ANNUAL NPDES REPORT (2016) - RESPONSE TO QUESTION 5 RENTON STORMWATER MANAGEMENT PROGRAM PUBLIC EDUCATION AND OUTREACH (2016) The City of Renton maintains a public education and outreach program with a variety of approaches to inform the general public, businesses, residents, developers, contractors, and engineers about ways to prevent stormwater pollution. The program has been developed locally with input from regional organizations such as the STORM group, Environmental Coalition of South Seattle (ECOSS), King County, WRIA 8 Salmon Recovery Council, WRIA 9 Watershed Ecosystem Forum, the Department of Ecology, and the Environmental Protection Agency. The goal of the education program is to reduce or eliminate behaviors and practices that cause or contribute to adverse stormwater impacts. Highlights of the City’s public education and outreach program include the volunteer storm drain marker program, the natural yard care program, and a wide range of educational materials for a variety of audiences. RENTON STORMWATER MANAGEMENT PROGRAM

The City of Renton maintains a public education and outreach program with a variety of approaches to inform the general public, businesses, residents, developers, contractors, and engineers about ways to prevent stormwater pollution. The program has been developed locally with input from regional organizations such as the STORM group, Environmental Coalition of South Seattle (ECOSS), King County, WRIA 8 Salmon Recovery Council, WRIA 9 Watershed Ecosystem Forum, the Department of Ecology, and the Environmental Protection Agency. The goal of the education program is to reduce or eliminate behaviors and practices that cause or contribute to adverse stormwater impacts.

Highlights of the City’s public education and outreach program include the volunteer storm drain marker program, the natural yard care program, and a wide range of educational materials for a variety of audiences. Table 1 summarizes these and additional 2016 City’s activities associated with Public Education and Outreach.

Evaluation of City of Renton’s Public Education and Outreach Program to meet Permit Requirement S5.C.1.c

In an effort to meet the requirements of the Western Washington Phase II Muncipal Stormwater

Permit (Permit), the City of Renton provides an education and outreach program which targets

specific behaviors and audiences. The Permit requires measuring the understanding and

adoption of targeted behaviors for at least one target audience in at least one subject area.

Understanding the impacts of illicit discharges and illicit discharge prevention were identified as

important awareness and behavior topics because they address two Permit components: 1) public

education and outreach and 2) illicit discharge detection and elimination. This report evaluates

the awareness and prevention of illicit discharges by businesses.

Starting in 2014, the City partnered with the Environmental Coalition of South Seattle (ECOSS)

to provide spill kits and training with the goal of increasing stormwater pollution awareness and

spill preparedness for small and medium sized businesses in Renton. ECOSS also measured

understanding and adoption of targeted behavior through pre-service and post-service surveys.

The Spill Kit Program was evaluated and summarized in the “2013-15 ECOSS Pollution

Prevention Evaluation Report”.

Key findings in the evaluation report were used to direct education and outreach resources more

effectively and to evaluate changes in the adoption of target behavior. These results were:

Food service and multicultural businesses do not think it is their responsibility to clean

outdoor spills.

Food service businesses were least likely to train their staff as a result of ECOSS on-site

spill training due to high staff turnover and a lack of time and expertise/resources.

Restaurants and automotive related businesses are at the highest risk for outdoor spills

based on observation of storage, handling and outdoor work at these businesses.

Restaurants were found to be the most at risk for spills due to their activities, lack of knowledge

regarding their responsibility to clean up spills and lack of training for spill response.

In 2015, Renton partnered again with ECOSS to target restaurants. The pre-service survey found

that 73% of businesses knew that it was their responsibility to clean up outdoor spills, although

only 46% of businesses had spill clean-up materials. The post-service survey found that 79% of

businesses adopted new spill prevention practices. Businesses increased their understanding of

where stormwater discharges by 43%. In order to increase training for restaurant staff, ECOSS

provided a second training by revisiting the businesses. The staff reminded the managers and

employees of the latest required BMPs, spill kit replenishment, spill prevention plan update and

emergency contact update (if applicable).

The target behavior of preventing illicit discharges is successful as more spill prevention

practices are adopted by small and medium sized businesses. The City of Renton will continue

to partner with ECOSS to provide education and outreach services to businesses in order to

prevent illicit discharges.

The City of Renton maintains a public education and outreach program with a variety of approaches to inform the general public, businesses and developers about ways to prevent stormwater pollution. The program has been developed locally with input from regional organizations such as the STORM group, Environmental Coalition of South Seattle (ECOSS), and King County. The goal of the education program is to reduce or eliminate behaviors and practices that cause or contribute to adverse stormwater impacts.

Components of the City’s public education and outreach program that informed businesses, and the general public of hazards associated with illicit discharges and improper disposal of waste (that meet S5.C.3.c.iv) are listed in Table 2.

The City implements an ongoing illicit discharge detection and elimination (IDDE) training program with the focus of training municipal field staff on: (1) identification of an illicit discharge and connection; and (2) proper procedures for reporting and responding to illicit discharges and connections. The City’s IDDE training program also includes training for staff whose primary construction, operations or maintenance job functions may impact stormwater quality. In 2016, IDDE training was completed by 231 City staff.

City staff responded to a report of a plume in Lake WA. The investigation discovered that the Southport

Hotel Sellen construction activity was pumping turbid stormwater (clearly in excess of 250 NTU) to a

private storm drain system that outlets to Lake WA. City Construction Inspection staff threatened to

issue a Stop Work Order if the discharge was not discontinued immediately. The responsible contractor

immediately complied, removing the pump and drain lines. City staff then gathered Sellen project

Managers and construction crews at the incident site, instructing them on erosion and sediment control

requirements. The Sellen project CESCL, Steve Ross, stated that he routinely checks that discharge

stormwater is below turbidity limits before discharging the water from the site. He said he had been

unaware that a subcontractor crew had rigged the pump discharge that City staff found.

Anonymous caller complaint regarding "white powder everywhere on the street". City staff investigated

and found fine material track-out extending, several hundred yards along SW 34th Street, both east and

west from the facility driveway. The facility’s general operations of storing and moving materials are very

messy and lacking adequate BMPs. City staff spoke with Paul Jerome, Asst. Facility Mgr., and directed

him to sweep the street ASAP. The street was swept on 7/5/16. City Code Enforcement is informed

about this incident for investigation of code violations. As this is a repeat occurrence (refer to ERTS

662007), the City also requests Ecology investigate to verify whether the facility operations are compliant

with its Industrial General SW Permit.

Alternative catch basin cleaning approach. (S5.C.5.d).

For the majority of the MS4, the Public Works Stormwater Maintenance Division uses S5.C.5.d.iii as its

alternative to the standard approach of inspecting all catch basins once no later than August 1, 2017 and

every two years thereafter.

S5.C.5.d.iii “The Permittee may clean all pipes, ditches, catch basins, and inlets within a circuit once

during the permit term. Circuits selected for this alternative must drain to a single point.”

The Parks and Golf Course Department uses S5.C.5.d.ii as its alternative to the standard approach of

inspecting all catch basins once no later than August 1, 2017 and every two years thereafter.

S5.C.5.d.ii “Inspections at least once by August 1, 2017 and every two years thereafter may be

conducted on a “circuit basis” whereby 25% of catch basins and inlets within each circuit are

inspected to identify maintenance needs. Include an inspection of the catch basin immediately

upstream of any system outfall or discharge point, if applicable. Clean all catch basins within a given

circuit for which the inspection indicates cleaning is needed to comply with maintenance standards

established under S5.C.5.a”
