Kissan Vikas Trust (KVT) is a voluntary organization registered under charitable Trust Act.
KVT has been working at Khagaria, Siwan, Saharsa, Samastipur and Gaya districts of Bihar
and Dhanbad, Chatra, Deoghar, and Bokaro district of Jharkhand. KVT has been striving for the
betterment of the most deprived and marginalized sections of the society as its target group
since its inception. KVT‟s journey is 10 years long and during this time frame it has faced lots of
barriers and challenges. To overcome these barriers and challenges KVT has undertaken many
initiatives. The organization aims to empower the economically weaker & socially marginalized
sections of the society through their capacity building. KVT works with children, women,
handicapped people, poor & deprived section of the society to bring them to the mainstream of
development by ensuring their rights and dignity. Major areas of interest of the organization are
promotion of Child Rights & Child Protection, Empowerment of Women, Promotion of Self Help
Groups (SHGs), Adult Education, Primary & Non – Formal Education, Development of Basic
Health & Hygiene as well as awareness about HIV/AIDS and Employment Generation through
Vocational Training. The organization has been initiated by a group of individuals committed for
the development of rural communities under the guidance of Mr. Prabhat Kumar who has a long
experience in the field of development. The trust has started its initiatives in the areas of
Education, Health, Child Protection, and Disaster Preparedness.

Formation of Various Groups and Committees
Various groups and committees have been formed by our organization in the intervention
villages for successful running of the project like formation of Children Group (Bal Panchayat),
Child Protection Committee, Women Action Forum (WAF), Self Help Groups, and Kissan Club
etc.
Formation of Child Protection Committee Child Protection Committee has been formed by our organization in every project villages with
the support of Save the Children and TDH, Germany.
15 member‟s village level committees including 6 males, 6 females and 3 children are known as
Child Protection Committee (CPC). The role of CPC is to identify, monitor and respond to the
child protection & education issues in village and to build child friendly environment in their
village. Total 52 CPCs are functional in all the project villages of Khagaria and Beldaur.
Formation of Children Group (Bal Panchayat)
A total of 72 Children
Groups have been formed by
our organization in all the
project villages of Khagaria
and Beldaur. Children group
is well known as Bal
Panchayat. The role of Bal
Panchayat is to identify,
monitor and inform child protection issues with village level
committees for quick redressed to protect themselves and children in their village from any form
of exploitation and abuse. 15 children are elected as children representative in this group (10-14
years of age). All children above 6 years and below 17 years from the village are the member of
this group. All children groups representative has been trained on child rights and their
protection issues. The children groups‟ representative can now identify their protection issues
and have local referral system to address these issues in villages.

Many Programme running for children in Bal Panchayat. Earlier children were not actively
participated in programmes after joining Bal Panchayat children become more concern about
their education. Children used to perform skit play on child marriage, widow marriage, child
labor, child trafficking, gender discrimination etc. Every Bal Panchayat have its own President,
Vice – President, Secretary, Health Minister, Judiciary Minister, Environment Minister, Sports
Minister etc. Children used to conduct monthly meeting and discussed on many points
Women‟s‟ Action Forum
WAF is a women's rights
organization. It is supportive of
all aspects of women's rights
and related issues, irrespective
of political affiliations and belief
system. To make woman‟s
participation more effective it is
proposed to create Woman‟s
Action forum which will organize various educational and skill
training program for women towards their overall empowerment. It provided platform to the
women to identify their problems and exploring solution. Monthly meeting held in every month in
all the villages where Women Action Forum has formed women actively come forward in all
activities and attended meetings.
Kissan Vikas Trust organized „Mahila Shakti Sangathan‟(MSS) which is working actively and
is cooperating with NAREGA, Old age pension, Domestic Violence, Gramin Vikas etc. Mahila
Shakti Sangathan re formed in ten villages. Committee election has been held and President
and Secretary re-elected.
TDH and KVT working on women Empowerment and this effort were appreciated by Dainik
Jagran and they placed it in editorial and on state page.

Mahila Aakshar Mela - 7th and 8th March, Khagaria
Women assembly discussed on
women rights. On 7th of March a
“Mahila Aakshar Mela” was
organized and KVT was invited
by district administration over
there. KVT presented a skit play
named „jina isi ka naam hai‟.
Through this play we tried to
convey the massage to society about woman esteem. District Magistrate was there he
appreciated the performance. There was stall related to role of women during Disaster
Preparedness, Domestic Violence, Women Education, SHG, Fishery Culture, Grain Bank etc
was placed by KVT and got fourth prize for it.
RALLY - 8th March, Khagaria
On international women‟s day, a rally was organized by Mahila
Shakti Sangathan of Kissan Vikas Trust. Rally moved from
Goshala Road to Koshi College. More than 500 women from
25 villages participated in the rally. Prabhat Kumar (Managing
Trustee of KVT) had coordinated the rally. Women Disaster
Rescue Committee, Women of SHG, Women of Pay Jal
Samity, and Women of TBA enthuastically participated in the
rally. After rally all women raised the slogan for their awareness
like “We want equal opportunities, we want equal rights and we
want development to all” and “Nari Shakti Rastra Shakti, Nari ekta Rastra Ekta” and “Hum abla
nahi nari hain fool nahi chingari hain”.
Self Help Group (SHG)
SHG formed in all the 30 villages, including 15 women in each
group. At present a total of 67 SHGs groups are functional in the
30 project villages of Khagaria district. Account of almost all SHGs
is now opened in bank. Rs.50 collected from every member per

month. The amount collected is presently used by the members as loan for personal use as well
as for business purposes. Sometime the amount is given to the community also as a loan.
TBA Committee
Our organization formed TBA committee in 30 villages. From each village 2 women selected
and got trained in safe delivery during the time of disaster. Their basic requirement is during the
time of disaster.
Kissan Club
The main function of Kissan Club is to provide scientific and systematic knowledge to the
village farmers on proper cropping method before and after flood. KVT provided them different
training on alternative agriculture, seasonal agriculture, and knowledge about advance quality
rice grain which can be cultivated after flood. With help of training programme now they come to
know which cultivation are more advantages for the farmers before and after flood. Before flood
Pulses, Wheat, Pea, Makai, Bajra etc are cultivated by farmers because these are the short
term agriculture. The training enhanced the development of farmers and protected them from
miserable situation caused by disaster. KVT had established 30 Kissan Club in 30 villages of
Khagaria district. Meeting of Kissan Club held every month.
Training / Capacity Building Capacity building is defined as the "process of developing and strengthening the skills, instincts,
abilities, processes and resources that organizations and communities need to survive, adapt,
and thrive in the fast-changing world”.
Training and Development is the framework for helping employees to develop their personal
and organizational skills, knowledge, and abilities. The focus of all aspects of Human Resource
Development is on developing the most superior workforce so that the organization and
individual employees can accomplish their work goals in service to customers. Training is a
process of building capacity of stakeholders based on our objective and their need, which are
planned after the discussion with the CBOs, communities, stakeholders. We generally assume
that any training that we conduct are on the basis of the need of stakeholders and have specific
expectation from the stakeholders, that once they trained, they will perform, they will meet, build
the capacity of other people, raise the issues, participate in activities and build a positive
environment etc.

Our organization has conducted various types of Capacity Building programs related to the
project and to build the capacity of our staffs so that their vision about the objectives of the
project would get clear. The training has been conducted for various groups and committee like
for children groups, adult groups (Child Protection Committee), women groups, and disaster risk
reduction,
Capacity building OF various Groups and Committee
Capacity Building of Volunteer‟s
Training was conducted for the volunteers regarding implementing the program, making
understanding about project, formation of Village Committee & Bal - Panchayat (Village‟s
children group).90 volunteers got training on Psychosocial Care.
Capacity Building of CPC members on Psychosocial Care
The CPCs members have been trained to identify, monitor and respond on issues of children in
village. CPCs have been trained to respond during disaster to provide safe evacuation of
children, aged and helpless people. Total 52 CPCs are functional in all the project villages of
Khagaria and Beldaur
At Beldaur 6 training program has been conducted last year in which total 450 CPCs have
participated and at Khagaria 4 capacity building workshop has been conducted for 300 CPCs
members.
We have organized this training two times in our intervention area. We have discussed the
psychosocial subject like values, believes, feelings, thought, Structure, security, communication
tools etc among the participants. We also discussed about the situation of disaster and how to
give psychosocial support to affected peoples. We help them through social support also like
economic, religious, medicines, cognitive therapy etc. During this training many PRIs also
participated because they are the member of CPC .During this training trainers discussed every
points in details like what is structure and what are the types, how do you understand, how do
you understand about the values, how do you support to affected person according to their
problems and needs, and what we have for them in terms of support like food, cloths etc
After this training CPC aware about the this new subject psychosocial support because they
have learnt during this training .Every one was enthusiastic after getting this training they said
now we are able to provide such type of information to our villagers during the time of disaster.

