I. Preamble

1. As one of the 21 specialist centres set up by the Southeast Asian Ministers of Education Organization (SEAMEO), RELC has played a prominent role as a Centre of Choice for language education in the region since 1968. 2. SEAMEO RELC’s set targets and performance goals are driven by the Centre’s mission to develop language teacher education in the region and the promotion of international cooperation among language professionals. Specifically, RELC’s key objectives based on its 9th Five Year Blueprint (2012- 2016), are underscored by the following 3 strategic thrusts: a) Broadening its partnership base outside its current comfort zone; b) Deepening professional and international understanding of the Centre’s capacity and expertise outside of the region; and c) Strengthening its organizational resolve, resources and resilience. 3. Essentially, the programmes and activities that RELC undertook were with the aim of achieving the Centre’s objectives in alignment with its strategic thrusts and with SEAMEO’s four strategic themes as outlined in the SEAMEO Strategic Plan (2011-2020) which are: a) regional leadership and international visibility; b) programme excellence and dynamism; c) SEAMEO values and social responsibility; and d) internal capacity building 4. The SEAMEO Strategic Plan 2011-2020 aims to provide a general direction and framework to the SEAMEO units in planning their operations, formulating internal strategies and re-adjusting their resources to appropriately attune to their respective financial funding. II. Regional Leadership & International Visibility Scholarships 5. SEAMEO RELC has been providing scholarships in language education for the region for the past 48 years since its establishment in 1968. These scholarships are primarily targeted at language practitioners from the Ministries of Education from SEAMEO member countries. To-date, SEAMEO RELC has offered 4,130 scholarships and trained 38,747 participants. 6. SEAMEO RELC sets aside at least SGD800,000 in each financial year to sponsor the language education of Southeast Asian nationals who are interested in upskilling language teaching and education.

7. As the scholarship programme constitutes a key contribution of the Centre, SEAMEO RELC will constantly review the usefulness and relevance of its scholarship courses to keep in tandem with the dynamic language education landscape in the region. Training Courses 8. In the Financial Year 2015/2016, 51 customised training programmes and 9 testing services (for 27 candidates) were conducted and administered by SEAMEO RELC for a total of 1,027 language educators and professionals from Southeast Asia and beyond. These included regular training courses leading up to a Master’s Degree level. 9. The regular training courses were open to individual applicants who attended either on scholarships or on pay-feeing basis. There were a total of 9 such courses conducted in the Academic Year 2015/2016. The Postgraduate Diploma in Applied Linguistics course remained the flagship programme on the SEAMEO RELC calendar and the Master of Arts in TESOL course, in collaboration with the Victoria University of Wellington, New Zealand, was offered for the third consecutive year. The other courses offered by the Centre are as follows: (a) Certificate Course English for International Understanding (EIU) (b) Specialist Certificate Courses

10. In response to local and regional needs, SEAMEO RELC continued to steer the SEAMEO agenda of international visibility through capacity-building programmes aimed at developing language education. Customised courses were designed based on specific needs of clients, including the Ministries of Education in the region. They vary widely in terms of content and schedule, and may be delivered either on a full-time or part-time basis. 11. The following were some of the major courses conducted in FY2015/2016:

- Customised workshops on “Teaching and Assessment of Editing Skills and Using Stories as a Teaching Tool to engage the 21st Century Language Learner” were mounted for teachers from local and private schools in Singapore.

- Workshops on “Content and Language Integrated Learning” were conducted for various universities in Taiwan. The Centre also provided professional development courses for teachers from Indonesia, Thailand and Vietnam.

- The Centre also collaborated with the Ministry of Education and

Culture, Indonesia to implement a Professional Enhancement Programme in Pedagogy and Principles of Teaching for Indonesian Master Trainers of English. RELC was also involved in monitoring the cascading of training to many other Indonesian trainers and teachers.

- SEAMEO RELC had, in conjunction with the Ministry of Education,

Youth, and Sport in Cambodia, launched a Professional Development Programme in English Language Teaching Methodology for Cambodian Master Teacher Trainers on 16 May 2016.

- The Centre continued to collaborate closely with local national

institutions, including Temasek Foundation, Singapore, the Ministry of Foreign Affairs, the Ministry of Home Affairs, the Ministry of Defence and the Civil Aviation Authority of Singapore, to offer specialised services in training and assessment for the development of language courses and tests that met their specific requirements.

