EXECUTIVE SUMMARY

This report presents a summary and analysis of results

accomplished at Monitoring & Evaluation Cell, Planning &

Development Department, Government of Sindh during

fiscal year 2015-16. It emphasizes the findings and

conclusions that have been compiled from various

monitoring activities and data sources. Most of the data is

gathered from our online File Management System (FilMS), Schemes Portfolio

Management & Evaluation System (PMES) and financial data from the Finance

Department.

Monitoring and evaluation are important management tools to track progress and

proactively facilitate decision making. While some agencies require certain type of

evaluative process, the greatest beneficiaries of an evaluation can be the community of

people with whom this organization works. Based on our input from close examination of

the works, the Administrative Departments can rectify or modify the designs and activities

for more effective, efficient and better results for the community.

Monitoring & Evaluation Cell, Planning & Development Department, Government of Sindh,

after executing a project from 2010 to 2015 for it’s Strengthening, in which highly skill

workers were inducted from the open-market, is now working with the World Bank to

support the implementation of economic reforms initiative under IDA Credit 5584-PK for

the development of ADP Progress Monitoring Dashboard.

This year, 85% of the ADP allocated funds were released, out of which 82% were utilised

(expenditure). Today, as a result of our field monitoring, there has been a departmental

response factor of 34%, besides a drop in the percentage of unsatisfactory schemes from

42% in 2013-14 to 29% in FY 2015-16, which is visibly a positive impact of our efforts and

the policy decisions.

Planning & Development Department,

Government of Sindh manages the

development portfolio of the province.

The volume of schemes and budget has

increased tremendously during last few

years to meet the infrastructure and

service delivery requirements of the

province. In addition to being responsible

for advising the government of

development policy and planning which

includes scrutiny, approval and

sustainability of development schemes;

an important aspect of its functions

includes life cycle of monitoring and

evaluation of development programs and

projects, through Monitoring and

Evaluation Cell, to ensure timely progress

and completion to the satisfaction of

target population, public at large and

Provincial Government.

It indeed gives me a great pleasure and a

sense of pride that Monitoring and

Evaluation Cell of Planning &

Development has put together a

comprehensive document on its

endeavours during the year 2013-14.

This document / report not only succinctly

presents data and achievements of

various development projects but can

also prove to be a great support to

decision makers in evaluation of efficacy

of the project(s) via a vis fulfilment of

overall development objectives for the

province.

I congratulate the Monitoring &

Evaluation Cell for this timely

accomplishment and hope that this

report will be a precursor of even bigger

MR. SYED IMTIAZ ALI SHAH

I am honoured to present the 3nd

Annual Report for 2015-16 to record

the activities and performance of the

Monitoring & Evaluation Cell. MEC is

proud to be assisting the Planning &

Development Department in pursuing

its goals, of precise service delivery in

public works, by keeping a vigilant

watch on development schemes.

The field Monitoring Reports of MEC,

which acts as a third party monitoring

agency, contributes towards the

transparency & accountability of the

executing agencies and administrative

departments, in carrying out Public

Works.

Quality in public works demand strict

monitoring, quick reporting and

prompt reaction. With highest level of

efficiency in place through the use of

innovative IT systems, MEC is able to

keep the concerned authorities up-to-

date with its online systems containing

all the vital information. Today, MEC

acts with high efficiency through its

paperless environment. It uses the

modern technology to collect

monitoring data through an online

automated web-based workflow

automation system, FilMS (File

Management System), which connects

our offices at Karachi, Hyderabad and

Sukkur and helps the stakeholders in

taking quick and informed decisions.

From the regular field monitoring visits

to the development of creative IT

systems for facilitating easier, quicker

and more accurate reporting, MEC is

dispensing efficient and improved

basis for taking prompt decisions.

MEC’s evidence-based reports have

brought immediate attention to

resolve bottlenecks/issues and

highlight schemes where the quality of

work and physical progress is not

satisfactory.

We are focused on the implementation

of our growth strategy while continuing

to build the strength and capacity of

MEC. I anticipate the output and

outcome of MEC activities to become

a model of excellence in service

delivery.