Training of Children Groups on Child Protection
We have organized this
training two times in 30
villages of our
intervention area in
Beldaur block of
Khagaria district. The
aim behind this training
was that the children
could understand their
rights and raise a voice against the suppression from their
rights. Firstly, we have organized this training in the month of March and second time in the
month of May. For this training SC has given the TOT to our staff at Patna then we have
conducted training at village level. We have organized CG group members at CFS places for
training, boys and girls are the member of this group. We roll out the training schedule before
organizing this. We have discussed the child protection issues and monitoring issues like early
child marriage, abuse, neglect, trafficking, child labor, and education etc. We have discussed
the whole thing in a two days training. We categorized the training in sessions. Our trained
volunteers and Field Guide has given the training to all children group members. We also
addressed the real situation of the intervention area. We have discussed all topics in detail like
what are child marriage, child labour, neglect, and trafficking etc. we have conducted group
exercised also among the participants. So in this way we have organized two round training.
300 members of CG were participated in the training. Project manager and field coordinator also
participated in the training some where.
All CG members are aware about their rights and protection concerns. Children Group members
have working like a monitoring body in the villages for children issues. Many protection
concerns solved the CG in the villages like early child marriage and child labour etc.
Training of CPC/ VEC on Child Protection
We have organized this training in two rounds in the month of April, May and June .We have
trained 650 members of Village Education Committee and Child Protection Committee, 450-
CPC & 200 of VEC. In this training we are trying to aware the committee members about the

children issues and their protection, how they protect
children in their own area and villages and what are the
element of child protection. Basically child protection
element is early child marriage, abuse, neglect, trafficking,
child labour, and education this point is discussed by the
trainers among the participants. We have also tried to
aware PRIs about the issues of child protection concern
because PRIs is the members of CPC. We have 450
members of this committee in 30 villages. We have
organized this training at the village level at our CFS place as well as at Panchayat Bhawan and
Schools Buildings. Firstly we have divided training into two sessions in a day and we have
group exercise for the participants on different child issues, our trained volunteers has given the
training to all committee members in two days.
All members are aware of the child protection concerns through this important training and they
said this training really increase our knowledge in respect of child and their protection issues.
We definitely look after the child protection in our villages.
Adolescent Training on Health and Hygiene
We have organized two rounds training for adolescent on
health and hygiene subject. First round in the month of
March and second round in the month of April 2009. We
have 450 members of this ADG group age between 12 to
17 yrs. Total 30 groups in thirty villages and 15 members
in an each group. We create awareness among the
adolescents through training which was based on
sanitation, behavioral communication change, hygiene,
cleanliness, diarrhea ,malaria, Iron tab late,
HIV/AIDS,ORS, Iodized salt and immunization etc. Our
trained volunteers, community mobilisers and resource person Mrs. Sahani have given the
training to ADG member at the CFS places.
Firstly, our volunteers convey the date of training among the ADG members; arrange the logistic
and training kits. After the introduction volunteers have started to discuss on the subject of
training and given group work on it. ADG shared their views on the subject and hygiene

condition during the last flood. Volunteers categorized the training in the session. We used the
lady volunteer and lady resource person from outside for interaction with adolescent girls for
their personal hygiene.
450 ADG members have given training about the health and hygiene issues they are also
trained about to maintain hygiene condition during the time of disaster like how to use halogen
tablet, safe drinking water and about the sanitation. Girls are using IFA tab or not, during
menstruation period. Properly hand wash before meal and after toilet etc.
Training of Children Education Committee
We have organized training of children education committee at 20 villages on the child rights
and protection issues on dated 18th and 19th May 2009. We have discussed the children issues
with CEC members who are children; this training is based
on early child marriage, child labour, trafficking, abuse,
neglect, exploitation, education etc. Our trained volunteers
have given the training to all 200 members of CEC. All
training organized at CFS places in 20 villages. We have try
to raised the issues through children in the community how
child is vulnerable after flood or as usual in the society. We
trained the children on education system also what type of
education system do you need in the school, what is your
role to streamline the study system in the schools with the
help of teachers. Children shared their own view and thoughts about the school management as
well as their rights ,why they are engaged in child labour ,trainers also discussed about the
strategy of this committee with participants how it is play a vital role in the school system, this is
like a watch dog committee.
Trainers explain the all points in details among the participants. Trainers conducted a group
exercise also about their brain storming on issues which is related with flood affected children.
Training of 120 local govt. staff and 90 PRIs
We have organized this training at the district level and block level at Khagaria and Beldaur in
the month of Aug 2009.This training was based on child rights and protection. In this training
PRIs, ANM, ASHA Worker, Community leaders, and Teachers were participated. Labour
superintendent Mr. R.K. Jha, BDO Anuj Kumar and DDC Mr. Krishna Mohan Singh were also

participated in the training. We have organized this training at
Red Cross Bhawan, Khagaria, we have hire four resource
person like CWC member Patna Mr.Tarkeshwar Singh, JJB
Khagaria, member and one resource from Manav Seva
Asharam, Mr. Kamlesh Kumar Singh. Total 180 participants
were participated in the four days training on child issues.
Trainers discussed about the issues like abuse, early child
marriage, child labor, trafficking, neglect, exploitation,
harassment etc among the participants, trainers divided the
training into sessions like introductory session, brain storming session, group exercise
sessions, topic based sessions etc. SC field officers also participated in this training.
All participants are aware about the child rights because trainers also discussed about the
UNCRC guide line with all participants. All participants become aware about the children issues
in details. We have lunch and tea facilities in the training for participants. All participants have
been trained on the child rights and protection issues and all participants said this is the unique
and useful training for all of us. So we are thankful to KVT and SC for organizing such kind of
training.
Training of Migration
We have organized this training at the village level in our
intervention area of 30 villages in Beldaur block for 3000
migrants in the month of Oct 2009. Before organizing this
training SC has given the TOT on the topic of migration
to our staff on dated 7-9th Sept 09 at Patna, after that
we also trained 30 volunteers on this subject at Beldaur
on dated 20-21th Sept 2009. After the flood 2008 in this
area migration rates increased gradually the whole area
of Kosi is migrants‟ area so we feel how to aware the
migrants people on this issue. With help of SC we rollout
the training program in batch wise for every villages, SC
has prepare a material for migrants then we have printed its 3000 copy and distributed among
the migrants in 30 villages of Beldaur block area. SC has also prepare a training manual for this
training and we follow this manual in the training .Our trained volunteers has given the training

to all 3000 people. During the training trainers discussed about the minimum wages act, bonded
labour act, compensation act etc. and why people migrate, what are the factors behind it, like
social ,economical and perhaps political .But after the flood 2008 many villagers has lost their
every thing and problem is how to earn money for surviving the life with family members.

with the participants because
this the main element of migration we have distributed 3000 identity cards among the
migrants, we also focused about their identity in the other state where they are working and we
take some bad examples of migration, in the training trainers discussed about the health of
migrants also, we have done wall writing also for their awareness on this issues. We have
installed referral board also in 30 villages.
Migrants aware about their rights and asked about district level labour department address
where they can registered at the time of leaving /migration they are agree to make a register at
the village level for their detail information.
Trainers demonstrated the activities also like first aid, making stature etc. Trainers conducted
group exercise also and facilitated to them.
All teachers are aware about the flood preparedness like safe evacuation route, first aid, search
and rescue and grain bank also about the school capacity and risk.
Training for Repairing and Maintaining Hand Pump with Tool Kits
After training the members of Pay Jal Committee is repaired the village hand pump and earn
money and increased their source of income. The training includes changing of washer, jibhiya,
how to open and to set/tight the upper part/head of the pumps and to maintain care during the
repairing and name of parts and tools. Availability of safe drinking water becomes a very difficult
problem. In this scenario, to ensure safe drinking water during disaster period it is proposed to

raise platform of at least one hand pump in each village. Cemented platform piling work has
already been completed in 10 villages.

