MSME-DI, CHENNAI Achievements for the year 2011-12
I.INTRODUCTION Micro, Small and Medium Enterprises (MSMEs) are power house of any economy and play a significant role in providing large employment opportunities at comparatively lower capital cost than large industries but also help in industrialization of rural & backward areas, thereby, reducing regional imbalances, assuring more equitable distribution of national income and wealth. . MSME sector produce a wide range of items employing traditional to state-of-the-art technology. Though this sector has faced series of setbacks and challenges especially in the present global economic blip, it is the only sector leveraging the Indian Economy as most of the -products of MSMEs are normally absorbed by the local markets and also carve out a separate exclusive market zone for themselves
MSME-DI, Chennai ,a field outfit of DC,MSME committed to promote the MSME sector by offering a w ide spectrum of value added services and scheme based support to the techno-preneurs, educated unemployed youth and the existing entrepreneurs in the areas of technology infusion, group initiatives creation of self-employment opportunities and upgrading the relevant skills of existing and potential entrepreneurs. The path breaking exercise and the value added s e r v i c e s rendered by this Institute have been well recognized by the industrial fraternity in the state of Tamil Nadu and the UT of Pondicherry.
The entire promotional initiatives of
MSME-DI, Chennai can be classified under Core Programme, and Non-Core Programme activities.
Under the Core programme activities, this
Institute has taken due care to execute the target assigned by the Hqrs by giving special thrust on quality and effective implementation of the programmes to transform the MSME sector in its jurisdiction
Under Non-core Programme activities,
this office has made a new beginning by accomplishing spec ia l task under the caption of ‘New Initiatives’ with the avowed objective of revitalizing the MSME sector as per the felt need of the present ‘Business Environment’.
It is an attempt to make th is Cent re as
a one-stop-business-solution and service centre for offering umbrella service to the existing industrial fraternity and also to prospective entrepreneurs.
It has adopted a three prong strategy
to achieve i ts object ive, viz., (a) ‘generation of new entrepreneurs’ through various E & T programmes with the aim to trigger the growth impulses in the MSME sectors, (b) ‘formation of potential skill’ for the enterprises through skill development training programmes, and (c) ‘enhancement of capacity and capabilities’ through cluster approach for existing industries.

Part-I : Core Programme Activities
(I) E & T Initiatives MSME-DI, Chennai offers umbrella service to the industrial fraternity and aspiring
entrepreneurs. It has committed to create employable skills through our regular and outreach skill upgradation training programmes. Our prime task is to conduct need based modular training programmes for the benefit of the target groups across the State with an avowed objective of creating more enterprises and employable
skills in the rural, tribal and semi-urban areas for ensuring contended inclusive growth
Under the core programme activities,
this Institute have conducted various short term training programmes like EDPs, ESDPs, BSDPs, & MDPs and awareness programmes, IMCs, for the targeted groups of educated unemployed youth, industrial fraternity

This institute is able to achieve 100% resul t in fulfilling the target with the avowed objective of creating self-employment and wage employment in the State of Tamilnadu and UT of Puducherry.
The highlights of the achievements are
exhibited in the Table-I. Special s o f t w a r e was a l s o developed to m o n i t o r the progress of various training programmes.
Special ESDP programmes were
also conducted for the benefit of physically challenged people with the support of Vocational Rehabilitation Centre.
Training on cell phone servicing and
repairing was imparted to these targeted groups. Handhold support was established with leading NGO.
MSME-DI, Chennai adopted such 3- Arms service to kindle industrialization for ensuring contended socio and economic inclusive growth to some extent through the E & T programme.

dovetailed for fulfilling the task.

New approach has been adopted to
impart result oriented training by involving leading NGOs and leading institutions.
Special Focus of Tribal Industrialization
The Tribal initiatives of this institute are worth mentioning. One Day awareness programme was conducted in the Late Night in the interior forest to create awareness among the Tribal. This institute with the active support of Don Bosco has adopted the Jawadhi tribal in Jamunamaruthur to enhance the livelihood option of the Tribal without damaging their eco system. ESDPs were conducted on Honey processing, Food processing, Mushroom Cultivation etc. during the reference year 2011-12.

