The Local Government Management Association of British Columbia
is a non-profit organization dedicated to promoting professional management and leadership excellence in local government.
It is the Vision of the Local Government Management Association to set the North American Standard for excellence in local government management.

Nancy officially began her role on January 21st, 2013 and has already participated in a number of functions, Chapter meetings, and
stakeholder and partner meetings. She will be officially introduced at the Annual Conference in June 2013.
The Association continues to be very successful in the delivery of its educational programs. In 2012, all of the programs were filled and, in some cases, even oversubscribed. In meeting with the various Chapters, we were asked to look at more opportunities to provide alternative delivery formats. Webinars and online teaching will be further researched and possibly increased.
Currently, the LGMA provides a very successful series of webinars twice a year on a variety of strategic topics. This program was widened to include the Canadian Association of Municipal Administrators (CAMA) whose members are equally invited to participate. LGMA also provides a
number of pre-conference workshops that are held at the Chapter level. Finally, some academic institutions provide full credit online courses approved by the Board of Examiners for the various levels of local government certifications.
Partnership discussions have been and are taking place between the LGMA, the Fire Commissioner’s Office, and the Fire Chiefs’ Association of BC for the delivery of administrative training to their members. This is a pivotal initiative that further indicates the high quality of our professional development programs. Further involvement and a protocol of agreement or collaboration is expected to be approved by all parties in 2013.
The new Auditor General for Local Government, Basia Ruta, participated in the CAO Forum held in Victoria in February 2013. She announced that a survey of all municipalities will be sent to all CAOs in BC and she expressed the willingness to be open to
ideas and suggestions as to her plan. She will participate in our Annual Conference in Kelowna to further introduce herself and provide another update to the membership on her work to date. The Office of the Auditor General for Local Government, which is located in Surrey, is still being staffed and a plan will need to be presented to the Provincial Government as part of its legislated mandate. It is expected that the Office will have a total of 16 staff members.
Finally, with the hiring of a new Executive Director, the Board will review its Strategic Plan with the idea of providing Nancy Taylor with an opportunity for input. The membership will be surveyed and more consultation will ensue in the months to come.
Great times are ahead of us and I believe the Association is favourably positioned to continue to be a national and international leader in our field.
President’s MessageI am pleased to present our Annual Report. 2012 was a year of transition and success when the main accomplishment was to find a replacement for the association’s departing Executive Director, Tom MacDonald. The search, which was done with the assistance of an executive search firm, resulted in the hiring of Nancy Taylor in December.

In accordance with established policy, any operating surplus (after transfers to reserves) showing before the close of business on December 31 is transferred to the LGMA Distinguished Members Legacy Fund at the Vancouver Foundation, to be returned to individuals in the form of scholarships directed towards local government studies. For the year 2012, the amount to be transferred to the scholarship fund was $20,690.24.
I am pleased to be heading into retirement with the Association in a very strong financial position and a great suite of program offerings in place. To say it has been a pleasure being part of
this great organization would be an extraordinary understatement.
To the LGMA Board of Directors (both present and past), thank you for the incredible support and guidance over the past 10 years. It has truly felt like a solid partnership from beginning to end.
To LGMA members, thank you for having made this organization so strong through your support and participation in our programs and for the wonderful spirit of volunteerism that underpins everything we do.
And finally, to my colleagues Ana, Dawn, Elizabeth, Randee and Renee I thank you so much for your
inspired performance, friendship and amazing loyalty both to me personally and to the organization. You have made coming to the office more fun and rewarding than you will ever imagine.
It is with considerable nostalgia that I submit my final submission for the LGMA Annual Report. For 2012, the LGMA had another year of solid financial performance resulting from continued strong registration in programs, sales of manuals, and stable membership revenues combined with ongoing close scrutiny of operating expenses.

