Optical Transmission Equipment for the SANReN Backbone Network

1 Purpose of the RFP

The purpose of this RFP is to determine the optical transmission equipment for the dark fibre

network that SANReN is procuring.

This RFP will assess the bidders’ ability to design, deploy and support an optimized cost

effective solution for the CSIR based the design criteria described in the sections below.

This RFP is for an optical transmission solution only. Bidders may not include any switching

or routing equipment as part of their response. This RFP may inform, but not determine any

decisions on switching or routing equipment for the SANReN network.

All respondents must comply with the general terms and conditions detailed in the main RFP

document.

2 Detailed Technical Requirements

2.1 DWDM Network Design

Bidders must design an optical transmission network for the dark fibre network shown in

Figure 1. This design must conform to requirements outlined in the sections below. The

details for the designed network must be submitted as part of the bid.

SANReN has provided its best estimates for the fibre characteristics of these links. All

bidders must use this information in designing the required optical transmission network. The

expectation from SANReN is that a detailed, low level design process will be undertaken

with the winning bidder before implementation and any changes in the fibre characteristics

will be provided to the winning bidder at this stage.

2.1.1 Repeater sites

Many of the links provided in Table 1 have repeater sites on route that may be used for in

line amplification (ILA). The details for these repeater sites are provided below in Figure 2 to

Figure 12. Except for the repeater sites where add-drop equipment must be deployed, not all

repeater sites need to be used.

The bidders must design the network with a 3db margin per fibre segment for fibre

degradation and breaks.

Only 100G services will be deployed on the SANAReN dark fibre backbone network. The

2.1.3 General design requirements:

All bidders must comply with the following requirements when designing their transmission

network. This must be explicitly confirmed in the Functional Evaluation Matrix.

2.1.3.1 Add-drop sites at SANReN PoPs

1. The solution shall comprise 96 channel directional ROADM equipment supporting

100Gb/s DWDM channels.

2. The solution shall support 96 channels with 50GHz spacing between the channels

using coherent C-band channels only.

3. The solution shall support an out-of-band management channel (OSC) for optical

line monitoring using an OSC wavelength outside of the 96 channels used for

services.

4. It shall be possible to configure added, dropped and through channels on the

ROADM remotely using the Network Management System.

5. The solution shall automatically detect when fibre is connected.

6. The solution shall automatically balance the power on all channels transmitted on a

network facing port.

7. The solution shall support client side LR4 Ethernet interfaces.

8. The solution shall support redundancy of all common components (power supplies,

control cards, management cards) and shall be hot-swappable.

9. The SANReN PoPs will supply AC power unless otherwise stated. The solution must

accommodate this requirement.

10. The maximum size of the system shall be 24RU and it shall be rack mountable in an

ETSI 19” rack. These dimensions include the ROADM shelf and any shelves

required to house filters.

11. The solution shall not require replacement of the system chassis to accommodate

higher than 100Gb/s channels. If the solution has a fixed backplane that will limit the

introduction of higher speed interfaces, or require replacement of the system

chassis, then the upgrade requirement must be described in detail.

12. The solution shall provide a full 96 channel filter shelf installed in the initial

installation.

13. The solution shall include continuous in-service line monitoring capabilities which

shall run within the same optical fibre pair as the active traffic. The line monitoring

solution shall accurately locate faults on the dark fibre network and provide network

operators with the location of the fault.

14. The maximum power consumption for the system at each site shall be 1000W.

2.1.3.2 Add-drop sites at repeater sites

All requirements for add-drop at SANReN PoPs sites apply except the following:

1. The solution shall primarily be DC powered with an operating voltage of -48 VDC.

2. The maximum size of the system shall be 16RU and it shall be rack mountable in an

ETSI 19” rack. These dimensions include the ROADM shelf and any shelves

required to house filters.

3. The maximum power consumption for the system at each site shall be 500W.

2.1.3.3 ILA Sites

1. The solution installed in the repeater sites to be used for ILA shall provide optical

amplifiers only unless they are required to balance optical power levels according to

the network design.

2. In the case where intermediate sites require balancing it is acceptable to install

balancing modules and / or ROADM modules in the intermediate sites.

3. The solution installed in the ILA sites shall support the same 96 channels with

50GHz spacing between the channels as the main ROADM equipment. It is not

acceptable to use sub-standard amplifiers that will not support the full 96 channels at

50GHz channel spacing.

4. The maximum power consumption for the system at each site shall be 500W.

5. The maximum size of the system shall be 10RU and it shall be rack mountable in an

ETSI 19” rack. These dimensions include the amplifier shelf, ROADM shelf (if

required) and any shelves required to house filters.

6. The solution shall primarily be DC powered with an operating voltage of -48 VDC.

2.1.4 Automatic Protection Switching (APS)

SANReN requires APS to be configured between the following pairs of links:

1. Link AD and Link E

2. Link J and Link I

3. Link M and Link L

4. Link P and Link Q

5. Link W and Link V

2.2 BoM for equipment

Bidders must compile a detailed BoM for the network that was designed as part of 2.1. This

BoM must clearly show the equipment that will need to be deployed at each site (PoP and

repeater site). This BoM must ideally be easily navigable and must be provided in both soft

and hard copy formats.