This institute has promoted more than 50
enterprises in the Jawathi region falling in the Eastern Ghats by conducting result oriented EDPS. Marketing support was also created for their products. Each beneficiary can able to earn Rs.200 plus per day under this initiatives.
Similarly,
with the support of RAMCO, this institute has also adopted Paliyar Tribal in the Western Ghats and conducted result oriented
training programmes.
Exclusive
Brand was developed for the tribal products. Common Raw material Bank has been created for their forest collection. This community enterprise drive has created awareness among the tribal and also started to fetch decent revenue to the tribal. Marketing initiatives under ESDP Programmes
Common brand is also developed for the
jawadhi tribal. MSME-DI and RAMCO have adopted Paliyar Tribal with an objective of creating Community based multi products Micro enterprises in the tribal region with the message of save forest and save future. This is a sustainable and harmonious development model for total transition of eco-friendly tribal economy
Attempt was made to replicate the developmental model of Jawadhi hills with modified strategy suitable to the Paliyar community as the later is vulnerable society and more prone to exploitation.
As part of ESDP training, a small bio diversity herbal garden was created in each settlement area so as to preserves the bio diversity and to protect the rare medicinal plants from the very threat of complete extinct.

collection into cash in a shortest period of time Such an unscrupulous parade on nature has posed problem to the tribal economy. Keeping this view in mind, an attempt is made to train the tribal in scientific method of collecting and plucking the forest produce. Training was also imparted to manufacture value added products under group initiatives. Many of the activities envisaged in the project have been undertaken under the banner of community enterprises system with proper supply chain integration.
Tribal youth have been involved in the project. They are the partner in the mission. Fraction of the profit is used to be deposited in their account. The saving would be used either for their higher studies or to start sustainable livelihood option in the forest based under the people movement. The project will be run by the Tribal in the target areas with the support of MSME-DI, Dan Bosco and RAMCO. Later on this would be hand over to the community itself.
II. NMCP Schemes
Under the National Manufacturing Competiveness Programme (NMCP), special emphasis was given to improve the competency of the MSMEs to equip them to face the diversified global challenges. In order to fulfill the task, MSME-DI Chennai has taken special care in implementing this progamme. Since, it is a recently launched
initiative, it is s lowly get t ing recognition among the industrial fraternity. Number of Hosting institution under Business incubation increased to 10 in Tamilnadu and 100 ideas are emerged from business incubation. Under ICT intervention, new business portal was launched for the benefit of ceramic and refractory clusters, Vridhachalam. Intensive campaigns have been conducted to disseminate the flagship scheme of NMCP and the benefits available under the NMCP components in all its training programmes. The salient performance of this Institute under the NMCP programme for the year 2011-12 is highlighted in the Table
III. Cluster Initiatives

Tamil Nadu is one of the most successful States effectively implementing the MSE-CDP scheme by creating visible benefits to the micro players under group initiatives. Within a short span of nearly half a decade, MSME-DI, Chennai with the active support the Government of Tamil Nadu was able to map 173 MSE clusters across the State
It has already started supporting more than 80 micro and small product specific MSE clusters to establish CFC under the vibrant programme of MSE-CDP scheme with the active support of other stakeholders.
The cluster initiatives in Tamilnadu is a movement to build macroeconomic stabilization, technology drive, privatization, market opening, and reducing the costs of doing business under group dynamism for MSE players
Other achievements in the Cluster Cell
T he I n s t i t u t e had made an emphatic attempt to establish more CFC proposals under the Cluster Development programme. Out of 18 CFC projects, 14, CFCs have come up in the far flung rural areas.

The exclusive MSE Cluster web portal,
viz., www.mseclusters-tn.com is a public domain being maintained by MSME-DI, Chennai. It is providing all information and services about the promotional tool confining to the MSE cluster Movement in Tamilnadu. This portal is also a one stop search engine to provide standardized and uniform support service to cluster community in Tamilnadu. The MSE-Clusters in Tamilnadu has created awareness on cluster revaluation and the importance of successful group dynamism of cluster Movement in the
State. Highlight of achievement under MSE- CDP in the State of Tamil Nadu is given the Table below:

