Beginning of the Organization:

Jai Prakash Narayanji led the student’s movement of 1974 in Bihar, which brought a

historical change in the state. This was the struggle of democracy versus

dictatorship. In 1977 people voted for democracy and the government changed.

During this movement Mr. Kumar joined non political organization ‘Chhatra Yuva

Sangharsh Vahini’ founded by Jai Prakash Narayanji in January 1975. Mr. Prabhat

Kumar led the students at regional level. After this movement reached its logical

conclusion Mr. Kumar decided not to join active politics rather fight for the human

rights and fulfillment of basic needs of the community. He joined the peaceful land

liberation movement at Bodhgaya as a state convener. He succeeded in ensuring

women’s land rights. He along with his fellows of this movement decided to work for

the rights of general people on land, water and forest. He headed Peoples Union for

Civil Liberties (PUCL) founded by Jai Prakash Narayan as its Vice-President and

General Secretary.

During this time he started a water literacy program in Dhanband on the issue of

water pollution of Damodar River under the banner of Chhotanagpur Kissan Vikas

Sangh. In course of his working Mr. Kumar understood that true development is a

multi facet affair. Thus he decided to work for integrated development. As a result of

this he along with his fellows decided to register an organization for promotion of

sustainable development in an integrated manner and Kissan Vikas Trust (KVT)

came into existence in 1997. KVT also find its traces from Chhotanagpur Kissan

Vikas Sangh. The issue of Damodar River was initiated by Chhotanagpur Kissan

Vikas Sangh, where present Managing Trustee of KVT was working as an advisor.

After its registration KVT started working with the most deprived, downtrodden,

marginalized section of the society. It’s a fact that KVT has its limitations in

development work but organization believes that it will earn support from all for its

initiatives.

1. EDUCATION

Education is the basic need for the all round development of the rural areas. KVT has

identified many obstacles which prohibit children from going to school and their

retention at school i.e. communication gap between teachers and students,

unpleasant teaching style and environment, engagement of children in household

work or child labor, absence of entertainment etc. KVT decided to intervene for the

better educational environment for children in school, their all round development,

and retention of children in school and to create an enabling environment in school

through teacher-student dialogue.

The focus of the education program has been to internalize the value of education by

all the stakeholders of education delivery process so that they gradually get involved

in the education process leaving any work that the child is engaged in. For achieving

this dream KVT worked strategically in the targeted villages of Khagaria district of

Bihar. Below we are mentioning some highlights of this effort.

a. Repairing of School Infrastructures:

In the aftermath of devastated Koshi Flood, educational environment affected in a

big way as many of the school building were damaged due to flood water. If it was

not washed away, it remained in a dilapidated condition. The basic sanitation and

drinking water facility of the school were also damaged due to this. Thus students

are forced to attend classes in the open space and mid day meals are also being

cooked in the open space, which is not at all hygienic. As a result of this there is a

steep decline in the students’ attendance and increase in drop out rate. Seeing this

KVT planned to rebuild the basic infrastructures of Govt. Primary School of 10 flood

affected villages of Khagaria District of Bihar. Infrastructures includes repair and

reconstruction of school building, repairment of existing latrine as well as

construction of separate latrine for girls, provision of safe drinking water through

installation of deep boring (100 feet) and high raised hand pumps. Save the

Children (SCF) supported in this effort. Main objective of this effort was to rebuild

the school infrastructure as well as promote Child Friendly School through creation

of some model schools.

In the implementation KVT ensured the participation of different stakeholders’ like-

VEC (Village Education Committee), Child Protection Committee (CPC), District

Education Officer (DEO), Block Education Officer (BEO), and members of

Panchayati Raj Institution (PRI) in the planning, execution and monitoring of the

above mentioned program.

b. Reviving educational environment in the village:

Khosi flood affected the educational environment very badly. The dropout rate

increased in a high percentage. Most of the parents forced their children to go for

earning (child Labour) instead

of school as their economic

condition hindered due to

flood. In this backdrop after

working on the KVT planned to

conduct a Back to School

Campaign in the 20 villages of

Khagaria district of Bihar. The

main objectives of this

campaign were to restart the

enrollment of drop out children

and to change the mindset of

the parents towards the education. Different types of educational slogans being used

in the campaign for the motivation of the villagers. The members of Children Group

(Bal Panchayat), Child Protection Committee, members of Panchayati Raj Institution

(PRI), members of Women’s Group (SHG) and the other school going children

actively took part in this campaign.