The Presidential positions, the Secretary-Treasurer and the Directors at Large are elected by the regular membership during the Annual General Meeting held in conjunction with the Annual Conference.
The six Chapter Representative positions are elected by the local Chapter members during their respective Annual General Meetings and appointed to the Provincial Board of Directors.
Alberto’s local government career began in Italy in 1987 where he was City Manager until he moved to Canada. Since moving to British Columbia, he has worked for the Corporation of Delta, the City of Pitt Meadows, the Township of Langley, and the City of Williams Lake. He is currently the Chief Administrative Officer for the District of Lake Country, a position he has held since 2009.
Alberto received a doctorate in Jurisprudence at the University of Camerino, Italy. He is currently Adjunct Professor of Political Science at the University of Northern British Columbia teaching local government administration, local government services, local government
finance, and leadership and ethics courses.
Alberto is a Past President of the Association of Records Management Administrators for BC and Yukon and is Past President and Lifetime Member of the North Central Local Government Management Association. He was a member of the Federation of Canadian Municipalities (FCM) Tsunami Recovery Committee, which provided policy and technical support to programs funded through the Canadian International Development Agency (CIDA) for the reconstruction of communities and local governments in Sri Lanka and Indonesia hit by the 2004 tsunami. He also managed a FCM capacity building program in the Philippines while with the Township of Langley.
Corien is a former Kootenay resident originally from the Creston Valley. She began her career in local government in 1991 with the City of Cranbrook. In 1998 Corien accepted a position with the City of Prince Rupert, and in 2004 she was appointed Chief Administrative Officer (CAO) for the District
of Elkford, and in 2012 she was appointed CAO for the District of Squamish.
Corien is a Certified General Accountant with a Senior Certificate in Municipal Administration issued by the British Columbia Provincial Board of Examiners, and a diploma in Local Government Management from the University of Victoria. She is currently completing the Bachelor of Commerce program through Thompson Rivers University.
Mark began his career in local government in 1990 and he is the Chief Administrative Officer for the District of Oak Bay. He has worked for various organizations including the Town of View Royal, the District of Port Hardy, the Village of Harrison Hot Springs, the Town of Comox and the Regional District of Fraser-Cheam.
Mark earned a Bachelor Degree in Business Administration from Simon Fraser University and a Bachelor Degree in Law from the University of British Columbia. Prior to his career in

local government he worked in the fields of both accounting and law.
Since 2004, Kelly has been the Deputy Director of Corporate Administration for the District of Mission. She began her career in local government in 1979 at the City of Port Coquitlam where she worked in nearly every department starting in the concession and finishing in the City Clerks Department in 1997. Later that year she became the Deputy Clerk for the District of Elkford. In August 2000 Kelly then became the Deputy Clerk for the District of Hope and several months later accepted the position as the Chief Administrative Officer/Clerk.
Kelly received both an Intermediate Certificate in Local Government Administration issued by the British Columbia Provincial Board of Examiners and a Certified Municipal Clerk designation in 2003 and a certificate in Local Government Administration from Capilano College in 1997.
Paul has been employed in local government for 25 years at both the regional and municipal level. During his career he has worked for the Capital Regional District, District of Central Saanich, City of Langford and is currently the Chief Administrative Officer at the District of Saanich.
Paul is a Certified General Accountant and graduate of Simon Fraser University with an undergraduate degree in Business Administration. He holds a Masters degree in Public Administration from the University of Victoria and a Senior Certificate in Municipal Administration issued by the British Columbia Provincial Board of Examiners.
He has served in a variety of capacities for LGMA, Vancouver Island Chapter of the LGMA and Government Finance Officers Association (GFOA). This included a term as Auditor of the LGMA and four years with the Vancouver Island Chapter Executive of LGMA, the last as President in 2001. He served seven years with GFOA, including two terms as President in 2008/09 and 2009/10. He currently sits on the LGMA and Local Government Leadership Academy Boards as a Director at Large. He is also a member of the LGMA Operations and Member Services Committee and the LGMA MATI Foundations subcommittee.
Sonia began her career in local government in 1997 with Metro Vancouver and in January 2000 began working for the City of Coquitlam where she held the positions of Deputy City Clerk, City Clerk, Manager Strategic Projects and Manager Corporate Planning.
In February 2011, Sonia moved to Victoria where she now works for the Capital Regional District as the Manager, Legislative Services.
Sonia holds a Bachelor of Arts Degree in Political Science from York University and a Master of Arts in Leadership and Training from Royal Roads University. She also holds a certificate in Local Government Administration from Capilano University and an Intermediate Certificate in Local Government Administration issued by the British Columbia Provincial Board of Examiners.
Sonia joined the LGMA Board in 2012, is currently a member of the LGMA Education– MATI Foundations sub-committee and previously served on the Executive of the Lower Mainland Chapter of the LGMA.