In order to speed up the CFC proposals
regular cluster interaction meting was conducted under the chairmanship of Secretary, MSME, and Dept. of GoTN. Special interaction meeting was also conducted under the Chairmanship of CMD, TANSIDCO. Officers from MSME-DI Chennai have supported both agencies to conduct interaction meeting effectively. The pending issues/clarifications, tie ups were arranged by the cluster division for the benefit of the cluster fraternity with the active support of cluster division. TANSIDCO was about to conduct technical evaluation meeting and validation of CFC proposals. Linkages were also created with leading R&D Research Institutions for improving the core competency of the cluster members.
As a humble beginning scientist from CSIR has been taken to Brick Cluster, Tirunelveli. The scientist visited the ongoing CFC project and gave suggestion and improvement for the construction of VSBK. He has given assurance for technology transfer in respect of the modified bricks developed by CSIR. The scientist also visited Tribal centre
and gave assurance for extending support for development of tailor made technology for processing the tribal products for commercialization.
Special efforts were made by the cluster
cell to create raw material bank for safety match clusters in respect of procurement of paraffin wax from CPCL, Chennai
Attempt was also made to create a raw
material bank for printing cluster, Krishnagiri in collaboration with TNPL. .
IV. Special Programmes
The most salient phenomenon of MSMEs is perhaps their contribution to employment but at the same time more striking fundamental changes for survival is cultural barrier and slow opening. In order to withstand in the present challenged globalized and liberalized Business Environment, Special focus has been given to improve the core competency of the MSMEs by conducting specialized programmes like awareness/sensitization progamme and workshop for the benefit of the industrial fraternity. 8 such one day special programmes have been conducted in the year 2011-12. The details are exhibited in the Table-IV

V Revenue from Workshop Special care has been taken to
impart skill development programme with the existing facilities of workshops attached with MSME-DI and its field units. In addition to that all out efforts w e r e made to commercially utilize the facilities ava i l ab l e i n t hese workshops. The total revenue earned from the 3 workshops at Chennai, Coimbatore and Tirunelveli comes to nearly Rs. 50 lakhs during the financial year 2011-12. Details are given in the Table given under Table-V

VI Vendors Development Programme
Strengthening of the supply chain by creating strong business linkages with big companies are eventually necessary to scale up the operation of MSMEs . Vendor support and match making exercise will help many ways to improve their bottom line. This in turn would help the MSMEs to
strategically spill over near by the big firms. B2B is a Business Model to

create a common platform for the MSMEs and big business firms to work together for mutual survival.
Such a market driven business excises
has supported the MSMEs to seize the business opportunities. MSME-DI, Chennai in association with Industrial associations has conducted 12 such, International Level (2) and National level (10) events during the year 2011-12. Most of the VDPs were conducted within the clusters. VII Participation in International Trade Fairs and Exhibitions
In the liberalized and globalised era, it is inevitable for the MSME players to go hand in hand and to update their knowledge and abreast of their business ventures in the global supply chain so as to with stand in the competitive race. The global outlook is very much essential to withstand in the modern technology drift. Keeping in this mind, M/o MSME, GoI is supporting the MSMEs to participate in the various National and International trade fairs and exhibitions. Cluster division of this institute supported the Cluster members to undertake Business exposure visit to China, Germany and other part of the countries under innovation and technology drive initiatives. Members of Ceramic and Refractor Cluster Visited Gujarath. Artisan cluster members from SS cluster, Kumbakonam visited Bangalore Similarly, members of Plastic Cluster, Chennai visited China and representative of Leather Cluster visited Germany .
VIII E-Clubs
Entrepreneur club, o t he rw i se known as E -C lub , is an Entrepreneurs’ forum to discuss and debate common problems and to identify solutions and also to undertake development activities for the group benefits. It is a heterogeneous group representing the industrial fraternity from the local and the maximum size of the group is 50. It shifts the focus from creating lobbying mode to facilitation mode. During the year 2011-12, about 15 E -clubs have been formed in the State of Tamilnadu and 4 different type of activities have been undertaken by these different E-clubs which include awareness programmes, study visit, seminar/workshops and monthly meetings etc. Initiatives of E-club of goldsmith, Coimbatore is worth mentioning. This group has started various business initiatives and expands their business operation by inducting new technology and facilities with their own fund. These common testing and gold jewelry processing facilities have been used for members and non members on commercial basis. This team had visited Mumbai and also participated in the trade exhibition. IX Special Study
a. MSME-DI, Chennai has been constantly working for the promotion of MSME sectors. It b r i n g s out various articles and prepares reports and also undertakes various evaluation studies for the benefits of the industrial

fraternity. This institute has taken special care to map the industrial potentials existing across the State of Tamilnadu and already brought out district wise handout on “Industrial Opportunities” - a guidance to entrepreneurs for the benefit of the industrial fraternity and the youth. All the districts have been covered and it acts as a ready reckoner to those who aspire for the MSEs in the districts. It has already brought out web based flip model digital directory in the name of www.msme-guidance-tn.com Cluster division of this institute adopted
the tribal regions of Jawadhi Hills and Sathuragiri Hill for protecting and proportioning the tribal economy on suitable basis. Two Models were prepared