In the second phase of this campaign was termed as “Sankalp Sabha” where all the

stakeholders of school (parents, teachers, villagers, CFS members & students) took

the oath towards cent percent enrollment and retention of students in the school. As

a result of this rigorous exercise education perception towards education has

changed little bit which can be observed by looking at the enrollment and retention

rate in those areas. Save the Children (SCF) supported KVT in this effort.

c. Rebuilding Educational Set up in the flood affected schools:

In addition to the repairing of school building, renovation of toilets & installation of

hand pump, KVT also supported 43 primary & middle schools of Khagaria, Mansi

and Alouli block of Khagaria district. This school kit contains essentials Teaching

Learning Materials (TLM) like- Green Board (3 in each school), wall clock (3 in

each school), Glob,

educational calendar,

Geographical map, A4 sized

paper (8 Packets each

school), First Aid Box,

Bucket, Dari, Sketch Pen &

Suggestion box. This has

helped in deed in bringing

back the educational

atmosphere of the schools,

where flood has damaged

almost every thing. Selection of school was done on the basis of the degree of

damages due to flood. This 41 school includes 10 schools where KVT has

worked on the infrastructure development.

But only giving TLM to school will not serve the purpose as the students of those

schools also lost their all educational materials in the devastated Koshi Flood.

Thus KVT supported in bringing back the smile to the face of these ill-fated

students by distributing educational kit composed of pencil, pen, note book, color

pencil, eraser, scale, water bottle umbrella and school bag. In total 5500 students

d. Child Friendly Space (CFS) The objective behind the creation of child friendly

space was to provide Psycho Social support and emergency schooling facility for

the flood affected children. Generally majority of the children in any disaster get

traumatized due to insecurity which directly affect their psycho-social

development. Thus KVT planned to develop Child Friendly Space (CFS) where

affected children would get a secure place for different types of recreational and

educational activities. According to this plan KVT established the CFS in 50

villages of Khagaria district at Bihar immediately after the 2007 flood which now

running as activity centers. In the CFS all sorts of indoor and outdoor playing

materials, black board, drawing materials, first aid kit etc were distributed. As an

effect of this effort the psycho-social disturbances in the minds of the children

diminished, unity among the children increased and discrimination among them

also got reduced to a great extent.

2. CHILD PROTECTION

Child Rights are fundamental freedoms and the inherent rights of all human beings

below the age of 18. These rights apply to every child, irrespective of the child's,

parent's / legal guardian's race, colour, sex, creed or other status.

Right through history, children have been abused and exploited. They suffer from

hunger and homelessness; work in harmful conditions, high infant mortality, and

deficient health care and limited opportunities for basic education. A child need not

live such a life. Childhood can and must be preserved. Children have the right to

survive, develop, be protected and participate in decisions that impact their lives.

KVT since inception pledged to work for this vulnerable section. Bihar is one of the

states where Child Rights are grossly violated. This is because some time people are

not aware, sometimes there are lacunas on the part of administration’s accountability

to bring child in the center of developmental effort. In the aftermath of Koshi Flood, in

the working area of KVT, Child Trafficking and Child Labour problems increased

many fold. There was no such great effort by the Govt. in the ground level to curb

such problems. Seeing that, KVT designed a systematic and strategic approach of

development programming in the ground level to sensitize society about the ill-effect

of child rights violation and to develop public support base in the village level to wipe

out child rights violation. KVT understood that it is not possible to change the

scenario completely with in small time. But KVT is confident that in this effort will

definitely take a good shape in long run. KVT got support in this venture from its

donors, who guided KVT in fine tuning its effort as well as making provision for

financial support. Below we are mentioning the glimpses of KVT’s effort to make a

child friendly society.

a. Children Groups Formation (Bal Panchyat):-

Bal Panchayat is a collective group, composed of children irrespective of caste race

and religion. It is formed by the children, for the children and with the children through

which they can raise their voice against child exploitation, child labour, child abuse &

child marriage and also they can demand for the protection of their rights and

security in their own family, community, society. Another aim of this effort is to make

them aware about the procedure for democratic system which would definitely help

them to become a responsible citizen of the largest democratic country of this earth.