Kathleen started her local government career as the Director of Finance for the District of Lillooet in 1992 while finishing her CGA designation. Her lengthy experience in Lillooet offered her multiple opportunities to expand her local government experience outside of the finance field.
In 2009, she left Lillooet and moved to Victoria where she was soon appointed as Director of Finance for the Town of View Royal. In 2012, she decided to leave the work force behind and follow her desire for personal growth and to pursue volunteer and travel opportunities. She has created many stories this past year and is now looking forward to finding work with local government in the South Okanagan.
Her involvement in the LGMA started in 2001 as the Secretary-Treasurer for the Thompson-Okanagan Chapter and has now culminated into her current term as LGMA Past-President.
Terry has been a resident of the Elk Valley since 1976. Following 20 years in local area law firms, she joined the City of Fernie in 2000. In 2007 she became the Director of Corporate Services at the District of Sparwood and then the Chief Administrative Officer (CAO) in 2010, following the retirement of Sandy Hansen. Those were big shoes to fill as Terry is only the third in a legacy of female CAOs to serve the community of Sparwood, since incorporation in 1966.
Terry hales originally from Whitefish, Montana, where she attended Flathead Valley Community College. She recently completed the Certificate Program in Local Government Administration Program at Capilano University.
Terry has been on the Rocky Mountain Chapter Executive since 2005.
After receiving a Masters in Environmental Studies at York University in Urban Planning, John first entered local government as a planner in Bedford, Nova Scotia. From there he was hired to work as Senior Planner in Scarborough, Ontario (now Metro Toronto). From there
he was hired to the Lower Mainland before making his way north. He went to Smithers as Deputy Chief Administrative Officer (CAO) and Director of Planning and then was hired by Dawson Creek as their Deputy CAO. Having caused sufficient change and angst in Dawson Creek, he then accepted his current position as CAO for the City of Castlegar. He has worked in local government for 30 years and loves the work.
Lynda has been the Chief Administrative Officer/Chief Financial Officer for the Village of Belcarra since 2005. She has enjoyed a progressive career in local government, spending 11 years at the Township of Langley, starting in the Clerk’s Department and finishing as the Acting Office Manager for the Engineering Department. From there she joined the Greater Vancouver Regional District for nine years, holding positions as Electoral Areas Administrative Officer and in the Corporate Secretary’s Office. Lynda was the Deputy Municipal Clerk at the District of West Vancouver for three years immediately prior to joining the Village of Belcarra.

Lynda received her Certificate in Local Government Administration from Capilano College in 2001 and an award for highest academic achievement.
Lynda has been on the executive of the Lower Mainland Chapter since 2004, becoming the Chapter Representative in 2010.
Patti has been employed in local government for 16 years, and has been with the City of Vernon since 2003, as the Deputy Clerk, Corporate Officer, and now the Manager of Corporate Services responsible for Legislative Services, Real Estate, Communications and Information Services. She has sat on the LGMA’s Corporate Officers Forum Committee for the past seven years, and has been the Secretary-Treasurer for Thompson Okanagan Chapter of LGMA for the past three years.
Patti completed her Certified Municipal Clerk (CMC) designation in 2009 and the Local Government Administration Certificate through LGMA/Capilano College in 2006. She has attended many educational programs, including various
MATI courses, Justice Institute, FOI, Law, etc., and recognizes the benefits that all these educational opportunities provide municipal employees.
This position provides Patti with another venue in which to ‘give back’ to our local government educational providers and the community.
Ken is the City Manager for the City of Port Alberni. He has worked for the City for 25 years starting as Manager of Public Works then moving to City Engineer and finally to his current role. Prior to moving to Port Alberni, Ken worked in the City of Vancouver Engineering Department.
During his career Ken has always taken an active role in professional organizations related to his job. This started with committee work for the BC Water and Waste Association, and continued with presentations at MATI Foundations, Committee Chair for the Master Municipal Construction Documents Association (MMCD), Director on the Municipal Engineers Division of Association of Professional Engineers and Geoscientists
of BC (APEGBC), President of VILGMA and most recently, Vancouver Island Chapter Representative for the LGMA.
Ken graduated with a Civil Engineering Degree from University of British Columbia and is registered as a Professional Engineer in BC. Ken is also a graduate of the Banff School of Management’s Municipal Management Program.
Sheryl began working in local government in 1995. She was appointed the Chief Administrative Officer for the Village of Burns Lake in January 2011, a position she was offered after spending 16 years working in the Finance Department.
Sheryl completed the Local Government Administration Program through Capilano University and she also holds an Intermediate Certificate in Local Government Administration issued by the British Columbia Provincial Board of Examiners.
Sheryl has been on the executive of the North Central Chapter since 2004. She is also a Director for the Municipal Insurance Association of BC.

