1. Introduction : Water is life! One of the critical concerns ever faced by mankind is diminishing availability of good quality water. Especially in western Rajasthan, ground water is polluted with high fluoride/TDS and harmful pathogens and brackish in taste and not fit for drinking. In order to address this concern in its own way, Cairn India in partnership with Tata Projects, jointly with PHED and Panchayat initiated “JEEWAN AMRIT PROJECT”, needy villages of District Barmer, Rajasthan. This Financial Year, Jeewan Amrit Project had proposed to Install 12 RO Plants in the Villages in Barmer district of Rajasthan.

2. Background : People in the Rajasthan rely heavily on ground water to meet their basic water needs. As a result, the district witnesses the large nos. of water borne diseases i.e. Dental Fluorosis, Joint pain, Knee pain, etc caused due to the presence of high volume of fluoride in their drinking water.

3. About the Project : Dhara Sansthan jointly with Cairn India, Tata Projects and with the support of PHED has installed 9 nos. of Reverse Osmosis Plants in nine different locations of Gudamalani and Baitu Block of Barmer District, as given below. 2/9 RO Plants will be shifted to new Villages in future. The other (2) two RO plants in Akdara and Baitu Bhopji will start up shortly. (1) One RO Plant in Rawatsar will also start by April 14 as the new bore well is ready and it has to be plumbed through the existing PHED pipeline, which will be done by the 2nd week of April 2014. These plants are mostly installed in Cairn Intervention areas with an objective to provide access to clean potable drinking water to the village community through a sustainable community entrepreneurship model. The raw water source is from PHED water supply ranging from 300 ppm to 4800 ppm, which further gets processed into product water of TDS ranging between 60 to 80 ppm, respectively. Aim: As a part of the solution, Cairn India along with its partners is in process of establishing RO stations with an aim to provide access of clean drinking water to the villagers through a sustainable model of self ownership. Objective: To foster the need and recovery of the residents affected by the brackish water containing fluoride.


4. Methodology :

4.1. Input Strategy:

How do we select the site for RO Plants? Before initiating a project, the surveyor team selects the potential villages on the basic of the set criteria. If the village fulfills all the line items of the set criteria, than we seat with the concern Sarpanch to discuss the matter in detail, followed by kick off meeting with the villagers. We help village form their committee unbaisely. The Village Selection Criteria: The Village shall be within the Cairn Intervention area. The main source of water is Phed supplied brackish having TDS above 1000ppm. At least 50% community is consuming brackish water. There should be no competitor within the Village. The Village must be a compact Village with no Dhanis, consisting of minimum 250 families or 1250

population. The Village has got regular water supply from Phed. Demand driven from Community. The Village/ Phed provide us a centrally located space to construct prefab room for RO Plant. The Village must ensure minimum 100 water cards, before the start of the plant.

The Panchayat / Sarpanch: Identify and allot Panchayat land for establishment of RO plant, support role of getting access to

electricity from electricity board and raw water from PHED.

Especially in last four RO Plants, in Bhimda, Sawau, Bhopji and Akdara, we have adopted a policy to

involve some leverage from the Panchayat in form of tile fitted Platform.

Accordingly, Tata Project designs the machine on the basis of the water test report. The Tata Projects has signed a contract with Cairn India to supply them these RO plants at no profit no loss basis. Tata sends their Contractor & technicians to install the prefab room & machine respectively and make it ready for usage.

The Committee / Samiti:

Before the actual formation of the village Committee, we identify capable people from almost all

the caste & tribes from the concern village and this process is done through environment

building meetings, where we let them know our aim & objective and accordingly filter in the right

people.

The Actual Committee is formed under the

supervision of the Project Manager, CEO

Dhara and other staff from Dhara to see that

the committee members are fair enough to

lead out their respective role and sustain the

project accordingly. The Posted Village

Sarpanches are mostly appointed as a

caretaker / guardian of the Committee to see

that things are followed as per set Bye Laws.

Social Mobilization:

Dhara Sansthan main role is to create and bring in awareness amongst people regarding safe drinking water and make them aware about the harmful effects of drinking fluoride content brackish water. Sl Village Description

1 Gudamalani (20th April 13 to 31st Mar 13)

This financial year Gudamalani RO Station stood 2nd

as per the monthly & annual sales ranking and it is performing very well above the breakeven point. The total revenue (gross profit) generated till March 2014, is 201918 INR. This is one of the best RO Plant in terms of social market where we are covering approx 500 families. The best thing about this plant is that we are supplying water @ 5 INR, delivery on site. There are two private RO plants existed for years and now they are having hard time to compete with Cairn India’s RO plant. Recently they had to drop their price to 10 INR. But in summer, there is a slight threat of sale dropping down due to non availability of chilled water.

2 Bhakharpura (20th April 13)

The Bhakarpura RO Station stood 7th position as per the monthly sales ranking

and performing quite below the set average. The total revenue (gross profit) generated till March 2014, is 66,675 INR. There is a gradual dip in the sale as one of the buyer company moved out. I suggest we had to set up Kios within 3-4 adjoining villages, which will help increase the water sale @ 5 INR minimum.

3 Adel (15th May 13)

The ADEL plant is non operational since Aug 13 and now we have decided to move this to Hemaguda Village.

4 Koshlu (14th May 13)

The KOSHLU plant is non operational since 24 Oct 2014 and now we have decided to move this to plant to Harsani Pattak.