In the year 2008-09 KVT has

established Children Groups

in the 40 villages of Khagaria

districts. 10 groups in

Dhanbad of Jharkhand state

and 5 groups in Baraahatti

block of Gaya. All the children

of the targeted village within

the age group of 10 to 14

years became the members

of the group. 12 children were elected by the members as a representative of the

group in each village. KVT provide different types of capacity development training

programs and awareness generation programs related to Child Rights to these

representatives. These representatives play the role to generate the knowledge

among other members and in their own community. This has helped KVT in the

social mobilization at the village level for the protection of Child Rights.

                                                                        Case Study

Village‐ Chiyadha District‐ Khagaria Thirteen  years  old  Khusboo was  elected  as  a  Shiksha Mantri  at  Chiyadha  Bal Panchyat.  One day her parents forced her to get married with a man of 35 years old.  Khusboo  through  Bal  Panchayet  activity  got  aware  about  the  ill  effect  of Child  Marriage  and  now  her  own  family  member  is  forcing  her  for  Child Marriage.  Thus  she  took  the  courage  to  fight  it  out with  the  help  of  other  Bal Panchayet members. She along with Bal Panchayet members started a campaign against her marriage. This was informed to KVT at Patna office. KVT along with community mobilizer and CPC members met with Khusboo’s parents. Through discussion  they  tried  to convince her parents on  the  ill effect of Child Marriage and  stop  the  ensuing marriage  of  Khusboo.  The  entire  effort went  to  vein  as khusboo’s  parents  were  not  agreed  to  cancel  the  marriage.  At  the  end  Bal Panchyet decided to solve the matter through Gandhigiri. All the members of Bal Panchyet  requested  khusboo’s  parents  to  stop  the marriage  and  also  protested through a silent march  in  the  locality. At  the end khusboo’s parents agreed and canceled the marriage. This was a great achievement for Bal Panchyet where not only Khusboo but other girls also got the motivation to fight against Child marriage.

b. Astitava Centre (Girl to girl education):-

The main objective behind

Astitava centre is to provide

education to those girls who

are unable to attend school

due to any shorts of physical

or mental problems or due to

their poor economic condition.

In this centre generally girls’

students plays the main role to

provide education to other

needy girls. Astitave centre

also plays the role to discover the hidden potentiality among the students. Bal

Panchyat has established two Astitave centre in Bachota village of Khagaria district

where girls to girls education is running successfully. KVT provided support to Bal

Panchyet in this effort.

c. Child Protection Committee:-  In continuation to the Bal-Panchayat, KVT felt the need to constitute a body in the

village level which will work as a statutory authority in the village level for the

protection of Child Rights. Thus Child Protection committee was formed. Child

Protection Committee (CPC) is a collective group of 12 members which comprises of

6 male, 3 female and 3 children. In all 20 targeted villages of Khagaria district this

CPC was formed. KVT trained these groups in different issues related to child

protection as well as provide training on emergency safety measures during flood,

safe evacuation of children, aged, disabled during natural disasters. The duties of

this group were to work as a watch-dog body for the child protection as well as train

other fellow villagers on these issues. This is really a successful venture as after the

formation of CPC Child Rights violation has decreased in the targeted villages as well

as children came in the forefront of local developmental effort which was earlier non-

existent.

d. Child Rights Mapping:-

Child Rights Mapping is a exercise through which community will aware about the

risk and safe area of their own village especially during any natural disaster as well

as they will be informed about different social problems affecting children like Child

Marriage, Child Labor, Child Trafficking, Child Abuse and Child Exploitation which

are existing in their society. This helps in building community participation against

these vices of the society. KVT organized Child Rights mapping exercise in all 20

targeted villages of Khagaria District at Bihar.