HISTORY OF MEC

M&E Cell was established in 1985

Total Development Outlay in 1985 was Rs. 1.533 billion

Total strength of Cell in 1985: 29 including 8 officers

“Strengthening of M&E Cell including outsourcing of

third party monitoring” completed, 2010-2015, and

transferred from development to non-development

through PC-IV

The M&E Cell deals with the following subjects:

3. Identifying bottlenecks in financial and physical

progress of schemes included in the ADP

4. Preparing annual review document of ADP

5. Preparing working papers for the provincial cabinet on the review of ADP on

monthly/quarterly basis

6. Scrutiny & compilation of Monthly Progress Reports of ADP received from

Administrative Departments and District Governments

7. Coordination of federally funded projects

8. Compilation of monthly progress reports & review of federally funded projects

executed by Government of Sindh

9. Coordination of President and Prime Minister directives

10. Review of President’s directives pertaining to development

11. Coordination and review of Chief Minister’s directive.

THIRD PARTY MONITORING (TPM)

Sindh Cabinet taking initiate in its meeting held on 16-06-2008 to improve quality of

construction, monitoring of projects by the Planning & Development Department is

important requirement. In order to seek un-biased report, Third Part Monitoring (TPM) of

the projects has become necessary.

Year wise 1% Amount for Third Party Monitoring, for every development scheme, is being

deposited into National Bank of Pakistan Account for the year 2008-09 to 2015-16. Below

is the amount recovered so far.

SECTOR ANALYSIS FROM FIELD MONITORING

ROADS

Use of oversize & unsuitable stone in sub base & base

Test regime is totally missing including Field Density tests and Soil classification

tests etc.

Compaction of earth work not being carried out as per specifications

meagre allocation on some schemes which take years to complete

Camber Control is missing; no use of camber plates at execution level

Berms/shoulders are not properly dressed and compacted

Uneven road top with undulations at certain places (Road Grade not controlled

properly)

Improper control of super elevation at curves

Use of poor quality bricks for road edging

Concrete ratio less than specification in top slab of culverts

Improper concrete cover to steel in concretion operations

Lack of supervision was observed in execution work

Engagement of more than one contractor on a single project.

IRRIGATION (WATER & DRAINAGE)

Test Regime is totally missing in the works. No tests reports were available at site

at all places.

The backfilling is not being properly carried out along retaining walls.

Suitability of material for embankment raising is not taken care of. No soil

classification of the material is carried out from any reputable laboratory.

It was found that sides of canals/minor/distributaries were not correctly dressed &

sloped at both sides.

Gaps / spaces in stone pitching works were not filled with specified cement mortar.

Damaged stone pitching work was found at most of the places.

In the stone work the size of stones was not as per specification & at most of the

places the oversize stone was used. Quality of stones not up to mark.

CC coping work was not found at most of stone pitching works.

In most of the cases quality of plaster work was poor.

Most culverts had no parapet walls.

Quality of shuttering including props should be improved

Spacing of Reinforcement Steel & user of Spacer Blocks to be ensured

Deployment of engineering staff with contractors as per Pakistan Engineering

Council By-laws

Multiple contracts for small portion of work should be avoided

PUBLIC HEALTH AND ENGINEERING (PHED)

The main reason for non-functionality of PHED schemes is non-provision of electric

connection/energization of the schemes

The engineers lack the knowledge of the new methodology of working on M.S. Pipe

and P.E pipes

The waste water is generally disposed in to the nearby river and canals without

treatment at the oxidation ponds

Sand blasting is not done for removal of rust from the pipes

Wrapping & Coating of pipes is not properly done

Welding /Jointing is done by the unskilled workers

Sand Cushion to pipes was not provided at the bottom & side for the protection of

thrust created by the water pressure

Pressure testing not done of M.S. pipe & P.E pipe for checking the leakages in the joints

and the pipe buried in the soil

Oxidation ponds are not constructed at some places for natural treatment of water

Invert levels and gradient is not being properly maintained with the result that water

remains stagnant in most of the drains

Low quality CC in streets is being done with improper cement concrete ratio & improper

thickness.

BUILDINGS

Test regime is totally missing in Building work also. Tests like slump test, gradation of fine

& coarse aggregates, cube crushing test, steel tests (yield & tensile strength) & soil

test (classification of soil) are not carried out in most of the cases

Pakistan Engineering Council (PEC) bylaws require deployment of Project Engineers

by the contractors. This requirement is being totally ignored

Honey combing visible in many structures which shows improper mixing and

placement of concrete (No concrete mix design is prepared even in heavy

concreting work)

Purchase of steel was generally being made locally having no recognized brand

name. The use of under gauge steel was observed in some projects

Appropriate attention is not being paid for quality of shuttering, use of spacer blocks

for proper concrete cover and placement of reinforcement steel in structural

members

Quality of bricks and concrete blocks was not up to the mark.