The Board of ExaminersThe Provincial Board of Examiners (BOE) is responsible for awarding certificates to local government employees who meet the standards of qualification in local government administration as prescribed by the Board, and for issuing scholarship awards to eligible local government employees. The principal goal of the Board is to improve the professional skills of local government employees in BC. Clients of the Board are local government employees who, for purposes of certification, have qualified based on their experience in local government and mandatory education in the field of public administration.
The Board derives its authority from the Local Government Act. It is comprised of three members appointed to a 3-year term by the Lieutenant Governor in Council (LGIC) on the recommendation of the Minister of Community, Sport and Cultural Development.
The current members are: Ron Poole, representing the LGMA, Marie Crawford, representing the UBCM
and Gary Paget, who is the Chair and the Minister’s appointee. The Board’s administrative functions are performed by Leta Hodge, Administrator (on contract), and Deanna Battle, Assistant Administrator.
The Board met on June 22, 2012, September 10, 2012, and December 5, 2012 and will be meeting in March, 2013.
In addition, a number of certifications and scholarships were awarded at the March 29, 2012 Board meeting but due to the publishing deadline, were not included in the 2011 LGMA Annual Report.
Certifications and scholarships issued at the March 2012 meeting are included in this report and are noted by an asterisk.
There are four categories of certification, each requiring a level of competency in local government administration and management, services, finance, law, policy, and economics.
Certificates may be awarded to individuals in municipalities, regional districts and improvement districts.
• The Certificate in Local Government Service Delivery this entry level certificate provides certification opportunities for local government employees who are not statutory officials or department heads;
• Certificate in Local Government Administration recognizes management staff who occupy non-statutory positions;
• Certificate in Local Government Statutory Administration recognizes statutory positions in corporate or financial administration; and
• Certificate in Local Government Executive Administration recognizes the roles and responsibilities of the Chief and Deputy Chief Administrative Officers. A Professional Development Endorsement, to encourage a commitment to ongoing learning, is offered to holders of this certificate.

Scholarship Program
For purposes of scholarship awards, first priority is given to persons working in local government who are pursuing courses leading to certification. The second priority is given to persons wishing to upgrade their professional skills through enrolment in post-secondary courses of study and/or attendance at seminars relating to local government administration.
In the 2011/12 fiscal year (not including Scholarships that will be awarded at the March 2013 Board meeting), seventy six (76) UBCM Commemorative scholarships and four (4) Jeff McKelvey scholarships were awarded. In addition, forty five* (45) UBCM Commemorative Scholarships were issued at the March 2012 Board meeting. Of the one hundred and twenty one (121) UBCM Commemorative Scholarships awarded, nine (9) represented MATI, 17
Board of Examiners ActivitiesIn addition to awarding certificates and issuing scholarships, some highlights of the Board’s activities during the year included: • The Board was pleased to discuss potential
changes to the Local Government Employees Certification Regulation regarding the eligibility of First Nation government employee work experience with the UBCM, LGMA, and the Ministry of Aboriginal Relations and Reconciliation. Further work on developing a policy continues.
• Throughout the year the Board receives requests from institutions or individuals to have a course or courses considered equivalent to one of the Board’s core courses. The Board greatly appreciates the assistance of its educational partners in providing recommendations to the Board and was pleased to endorse a request for equivalency with UVIC’s ADMN 422 Ethics course and UNBC’s POLS 327 Leadership and Ethics in Local Government course.
• A considerable amount of the Board’s attention was spent discussing the recommendations contained in David Van Ommen’s report entitled “A Review of the British Columbia Board of Examiners Program”, as well as the Board’s next steps in consulting with its educational and local government partners. The first consultation with the Board’s educational partners took place at the May 2012 meeting of the Local Government Educators, where the Chair provided an update on the Board’s
activities and the Administrator presented a proposal for evaluating requests for core course equivalency (for BOE purposes only), that are received from educational institutions.
• A number of revisions were made to the Board’s website and application forms to reflect Board decisions and streamline processes. One such example is the modification of the scholarship application form to strengthen the controls currently in place regarding applicants remitting scholarship funds to the local government.
• The Board remains interested in pursuing all opportunities to promote its certification and scholarship programs. As such the Chair, Administrator or Assistant Administrator represented the Board at a number of events, including: the LGMA AGM held in May in Victoria; the annual meeting of Local Government Educators held prior to the LGMA AGM; and the UBCM AGM and Convention held in Victoria in September.
• And finally, the Board was pleased to announce the reappointment of Gary Paget, Senior Executive Director, Local Government Programs in the Ministry, as the Chair of the Board of Examiners. Gary’s role as Director on the Board of the Local Government Leadership Academy and Chair of the Board of Examiners is of great benefit to the Board. It is my privilege to serve as the Local Government Management Association Representative on the Board of Examiners.