The participants of Child right mapping are thirty five adult, twenty five children, one

member of Panchayati Raj Institution (PRI), One teacher of respective village, one

Aganwadi Sevika, One health worker, Members of Child Protection committee

(CPC).

e. Training of village level Children Groups:- KVT organized a seven days training program for the members of Children Groups

on the topic of Disaster Preparedness, First Aid, Child Protection, Mock Drill and

Disaster mapping to identify potential hazards and resources in the 10 selected

villages of Khagaria District. The participants were 12 members of Child Group from

each village.

KVT organized a two days capacity development program for the Bal Panchayat

members of 20 targeted villages of Khagaria District. The objectives of this program

were to build capacity of the children through Decision Making process and

development of leadership quality in the issues of Child rights and Child Protection.

KVT developed the training module with the support of Save the Children. In addition

to that 20 volunteers,

Project Coordinator and

field coordinator of KVT and

the partner NGO Samata

Gram Seva Sanstha

(SGSS) also participated in

the program.

g. Bal Surakhya

Rath:- Capacity development

cannot happen merely

through training and orientation programs. KVT established number of Community

Based Organizations (CBO) in the village level to sustain their effort in future. Thus

developing capacity of these CBOs was the biggest challenge for KVT. In this

direction KVT designed a very unique program where these CBOs would get

practical hands on exposure in managing programs. This initiative was termed as

Small Grant Project. Save the Children supported KVT in this experiment. As per the

plan it was decided that all the existing CBOs of the villages like CPC, VEC, SHG,

Bal-Panchayat, and PRI members would jointly plan a program on promotion of child

rights and child protection in their respective villages. They would also execute the

plan of their own with out any direct support of KVT. KVT would only help them in

financial aspect. CBOs will manage this fund of their own. The maximum limit of

budget would be Rs.10000/- per village. This initiative was launched by KVT in all 20

targeted villages. Every village planned and executed different activities in this

regard. The best small grant project was Bal Suraksha Rath, planned by Chaidha

Panchayat. It was basically a joint effort of 4 targeted villages that accumulated their

budgeted fund to implement the project. During the Dushere Festival this Bal

Suraksha Rath traveled through out Chaidha Panchayat area composed of villages

like Parmanandpur, Kamalpur, Rakho, Bhiryahi, Bissbitti, Santosh, Chowk-Mushari

etc. CPC members, Bal-Panchayat members & Bal Mitras of Chaidha Panchayat

were accompanying the Rath. They took active part in educating community people

through slogan, pamphlets, posters, banners, street plays etc against child labour,

child marriage, child trafficking & gender discrimination. This initiative became very

popular among the villagers.

h. Workshop on Child Protection:- KVT organized a workshop on Child Protection in Khagaria District. Total 50 opinion

leaders of 20 villages participated in the program. The main topic of the workshop is

based on prevention of

Child Trafficking and Child

labour.

i. District level Consultation:- The Program Coordinator

of Save the Children Mr.

Abhijeet Nirmal had

organized a District level

consultation at Khagaria

District of Bihar. The objective of the program was based on evaluation of different

activities done by KVT in Khagaria District in the presence of Child Protection

Committee, Bal Panchayat, Bal Mitras (Volunteers), and teachers of the flood

affected 20 villages. The outcome of the evaluation was very positive. KVT got the

appreciation for doing marvelous job for children as well as community in the flood

affected villages. It was shared by the participants that the enrollment rates increased

and drop out rate decreased after the repairing and construction work of school

building. Provision of latrine and drinking water facilities encouraged the girls for

schooling. Rebuilding educational set up encouraged both student and their parents

for schooling. Child marriage and Child labour has decreased because of different

awareness and training programs organized by KVT.

3. Disaster preparedness:

In the working area of KVT, flood is a common problem. The situation has more

aggravated after infamous Koshi flood. To face this sort of natural disaster there

should be sufficient preparedness in the grass root level. Thus KVT started a

systematic program which focuses mainly on the disaster preparedness in the

community level and minimize the loss during disaster. The whole program could

be divided into two part- developing Community Based Organization (CBOs) at the

village level and creation of a community assets & infrastructures needed for

facing disasters. The whole effort was supported by TDH- Germany.

