vendor development programme will benefit the MSMEs in non-metro cities like Mysore.

He stated that in our country industry and MSME sector are the primary sectors next to agriculture

sector. He said that nations across the globe has realised the importance of industrial growth. He

recalled that our first Prime Minister Shri Jawaharlal Nehru has envisaged and gave importance to

agriculture and industry sector in our economic policy. In 1991, our country has brought in

Liberalisation, Privatisation and Globalisation (LPG) which has resulted in industrial growth. After

the introduction of LPG, we have subjected ourselves into competition in terms of Quality, cost and

technology. As a result our industrial sector has become a challenging sector. Such companies

which donot improve quality and upgrade their technology, those companies ultimately donot

survive in this globally competitive market. He stated that skill development is being given

importance both by state as well as central government. He also expressed that our state and

country should become investor friendly. Through single window clearance mechanism, now we

are able to give clearance for projects within three months. He said that our country is second to

none in technology. He said that if the quality suffers, everything else will suffer consequently. He

has stressed that not only small and medium enterprises, but also large industries should focus on

improving quality, technology and production efficiency. He said that due to the way the science

and technology is developing, it is necessary for anybody to compete in terms of intellectual means,

so that in this competition we shall emerge successfully. He said that be it industrial sector or

agricultural sector, we should thrive that we emerge successful. He also stressed that we should

provide job related training to the youth, so that they develop and make this nation stronger and

stronger. He said that our focus should be towards generating employment, improving productivity

not only quantity wise but also quality wise and then go to the global market. He also said that we

should combat inequality in the society to achieve sustainable development. He wished the

participating MSMEs to utilise the programme by interacting with CPSUs and become potential

vendors to CPSUs.

Shri Prathap Simha, Hon‟ble Member of Parliament, Mysore & Kodagu Constituency,

addressed the participants and encouraged them to utilise this programme and improve the market

access for MSMEs. He expressed that in the society also encouragement towards entrepreneurship

is very low. The mind-set of the people in our society is in such a way that even high income group

people in the society do not encourage their son/daughter to take up entrepreneurship as their career

option. He said that entrepreneurial spirit among youngsters has reduced mainly due to funding

problems. To make fund-flow easy for setting up of industries, Govt. of India has introduced

MUDRA Yojana and it is highly successful scheme. Through intervention like SHISHU,

KISHORE and TARUN of MUDRA schemes, eligible people can avail funds upto the tune of Rs.

10 lakh and start their own enterprise. He said that Govt. of India has introduced schemes such as

MAKE IN INDIA, Start-Up India, Stand-Up India, etc. for the MSME sector. He also said that

Hon‟ble Prime Minister during his MANN KI BAATH address regularly talks about the achievers

of such schemes. He said that Venture capitalists, seed-funding, Angel Investors are now interested

to invest in good ideas to become a successful business model. He also expressed that MAKE IN

INDIA is not a scheme of high technology manufacturing alone, even articles of daily use such as

foot wear also should be manufactured in our country. He said that over years, our country has

become a manufacturing hub of Automotives with companies such as Suzuki, Hyundai, Daewoo,

Mitsubishi, Toyota etc had set-up their manufacturing plants in India. He stressed the importance of

Quality in industries. He said that first mobile electronic chip was developed by a company in

Bangalore by Indian Engineers. But most of the mobile, electronics goods are getting imported

from China. He said that the financial position of banks had considerably improved post

demonetisation. He hoped that now banks also will come forward and disburse loans in an effective

way to small borrowers. He said that now the concept of Protectionism has emerged globally. He

said that our products should be manufactured by us, simultaneously our resources should not go

elsewhere. He said that Hon‟ble Prime Minister has kept the policy of “INDIA-FIRST”. He said

Britain‟s exit from European Union is also due to Protectionism. He said that banks have performed

well with the implementation of JAN-DHAN Yojana, MUDRA Yojana and said that banks should

encourage more entrepreneurs in future in providing loans. He urged the participants to improve the

technology so that they remain competitive in the global market. He also said that technology

upgradation is the key for success for MSMEs.

Shri Vasu, Hon‟ble MLA, Mysore, addressed the participants and wished the programme a grand

success. He said that organisations of the state govt. like KSSIDC, KIADB, KSFC are working

towards the growth of MSME sector in the state. He said that the Krishnaraja Sagar Dam (KRS

dam) which was built under the visionary of Sir M Visveswaraiah is now catering to the agriculture

and industrial water requirements in and around Mysore district. He said that we must ensure for

uninterrupted power supply to the industrial sector for sustainable growth. He said that this

programme will definitely benefit the industrial sector in Mysore district.