Scholarship FundsDistinguished Members Legacy FundIn 2009 the Local Government Management Association established the “LGMA Distinguished Members Legacy Fund” as a way for friends and colleagues to recognize the achievements of LGMA members who have retired, passed away, or have made extraordinary contributions to the field of local government in British Columbia.
Established as an educational scholarship, the fund has been set up as a registered charity in partnership with the Vancouver Foundation to enable donors to receive a tax deduction for contributions. In cases where a named individual is to be honoured or recognized, the LGMA has prepared an “Honour Roll” which provides details of the nominee’s achievements and career.
The Legacy Fund provides awards to individuals who are pursuing educational opportunities leading to or furthering their careers in local government.

Ken Dobell Public Service Education FundThe Ken Dobell Public Service Education Fund was set up in 2008 by the LGMA as a registered charity in partnership with the
Vancouver Foundation with broad-based criteria to encourage students with an interest in federal, provincial, local government and First Nations administration and policy studies.
The scholarship is available to assist students whose permanent residence is in British Columbia and who have a demonstrated interest in public service and, who are accepted or are registered in a course of studies at a recognized post-secondary institution.

Local governments in the north face unique recruitment and retention challenges. In response to this need, Northern Development Initiative Trust, in partnership with the University of Northern British Columbia (UNBC) and the Local Government Management Association, established the Local Government Management Internship Program. This program is meant to parallel the success of the Northern Medical Program by allowing rural communities and UNBC to partner in training and retaining talented professionals in the north. We are very excited to be working with Northern Development Initiative Trust to provide intern opportunities for students.
Industrial interest in the Peace Region continues to run high. There has been an explosion in the number of coal mining proposals and gas and oil pipeline projects. BC Hydro’s Site “C” is getting closer to reality and there is improved strength in the forest sector. Becoming more important to the region is the ability to deal with the second wave of pressure placed on government infrastructure by the industrial boom (i.e. housing, social
services, etc.). There is no end to the challenges but northerners are working hard to keep up.
Rio Tinto Alcan’s $3.3B Kitimat Modernization Project (KMP) is progressing well and there is a flurry of activity in the region. The 2012 construction plan will build further on the momentum generated in 2011, and on the guarantee of project completion provided by the Notice To Proceed announcement. Among the major work undertaken on the KMP last year new contract work includes: building of Phase 1 KMP construction village; cleaning and demolition of pot lines 7 & 8 at the existing smelter to make way for the new smelter; and building of a massive underground utilities corridor that will provide critical services to the new facility.
Valard Power has started clearing land for a 344 kilometer northwest transmission line from Terrace north to Bob Quinn Lake. The Northwest Transmission Line will extend transmission service in the northwest region of British Columbia where electricity infrastructure is lacking. This line is the longest new transmission addition in BC Hydro’s capital plan.