Work on Disaster RISK REDUCTION IN COMMUNITY
It seems the natural disasters have become a routine in this part of the world. For last decade
we have seen all kinds of disasters recurring one after another like cyclone, floods, earthquake,
cold waves, snowstorms etc. Each of these disasters whose frequency is now increasing have
damaged a large number of human and animal lives and destroyed the property and
infrastructure. Through our interventions in the disasters we have learnt that it will take minimum
three days to a week before one can reach the affected or they can be evacuated to a safer
side. Because most of the times bridges, roads and rail networks get dislocated, flooded or are
washed away. During this crucial period, a number of lives are always lost which could be
prevented otherwise with immediate relief.
It is a growing realization world over that disaster management or mitigation can be at best dealt
with the preventive measures or with the community based preparedness. Keeping this in mind
Terre des Hommes Germany has initiated a pilot project through its 3 partner organizations
namely KVT in Khagaria, MGVP in Darbhanga and SGSS in Sitamarhi who are working in the
most flood affected areas of north Bihar. In our experience in implementing disaster
preparedness, it is a very effective way of protecting the lives and property during disasters. We
have learnt some lessons during the implementation of this project.
1) There is willingness among the community to adopt this preparedness as a strategy
against disaster;
2) There is willingness on the part of the local administration to cooperate with the efforts;

3) Children and the adolescent are the very effective segment of the population to carry
forward the message and to get themselves involved enthusiastically in the
preparedness activities;
4) And the women are the key to effective implementation of the programme.
Objectives:
A. Preparedness of communities against disasters risk reduction by equipping them with the
necessary skills, equipments and infrastructures for prevention of the deaths and loss of
life & property.
B. To create community instruments/organizations for preparedness such as search & rescue,
health & hygiene, perspective building of volunteers & staff, alternative cropping, village
vigilance groups etc.
C. Capacity building of women, youth and communities to cope with the disasters and work for
gender justice.
D. To promote active participation of child & youth at all level of the activity of disaster
preparedness & mitigation. To strengthen Bal Panchayat for protection of child rights &
ensure development.
E. To sensitize policy makers & planners and media persons on rights, needs and gap in the
existing measures of relief and development for disaster victims and affected.
F. Mass awareness campaign on the needs of community based disaster preparedness
through pamphlets, wall writing & IEC materials.
Various activities and capacity building programs has been done under this section to reduce
the risk of disaster and to provide the children psycho social support.
Child Centre Community Based Disaster Risk Reduction (CCCBDRR)
Child centered community based disaster risk reduction is a
child centered community based frame work where children play
leading roles in their communities to minimize Impact of
disaster. KVT believes that children can play an important role
in helping their families, village and community to reduce risk
associated with disaster. Children should be involved in all
aspect of DRR work where there is no risk on his or her lives
Detail activities of CCBDRR have been done at 30 villages of
KVT Annual Report 2010
intervention area of Beldaur block, and 30 villages of other blocks of Khagaria districts. Firstly
we have organized a village meeting on the issues of disaster, action plan, task force formation,
DRR committee, village mapping (PVCA) etc in all the villages. All this activities organized in the
month of June and July. We have constituted 15 members CCCDRR committee in each village;
five task forces had been constituted in each village including 10 members in each committee.
We have done PVCA exercise, village mapping and social mapping with PRA tools like chapatti
chitran and lastly we have done action plan of the village in all villages. We have constituted 30
CCCBDRR Committee, and 1950 trained task force. During the PVCA we have conducted
transect walk in the tola & villages in the evening we have conducted mapping activities with the
help of villagers, we asked about the capacity of the village, infrastructure of the village, social
demography, history, risk, and other reliable information about the previous flood and its affects.
In this activity children and adults were actively participated and do the exercise with our
volunteers. We have made an action plan also. Community people sensitized about the
CCCBDRR and PVCA as well as their village action plan, they are so happy with trained task
force.
Formation of Task Force:
Various types of task force has been constituted to take immediate action during the time of
disaster
Early Warning Task Force
The need of this task force is to issue timely (early) warning to each family in the village, so that
people can safely evacuate to shelters and to ensure effective flow of information from local
government to community during disasters. They have to also check and verify rumors and
provide accurate information to the community during disaster.
Search and Rescue Task Force
This task force was formed to help communities in safe evacuation and to coordinate with
relevant government department/s for access to rescue facilities. The role of this task force was
to identify safe evacuation routes and locations and maintain contact details of local authorities
and police.

First-Aid Task Force
The main function of this task force is to provide First Aid to community members before, during
and after disaster and to disseminate first-aid skills to community members, including children.
The role of this task force was to maintain master list of infants, pregnant and lactating women,
and sick and elderly people in the community. During the time of disaster they have to establish
first aid point and to provide first aid support to evacuees and people in need.
Psychosocial Care and Child Protection Task Force
This task force was formed to provide psychosocial support to people especially children,
following emergency and to ensure children are protected from abuse, neglect and exploitation
during and post disaster.
Relief Management Task Force
To identify and run emergency shelters during disasters and to ensure adequate and timely
supply to relief items this task force was constituted. The main role is to monitor and maintain
emergency shelters identified by community and to organize and pre-position relief supplies
from government/other sources.
Training of First Aid
After the constitution of Task Force training organized in 30
villages of Beldaur block and 10 villages of Khagaria, Alouli,
and Mansi block of Khagaria in the month of Aug, Sept and
Oct 2009.Firstly our 20 staffs trained on this subject in the
month of March 09 for the staffs of KVT and in July 09 at
Patna. We have trained 300 members of First Aid Task Force
in all villages. Our trained volunteers has given the training to
members about the snake bite, dog bite, minor injury, how to
check pulse, how to make bandage, about the basic
medicines, what are the main antigen, what to do in the minor fracture etc. Volunteers given the
training one by one and session wise in two days at the CFS center as well as the Panchayat
Bhawan in the villages. Trainers demonstrate the bandage skills, how to check pulse, how to
bind rope in the case of snake bite ,how to make support bandage in the minor fracture in hand
or leg etc. All members of the first aid committee enjoyed this training. This is the participatory
approach training where every member has given the proper attention to the trainers. Trainers

also conducted group exercise which is based on the topic. Members of the task force also
shared the disaster situation and what kind of casualty had been made in the last flood. So
really, this is the skill-based training.
Training of Search and Rescue
We have organized this training in the our intervention area of 30 villages in the month of
September and October 2009.Firstly our 20 staffs trained on this subject on dated 27th- 28th
July 09 at Khagaria by the SC. We have trained 300 members of Search and Rescue Task
Force in all villages. Our trained volunteers have given the training about the boat making,
stature making with the help of bamboo and blanket etc. Trainers demonstrated the every
exercise in a group and after that member does the exercise as per the instruction of trainers.
Trainers also do the pilot/ live exercise of boating with the help of members in the pond and river
at the every village. Trainers trained them about the rope skill and their benefits, how to use life
jacket during the flood, how to rescue flood affected person, how to carry rescued person with
the help of stature, how to carry self of rescued person without stature from one place to
another place. The training was organized in four rounds. In every villages community peoples
also joined the training to see the interesting skills of the trainers. During the boating we insure
about the safety point. We used the open space also for making boat. Field guides and field
Coordinator had also facilitated the training.
Villagers appreciated about the training and members of the task force said this training is really
fruitful for us and we know through this training ,what is search and rescue and how to rescue
the persons , how to make drum boat , how to use of rope ,how to use the life jacket etc.