5 Jogasar (25th Aug 13)

The Jogasar RO Station as usual stood 1st as per the monthly and annual sales

ranking as it is performing above the limits. The total revenue (gross profit) generated till March 2014 is 10, 10, 615 INR. The sale is constantly increasing as we are approaching towards summer season. Which indicate excellent sales indicators? It is high time, that we had to seat with the concern water committee and discuss about the Value Addition in terms of adding chiller plant on this plant.

6 Bhadka (9

th Sept 13)

The Bhadka RO Station stood 4th in monthly sales ranking. The total revenue

(gross profit) generated till March 2014 is 1, 07,260 INR. There is a slight rise in the sale this month as we have added more people.

7 Kawas (5th Feb 14)

The Kawas stood 3rd

as per the monthly sales ranking and the total revenue collected till March 2014 is 21300 INR. This indicates that the sale is improving gradually and will still rise up as summer is approaching.

Bhimda (14th Feb 14)

The Bhimda stood 6th as per the monthly sales ranking and the total revenue

generated till March 2014 is 5320 INR. This is quite below the breakeven point but there are more opportunity to increase the sale in adjoining village of Batadu.

Sawau Padam Singh (28th Feb 14)

The Sawau Padam Singh, stood 7th as per the monthly sales ranking and the

total revenue generated till March 2014 is 4220 INR. But as summer is approaching the sales will surely increase.

The Machine produces 1000 lit per hour and the good thing about this machine is, it has a capacity to reject 99% total dissolved salts (TDS) from the RAW water; which is very rare in other RO machines in market.

How do we market / sale our water? A) Direct / Automated RO Plant with ATW System:

The families are encouraged to take water smart card, which access to take the 20 Ltrs of water / swipe, it works 30 times and after that one has to recharge like mobile recharge through the RO operator and operate / take the water. B). Salesman:

The salesman are encouraged to take water can @ 5 INR from the RO plants and directly make the home delivery charging additional amount 5 INR / can, which make it 10 INR delivery at home site.

RO Plant Operational Cost: The annual maintenance cost of an RO Plant is min 1.8 lakhs. Which means 15000 INR . monthly or 500 INR / Daily. In order to maintain the breakeven point, the minimum sales required are 100 cans / daily. Any income above the breakeven point can be used for either plant up gradation or village development work, which may be decided by the committee under 80% voting. 3000 INR for Electricity and Water Charges.

Usage of waste water? As per the norms, 45% is what we get in form of product water and 55% goes as reject water. But we have come up with several new techniques to make full usage of waste water too.

4.3. Outcome:

Especially in Gudamalani, where we installed our first RO plant in April 2013, we could trace excellent outcome in terms of health factors. When we interviewed few of the community people, we were surprised to see that people are getting relieve from their joint pain (esp. under 40 age), good appetite, dropping of visits to doctors, energetic, etc. Case Study 1:

When I use to consume fluoride consisting brackish water, I

had hard time to get out of my bed at 5 am due to joint pain

and gastric problem. I use to feel weak and use to take rest

in between the day time. Since I started using RO potable

water, I feel more comfortable when I get out of my bed and

no joint pain and gastric problem and infact feel more

energetic and require no break during the day time. Case Study 2:

Profession: Worker in textile industries in Balotra.

Earlier, when we use to consume fluoride consisting brackish

water, our family members use to make more frequent visits

to doctor. Since we started consuming the RO potable water,

our visit to doctor is almost nil. In additional to this, now we

could able to quench our thirst well and our appetite

increased. We will always like to continue using this water as

it is good for our health.

4.4. Sustainability:

Since the water Committee are the backbone of the whole project, so; we are in a process of strengthening it or reforming in the first four sites, i.e. Gudamalani, Bhakharpura, Bhadka and Jogasar. In the new recently inaugurated RO sites, we are very careful in the process of selecting right people into the water committees. Beside this, we are also in a process of building capacity of the committee, through frequent meetings, transparency, involving them in decision making, etc. With this, we are very much sure that once the water committees are streamlined than we can ensure 100% sustainability of the each RO sites, respectively.

4.5. Leverage:

In the earlier plant setup, the total expense was born by the funding agency, Cairn India but in the last four RO Projects setup, we decided to take leverage in form of platform construction, from the Panchayat with an objective to create sense of ownership amongst the Panchayat and the Committee. Below given is the list of the four RO set up who contributed their portion of leverage, i.e. Bhimda, Akdara, Sawau Padam Singh and Baitu Bhopji.

To make this project a DEMAND DRIVEN, we made the

concern Sarpanches to contribute in foundation

construction. This will help us bring in more work

ownership.

4.6. Lesson Learned:

Always follow set criteria during the selection of new site. Take enough time to select good water committee as it is the back bone of the whole management

system and good committee will ensure project sustainability. In average size / big villages, provision for home delivery is required and otherwise we cannot expect

the entire community to come and draw water from the RO plant. . Control on water price @ 5 INR jar cane is the best price in terms of social market.

4.7. Challenges:

Difficult to transport the water in dhanis and small villages. Difficult to manage the water price @ INR 5 /can with transportation in adjoining villages within the

radius of 5 kms.

One option is to set up several Kios of 5000 lits in nearby villages and fill that up in one go

and this will help control the price of transportation.

Drawback: It is time consuming as the Sarpanches have to take prior permission

6. Media Coverage: This financial year, local and state level media has been very useful in spreading out the awareness within and outside of our working area. As a result, while travelling outside of Barmer, perhaps within whole Rajasthan state. I have seen people talking about RO plants set up by Cairn. It is the media who is equally contributing in spreading out the message of safe and potable water. Below attached are few of the media clippings for your review.