Travel forward to February of 2015, when thousands of Canada’s best and brightest young athletes will set their sights on Prince George and northern British Columbia as the region hosts the 2015 Canada Winter Games, the 25th Edition of the Canada Games. The year 2015 will also mark the 100th anniversary of the City of Prince George and the 25th anniversary of the University of Northern British Columbia. These significant milestones will enhance the hosting of the Canada Games by combining the celebrations of Prince George and UNBC and invite the entire nation to join in the festivities.
As you can see there is much happening here in the north but please don’t take my word for it - our invitation still stands for you to visit. Don’t forget, our chapter stretches as far south as 100 Mile House, east to Valemount, north to the Northern Rockies Regional Municipality and west to the Queen Charlottes. Thompson Okanagan ChapterWarm Greetings from the Thompson Okanagan (TOLGMA) Chapter of LGMA. Our Chapter geographical area covers the Okanagan Valley from Osoyoos north to Salmon Arm, East to Revelstoke, to the west as far as Lillooet and North up to Clinton and the newly incorporated resort community of Sun Peaks, encompassing many municipalities, First Nations, and regional districts. We are famous for our orchards, lakes, vineyards, skiing, golf, deserts, mountains, valleys and everything in between.
The TOLGMA Chapter has been very active in the past few years and the membership has grown to approximately 120 throughout the region. Almost every regional district and municipality is represented.
The 2012 AGM and Conference was held at The Cove Resort and Spa in West Kelowna from September 12 to 14. For the pre-conference ‘warmer’ we offered the ever popular “Primer on Legislative Requirements for Local Government” hosted by our mothership LGMA. This was very well-received and participants numbered in the 50’s - with some attendees from outside the Thompson Okanagan Region. We have found that offering a one-day pre-conference session has appealed to a large group of people who otherwise are not able to attend the entire conference. Thank you to Elizabeth Brennan and the wonderful team for hosting this event.
The AGM commenced on the Wednesday evening with the very popular Welcome Dinner and social, followed on Thursday and Friday
with excellent speakers and presenters with a variety of educational sessions to suit all disciplines. The keynote on Thursday afternoon was Dr. Nick Bontis, a well-known Canadian academic, professional speaker, author and management consultant. He specializes in intellectual capital, knowledge management and organizational learning.
TOLGMA over the past few years has been very fortunate to capture the support of many sponsors and we are so appreciative of their support that I wish to formally thank our 2012 contributors: Fulton and Company, Municipal Finance Authority, Municipal Insurance Association, BC Hydro, Urban Systems, Young Anderson, Grant Thornton, Steward McDannald Stuart, Thompson Okanagan Tourism Association, BC Assessment, Lidstone and Company, CivicInfo and LGMA. Without your support we would not have the financial means to provide such a quality educational program.
The AGM elected four new executive members including:
Stephen Fleming (Kelowna) as the Chair, Grant Loyer (Lillooet) Vice -Chair, Stephen Banmen (Lake Country) Treasurer, Joni Hienrich (Chase) Secretary, Peter Hughes (TNRD) Member at Large, Janette Van Vianen (Osoyoos) Member at Large, Patricia Bridal (Vernon) LGMA Representative, and Larry Randle (Chase) past president. It is always a challenge to recruit a group of people to participate and donate their valuable time as an executive member, and for this we are very thankful.
This new team is actively working on preparations for the 2013 AGM and Conference to be held in Salmon Arm, at the Prestige Inn, from Wednesday, September 11 to Friday, September 13, 2013. TOLGMA adopted 5 new policies in 2011 which have been extremely useful in organizing the conference. They are posted on the LGMA website under our regions tab.