Developing Community Based Organization (CBOs) at the village level:

KVT systematically planned disaster management set up as below—

a. Gram Nigrani samiti:-

The main functions of “Gram Nigrani Samiti” are time to time monitoring of overall

situation during flood, inspection during distribution of grain & other relief

materials, arrangement of sending ill and weak person to hospital, monitoring

proper distribution of Vitamin and other emergency medicines among the weak

people and taking the charge of security in the relief camp. There are all total 20

on the information to Apda Suchana Samiti before flood. They in turn pass on the

information of flood to the community through Dholak, Red flag, Bell, mobile, news

radio and alert the villagers to prepare or to leave for the safety places. During and

after flood they work as an information kiosk and keep close network with CDMC.

KVT formed 20 Apda Suchana Samiti, one in each village. Apda Suchana Samiti

consists of total 130 members in the 20 villages of Khagaria District.

e. Peya Jal Samiti:- During Khosi flood most of the hand pumps submerged in to flood water and

became non-functional. There was a crisis of safe drinking water. Thus KVT

formed 20 Peya Jal Samiti, one in each targeted villages of Khagaria district and

trained them on how to store drinking water in a safe way during flood. KVT also

provided them training on hand pump repairing. Each Peya Jal Samiti was

provided one tool-kit of hand pump repairing which makes them independent.

Children's Day in India is

celebrated on Pandit Nehruji's

birthday as a day of fun and

frolic, a celebration of

childhood, children and

Nehruji's love for them. As a

tribute to his love for children,

Nehruji's birthday is celebrated

all over India as 'Children’s

Day’. The day is marked with a

lot of activities for children. But

the fact remains that only a

section of the country’s children actually have an opportunity to celebrate their

existence. Schools organize events and activities that their students thoroughly

enjoy, but there is an entire population of young ones that are left ignored on this

special day – the downtrodden unprivileged children. KVT works with this

unprivileged section.

KVT organized a Bal- Adhiakar Mela on the occasion of Children day at Goushala

road of Khagaria district. There are 776 children of 70 villages along with the

voluntaries participated in this faire. On that day various type of cultural program like

dance, song, poem, painting and nukkad-natak were performed by the children. They

also made different painting and

slogans on a big canvas. Save

the Children Supported in this

effort.

• International Red Hand day:-

Red Hand Day, held on

February 12, is a universal

annual commemoration day

created to draw attention to the fate of children who are forced to serve as soldiers in

wars and armed conflicts. The aim of Red Hand Day is to call for action against this

practice, and support for children who suffer from this severe form of child abuse. The worldwide number of child soldiers is estimated to be between 250,000 and

300,000 (as of 2006), a third of whom are girls; however it is difficult to know the

correct number, as most of them are deployed in armed rebel groups.

Women’s Forum against Child Abuse celebrated this day to protest the use of child

as a soldier. The event was organised at J.D. Women’s College, Beily Road, Patna.

The event was organised by the members of Women’s Forum against Child abuse.

KVT celebrated this day on Khagaria District of Bihar. 125 students of Kambalpur

and 150 students of Kanalya

village participated on this day.

• International Women’s day Celebration:-

International Women's Day

(IWD) is marked on March 8

every year. It is a major day of

global celebration for the

economic, political and social

achievements of women. The

idea of having an international

women's day was first put forward at the turn of the 20th century amid rapid world

industrialization and economic expansion that led to protests over working conditions.

By urban legend, women from clothing and textile factories staged one such protest

on 8 March 1857 in New York City. The garment workers were protesting against

very poor working conditions and low wages. The protesters were attacked and

dispersed by police. These women established their first labor union in the same

month two years later.

On the occasion of Women’s Day Mahila Shakti Sangathan a unit of KVT organized

a women’s awareness rally on Khagaria District of Bihar. All total 514 women of 30

villages participated in this rally. The main issue of the rally was based on raising

voice against sexual harassment and domestic violence. On this occasion all the

participated women take the oath of organizing next one year campaign on the issue

of Promotion of girl’s education, Promotion of women’s employment and fight against

sexual harassment and Domestic violence.