The compaction of the earth filling inside plinth is not taken care of.

Lack of supervision was observed in execution work by the XEN concerned.

EDUCATION

Poor survey for need for establishment of a school in terms of enrolment

Duplication of schools in some areas as source of funding varies i.e. from federal,

Provincial, district or other source

Misuse of school buildings in villages especially used as autaqs, store rooms, cattle

farms, grain go-downs, used marriage venue, at one place in Shikarpur a school

was being used as a police station building

The purchasing of Revenue component is centralized and barely any data is given

at district level since at local level there is very little knowledge concerning

purchasing of revenue component

HEALTH

Overall quality of work is as it is in building sector

The health officials have very little knowledge on how to operate the latest & costly

machines

The machines are purchased & not installed at most of the places & kept in packing

for years

Temperature control maintenance is very poor due to which the vaccines & other

drugs lose efficacy

Duplication of Revenue component as no-one knows from which source the

purchasing has been made i.e. Federal, Provincial, Donor Agency or NGO (no

tagging of source is done for purpose of identification)

Rarely the procurement procedure for revenue component is shared with field

teams.

AGRICULTURE & FOREST, LIVESTOCK & FISHERIES AND

WOMEN DEVELOPMENT DEPARTMENT

The issues in the building work are the same as previously mentioned

The utilization of Revenue component is the biggest issue of these departments

A centralized purchasing system has been observed in most of the schemes. The

regional offices are without financial powers to run their offices smoothly

Limited coordination by these departments with MEC team

Delay in providing PC-I and Static Data related to scheme

In Sindh-Based Schemes, District-wise financial bifurcation is not provided

Mostly Sindh based schemes are operated and controlled by the head offices at

Hyderabad & local offices have little knowledge about the schemes.

RECENT DECISIONS

Some of the important decisions recently taken include:

Funds released by Finance Dept. t to be based on the recommendation by MEC.

Inspection Book to be maintained by the Executing Agencies.

Publication of MEC Annual Report to be a regular activity.

Schemes which are reported as Unsatisfactory by MEC and

subsequently there is non-compliance, will be referred to

anti-corruption agencies for necessary action.

Provincial ADP Scheme #1730 “Support for Implementation of World Bank Reforms

(under T.A.) to enhance capacity of M&E Cell in P&D, Govt. of Sindh” is in

implementation phase.

Provincial ADP Scheme #1728 “Establishment of Regional Offices of MEC at

Karachi & Larkana” for construction of Hyderabad and Larkana Buildings is in

implementation phase.

Provincial ADP Scheme #1733 “Construction of Regional Office of MEC, P&D

Department at Hyderabad & Sukkur” included in ADP 2016-17 to strengthen M&E.

DEDUCTIONS FROM TECHNICAL ANALYSIS

1. Over the last 4 years, while there has been a

decrease in the total financial

allocation/budget, for the ADP, from

161bn to 142bn, an increase in the

releases, from 50.23% to 80.23%, is

observed

2. While the number of total ADP schemes

have decreased from 2,611 to 2,352,

and new schemes from 1,323 to 590, the

weight of on-going schemes has increased from 1288 in FY 2012-13 to 1762 in FY

2015-16

3. The highest total cost of schemes was of the Irrigation Department at Rs.

119,923.625 million followed by the Works & Services Department at Rs.

111,941.050 million

4. Over half (55%) of the ADP 2015-16 comprised of schemes worth Rs. 1 billion and

above

5. Highest total cost of schemes was of Irrigation and Works & Services Department

6. Works & Services, Health, Education & Literacy and Local Government Department

were found to have the highest number of unsatisfactory schemes as reported from

field monitoring by MEC

7. Lowest level of compliance was done by Irrigation (Water & Drainage), Public Health

Engineering and Forest, Wildlife & CDA departments

8. Of the schemes that were visited by the MEC, during the FY 2015-16, 45% were

found to be satisfactory, 25% to be average while 30% of the schemes were

unsatisfactory

9. Over the last 5 years the average cost of a development scheme increased by 26%

from Rs. 269m in 2012-13 to 340m in 2015-16

10. Worst level of compliance against unsatisfactory reported schemes was observed

in district Sanghar and Kashmore

11. In the financial year 2015-16, MEC monitored 786 district ADP schemes, and

reports were sent to the concerned Administrative departments for compliance,

where as MEC only received 157 replies from various departments. The avg.

compliance level was 20% against observations reported from field visits.