Joint Preparedness and Capacity Building Initiatives on Child Protection and Child
Centered Disaster Risk Reduction in Bihar, India
Emergency Preparedness Plan, Akha- Beldaur (Khagaria)
KVT with the support of Child Fund India had done planning
about Child Protection and Child Centered Disaster Risk
Reduction at Akha village of Beldaur block of Khagaria as
KVT has trained Task Force Team with well equipped
volunteers and can reach the village within an hour after
getting the information along with Boats, Life Jackets, Mega
Mike, Bamboos, Tarpaulin, Plastic Sheet, First Aid Team Etc.
KVT also has Traditional Birth Attendants (T.B.A.) who can take care of the deliveries of the
pregnant women.
Teachers Training on Flood Preparedness
We have organized teachers
training on flood
preparedness in the month of
October 2009 in 30 villages
of Beldaur block. In this
training our trained volunteers
has given the training to
teachers on the subject of
search and rescue, first aid and safe evacuation route of the
villages also discussed on school safety and there capacity and risk. Mostly training has

organized at the school level for teachers convenient in their participation. Our volunteers first of
all discussed the general view of the school as well as the children with teachers and asked
them how you, your students and your schools affected in the last Kosi flood 2008. After that
trainers started the training and discussed the every point of flood preparedness like grain bank
concept, how it is helpful in the flood disaster, what is the way to make this in the community,
what is the safe route in the village as well as schools ,how building become a safety place in
the flood, how you protect the children in the disaster because children are so vulnerable, in
minor injury how you are used the first aid treatment, how you make a boat with drum, how you
rescue an affected person, and what do you need for search and rescue in the villages during
flood ,like life jacket ,rope drum etc.
Trainers demonstrated the activities also like first aid, making stature etc. Trainers conducted
group exercise also and facilitated to them.
All teachers are aware about the flood preparedness like safe evacuation route, first aid, search
and rescue and grain bank also about the school capacity and risk.
Villagers appreciated about the training and members of the task force said this training is really
fruitful for us as we come to know through the training, what is first aid treatment in different
kinds of casualty in the disaster as well as in normal time.

The teachers said that the students and children of Khagaria district are badly affected by the
flood regularly. Every person living in this area has some experience of disaster as they faced it
every year. Socio Psycho Care of a student is a social activity. KVT and TDH Germany involved
in providing education, especially teachers and school administrators, should receive an
orientation in their role mitigating the psychological and social hence psychosocial impact on
their students. Emergency educations do not seek to provide professional counseling but rather
seek to support the re-establishment of social connections and through interacting with others
heal themselves.
It is important to emphasize that what people in crisis are experiencing after a traumatic event is
a normal reaction to a very abnormal situation. They should be assured that the situation will
improve. Giving students this simple explanation helps them understand and address their
stress. Additionally, it is important that students be encouraged to re-establish "normal" patterns
in their lives such as going to school, playing sports, and engaging in hobbies, as the normalcy
of these activities mitigates the impact of the crisis.
Support good teaching and learning practices
For educationalists, psychosocial work is nothing new since good teaching and learning
practices are good psychosocial practices. Teachers should strive to create a comfortable
supportive learning environment where students feel safe. For example, students in
emergencies can have difficulty in concentrating on lessons. Teachers can help the students to
concentrate by having well planned lessons with clear learning objectives, a clear beginning and
an end, accompanied by a revision of what was learned, and appropriate teaching aids.
Similarly, some students may be withdrawn because of the conflict, and hesitant to participate in
class discussions. Teacher can address this by asking open-ended questions and calling on all
students in the class.
Support the physical and psychosocial needs of teachers and facilitators
Having also lived through the crisis, teachers should be encouraged to support each other and
discuss strategies for assisting students.

Construction of Child Friendly Space
Child Friendly Space was
established in 30 villages of
Beldaur for providing psycho-
social support and
emergency schooling to
children during the time of
disaster and after disaster for
three months only. All CFS
have been provided materials like with White Board, First Aid Kits, Visibility Board, Health and
Hygiene Kit, Water Container and Sports Kits. With this playing material like Ludo, Carrom
Board, Air balls, Cricket bats, Ring, Flying Discs, Badminton, Puzzles, Building blocks, Footballs
and skipping ropes have also provided. There are about 7500 children regularly participated in
the playing where 3000 students are of adolescent group.
It is now running as an activity centres in the same 30 villages. Children recognised it as their
own safe place and it helps to make children more creative and to express their feelings without
hesitation.

To upgrade the Child Friendly Spaces (CFS) following things has been done
1. First Aid Kit has been provided in all the selected villages (one kit to each village), with it,
2. Two buckets & scoop also provided.
3. Provided additional CFSs structure (bamboo walls & fencing)
4. Provided current games and play kits.
5. Provided CFSs volunteers contributions for the four months from January to April 2009
6. Provided additional CFSs stationery and reporting equipments for ten month to continue
activities.
Impact of CFS on Villagers
Parents were very happy with the performance of their children after formation of CFSs, they
informed that now there children used to play with various types of playing materials like
football, volley ball, badminton, skipping, bat-ball etc now there is unity among the children and
discrimination between them also reduce up to a great extent. Parents also said now their
children participating in the cultural activities without any hesitation.
Temporary Shelter
Preparedness of communities against disasters risk reduction by
equipping them with the necessary skills, equipments and
infrastructures for prevention of the deaths and loss of life &
property under DRR temporary shelter has been made by KVT
Children Resource Center

and children used to study, play, do
paintings, and conduct meetings about
the problem related to them and on other
issues also. They strengthen themselves
here against any abuse or misbehavior.

Support
Children‟s has been provided with sports items and basic learning materials like crayons, colors,
chart papers, books etc. The basic mode of learning is by Child to Child education which has
been monitored by one volunteer in each village.
Repairing of School Buildings, Toilets & Hand Pumps
The flood has damaged floor, roof, toilets, hand pumps and walls in most of the places. Children
are now forced to study in open
place sitting on the floor, the mid
day meal is being cooked in open
place or in damaged class room.
The school that had provision for
toilets is damaged and is not in use.
In 2008 Kosi flood totally washed
away most of the valuable things
and damaged maximum school and
small houses KVT doing rebuilding children lives project after
relief work with the support of Save the Children and realized that there is need of repairing of
school building including with provision of pure drinking water and toilets to increased the
enrollment of children in the school after flood. Save the Children decided to repair 30 selected
village primary schools. At present 30 primary schools had been repaired, and make education
more child-friendly for the student of government primary schools at Beldaur block of Khagria
district of Bihar by October 2009. Also provisions of 30 Hand Pumps and 30 Separate latrines
for boys and girls in 30 selected Govt Primary School at Khagaria. Latrine provision is the most
neglected infrastructure in primary schools the provision of latrine will help a safe environment
especially for girl child. The children are more concerned after separate provision of latrine in
school. The impact of provision for latrine increased attendance of girl child and also decreased
drop out of girls.

Under Right to Education following provisions have been done at schools:

20 Schools have known hand pumps with raised platforms
at Khagaria. The Hand Pumps in school are deep bored for
200 feet for clean water. More than 12000 Children
benefitted with safe drinking water and safe high raised
platform.
Education Kits and School Kits were also provided to 24
Schools of Beldaur block and
20 Schools of other blocks of
Khagaria where KVT has done
repairing work. The Education
Kits contain pencils, pens,
notebooks, color pencil, eraser
and a plastic ruler along with water bottle and a school bag. The distribution aims at
directly supporting
Children by providing education kits for every child thus ensuring greater child
enrollment and reintegration.
The School Kits contains Almirah, Green Board, Posters,
Wall Clock (3 clocks each), Well,
Globe, Educational Calendars
and Duplicating Papers.
3139 School Uniforms were distributed at 24 Schools of Beldaur block from 27th to 31st
October 2009s.

School Suggestions Box were also distributed in 20
schools
With this to make schools child friendly Amphitheatre, 2
sliding slope, 2 swings, Up and down swings were
provided to each schools.
Two Child Friendly Education Centre had been constructed by KVT with the support of
SEWA an organization based at Netherland at Sonbarsha block of Saharsha district. The
centre have facility like toilet, play ground and Amphitheatre. Education Kit and Playing
materials have been provided by KVT to bring changes in behaviour of dalit children. The school
timing is 10:00 A.M. to 4.00 P.M. but no fixed time for children they can come according to their
choice between the schools hours, after basic education children would be enrolled in
government schools for further studies by the organization.
483 Apna Ghar has been constructed for the orphan and earning
children who are running their home by
their income only and don‟t have support of
their parents. The Apna Ghar provided to
the desirable children of Beldaur and
Khagaria blocks.