Bidders must clearly indicate the typical lead times for each item on the BoM and indicate

mechanisms by which lead times may be expedited.

2.3 Software to support the solution

2.3.1 Network Management System

Bidders must provide an NMS system to manage, configure and control the network. The

bidder must provide details of its NMS system and confirm that the following requirements

must be adhered to:

1. The network management system shall provide Fault, Configuration, Accounting,

Performance and Security Management functions for the DWDM network.

2. All management products functions shall be available 24 hours a day, in support of a

24/7 operations.

3. All management system software versions deployed as part of the solution shall be

supported for a minimum of 5 years, with patches and upgrades.

4. All management system software shall be capable of running on virtual server

platforms, unless software runs within a self-contained computer appliance, in which

case the bidder must include the required hardware (processing, storage and

interfaces), system software (firmware and operating system) and the NMS system

as part of their bid.

5. All management system software shall support both Internet Protocol (IP) IPv4 and

IPv6.

6. All management system software shall support role based authentication and

authorisation through some directory management services.

7. All management systems should cater for redundancy and automatic failover. The

active and standby system shall be able to be geographically separated.

8. All management systems should not poll more than once for the same information.

9. The management system shall provide a hardware real-time clock which can be

synchronised with Network Time Protocol (NTPv4) time server.

10. The management system shall support ALL of the equipment proposed (at PoPs,

repeater sites and ILA sites).

11. The system must support the export of collected data to another system (e.g. XML,

SNMP).

2.3.2 Design Software

In addition to the NMS system, the bidder must make available to SANReN its network

design tools for the purpose of extending the optical network if and when required.

2.4 Installation and Commissioning

The CSIR currently does not have the capability to deploy a network of the scale olanned for

the SANReN backbone upgrade. As such, we require the bidders to provide this service as

part of their bid. The CSIR has the following requirements regarding installation and

commissioning:

1. The bidder must deploy and commission the entire network on the CSIR behalf

including at SANReN PoP sites and repeater sites. This includes the responsibility to:

a. Patch the fibre from the ODF to the installed equipment;

b. Connect the equipment to the power distribution unit if required; and

c. Source and install any additional accessory that the bidder requires to get the

system up and running.

2. The NMS server must be deployed and configured as part of this service.

3. All patching done as part of this project must clearly be labelled and allow for

SANReN engineers to maintain the network as needed in the future.

4. The following documentation must be provided to the CSIR once the deployment and

commissioning work has been completed:

a. As-build diagrams showing the details of the deployed network for each site;

b. Photos of the completed work at each site;

c. System configurations for all sites;

d. Inventory (including serial numbers) per site of all equipment installed.

5. SANReN must have the option to participate during the staging of the equipment.

6. SANReN must have the option to accompany the bidder during installation.

7. A high level rollout plan and estimated project plan for the deployment of the network

must be provided. The assumption can be made that all of the fibre is available. (It is

expected that the deployment of the transmission network will occur in phases as the

national fibre becomes available. A detailed, realistic project plan will be jointly

determined with the winning bidder)

2.5 Support and Maintenance Requirements

The CSIR requires the deployed network to be supported by the bidder for a period of three

(3) years from the date of the contract. The support requirements include:

1. An agreed upon SLA with at least the following criteria:

a. 24/7 access to a Network Operations Centre (NOC) to log support requests;

b. 4 hours response time; and

c. Next business day replace service nationally.

2. Access to a Technical Assistance Centre (TAC) for OEM Hardware/Software

support.

3. Software updates for the period under support.

4. Spares list and holding to support the SLA (SANReN assumes that a certain amount

of spares will hosted locally and will not have to imported during a fault).

a. Bidders must indicate the location and quantity of the spares that will be held

locally.

2.6 Training

The CSIR requires that training be provided as part of this project. SANReN has identified

that it will require training for at least the following:

1. Operator Training for 7 pax

2. Planner/design training for 4 pax

3. Field engineer/maintenance training for 7 pax

An overview for the required three (3) types of the training must be provided together with

the response with a clear indication of the duration for each course.

2.7 References

All bidders must provide details for four (4) references. The references must cumulatively be

able to testify to the bidder’s capability in:

1. Supplying the proposed equipment to clients;

2. Installing and commissioning long haul optical transmission systems; and

3. Providing support and maintenance to clients.

The following details need to available per reference:

1. Name of Company

2. Name of account manager that the bidder has dealt with (optional)

3. Contact detail for company/account manager (email or telephone number)

4. Reference letter from company/account manager (optional)

Bidders who provide local references will be awarded additional points in the functional

evaluation.

The CSIR would ideally require some additional equipment to be based at the SANReN lab

facilities to do tests, to simulate scenarios (existing and new) and to identify faults in the

network. This equipment will not be deployed on the live network. The CSIR requests

bidders to supply the following equipment at a heavily discounted rate for lab purposes:

1. Two (2) copies of every unique item/equipment that will be deployed on the SANReN

network.

Bidders will not be penalised for not providing this equipment. However, bonus points will be

awarded to bidders who are willing to supply this equipment.

3 Contract Duration

The contract for the supply, installation and commissioning of the equipment shall be valid

until the final link is handed over to SANReN. The contract for support and maintenance will

be for 3 years from handover of the equipment.