Shri. A Padmanabha, President KASSIA, addressed the gathering and explained various market

potential in Karnataka. He said that this programme would aid in improvement of market

opportunities for the MSMEs in Mysore region. He urged the participants to utilise the Government

schemes for MSME sector.

Shri. M C Dinesh, President FKCCI, addressed the gathering and wished the programme a grand

success. He explained about various challenged faced by MSME sector in the current highly

competitive global market scenario. He informed about various methods like continual

improvement in quality, technological upgradation which would benefit the MSMEs to sustain in

National Level Vendor Development Programme-cum-Industrial Exhibition at BEL Kalakshetra, Bangalore

Shri Yuvaraj. AGM, BEL , Blore in his welcome address introduced all the dignitaries on the dias and

informed that MSME and BEL are jointly organizing this programme with a view to promote Indian

MSMEs to produce qualitative indigenous products and to support Public Sector Undertakings, which

will reduce imports of products . In the present industrial scenario of the country, MSMEs has to understand

the requirement of PSUs to supply qualitative products, which will help Indian MSMEs to grow

exponentially.

Shri S N Rangaprasad, Director, MSME D I Bangalore informed that the objective of organizing this

programme is to create bridge between MSME and PSUs in view of the Public Procurement Policy

announced by Govt. of India during the year 2012 which has come into force with gazette notification. All

the PSUs in the country has to procure 20% of their products requirements from MSMEs, out of which 4% is

reserved for SC/ST and it has become mandatory for all the PSUs. He informed that there are 358 items

reserved for MSME Sector. Now, Govt. of India has simplified procedure for getting MSME certification

and any person can get their MSME certificate on line by registering required details in the website

www.udyogadhaar.gov.in and there is no fees charged for registration. He also mentioned about the Prime

Minister‟s recently launched programme for MSME sector about ZED Certification and requested all

MSMEs to effectively implement in their units ZED Certification and produce qualitative products to

survive in the market, since reimbursement of ISO-9000 certification being given to MSME units has been

done away since June, 2015 onwards. He told to the participants, as per his knowledge, most of the PSUs

have achieved the target of 20% of procurement from MSMEs and however, noted that with regard to

achievement in SC/ST hub is concerned is very negligible, which is almost 0.05% and needs more support

and encouragement all areas not only from State Govt, Central Government and Industry Associations.

Shri Ajit Kalaghatgi, Director (R&D) BEL , informed that representative of SME can create forum and

participate and engage themselves with BEL, which will create opportunities not only for BEL but also SME

representative to know how they can contribute much better way to the requirement of BEL He requested to

MSME sector to create an eco system for indigenization of quality products for supply of defence sector

since it is very high value business . He mentioned that for meeting the defence requirement MSME sector

can‟t give in a short span of time and the products has to be nurtured, fructified and credibility,

trustworthiness of the supplier are the main requirement and for this handholding, long term commitment

is required before getting into business in Defence supply. He informed that BEL mainly entrusted with

defence work and also do services, design and development. BEL is having in-house facility for technology

transfer from foreign OEM and plethora of suppliers to meet the requirement and one has to focus area of

competitiveness. He also mentioned about recent initiative taken by BEL in promotion of MSME in the

country stating that BEL is trying to form a Collaborative Warranty where “Design Partners” register under

Collaborative Warrant Programme and assign some work, follow certain procedure and it is a new opening

for Design Development and MSME can participate in the programme. Almost 150 people has already

registered under this scheme and persons has to have will to work with BEL so that the Prime Minister‟s

slogan “Make in India” will be fructified and also reduce import critical components.

Shri Girish Kumar, Director, BEL, Blore in his address informed that BEL is known as world class

Organisation and operate at the global standard and globally competitive and respected . Last year BEL

growth was 12% and made significant export around 85% amounting to Rs.700 crores and we expected to

achieve global scale by 2020. BEL supplying components to Air Force, Aerospace, Akash missile system

etc and engaged in prestigious project Integrated Air Commandant Control System. He also reminded to the

participants informing that business with defence in electronics parts and components have several orbits and

require world class equipment and challenges are very different in nature and MSME has to come forward to

meet the world class requirements in the present competitive scenario and unless we contribute with level

competitive edge, it does not support our cause and requested to bring quality, reliability etc .