ACTIVITIES UNDER TDH PROJECT
Temporary Shelter
Under DRR temporary shelter has been made by KVT. Making of shelter finished in five new
villages and that are Bahangama, Tribhuban Tola, Dahma, Guleria and Ramganj. Total 15
shelters have to be completed up to two – three months. During disaster these shelters are very
useful. After disaster these shelters are used for various activities like for children‟s studies,
playing, meeting of Bal Panchayat, activities of responsible committees etc.

Life Saving Kits
KVT provided training to the volunteers of Apda Surakhasha Samiti on the use of Life saving
equipments during flood. KVT provided life-belts, jackets, ropes and torch to the Search and
Rescue Team. This effort was supported by TDH.
Boat to the Community
Boat is a conventional vessel at the flood time, its equipped with the safety gear, local traditional
craftsmen have made the boats with good quality of Black Berry wood. Boats were provided to
the community, it‟s distributed in 6 villages, total 7 boats distributed. One of boat is kept in
Sanhauli tank. One engine boat and six small boats have been made They are required for
many varied tasks from evacuation of persons (like-pregnant women, handicapped children,
sick person) or domestic animals threatened by flood, to providing stock feed drops to farm
animals in the same situation. The community prepared the rules and regulations about the
maintenance and use of the boat during and after the emergencies.

Mock Drill

done in following ten villages namely: Guleria, Modhra, Ramganj.

Sahuri, and Chakla Musahri.

Livelihood Support
29 Women got livelihood support in project villages. The
needy women selected by local SHG groups. It provided an
immense opportunity to the women who were considered as
the weaker section of the society. After livelihood support a
renewed confidence and self worth arouse that the women
are able to do something for themselves and their family.
The beneficiaries purchased those things which they
wanted to purchase since long but due to unavailability of
resources and finance they were unable to fulfill their
dreams. After the getting financial support some women had purchased goats, one
woman purchased sewing machine for tailoring, one have opened a small grocery shop
and another one have open a laundry. Now they are self dependent and providing
financial support to the family.
Grain Bank
The main aim behind the grain bank is to provide safeguards
against starvation during natural calamities or during lean
seasons. Each village has provided 2 quintal of rice. In normal
situation SHG members distribute grains to the needy family
with the condition that borrowers will return the grain according
to their affordability after crop cutting. KVT included the
creation and strengthening of Grain Bank as one of the
strategies to ensure food security through the activity of
collection and storing grains by the community. The great
challenges hide in a change of behavior among the community to sustain the Grain Bank during
all time of the year not just for disasters.
A grain bank sent to the 10 villages (5 new villages & 5 old villages) by Kissan Vikas Trust,
which was use in grain storage committee on village level before flood preparation. Community
people understand the concept and the need of the Grain Storage during flood and taking part
very actively, they use to store some grains before cooking on daily basis and this practice is
very beneficial for disaster period. By distributing 200 Kg. grains to every village Kissan Vikas
Trust had motivated the community people.

Grain Tank provided by KVT to five more villages namely Simaraha, Morkahi, Madhura,
Sonmanki and Tribhuban Tola with 2 quintals of rice to each village. The rest quantity of grain is
to be collected by the community.
Seed Bank
The objective behind seed bank is to provide seeds easily to the marginal farmers of flood
affected area and ensure food security to the community.
Strategy
1. To involve marginal farmers in DRR works.
2. To revive knowledge on food
security.
3. To involve Farmer‟s club,
SHG members and VDMC in
maintaining Seed Banks.
4. Distribution of steel tank and
seeds and promotion of concept of
seed bank through capacity building.
Good Practices
KVT has provided seeds to the farmer‟s club and promoted them for banking extra seed for
another year. The seeds intended to be used for sowing, so that the burden of food security of
house hold would be reduced considerably through better paddy yield. When harvesting is over,
farmers club are required to return double the paddy to grain bank. The farmer‟s club stored it
for meeting the future demand.
Seeds of Vegetables and Moong Dal have been provided at two new villages namely Chakla
Mushari and Udan Gharari.
Guide line for the Seed Bank Management
The VDMC and Farmer‟s club are jointly in charge of the seed bank. The coordinator along with
the village volunteer of the programme is coordinating the activity. Meeting has to be organized
every month.

Training and Capacity Building of Various Groups
Training for TBA Member
TBA is a primary pregnancy and child birth care provider.
TBA provides the majority of primary maternity care. TBA is
locally called Dai, which comes from the dalit family.
Besides Dai, skilled women from the other caste have also
been involved for the training. Selections of traditional birth
attendants have done by involving women members of
village committee. Our TBA members are always available
also in natural disaster period because they are neighbors.
Training for TBA members has been conducted on 20th March 2010 at Sanhauli Community
Hall Khagaria in which 28 members from TBA committee have participated from villages namely
Ramganj, Udangharai, Dhama, Mohanpur, Bhabhawngama, Sahuri, Koyladih, Chakla Mushari,
Dushmuri Bishanpur, Kharidih, Sonmanki, Maudhura, Tribhuban Tola, Simraha, Morkahi,
Gharari, and Bauchuta. After training safe delivery kits have been distributed among them. The
training was facilitated by Dr. Anita Kumari (Gynecologist) along with her ANM Radha Devi, Ms.
Kumkum and Ms. Punita Devi had also facilitated the training and discussed in details about
how to conduct safe deliveries during emergency at village level and what precautions have to
be taken to protect the new born from infection.
Training of 20 Self Help Group (SHG) of Women’s for Self Employment Generation
The training was scheduled for 2 days 30th Jan – 31st Jan 2010 at Khagaria district to achieve
100% self employment among all 20 groups. In this training there were 60 participants from all
20 groups.
The main objective of the training was to find out
1. What was the basic objective of each group when they were formed?
2. What are the obstacles to achieve their objectives?
3. How each self help group can resolve their problem and achieve their objective?
4. What are the instruments which any group can use to resolve their problems?

their self employment generation.

Training on Health & Hygiene
One day training of

Health and Hygiene in
Elementary School was
conducted from 18th April
to 21st April 2009 at 11
villages namely Bhadas
Musahri,Chakla Mushari ,
Gharari Rasounkh, Khairidih, Koyladih, Purvi Hardaschak,
Tingachhia, Udan Gharari, Dhuniatola Darzitola, Sonmankhi and Guleria . In this training
program a numbers of children were participated. In this program resource material were given
by TDH related to health and hygiene. Awareness given to the students and teachers about
health & Hygiene. For the habit making about hygiene hair cutting, nails cutting and the bathing
programme was organized.
Training Adolescent
On 5.12.09 KVT organized one day workshop for Adolescents.
Children of Bal Panchayat from 20 villages had participated in the
programme. Workshop was organized separately for Boys and Girls.
Total no. of children who have participated in the programme was 60.
Out of 60 children there were 40 girls and 20 boys. The topic was
discussed by Mr. Ambika Singh and the main points were health and
hygiene. The second topic was discussed by managing trustee MR.
Prabhat Kumar and the issue was the role of children in disaster

preparedness, monitoring school going children, and checking traffickers.
.In 2nd session resource person Krishna Kumari discussed personal problems of the girls which strict
them to come out from the house. Girls discussed mainly on gender problem. Discussion point was
rights which ignored or suppressed by law, local custom, and behavior in a particular society. Girls
themselves should raise their voices for their right. Women should be aware for their right of equality,
dignity and self-esteem. Girls should be educated.
Training in Animal Care
Training in animal care was conducted on 15/06/10 at Sanhauli Community Hall in which total
50 participants had participated. The facilitators for this training were Dr. Gaunari Prasad (Retd.
District Animal Husbandry Officer).
MAJOR ACTIVITIES UNDER IKEA PROJECT (SC)
Village level Advocacy Workshop- 25th -27th March 2009
Village level an Advocacy Workshop with government on
presence of teachers in school was held on 25th, 26th and
27th march of 2009. PRI members, ANM, Asha, Aganwari
Sahiyka, CPC members, Aganwadi Sewika, Retired
Teachers and Villagers participated in this meeting. The
main topic of discussion was Child Rights and Child
Protection. Generally in the school teachers are not
coming at proper time, so teachers were informed to attend
the school in time if it will not help out then a complain will
be send to District Education Officer. ANM & Aganwadi workers were told to look after proper
immunization. Retired teachers, parents and villagers should support in sending the children to
the school proper time. Total 540 people from 30 villages were participated in this meeting.
District Level Consultation Workshop- 16th September 2009
This workshop was organized on dated 16th September 2009 at Red Cross Bhawan, Khagaria.
In this workshop approx 60 participants were participated. Mainly all participants belong to
different govt. departments like District Magistrate Khagaria, Mr.Abhay Kumar Singh.
Representatives were from various other departments also like dept. of social welfare,

education, disaster, fire brigade and labor. This workshop was based on advocacy about the
ongoing project activities, which is implemented at 30 villages in beldaur block under Khagaria
district. How organization worked in intervention area on children issues, what type of activities
we have done in the area of operation, what type of structure we have constituted at the village
level like Children groups, Adolescent groups, Child Protection Committee etc. what are the
referral system, what we have distributed in the school, what type of Task Forces we have
constituted, which type of training we have provided to the flood affected people in the 30
villages. This discussion has been made by power point presentation by SC field officer Mr.