Rocky Mountain ChapterGreetings Colleagues from the South East corner of British Columbia. Our membership includes the communities of Golden, Radium Hot Springs, Invermere, Canal Flats, Kimberley, Cranbrook, Fernie, Sparwood and Elkford.
The Spring Chapter Conference was held at the lovely new Conference and Athletic Training Centre in Kimberley from April 25 to 27, 2012. Delegates participated in several round tables, an excellent array of speakers and a Sullivan Mine tour. A presentation from Colleen Burke of Murdy McAllister on recent amendments to the Freedom of Information and Protection of Privacy Act was very timely. Kimberley, well known for its quality golf courses, will certainly bring many delegates back to the area.
Elkford was awarded the 2012 UBCM Community Excellence Award for Leadership and Innovation, in recognition of their new Conference Centre. The 1,800 square-metre wood building features a visitors centre, playschool, commercial kitchen and banquet hall.
Canfor has reopened their mill in Radium, investing 38 million and bringing 144 jobs back to the community. The Elko Mill near Fernie is also getting a $40 million investment as part of a multi-year capital investment aimed at enhancing
productivity and cost performance.
The rich coal fields of the Elk Valley continue to provide the world with metallurgical steel-making coal and contributing to the growing economies of the Elk Valley and indeed, the whole Province. Teck Coal continues to project 500 new jobs per year over the next five years, (excluding jobs filled through resignation or retirement). With the average wage pegged at $100,000 annually, the industry is a large part of the local economy.
Yet again this year, Fernie is in the spotlight, on the heels of the 2011 release of Santa Pups, their main street was used for a location shoot for Eddie Bauer. Watch for the 2013 Holiday Catalog coming later next year. The newest filming will acknowledge Fernie as a real place in a marketing movie by Kokanee, entitled “The Movie Out Here”.
Our Chapter and the West Kootenay Boundary Chapter take turns hosting the Spring Chapter meetings. In April 2013, Creston will welcome delegates to their newly
built Ramada Hotel and Conference Centre. With Creston being the most central locale to our two Chapters, we are expecting a record turnout.
This corner of the Province is a busy, happening place. Residents are welcoming, the scenery is spectacular. Come for a visit!

West Kootenay Boundary ChapterOur Chapter covers the two Regional Districts of Kootenay Boundary and Central Kootenay. With 40 active members, the membership is drawn from the two Regional Districts, 10 Villages, six Cities and one Town that when combined have a population of 100,000.We have had a great year in our region with positive growth and major investments.
Interesting Community Tidbits:
• Red Mountain Resort recently added another mountain to put the resort in the top 3% of ski resort acreages in North America.
• Castlegar is continuing with its amazing Sculpture Walk program that places 30 new sculptures on its downtown streets each May, proving to be a significant draw for the City’s downtown area and the program is adding to the City’s Permanent Art Collection as the City buys the “People’s Choice” sculpture each year.
• Nelson has received a number of awards this year including a pair of FortisBC PowerSense awards of which one is for a Fortis Conservation Leadership Award—for the EcoSave Energy Retrofits Program; Nelson also achieved the top level for corporate greenhouse
gas emission (GHG) reductions and Level 3 for community energy GHG reductions through the Federation of Canadian Municipalities, Partners for Climate Protection program.
• Creston has officially made it past 5,000 in population and now gets to start paying for police protection while it also has seen the opening of the new Ramada hotel and Ricki’s restaurant which will help the area’s tourism.
• The Village of Nakusp won a UBCM award in the Corporate Operations category. The Village has implemented renewable energy retrofit projects, reduced GHG emissions and reduced energy costs.
• Midway won a 2012 British Columbia Economic Development Award for its mill recovery strategy and today the mill employs over 50 people and makes up 40% of the local tax base.
• The Regional District of Kootenay Boundary shared a Community Excellence Award for
the Integration of West Kootenay Transit Services with Nelson and the Regional District of Central Kootenay.
Annual Chapter Activities: The WKB-RM Joint Chapter meeting was held April 25-27 in Kimberley. Our Fall Chapter conference was held in Castlegar October 24-26. A pre-conference training session on Local Government Leadership was held with LGMA assistance on the day before our conference began. It was well-attended and very well-received. Our conference had a number of interesting sessions including “How Office Gossip Undermines The Office and How to Deal with It”. We had a small dinner at Castlegar’s new Chances Gaming Centre.