X Other Initiatives in Clusters
Cluster Cell supported the members of the gold cluster, Madurai to undertake cluster exposure visit to the gold cluster Coimbatore. 10 members’ visited the common facility Centre created by the Kovai based gold cluster. They had interactive meeting with them. The cross cluster visit has given new opportunity to both the clusters to start new business initiatives within their cluster.

Selection of More Innovative MSE clusters
Attempt has been made to undertake more innovative clusters with the support of Council of Scientific & Industrial Research Institute under the National Innovation Council (NIC). The following clusters have been selected under these initiatives in Tamilnadu

partner, It was decided to extend all out
support to the CSIR to make the above
clusters as more vibrant and technology hubs.

Innovative cluster (Leather) Ambur-
Vaniyambadi
Cluster division supported the SPV to prepare the CFC proposal for establishing CFC within the cluster. The request for seeking financial assistance for upcountry visit under International Co-operation scheme was forwarded to M/o MSME through Hqrs. The said proposal was already approved by GoI. Team of 10 members would be visiting Germany shortly.
Lock cluster, Dindugal At the behest of science and technology, Govt of Tamilnadu, a cluster interaction meeting was arranged for lock cluster Dindugal. Officer from EI division co-ordinate the work and arranged the meeting for obtaining GI for the
Lock cluster Dindugal. An attempt was made to get GI for the above product.

Cluster Division of this institute prepared an approach paper on Rural Enterprising and Employable model for sustainable development and also prepared a model for Tribal Industrialization

Under this model, an attempt was made to draw a new road map at rural level by mapping the resources available at block level with the active support of Private Partner to exploit the same for commercial application. . Most of the ESDP trainings were conducted based on the recommendation of the reports during the year 2011-12.
Similar, 4T model was suggested for Tribal
Industrialization. A strong growth path of the Tribal
economy largely depends on effective and
judicious utilisation of natural bounty without
disturbing the eco system. The proposed vision
on promotion of Tribal economy largely based on

Both Models were adopted during the year
2011-12 to improve the rural and tribal economy.
Sizable employment opportunities and income
generating activities have been created under
community initiatives in the regions of Jawathi,
Sathuragiri Hills.
XIII Hindi Initiatives: Officers from this office actively
participated in various HIndi-competitions conducted by the office of Official Language Committee. This office regularly conducted Hindi meetings. Few reports were also prepared in Hindi.
Other Initiatives for strengthening the
SME sector in Tamilnadu: Director of this institute participated in
various seminars and workshops and meeting conducted by industrial associations, CIII, technical institutions, Engineering colleges and promotional councils. This Instt. has supported CII to conduct intensive industrial campaign and initiate promotional activities in the State of Tamilnadu.