teachers also shared their own views about the project activities, we have raised the issues of
children, like child labor, mid day meal, education facilities in the schools, corporal punishment
in the school, school environment teaching materials, children are so vulnerable in the disaster
etc. This workshop is participatory in nature. We have open session for the participants.
Through this workshop we should try to develop a clear vision about the children rights as well
as our project goal among the participants. All participants aware about the project activities as
well as children issues and village level structure which is constituted in the intervention area.
INGO/NGO Coordination and Sharing Best Practices
This INGO/NGO coordination meeting organized at Red Cross Bhawan on dated 27th October
2009. Approx 50 organization representative were participated in the meeting. Sharing best
practices workshop organized on dated 28th Oct 2009 and approx 60 persons were participated
in the workshop. Through both the program we are trying to share all the project activities and
best practices with the organization representatives and stake holders .We also share the
protection and education concern with the representatives of organizations like how we can
protect the children with their rights and what are their education needs, what are the facilities
available in the schools like that. How organization worked in intervention area on children
issues, what type of activities we have done in the area of operation, what type of structure we
have constituted at the village level like Children groups, Adolescent groups, Child protection
committee etc. what are the referral system, what we have distributed in the schools, what type
of Task force we have constituted, which type of training we have provided to the flood affected
people in the 30 villages. We raised the issues of children, like child labor, mid day meal;
education facilities in the schools, corporal punishment in the school, school environment,
teaching materials, and children are so vulnerable in the disaster etc. We have also discussed
about the child friendly spaces for the children betterment and it is optional institution of school

where we have provided non functional education and psychosocial support to the flood
affected children, we have given direct support to 606 Children and many children out of child
labor after our intervention we have provided 3139 Education Kit and 3139 School Uniforms,
Umbrella and Water Bottle among the short listed children of 24th school in the Beldaur block,
we have provided search and rescue and relief camp management materials among the
villagers also we have provided First Aid Kit to the task force members in the 30 villages. So
such a way we have discussed all the things with participants in the coordination meeting as
well as best practices sharing workshop. All participants aware about the project activities as
well as children issues and village level structure which is constituted in the intervention area.
Workshop on School Safety and Disaster
We have organized this workshop on dated 29th Oct 2009 at Red Cross Bhawan; Khagaria 50
participants were participated in this workshop. Mainly teachers were the participants of this
workshop. SC Field officers also were participated in this workshop. We have presentation on
the subject and school safety and hazards capacity analysis of one school of Beldaur block
which is presented by the children of rukminiya village during the sessions. Government
officers were also participated in the workshop. Teachers also discussed the issues of safety
and disaster which is related with their own schools, what type of safety infrastructure existing in
the school teachers also shared in the open session of workshop. We have discussed about the
task force team also with the participants which is constituted in the 30 villages of beldaur block
of Khagaria district. One teacher from Sishwa and Kamalpur village has share the own views
about the school safety and he said what type of building is in his school and what are the
challenges to construct the building .SC officers has highlighted the all objective of the project
as well as workshop. KVT Project Manager also shared their views about the agenda. Basically
this is the workshop to aware the teachers about the school safety and disaster in 30 villages.
All teachers are aware about the school safety and disaster and said we learnt here how
children vulnerable in the disaster and how school building like a safe guard for children.
Dissemination Workshop
We have organized dissemination workshop at the two Panchyat level and district level. District
level we have organized on dated 18th Oct 2009 on the occasion of national DRR day 60
persons were participated in the workshop. Mr. Krishan Mohan DDC of Khagaria inaugurated
the workshop, Child Labour Superintendent and PRI Members has also participated in the
workshop. Teachers, PRIs and Fire Brigade representative has also actively were participated

in the workshop. We have make a exhibition also in the gallery of Red Cross Bhawan venue
where all participants has seen the disaster based IEC materials, migration book & I- card
village level CCCBDRR document, first aid kit ,life jacket, and PVCA mapping of village and
children has explaining the exhibition. DDC addressed the participants about the national
disaster day also he has shared their own experiences of previous flood of Kosi where they are
already worked .DRR Expert Mr.K.M.Singh said about the district disaster departments
initiatives in the district, also he said about the disaster training which is going in the selective
villages with the help of NGO. Our trained volunteer Awedesh (Pirnagara) and Field Guide Mr.
Deepak Kumar with village Children also presented the demonstration of first aid (how to treat
head injury) and carrying rescued person with life jacket from one place to another and with the
help of stature. At the village level workshop we have organized the community peoples & PRIs.
We have presented their village PVCA/CCCBDRR/action plan report during the workshop. We
have discussed about the all facts and findings with the villagers like what is your village
capacity, what is the risk in your village, affects of the past flood, who are the vulnerable, where
is the safe evacuation route in the village and much information which is related with the village
etc. PRIs appreciated the initiatives of the KVT as well as Save the Children. Approx 120
persons were participated in the both the Panchayat level workshops. PRIs have given the
approval of document also in the workshop. On the 29th Oct we have also conducted a
plantation day in all 30 villages and planted 3000 plants. All participants aware about their
village /risk/capacity, vulnerability etc and stake holders aware through district level workshop
on it.
Media Consultation Report (Under IPAP Project SC)
Welcome and Introduction Session.
The consultation started with the welcome and introduction of the participants by Mr. Arun
Kumar Sinha, Trustee (KVT). He also gave a brief introduction about the project “Stronger Voice
to excluded children in Govt. & NGO Policies and Programs” he mentioned that the project is
being implemented in the 20 villages of Khagaria for the betterment of the socially excluded
community. In the first phase a survey has been conducted to understand the various problems
of the children from the most marginalized section of the society like Dalits /Untouchables/
Lower Castes, Tribals/ Adivasis/Indigenous Peoples, Religious and linguistic Minorities, the
most backward castes, especially women and children among these social groups.

Understanding the Project
The project explained in details by Mr. Rishav he mentioned that the Save the Children realized
that there is a major gap prevalent in the society between the poor and the rich, in spite of
various projects launched by government the status of the excluded community is still at the
same place. He further added that the project is being implemented in the 20 villages of Mansi,
and Allouli blocks of Khagaria district in which the target group will be most marginalized section
of the society. He said that the project will help to fill the gap by providing a bridge between the
most marginalized and the various government schemes.
Open Discussion
During this session the media persons shared their views and discussed the various aspects of
Social Exclusion they also said that there is a need of sensitized media to raise the issues of the
most marginalized community, they also said that government should also need to respond to
the issues that media people are raising.
Concluding Session and Vote of Thanks
After open discussion, the workshop concluded by Trustee Mr. Arun Kumar Sinha with vote of
thanks and he make an appeal to the media persons to raise the voices of socially excluded
community and give their full support and understand their responsibility.

Mr. Abhijeet Kumar from Save the Children spoke on understanding on Child Rights among
children of most marginalized section of Society. He started with context of Khagaria, he
discussed about poverty, unemployment and migration of people, major part of people from
rural areas leaving their place due to lack of basic resources. He said that 70% people are
depriving from basic resources like habitation. He also discussed about the Child Rights and
how can it be protected with the available resources.
Md. Jiyaullah discussed about child right and said children from excluded community need more
focus, they should know the scheme running by the Government for their welfare. He also
elaborated on some of the major schemes on health and education which are for SC
community.