Vancouver Island ChapterGreetings from VILGMA, the Vancouver Island Chapter of the LGMA. In 2012 VILGMA’s membership increased to 202 individuals representing 47 local governments and 10 affiliated agencies throughout Vancouver Island and the Sunshine Coast.This diversity of representation makes our annual conferences interesting, informative and so much fun! The exchange of information that occurs at our conferences cannot be duplicated by phone or email. Conference themes and topics are designed to be relevant to all our members in all our communities, no matter their size or location. In addition, the VILGMA board has committed to bringing in high-quality Canadian presenters for our annual conferences. Notable speakers from recent conferences have included workplace law expert, Tracey Lee Lorenson; former Vancouver Mayor and Senator Larry Campbell; law/technology guru Dr. Michael Geist; and adventurer/author Bruce Kirkby.
To promote understanding of the diverse nature of our communities and exploration of the island’s natural beauty, VILGMA alternates the annual conferences between the larger centres and smaller communities everywhere on the Island. Field tours to attractions of
interest are scheduled into the conference proceedings to ensure delegates get a chance to experience the conference community’s flavour.
Our 2013 conference will be held November 20-21 in beautiful Qualicum Beach at the Civic Centre. Beach front hotel accommodations will be available at the Old Dutch Inn and Crown Mansion. The conference is being structured to appeal to junior and mid-level management attendees as well as senior managers. Themes will include management, leadership and supervision skills development. Watch for the conference details on the LGMA website once the agenda is finalized.
Looking back at 2012, our September 19-21 conference was held in Sooke at the brand new Prestige Oceanfront Hotel and Conference Centre. The conference was well-attended and proved to be an excellent example of what chapter conferences are all about; agenda themes included core service reviews and meeting leadership challenges, and
embracing innovation and change. The accommodations and service at the Prestige were outstanding and the ocean-side venue in Sooke combined with lovely early autumn weather allowed participants to take in tourism opportunities in the area before and after the conference.
In addition to educational opportunities afforded at our chapter conferences the VILGMA continues to support post-secondary education related to public administration programs via scholarships and bursaries at the University of Victoria, Vancouver Island University and Camosun College.

Lower Mainland Chapter Greetings from the Lower Mainland Chapter in BC’s south west corner. The geographical area spans through three regional districts – Fraser Valley Regional District, Metro Vancouver Regional District and Squamish-Lillooet Regional District. There is great community diversification – from small villages, rural and agriculture communities to urban and large cities - from Hope to Richmond and north to Pemberton.Here are some 2012 highlights from the Lower Mainland Chapter area:
In July, the District of Hope, in a collaborative effort with the Chamber of Commerce and AdvantageHope, struck an informal Branding Committee to explore the idea of branding in Hope and options for how it may be done. The aim of this undertaking is to define the spirit and personality of Hope, and to articulate the unique attributes that make Hope an attractive place to visit, relocate, or bring business. Phase One of the Hope Branding Initiative, due to be completed June 2013, includes defining what Hope will stand for, its character traits, community values, and defining attributes that will give it a competitive advantage in the marketplace.
The District of Mission formed the 2014 BC Winter Games Board which will oversee BC’s largest amateur sporting event being held in Mission in 2014. The board’s first role will be to engage 77 volunteers to chair a variety of operations and attract 2,500 volunteers to host 1,400
athletes and 600 coaches and officials during the two week long event. The District of Mission also celebrated its 120th anniversary in September.
In mid-October the Village of Belcarra turned on the taps of its new $9 million municipal water supply and distribution system, connecting the community to the Greater Vancouver Water District supply system conveyed through the District of North Vancouver’s water system and twinned submerged pipelines crossing Indian Arm. Approximately 270 homes, which previously got water from individual or shared wells, will be able to connect to the new system.
A new Economic Development Strategy was adopted for the Township of Langley. The strategy focuses on creating additional jobs, expanding and attracting new industries, facilitating infrastructure improvement, developing a town centre, encouraging learning and enhancing quality of life.
This was the third year in a row for the City of Port Coquitlam to be recognized
for its innovative approach to online communications. The City received a UBCM award for first place in the Best Practices – Social Media category. The award recognizes local governments that excel and innovate in their use of social media – such as Facebook, Twitter and blogging – to engage their citizens in dialogue. The flagship of the City’s social media program is its Facebook page, which has more than 3,600 fans, rivaling cities with much larger populations and close to 1,500 people follow the City’s tweets on Twitter.
In closing, it has been an eventful year as many long-serving members retire, passing the torch and challenges to their successors to continue the collaborative spirit our profession enjoys.