Chennai has undertaken a number of new initiatives to use the IT tools, a vital visual platform - and other proactive measures to encourage more entrepreneurship and also to revitalize the MSME sector and to augment the skilled resources .Series of attempt were made to accomplish the task through conducting need based short term modular skill development programmes, Export oriented programmes, management programmes, high end programmes , etc, in more than 50 areas
Few Initiatives are illustrated below:
Ii TV Programme – Vazhkaikku Oru Siru Thozhil (An industry for life) The MSME-DI, Chennai had launched to telecast a TV Programme, viz., Vazhkaikku Oru Siru Thozhil (An industry for life) in the Doordarshan’s PODHIGAI Channel since 17th Nov’10. The programme is being telecast on every Wednesday between 11.30 hrs to 12.00 hrs. in the channel. The response was very impressive. A number of entrepreneurs have successfully made use of this programme for the progress of their ventures. So far 62 episodes have been telecast through the channel. Followed by this weekly event, specialized training programmes were also conducted for the benefit of the educated unemployed youth with the avowed objective of improving the employable skills and to create more technopreneurs in the State of Tamilnadu and UT of Puducherry. iii. Special training programme and Melas: Special drive has been made to impart
short term specialised skill training programmes and workshops under the PD account for the benefit of the industrial fraternity and also for aspiring entrepreneurs. The main objectives of these training programmes are:
� Bridging the gap for trained manpower required in the MSME sector,
� Developing entrepreneurial skills with techno-commercial knowledge,
� Imparting vocation training to the youth so as to convert the skilled person into entrepreneur syndrome to the maximum extent possible,
� Developing professional ethics, work culture & personality for ensuring gainful employment in high tech areas,
� Transferring t e c h n i c a l know-how about handling high quality value end job,
� Promoting the usages of modern technology, and
� Up-gradation of Technical Skills,
iv. Skill Development Training Programmes during 2011-12
Important special Skill Development Training Programmes conducted during the year 2011-12 by the MSME-DI and its field outfits are given in the Annexure under the sub-heading No “8”. Progress of PD Account Programmes”.
By conducting such need based training programmes, MSME-DI, Chennai has been able to generate revenue to the tune of Rs.6.33 crores, out of which Rs.1.49 crores was already remitted into the Government Account:

V. Credit and Export facilitation council:
In the development of MSMEs, availability of timely credit is the issue. Non availability of timely finance and poor credit has been the major causes of business failure. Export is yet another area which deserves focused attention. The information on market access, domestic support policies, and export procedures and formalities are vital inputs deciding the performance of any export firms. VII Evaluation Study on Coir and Handicraft schemes Implemented by DIC of Puducherry
AT the behest of DIC, UT of Puducheery, EI division undertaken the evaluation study on coir and handicraft schemes .
Evaluation study was conducted to assess the impact of the training programmes in the trade of coir and Handicrafts conducted over the years by the DIC in the Union Territory of Puduchery. The study was taken up to identify the status of beneficiaries and to identify whether significant visible benefits created within the support the training progarmme. Such an attempt was undertaken with the view to evaluate the outreach benefit of the above programmes which are all being conducted almost over a decade. The findings brought out the key issues like weak-linkages, drawbacks and the bottleneck involved in implementing the schemes. Attempts were also made to evolve a Monitoring and Evaluation Mechanism. The evaluation study was well received by the UT of Puduchery. Recommendations of the report were also incorporated in the plan approach paper of UT of Puduchery.

X. Publicity and promotional activities – IT intervention
MSME-DI, Chennai is committed to make this office as paperless office by utilizing the advantages of IT tools. Web enabled office automation has already been implemented. Efforts are underway to carry out administrative and accounting process of MSME-DI, Chennai and Branch offices at Coimbatore and Tuticorin through these initiatives. All activi
ties pertaining to E&T programmes and PD programmes are mostly web enabled with the site www.msmedi-chennai.gov.in
XI Inclusive Growth (Growth within) MSME-DI, Chennai has already been
committed to channelize all its efforts and energy for achieving inclusive growth by taking systematic approach to strengthen the sustainability options integrating rural, tribal and urban economy under this special initiative. Strategic plan initiated for promoting the tribal economy of Jawadhi hills and rural economy of the Arunthadhiyarpalayam on pilot basis has made excellent progress. By developing an exclusive website for the Jawadhi hill tribes, this Institute has been able to create a brand image of tribal products. XII Exclusive Library in the MSME-DI, Chennai The Library functioning in the Institute has been one of the most updated facilitating centre for the visitors from public as well as for the officials of the Institute. Thousands of books, both in English and Hindi, on technical and other heads relevant to promotion of MSMEs are available in the Library. Projects reports on different discipline are also available for reference as well as for sale to the public. They are being updated regularly. Modernization and digitalization of the library has been given priority. Different kinds of entrepreneurial magazines and periodicals are subscribed to the library on regular basis. The total No of visitors Visited Library and availed the benefits are 2052 and the Revenue earned is Rs 9720.