2nd Round Back to School Campaign- Beldaur
The main objective behind this campaign was enrollment of drop out
children, non school going children and new enrollment in school.
Because it‟s observed that generally after flood children do not want
to go to the school, because their economical condition not allowed
them to do so, with that there is problem of dilapidated school
building, dinginess & dirtiness all over the school campus, no
regular classes in the school, psychological problem etc, therefore
they engaged themselves in some kind of work for earning.

But, to engaged innocent children in work for earning money is against of nature because it
hinder their development. Every child has right to play, learn, and to eat healthy food with it they
have right to education so that, they can develop their knowledge and personality and can make
their own decision.
Second round of Back to school campaign was organized in all 30 villages of Beldaur block on
26th and 27th March 2009. It was held in two days as 15 villages per day. Each village has more
than 250 children participated including school teachers, CPC members and Parents. The
campaign started from the CFSs centers and ended at the respective school to promote
children towards school. Altogether total 8590 children participated in this campaign.

The school students also met with the non school going children and told them to come to the
school because education is their fundamental right and its help in making the life beautiful and

meaningful. After concluding the meeting with the children, a meeting has been done with the
parents also. The Principal told to the parents that they should try to keep their children clean
and should send to them school every day. Because, it‟s prime responsibility of every parent to
provide better education and environment to their child, so that in the future our country would
get a better citizen.
The meeting was concluded after raising some slogans like “Ek pratigya leni hai sabko siksha
deni hai”, (one pledge have to taken to educate every one) “Ladka- Ladki ek saman siksha par
de pura dhyan”, (Boys & Girls are same and both have equal rights of education),” Padh le
Bhaiyaa, Padh le Bahna, shiksha sabse badkar gahna”, (Education is the most precious
Jewellery so everyone tries to get it), Hum Sab School Jaynge Acche Sikchha Payenge ( We all
will go to the school and will get a good education), Bal Suraksha Hai Jahan-2 Sikchha Faila
Wahan-2 (Where there is child protection education has spread there) etc.
In this campaign staffs and members of the trust met with the teachers and district
superintendent of teacher at their office and residence and make a request to them for regular
running of classes in the school. A written application has also submitted in this regard. In the
school campuses there were the problem of water logging, dinginess due to flood was made
clean with the help of volunteers and makes it according to the children so that they could
attend classes without any hesitation.
Child Rights Rally taken out by Bal Panchayat Children
600 Bal Panchayat children in Beldaur block led a cycle rally on 24th April 2009 to demand their
right to free and quality education. Girls and Boys carrying their demands on placards marched
in the centre of the Village. Hundreds of children from the villages of Kanjari, Pirnagara, Mali
Mushari ,Raitay Mushari ,Sishwa and Rukminiya inspired many children to join them and
chanted slogans in support of their demands. At the end of their Cycle Rally children presented
their 06-point memorandum to the District Education Officer.
The memorandum had the following demands by the children
9. School books should be arranged for all children in the school.
10. The course books, slate and pencil should be given to all students, girls and boys, at the
same time.
11. The scholarship money for the students should be given directly to the children.
12. The mid-day meal provided in the school should be provided by another organization, so
that it does not get in the way of the teaching.

13. Ensure retention of children from poor families who may drop-out of school by helping
their parents avail benefits from the Government schemes.
14. Non-teaching work should not be given to teachers as it comes in their way of giving
proper education.
Another important outcome of the rally was that, In that block people are aware and serious
about their children education and their rights. Mr.IndraDev Yadav Mukhiya of Mali
Panchayat said he will try and do his best to promote girls education in his Panchayat and
his block.

Achievement
In 2009 Bal Panchayat liked with child rights with back to school programme. Back to School
Campaign continued from March to April in twenty project villages of Khagaria, Manshi and
Alauli block. There are 2147 new name enrolled in Primary and Middle Schools. 4 children
discovered from Haryana who had been trafficked. Two children enrolled in Begusarai Harijan
School and two are in local school. All CG children are participating in disaster mapping in their
village.
KVT joined mock drill with NDRF and local administration. Bhawesh Kumar of KVT becomes the
District Master Trainer of Search and Rescue. We supported the district Disaster Management
Committee to PRI members training programme at Panchayat level.
KVT becomes the member of district government committees formed like Bihar Sikcha
Pariyojna, Sakchar Bharat Abhiyan.

Name – Sajjan Kumar Father’s Name – Kokay Sada Mother’s Name – Tara Devi Village – Azad Nagar Age – 12 years, Class – 5.
Sajjan Kumar is from very poor family. He had left his studies because of bad economical
condition. His father went to Delhi before 2 years for earning. Sajjan Kumar left his studies and
started child labor and fishing. Sajjan‟s mother was only person in family for earning.
Kissan Vikas Trust and Save the Children formed CFS center. When CFS center was formed,
Sajjan Kumar used to come regularly and his interest level towards studies again increased.
Sajjan took part in all kind of game and cultural programmes‟. Sajjan Kumar gets admission
under Back to School Campaign. Now he goes to school and CFS center regularly. Aazad
Nagar one of flood affected area, People not able to get employment here because of flood and
only because of this reason Sajjan‟s father is not coming back. After formation of CFS center,
children who left schools because of flood fear regularly go to school and not only attend
classes but also participate in all kind of game and cultural programmes.

Baby Kumari left her studies before 4 years and started working as child labour, because of her
father. Mostly child of Nimpihar used to come and play at CFS. Baby Kumari also started come
there and used to play with the children. Gradually she used to come frequently and she also
started study over there. She comes to know about child rights, after that she left job and started
her studies again. Under „Back to School Campaign‟ she joined school again and taken
admission in standard IV. Now, she used to go to the school regularly and after school she
comes to CFS also for playing.
After some times children select her as Health minister of Bal Panchayat. Education Kit
Distributed in IV Class, Baby also get Education Kit and she was very happy. Other children get
inspired and started study.

Red Hand Day
Red Hand Day, 12 February,
marks the anniversary of the
signing of a protocol to the
Convention on the Rights of the
Child (CRC) that forbids the use
of children in conflict, by UN.
But despite the existence of this
protocol, since some years now, more than 250,000 children
are still being forced into conflict in at least 17 countries – including some that have ratified the
treaty.
Through an optional protocol the United Nations (UN) Convention on the Rights of the Child has
forbidden the use of children as soldiers since 12th February 2002. Unfortunately, the number of
child soldiers has hardly changed since then. Children and teenagers have initiated the Red
Hand Campaign and appeal to old and young to participate. Many international organizations
and alliances support the Red Hand Campaign, such as the German Coalition to Stop the Use
of Child Soldiers” and the International “Coalition to Stop the Use of Child Soldiers”- Terre des
Hommes is actively involved in both. This Coalition introduced the symbol of the red hand for

the campaign against the use of children as soldiers. Recently it is also reported that the
terrorist groups in Afghanistan, Pakistan, etc are also using children as suicide bombers. As a
result of this, some children are also being reported killed even in cross firing between such
groups and army.
Last year Children from more then 100 countries have appealed to international leaders to take
stronger action to end the use of child soldiers.
In India, Last year, (in 2009), an appeal was made to all partner organizations of terre des
hommes Germany to strengthen the campaign by sensitizing the communities, school children
and individuals to join the protest against use of children as soldiers. As an expression of
protest the organizations were asked to send their message on a sheet of a paper including the
individual‟s name and town, placing their hand print on it. This received immense response from
the TDH partners. The KVT-volunteers organized a campaign in Girls High School,
Gardanibagh (Patna), and also at Mahila Mahavidyala Khagaria where more than 200 girls
had participated with red hand prints and massage showing their support for the campaign.
They agreed to stop the recruitment of children for war activities.