RELC International Conference

12. SEAMEO RELC held its 51st International Conference from 14th to 16th March 2016. The theme of the Conference was “Teaching Literacies – Emerging Pathways and Possibilities in Language Education”. 13. The Guest of Honour for the Opening Ceremony was HE General Dapong Ratanasuwan, Minister of Education, Ministry of Education, Thailand, and SEAMEO Council President. 14. About 400 speakers and participants from 28 countries attended the Conference. Altogether, there were 12 invited speaker plenary presentations, 28 workshops and 84 parallel sessions, presented by a total of 118 speakers from 22 countries. Speakers from the SEAMEO member countries came from Brunei Darussalam, Indonesia, Philippines, Singapore and Thailand. Highlights of the Conference included “Conversations with Invited Speakers” and two panel discussions which were well received by the Conference participants. 15. The Invited Speakers included Prof Allen Davenport (UK), Prof Karen Dooley (Australia), Dr Lesley Gourlay (UK), Prof Robyn Henderson (Australia), Prof John Macalister (New Zealand), Mr James Martin (UK), Prof Dr Jayakaran Mukundan (Malaysia), Associate Prof Aek Phakiti, Mr Martin Robinson (UK), Prof Jennifer Rowsell (Canada), Prof Karen Schramm (Austria) and Dr Nugrahenny Zacharias (Indonesia).

Institutional Links 16. To promote the Centre’s visibility and reputation, SEAMEO RELC continued to forge its links with prestigious institutions locally and abroad. 17. In the Financial Year 2015/2016, 58 government officials, language educators and students from educational institutions in Indonesia, Philippines and Singapore, visited SEAMEO RELC to learn about the Centre and its training programmes.

18. To foster better international understanding of the Centre’s capacity and expertise, SEAMEO RELC continued to maintain close relations with institutions that included Chulalongkorn University Language Institute, Bangkok, Victoria University of Wellington, New Zealand, and Jinan University, People’s Republic of China. These institutions have helped to extend the Centre’s network of collaboration, with different kinds of training platforms. 19. The Centre continued its collaboration with Jinan University, Guangdong, China, to offer the Master of Teaching Chinese to Speakers of Others Languages programme in Singapore. A total of 129 candidates have been enrolled in the programme, which is now in its 5th year of collaboration with RELC. RELC Publications 20. The RELC Journal was first published in 1970 and since 2003, it has been published by SAGE Publications Ltd (SAGE). The total downloads in 2015 were 86,313 of which 85% (73418) were paid downloads. This is used by libraries as an indicator to renew subscriptions. There were 157 institutional single traditional subscriptions in 2015 with a renewal figure of 91% and 31 institutional packages, with a 135% renewal rate.

21. The RELC Journal is peer-reviewed and the peer review turnaround time is very important to authors. The RELC Journal had an average turnaround time from submission to first decision of only 30 days, and was rated by SAGE as “excellent average turnaround time”. 22. Due to the high number of articles published in the RELC Journal and the number of citations by other journals ranked in the Institute for Scientific Information (ISI), SAGE believes that the RELC Journal is now ready to be submitted for inclusion in the ISI. The ISI’s bibliographic database provides some measure of the academic impact of the papers indexed in it, and may increase their impact by making them more visible and providing them with a quality label. 23. In addition, SAGE worked closely with Scopus, Elsevier’s abstracting & indexing database, where the RELC Journal was included. Inclusion in the database was particularly useful, as Scopus search results would link researchers directly to the articles in the RELC Journal. .

24. For 2015, 5,361 people had signed up for electronic alerts for the RELC Journal, a 5% increase over 2014. The statistics for web visits via device usage is shown below.

III. Programme Excellence and Dynamism 25. Since the blended Diploma in Applied Linguistics was first offered in 2013/2014, RELC has been receiving positive feedback. Achievement statistics affirm that the blended approach offers significant benefits in terms of effective student engagement, learning and flexibility in time management. IV. Internal Capacity Building 26. SEAMEO RELC staff members are allocated a total of 40 hours per staff in each financial year to undergo training and development to enhance their capacity and professional capability. In the Financial Year 2014/2015, a total of 128 staff had attended 3,754 hours of training. In addition, SEAMEO RELC professional staff continued to participate at international and in-house seminars where they shared their readings and research with other participants (Appendix 1). 27. The RELC International Hotel was awarded the Green Mark GoldPlus

Certificate ( ) by the Building and Control Authority of Singapore (BCA) on 16 May 2016. The Certificate is valid for three years. The Green Mark certification encourages owners and operators to meet sustainable operations goals and to reduce the adverse effects of their buildings on the environment and occupants’ health over the entire building’s life cycle. 28. In the year under review, the Centre actively engaged the staff in Social Corporate Responsibility through a wide range of varied activities organized by the Staff Welfare, Social, & Recreation committee (SWSRC). To facilitate a greater outreach, the charities were so-called “brought to the doorsteps of RELC”. A multi-pronged approach was adopted in which the staff of RELC had hands-on experience in a wide range of activities to raise funds for charitable organizations.

29. SEAMEO RELC is working on its next 10th Five-Year Blueprint (2017-2021) as the Centre continually seeks to create value to education and learning in the region. The growth of the ASEAN Community has resulted in an increasing interest in Southeast Asian countries to adopt the use of English as a language of instruction and communication. SEAMEO RELC hopes to leverage on this and to position itself to offer not just its expertise in language education, but also its consultancy and testing services to stakeholders, to be the Centre of Choice in the region.