High end programmes like cloud computing, technical writing, solar photovoltage, six-sigma cine photography etc. were also conducted. Special programme on IT intervention was also conducted with BSNL intervention. There was a good demand for the gold appraisal programme. Such programme was conducted in Chennai, Madurai, Trichy and Coimbatore, Vellore etc. XIII Special Drive under PD Initiatives Tailor made modular training programmes, short term skill upgradation programmes were conducted in or der to reduce the skill gap crisis and employ skill problems faced by MSME sector. Need based high end and part time training programmes were also conducted in the areas of Management, Accounting, ICT, bio technology, meteorology, food processing, Export, Garment textiles, communication, photography, etc. An amount of Rs.6.00 crore was earned from these programmes and 13,252 persons' benefited programmes. 709 programmes were conducted during the above reference. Intensive cell phone servicing and repairing was conducted with the objective of creating employment opportunities in the service sector. On completion of the programme, a free cell Phone service mela was conducted in the office premises to create business opportunities to the trainees. The Mela was well received by the public. Efforts were also taken to give placement for the trainees in the leading service centres. Immediately on completion of the programmes, 20 persons already started cell phone service repairing venture. Even the vegetable vendor has started part time service and repairing activity which started fetching Rs.200-300/per day.

XIV.National Level Seminar on Re-orientation of MSME sector At the behest of DC,MSME, this institute had conducted a brine storming sessions to prepare a documents for revealing the MSME sector and to improve the functions of DC<MSME. Detailed Documentation was prepared and Director of this institute made presentation 7 areas was identified for discussion. The broad areas covered under this study was Marketing, training, technology and Innovation, Infrastructure, Finance, HR, Unorganized sector. . Subsequently, approach paper on 12th 5 year plan both at National Level and State Level were prepared. Special focus was given to create more
Technopreneurs. Suggestions were also given for ensuring Inclusive growth by arresting labour force from their own soil and reshaping the industrial sector in tandem with present changes and challenges An elaborate attempt has been made to attack Poverty stronger and vigor than ever by following a hybrid growth model and by promoting MSMEs on fast track so as to create quality employment across the state. Conclusion All out efforts are being taken to make the Institute as a favorable destination for the industrial fraternity and aspiring entrepreneurs to augment knowledge and cone their skills. The Institute has already emerged as one among the leading Institutes in the country. Our tire-less journey to make it the number one position will continue till the aim is achieved. The Micro, Small and Medium Enterprise (MSME) sector in Tamil Nadu offers a bounty of
opportunities for Korean investors, S. Sivagnanam, Director of MSME, Government
of India, said on Friday.
Inaugurating the ‘Indo Korea Connect 2011' business summit, Mr. Sivagnanam said the government had identified 173 MSME clusters in various verticals across the State. The Centre was providing Rs. 37 crore financial support to 15 of these clusters, he said.
Calling for dismantling of bilateral trade barriers to further boost business and investment as envisaged by the Comprehensive Economic Partnership Agreement (CEPA) between the two countries, Mr. Sivagnanam said Tamil Nadu was ideally placed as an investment destination in terms of rapid industrialisation and favourable business climate.
The State, he said, was a major recipient of FDI from Korea, with around 160 Korean companies operating from Chennai. He cited the example of auto major Hyundai which produced a million cars in 2010 for export to Asia, Africa and Europe, pumping in a fresh investment of $ 1.6 billion.
Mr. Sivagnanam identified as potential areas of collaboration sectors such as automotive, ITES, telecom, higher education, R&D, skills development, textiles and leather. Integration of MSMEs with Korean clusters would have a synergistic effect, he said.
J. S. Ham, Vice-President, Samsung Electronics, said the CEPA had opened up a new chapter in the bilateral business relationship. While mutual understanding of the business communities had grown, much more work was required to strengthen ties between the nations economically and culturally, he said.
K. Balaji, Managing Director, Kasturi and Sons, said the media landscape in India and Korea presented a contrasting picture, especially in patterns of media consumption. While there had been a shift in media consumption from print to Internet and mobile in Korea, in the Indian scenario print continued to hold the lion's share of advertising revenue, though television was expected to overtake print over the year, he said.

