SCOPE OF WORK I DESCRIPTION OF iTEM

Supply of Drinking water Bisleri, Kinley & Aquafina etc.complying the requirement as per IS 14543:2004 (Amend N'o.7,May 2011) needed approx. 6000 Jars per annum (one jar of 20 Ltr,e-,Capacity) in the 010 Development Commissioner (MSME),Nirman Bhawan, Maulana Azad Road, New Delhi-11 0108 as perterms and conditions mentioned below:

Eieqibility Criteria

1. Agency should have experience of minimum two years for-supply of packaged drinking water (Bisleri, Kinley & Aquafinaonly) in Govt. offices and valid authorization from the companyshall be submitted.

(a) Firm's Trade License I Company Registration No. (b) VAT and ServiceTax Regn. No. (c) Firms IT PAN No. (d) Company's Income Tax Returrr·forlast one to three years (e) Firms Bank Ale details (Account Number, AccountName,Bank with Branch Name& Address IFSCCode, MICRCode.)

2. Tender Feeof Rs.SOO/-and EARNESTMONEYDEPOSIT(EMD)of R.SOOO/­or BID SECURITY as may be required herein or any valid certificate ofexemption, when the bidder intends to avail of exemption from EMDsubmission, should be enclosed with the Bid.

The Bidders (except those registered with the DGS&D I NSIC forthat product only) must pay the Tender Feel Bid Security I EMD in IndianCurrency only in the form of alc payeeDemand Draft from any Nationalized ICommercial Bank in favour of "PAC, MSME,New Delhi ". The benefit underPublic Procurement Policy for MSEs Order, 2012 will be provided to theregistered Micro & Small Enterprises.

Terms & Conditions:

1. Supplied drinking water shall comply the requirement of IS14543:2004 (Amend No.7 May 2011). Attach proof of detailed testreport obtained from the accredited laboratory.

2. To ensure the quality of supplied water 010 DC(MSME)may pick up the random sample from the supplied water and willbe sent to accredited laboratory for quality verification as per IS14543 on quarterly basis. Expenses for this will be borne by thesupplier.

3. Agency should supply hot & cold water dispensers free ofcost as per our requirement and shall maintain them regularly.Present requirement of dispensers are Six in numbers.

4.. Agency will supply the water in 20 Ltr. Plastic Jars with'free delivery on daily basis as per consumption pattern.

6. Water bottles (Plastic Jars) shall be clean and regularlywashed.

7. Provided that the Earnest Money Deposit will be liable to" beforfeited, if the Bidder subsequently fails or appears to be unable to comply­with the offer submitted, or withdraws or amends or impairs or derogatesfrom the tender in any respect within the period of validity of the tender; orwithin the period of validity of the Purchase/ Work Order, if placed in dueconformity of the said tender.

12. In case of an offer for items having multiple options (Bisleri, Kinley &Aquafina only) bidder should clearly indicate item- specific price(s). Pleasequote separate item-wise rate(s),when quotation has been asked for so. Theabove three brands will be considered for procurement. For every offer,Packing and forwarding charges, Sales NAT/Service Tax etc. should, beshown separately. Please note that no tax will be paid, if necessary taxregistration information is not furnished. Income Tax etc. at source may bededucted from your dues, if payable.

13. Please state if the items are available Ex-stock and if not, state theperiod required by you for arranging delivery from other station in India.Also indicate the required Delivery / Completion Time. Usual Guarantee /Warranty Coverage for stores ( for One year or like ) should be indicatedclearly.

14. Bids will be evaluated after equated comparison of offers uponcalculating ali tax Iduty I cess Isurcharge Idiscount/packing I transportationcosts, other charges with price. Non-compliance of technical andcommercial terms will render a bid liable for rejection.

15. The 010 DC(MSME)may require in its Order for supplies 1works, theexecution of Performance Bank and I or levying liquidated damages at the'applicable ratets) in deserving cases.

16. Bidders will have to submit Bills I Invoices on dispatch of stores, ifordered, to this office in tripiicate duly pre-receipted ( and stamped foramount over Rs. 5000/-) and supported by the relevant delivery documentsfor audit and payment direct to you or to your bankers. Generally, paymentscan be expected within one month and are made against acceptance ofsupplies I jobs completed. '_';'

17. Bidder has to accept the Payment mode through ECS/EFT.The Bidder isbound to disclose the requisite information with regard to it's bank account,for establishing necessary communication and 1 or for making transactionsfor receiving payments. The Bank Information shall include Bank Name,Branch Name and Address, Bank Account Name, Account Number, WIFT 1RTGS fNEFT!!FSC Code(s) of the Bank, Bank Routing No., IBAN No., Ban~.Sort Code etc., as applicable.

18. No insurance charges are allowed unless otherwise specified andagreed to by us. In the absence of any specific instructions, it will be theresponsibility of the supplier to ensure a consignment against transit risk athis own expense if he so desires.

19. Tenders will be opened at 4.00 PM on the same day as shown in thistender enquiry.

20. 0/0 DC(MSME)is not bound to accept the lowest rate or any other offerand the acceptance of the offer is entirely at the discretion of this Office.

21. 0/0 DC(MSME)reserves the right to alter 1modify or reject any order atany stage without assigning any reason thereof and is not bound to acceptthe lowest tender. Canvassing in any form, direct or indirect, on any part ofbidders will render the tender liable for rejection 1 cancellation.

22. Contract Duration: The contract will be for three years from the date ofawarding the contract. On satisfactory completion of the contract for thefirst year as found by the competent authority, the contract may be extendedfor second & third year at the same rate and terms and conditlons.Therefore, the rates quoted should be valid for three years from the date ofsigning the contract with the Agency. No increase in the quoted rate will bemade during the period of contract except Service Tax

23,. Any dispute unless resolved amicably shall be settled by a court of lawhaving jurisdiction over Delhi I NewDelhi,

24. Incomplete tenders and tenders received after the due date I time ofsubmission due to postal 1 courier delay will not be considered. '..

25. if the bidders fails to supply drinking water ( 20 Litre plastic jar) in thestipulated time or if the quality of the water is not as per the approved Irequired norms, the office shall be free to make necessary procurement ofwater jars from the market at the suppliers risk and cost which shall' berecoverable from his pending bills or performance security besides resulting"in cancellation of the contract. In case of any deficiency in service, a penaltyof 5% of the total amount of the bill for the relevant period will be imposed.

Bidding Procedure

1. E-bids are invited in two Bid systems (Technical & CommercialBids). Technical Bids must contain the EMD in the form of DO in favour ofPAO(MSME)payable at New Delhi for specified amount, alongwith completetechnical details as desired by this tender and Commercial bid envelop maycontain price bid. Both envelops may be kept in single sealed envelope inthe e-submission mode in www.eprocure.gov.in

2. The Bid must be accompanied by a tender fee of Rs.500J-and EMDof an amount of Rs.5000J-(Rupees Five thousand only) in the form ofdemand draft in favour of PAO(MSME),payable at New Delhi.

3. The Bid without "Bid SecurityJEMD" will be summarily rejected.Requirement of Bid Security is exempted from those bidders registeredunder DGS&DJNSICetc.

4. E-Bids of all the bidders will be opened on pre-scheduled date, time& venue. If the Bid opening could not be held on pre scheduled date & timethen all bidders I applicants will be informed individually about therescheduled date & time.

5. E-bids shall be received, not later than the stipulated date & time.No Bids will be accepted after this date & time under any circumstances.This office will not be responsible for any delay and also for reasons beyondthe control of this office ":,