Shri Shivakumar. IAS Chief Vigilance Officer , BEL , Blore informed that this programme is mainly

intended to MSME Vendors and roll of MSME in supplying qualitative products not only to BEL but also to

PSUs in the country. To achieve your objective MSME has to be part of research in any organization and

mentioned that in United States of America many of the research institutions are given on rent and linked to

academia. He mentioned that 80% of the components of BEL goes to 40 to 50 single vendors. He also

mentioned that BEL is having testing facilities and components/products supplied to BEL are to meet certain

qualitative testing and requested MSMEs to supply qualitative products.

Shri Gaurav Gupta, IAS Commissioner for Industrial development & Director of Inds & Commerace,

Bangalore informed that his Department is mainly focusing on promotion of industries in Karnataka thus

creating employment opportunity and generate economic output in the country and in that context, Dept of

I&C, GoK interact with lot of stake holders, industry associations and R&D Institutions etc. Basically, GoK

provide land and support for promotion of MSMEs. He informed that most of the defence electronics

requirements of the armed forces are being made from Karnataka. As per the information available, Bharat

Dynamics Ltd., Hyderabad is getting Rs.20,000 crores products requirement are taking place from

Karnataka. Industries Department of GoK is in touch with lot of investors and inter-act with them and other

foreign countries as well. He also mentioned that in Udyambag, Belgaum small industries are actively

taking part in the ISRO requirements and lot of efforts are taking place in identification of products to meet

the requirements of defence PSUs and armed forces in the country.

“Start Up” programme initiated in Karnataka is a good sign in this direction and one should have

entrepreneurial skill, ideas etc are very much required. He also informed that Dept of Industries &

Commerce is constantly in touch with BEL, HAL ,NAL and trying to identify technologies available for

MSME sector and Karnataka has strength and wherewith to achieve the requirement of defence requirements

and PSUs. In Belgaum, SEZ promoted by Malgiri is good sign for promotion of development of MSMEs

especially aerospace, precision manufacturing. He also mentioned GoK has given land for HAL helicopter

manufacturing at Gubbin in Tumkur and this will also benefit many MSMEs in and around in Tumkur

district.

Shri S M Jamkhandi, Director, MSME Centre of Excellence, Bangalore explained about the activities

undertaken by MSME Centre of Excellence . Entrepreneurs/MSMEs looking for innovative ideas can

approach the Institution and all assistance are extended to them to become business Incubator. MSME

Centre of Excellence is constantly in touch with all engineering colleges and requesting students to come

with their innovative ideas to become an entrepreneur. Recently, this Centre is having 54 projects on hand

out of which 30 are expecting approval of funds from Govt. of India.

He also quoted an example mentioning about group of students who have come with device to “Ear Drum”

for the first time in the world and they are in the final stage of trying to design it and their innovative ideas

are appreciable one. Rs.3 lakhs to Rs.15 lakhs are given as grant for this purpose depending on the projects

and lot of technologies are available with them for innovative ideas to become reality and commercial one.

In his concluding speech, he aptly put the slogan “Innovate or Perish” in the present industrial scenario of

the country as a whole.

Shri A Padmanabha, President, KASSIA, Bangalore informed MSMEs in Karnataka are supplying to

the defence requirement and PSUs by meeting the quality requirement and delivery schedules. The main

objective of the programme is to create awareness among the MSMEs about the recently announced Public

Procurement Policy of the govt. of India. PSUs across the country has to procure 20% of their requirement

from MSMEs and it has become mandatory. SMEs in Bangalore have shown their competitiveness in

PSUs, particularly I indigenization area, all PSUs should develop import substitute system in our country.

At this point of time, NSIC has to support SMEs to strengthen and for this purpose data has to be collected

from various sources about the requirement of copper, aluminum, steel, etc. KASSIA, Bangalore has taken

initiative to collect data through NSIC about raw material suppliers at competitive prices. He also informed

need of conducting awareness programme on Qualitative System, financial support to MSMEs, for which

support from Govt. of Karnataka is very much required. He also mentioned the need of upgrading the skills

of employees working in MSMEs in the present industrial scenario and all industries are training their

employees to upgrade skills to produce qualitative products.