Gireesh Kumar Sanghi, former MP, said the Korean work ethic was characterised by a zeal for work, innovation and passion for research.
Madhubala Nahar, Director, Indo Korea Connect, said the MSME sector was pivotal to tap into the $ 50 billion opportunities expected to come into India in the wake of the CEPA. The business summit was being organised against a backdrop of low awareness about the potential of the CEPA for business communities of India and Korea, she said. R. In a recent State-wide survey, Micro, Small and Medium Enterprises – Development Institute (MSME-
DI), Chennai, has identified about 15 feasible micro agro enterprises that could enable job-seekers to turn
into job providers.
The survey was conducted in all the 32 districts of Tamil Nadu covering 378 blocks and six blocks of
Puducherry. The resources were divided into 15 broad categories covering more than 30 value added
viable projects with an investment varying from Rs.1 lakh to Rs.1 crore.
MSME-DI has identified agro and allied enterprises, food-based enterprises, floriculture, sericulture,
apiculture, herbal extraction, honey-based value added products, vermicomposting, integrated dairy
farming, value added products from coir and coir pith, rural-oriented servicing centre, rural marketing,
rural BPO, marine products and forest based value added products as the potential areas.
Talking to The Hindu, MSME-DI, Chennai Director, S. Sivagnanam said, “Our objective is to create opportunities in the villages for economic activity, provide decent employment to the locals,
arrest migration, avoid over flooding of urban population, integrating tradition with modern technology,
provide livelihood option for the down trodden and to alleviate poverty.”
As per the proposal, in the first phase 52 Entrepreneurship Development Programmes (EDP) were rolled
out in Madurai, Dindigul, Virudhunagar, Nagapattinam and Vellore districts. MSME-DI along with
banks offered marketing, technology, finance, mentoring and hand holding services. Special thrust was
given to establish value added enterprises based on local resource endowments by creating necessary
marketing linkages.
“About 20 entrepreneurs were provided training in each EDP for six weeks. In turn, they are expected to
provide jobs to around 5,000 people. On our part, we are providing technology and marketing support.
Indian Bank and Corporation Bank have come forward to provide financial support to the MSME-DI
trained entrepreneurs. This will certainly set a trend in developing agro-based micro enterprises in the
State of Tamil Nadu and Puducherry,” he said.
According to Mr. Sivagnanam, the project covers hilly and forest region to improve the livelihood of
tribals and at the same time to protect the environment and forest resources. As a test case, the project
was launched in the Jawadu hills recently.
“Following the success of our scheme in the Jawadu hills, we will roll it out in other hilly regions of the
State soon. Besides, the second phase of EDP would be kick-started in a month's time,” he said.

Institute works on fostering innovation in MSME sector
S. Sivagnanam, Director, MSME-DI addressing a cluster meet in Chennai on Monday.
With the aim of fostering innovation in micro, small and medium enterprises, the MSME-Development Institute (MSME-DI) here will chalk out a plan with focus on technology and quality in all the clusters in Tamil Nadu, said its director, S. Sivagnanam, on Monday.
Delivering the keynote address at CSIR-SERC and MSME Innovation Cluster Meet on ‘Fostering Innovation in MSMEs' he said most of the clusters suffered for want of appropriate technology, R&D facility, finance and shortage of skilled manpower. To help the entrepreneurs, MSME-DI had identified more than 250 clusters in Tamil Nadu, including 70 artisan clusters.
According to him, the National Innovation Council (NIC) took the initiative to link scientific laboratories, industries and other stakeholders to bring a total transformation in the MSME sector. The NIC in association with Council of Scientific & Industrial Research (CSIR) will support 50 innovation clusters by the year-end and 150 clusters in the next fiscal. Besides, the NIC will create a model for transferring the regional MSME clusters into innovation eco-systems with collaborative partnership.
“The Centre has declared 2010-20 as a Decade of Innovation. This innovation drive is expected to bring new products, new services, new processes, new business models and in turn create

more jobs and ultimately lead to inclusive growth,” he said. Mr. Sivagnanam said the NIC had adopted two clusters in Tamil Nadu – foundry cluster in Coimbatore and mango pulp cluster in Krishnagiri. The leather sector at Ambur has been declared Innovation Cluster through the MSME Ministry. Besides, the MSME-DI on its own with the active participation of CSIR-SERC identified three clusters to provide immediate intervention“We also plan to come out with a match-making portal which will serve as a ready reckoner for CSIR laboratories and enterprises of different sectors. The MSME-DI will be an effective facilitator and a partner to make Tamil Nadu the numero uno State,” he said.
In his welcome address, Nagesh R. Iyer, Director, CSIR-SERC, Chennai, “The MSME is the real growth engine for the economy and it has to be supported. The SERC has a lot of tested technologies, which can be transferred into MSME. Entrepreneurs have to make use of our expertise.”