Skit Play
Skit play organized in 30 villages under 8 Panchyat of Beldaur block, Khagaria by KVT. Firstly
we have conducted training for children on skit play on the month of May 09 at Sishwa Middle
School, Beldaur. 30 Children has been trained on this subject. 5 trainers have given the training
to children on child rights, child marriage and right to education with the help of script. SC field
officer Mr. Sanjay Nandan also participated in the training. We have conducted more than 10
rounds of this wonderful activity in the all villages approx 9000 children were actively
participated and benefited with this skit play. Mainly boys and girls aged between 12-15 yrs has
play the different role according to script like Rakshas Raj who has no knowledge of Akshar
gyan, Himat Raj is a king. Trained skit play children play nukkad natak among the community
where maximum villagers enjoyed their performance and appreciated the all children .Through
this skit play children try to communicate the massage of anti child labour, child marriage and
right to education of children. Basically this is the folk media to aware the community on children
issues. Children used the musical instrument also like Harmonium, Dholak, Jhal, and Mike etc
during the nukkad natak. Really this is an informative activity which is done by KVT.
All villagers appreciated this nuked natak program and aware about the issues which is raised
by children as well as organization. Community peoples have enjoyed these activities and
understand the issues of children in an easy way they are requested to children and volunteers
for organize these activities again in their own village.
The play was written by Pawan Kr. Srivastava “Ye Desh Hai Gandhi Ka” who himself was
present from rehearsal till the performance. The play was focused on promoting Social Inclusion
and child rights. The play tried to touch the issues of exclusion very nicely. The performance of
the children was very much appreciated by all the present guests and also drew the attention of
everyone. Media also highlighted it in a very responsible manner. The plays continued to be
performed for the entire week in all the 30 villages in order to generate awareness in the
community for promoting child rights. The day was ended after the consultation of children with
a charter of demands to the district administration for promoting child protection.

near NH-107 in the Beldaur block of Khagaria district. The program was inaugurated by Chief
Editor from Hindustan New Paper Mr.Ajitabh by welcome words. In this program about 500
Children participated from 30 villages along with volunteers of the same village .The program
was conducted by Mr.Amit Kumar (KVT) with the support of children .MS.Bharti (Bal Panchayat
member) of Pirnagara has done the welcome songs and MS .Kishori (Bal Panchayat Education
Minister) has supported her. Various types of activity and games performed by the children like:-

5. Legs race 10. Hide and run
Some of children have made the own games during the activity. Children have enjoyed these
games, before concluding the games lunch and gift packets provided to all of them.
CFS level Drawing Competition
CFS level drawing competition in 30 villages at 30 CFS center on the month of May and
September 09 organized competition at the Panchayat level as well as Block level. This drawing
competition was based on disaster resilient subject according to this subject we have given the
situation to all children. And then we have so many beautiful paintings which was really
meaningful in the sense of disaster how children and their family faced the last disaster, how
the children has seen the water wave length/frequency, how the children has seen their houses
with full of water and demolished ,how they react about the flood affect, how helicopter dropped
the food materials like that .Approx 6000 children were participated in two rounds of the
drawing competitions in 30 villages of our intervention area in Beldaur block of Khagaria District.
Children were so happy after the competition and they requested to us for organizing this kind of
competition every time in their own village. Parents were also happy to see the paintings of their
child, so these activities really provide the psycho support to the children for their mental stress
of flood.
A painting competition was held on 17th April at 30 villages of Khagaria district. Total 750
children participated on that day. They were given chart paper with colour pencil and other
necessary painting materials. The children also gave their massage through painting.

Celebration of CRC Week (14th – 21st Nov. 2009)
In all the 30 villages of Beldaur block under rebuilding children lives 2009 project a Rally
“Prabhat Feri” was organized on Children‟ day from 8:00 Am till 10:00 Am by the children.
Children had participated with full zeal and zest and tried to raise their voices and the entire
surrounding was covered with the enchanting slogans like “Hum Bachhon ko Pyaar Mile, Jeene
ka Adhikar Mile”,“Bachhon Ko Padhaayenge, Baal Mazdoori Nahi Karaayenge”, “Sab Milkar
Padhenge,Aage Badhenge” etc, by the children.

focus of the “Prabhat Feri” was to promote child rights. In Khagaria a District Level Workshop
was organized and 10 children from all the 30 project villages were selected to perform a skit
play to promote Social Inclusion. The day was started with leaving Balloons in the sky and
remembering Chacha Nehru on this auspicious day that was devoted for the children. The
workshop was inaugurated by Dr. Shyamal Kishore Pathak (Director, D.R.D.A., Khagaria), Shri
R.K. Jha (Superintendent at Labour Department and National Child Labor Society), Shree
Ravindra Kr. Sinha (Labor Inspector), Mr. Sanjay Nandan (Field Officer, Save the Children), Mr.
Arun Kumar Sinha (Trustee, KVT) with lighting up the lamp, through out the event the
participation of children was really outstanding. After the inauguration and introduction session
children cut the cake to celebrate the Birth Day of Chacha Nehru with full joy and enjoyment.

Related To Disaster Risk Reduction
International Day for Disaster Reduction
Keeping in view the International day for Disaster Reduction members of Bal Panchayat
have decided to start a campaign for tree plantation to increase the water level and decrease
the chances of flood in Khagaria from 14th to 29th Oct 2009. The campaign has started from the
village of Bhadas Mushari. In all the 20 project villages the plantation has been completed up to
29th Oct (International day for Disaster Reduction) and 400 trees were planted under this
campaign.
Mock Response Drill
From 14th October to
29th October 2009 a
mock response drill
were organized in all 30
villages of our
intervention area under
Beldaur block,
Khagaria. In this
activities trained
volunteers are organized the task force members, CG, ADG and CPC members with others
people of the villages, approx 3000 peoples were participated in the mock drill. This activity has
organized in the month of October 09.In this mock drill we are trying to create an environment of
disaster and we have planed for the people to act accordingly. We have demonstrated all the
skills among the participants and actually participants do the action like rescue action,
treatment of injured persons, make stature, run through the save evacuation route of the village
etc means participants does the all activities which was related to the subject within given
circumstances at the mock drill places. Every person has sensitized during the mock drill and
sees how the trained persons react according to the needs .Such kind of mock drill we have
organized in the 30 villages where villagers are actively participated and enjoyed these activities
with our team. This exercise has been done to see the activeness among the villagers after
getting many times training on disaster subject. This is the process for checking the community
readiness/preparedness in respect of flood disaster in this intervention area.

Before concluding following things have been distributed among the members.
1. Utensils Kits were distributed in all 30 villages.
2. Search and Rescue team kits were distributed in all 30 villages.
3. First Aid Box Kit was distributed in all 30 villages.
Leadership Activity- 28th-29th June 2009
Two days leadership training had been conducted at Khagaria from 28th June to 29th June.
During the training children got the opportunity to visit the places like Police Station, Health
Centre, Fire Brigade Office, Railway Police Station etc. They visited to all the places and come
to know about their working style and activity.
Wall Printing
It is learnt through experience that in an
area where a large population is still
illiterate. Printed education material has
limited purpose thus it is used for local
folk art and street plays to spread the
message on preparedness effectively.
Wall writing and paintings related to disaster preparedness has been displayed at all the 10
selected villages of Khagaria. Theme of the wall writing is related to take the steps of prevention
before the flood. In this wall writing, flood prevention points were written.
On the issue of Back to School Campaign 90 Wall Writing were made in the different location
of 30 selected villages of Beldour block also.

Disaster Mapping
Disaster mapping is the mapping of areas that have been disturbed
through extreme natural or human caused disruptions. It is normally
possible to delineate the area affected by the disruption. A practice
of disaster mapping was completed in all the target villages. All the
Community children were very curious to know about disaster
mapping. The Training and knowledge of disaster mapping has
given to the children of 20 villages.
First-Aid
We have organized this training in 10 villages of Khagaria and Alauli,
Khagaria, Mansi block in the month of Aug, Sept and Oct 2009.
Members of First Aid Task Force are present in all villages. Our
trained volunteers has given the training to members about the snake
bite, dog bite, minor injury, how to check pulse, how to make
bandage, about the basic medicines, what are the main antigen, what
to do in the minor fracture etc. trained Volunteers given the training
one by one and session wise in two days at the Bal Sansadhan Kendra as well as the
Panchayat Bhawan in the villages. Trainers demonstrate the bandage skills, how to check
pulse, how to bind rope in the case of snake bite, how to make support bandage in the minor
fracture in hand or leg prevention in the time of dog bites etc. All members of the first aid
committee enjoyed this training .This is the participatory approach training where every member
has given the proper attention to the trainers. Trainers also conducted group exercise which is
based on the topic. Members of the task force also shared the disaster situation and what kind
of casualty had been made in the last flood. So really, this is the skill-based training. Villagers
appreciated about the training and members of the task force said this training is really fruitful
for us and we know through the training ,what is first aid treatment in differ kinds of casualty in
the disaster as well as in general time.