Shri Anandi Charan. General Manager, SIDBI, Bangalore informed participants about the activities and

various schemes of SIDBI in promotion of development of MSMEs in the country especially mentioning

about “Receivable Financial Scheme” and interested persons can approach him about the various schemes of

SIDBI fdor setting up their ventures.

1-Day awareness programme on „FINANCIAL SUPPORT TO MSMES IN ZED

CERTIFICATION SCHEME‟ was conducted at PIA Seminar Hall, Peenya Industries

Association (PIA), Peenya Industrial Estate, Bangalore on 03rd

January 2017.

The Development Commissioner, Ministry of Micro, Small & Medium Enterprises (DCMSME),

Govt. of India, will implement „Financial Support to MSMEs in ZED Certification Scheme‟ for

the benefit of Micro, Small & Medium Enterprises (MSMEs) during the 12th Five-year plan.

The scheme will be implemented in 22,222 MSMEs during 12th Five Year Plan with the total

Project Cost of Rs. 491 crore (Govt. of India Contribution amounting to Rs. 365 crores and

beneficiaries‟ contribution of Rs 126 crores) including expenditure on remaining part of continuing

schemes of QMS/QTT under NMCP and scheme of ISO 9001/ISO 14001/HACCP Certification-

Reimbursement Scheme for the 12th Five-year Plan.

There are certifications on Systematic Functioning (ISO), Quality Manufacturing (BIS) and Energy

Efficiency (CEE/ Star Ratings)etc. but there is no holistic evaluation and certification system to

assess MSMEs on Quality, Productivity, Energy Efficiency, Pollution mitigation, Financial Status,

Human resource, Design, IPR both in Product and Process etc. in the country. In the view of these

factors O/o DC (MSME) and Quality Council of India (QCI) with active support of Credit Rating

Agencies and industry have evolved the ZED Maturity Assessment Model which consists of 50

parameters of assessment for a holistic picture of MSMEs. For certification for MSMEs

manufacturing items of defence sector, an additional Defence Assessment Model has been evolved

which consists of 25 parameters.

address explained in brief about ZERO DEFECT & ZERO EFFECT (ZED) concept. He said that

this ZED scheme is recently launched scheme by Our Hon‟ble Prime Minister Shri Narendra

Modi at the National MSME Awards function held at Ludhiana,Punjab on 18.10.2016. He said

that ZED scheme is introduced to make Indian MSMEs more stronger in an increasingly

competitive global market. ZED is an Indian Certification and he said that we all should feel proud

to have our own quality certification in the form of ZED. He also explained about the NMCP

programmes of the O/o DC (MSME) .He also explained various schemes of DC (MSME) like

CGTMSE, CLCSS, etc. He also explained various ease-of-doing business initiatives of the Ministry

of MSME like Udyog Aadhaar registration, MSME Data bank. He urged the participating MSMEs

to apply for ZED assessment through online.

stressed on the importance of having ZED certification in the current competitive industrial

TECHNICAL SESSIONS

Technical Session of the awareness programme on „FINANCIAL SUPPORT TO MSMES IN ZED

CERTIFICATION SCHEME‟ was conducted at PIA Seminar Hall, Peenya Industries Association

(PIA), Peenya Industrial Estate, Bangalore on 03rd

January 2017 followed by inaugural session.

Smt Suman S Raju , Assistant Director, MSME-Development Institute, Bangalore in the technical

session explained about the ZED concept to the participants. She explained the following technical

details with regard to ZED assessment.

There are 50 parameters on which the MSME will be assessed and rated under ZED. MSMEs are

required to comply with identified 20 essential parameters and at least 10 other parameters (as per

the MSME‟s domain competency, i.e. sector of operation and type of industry). MSME will be

rated on a minimum of 30 parameters. Each parameter has 5 levels.The Rating is based on a

weighted average level.

She explained that the financial Subsidy for Micro, Small & Medium Enterprises will be 80%, 60%

and 50% respectively. She also explained that apart from 50 assessment parameters there would

additional 25 defence parameters for assessing ZED-Defence certification. ZED Defence

certification can be additionally acquired by MSMEs if needed.

Shri Somasundaram N, Managing Director, M/s Finixel Technologies Private Limited, Bangalore

explained about the importance of an Indian Quality Certification like ZED and urged the MSMEs

to get the certification.He also said about the various components and product requirements in

OEM and how MSMEs can become suppliers to OEMs.
