1.0 INTRODUCTION

1.1 Background

connect::: CONSULTANTS •••

1.1.1 Planning permission is being sought by Sainsbury's Supermarkets Ltd for the relocation and extension of their existing store to A39 Falmouth Road, Falmouth. A Travel Plan will be required either as a condition of the planning permission for the development or under a S106 agreement. Notwithstanding any planning obligation, the adoption of the Travel Plan will be consistent with the following principles of Sainsbury's approach to Corporate Responsibility:

• respect for our environment;

• making a positive difference to our community; and

• a great place to work.

1.2 Store Background

1.2.1 The opening hours of the existing store are 07:00 - 22:00 hours Monday to Friday, 07:00-22:00 hours on Saturday and 10:00 - 16:00 hours on Sunday. When the store is closed to the public there will still be employees on-site re-stocking shelves, taking deliveries, providing security, and cleaning.

1.2.2 The existing Sainsbury's store currently employs approximately 137 people. Due to the nature and hours of operation, supermarket staff have a variety of shift patterns that are very different to those of a factory or office environment. Typically, a large number of Sainsbury's staff are female and approximately 1 in 5 are over the age of 50. Many employees find the choice of career opportunities within Sainsbury's means that they are able to build their working hours around other commitments such as picking their children up from school or further education courses. There are likely to be a high proportion of part-time and temporary staff who will generally work flexible and irregular hours. Staff shifts will vary from person to person but will broadly follow the pattern set out below:

Morning shift:

Afternoon shift:

Evening shift:

Night shift:

07:00-12:00 hours

12:00-19:00 hours

19:00-22:00 hours

22:00-07:00 hours

1.3 Travel Plan Background

1.3.1 Travel Plans are strategies for managing multimodal access to a site or development that focus on maximising the potential for travel by sustainable modes of transport. They set out the objectives of the Plan, a range of measures to be implemented to achieve the objectives, and the means by which the success of the Plan will be monitored.

1.3.2 The results of research presented within the document entitled "Making Travel Plans Work!/I showed that, with the availability and promotion of alternatives, car use for commuting can be reduced by over 50%. However, this level of reduction was exceptional and the average reduction in commuter car journeys being made as a car driver was 18%.

1.3.3 More recent research, commissioned by the Department of Transport2, which examined the

effectiveness of the Travel Plans of 26 organisations (local and national government departments, hospitals, universities and private companies) drew a very similar conclusion of an average 17.8% reduction in traffic. Additional benefits of travel plans were found to be:-

• increases in walking and cycling, with associated health gains;

• improved social inclusion;

• better conditions for employees;

• improved staff recruitment and retention;

• the opportunity to contribute to environmental management standards such as ISO 14001;

• good PR for businesses;

• financial savings;

• increases in bus use and associated ticket revenue;

• better estate management;

• less noise, congestion and pollution, and better conditions for freight distribution associated with reductions in car use; and

• better security and less fear of crime from better car parking management.

1.5 Status

1.5.1 This report has been prepared as a Full Travel Plan and draws on the results of staff travel surveys to set the Travel Plan targets.

1.6 Objectives

1.6.1 The Plan is a long term strategy for reducing the dependence of staff on travel by private car. The primary objective of the strategy is to:

• reduce the number of single occupancy, single purpose car trips to the store by increasing the awareness of staff to the advantages and potential for travel by more environmentally-friendly modes of transport.

1.6.2 The secondary objectives of the strategy are set out below:-

• minimise the impact on the local community of traffic associated with the store by minimising noise and pollution;

• show a commitment to improving traffic conditions within the local area;

• reduce the adverse effects on health associated with increased car use;

• reduce air pollution and the consumption of fossil fuels;

• increase the attractiveness, and hence the proportion, of journeys made to and from the site by sustainable modes of transport such as walking, cycling and public transport;

• promote walking and cycling as a health benefit to staff;

• promote social inclusion by widening the travel options available for non-car owning staff;

• reduce the cost to staff of their journey to work by promoting alternatives that are both cheaper and more environmentally friendly; and

• allow Sainsbury's to demonstrate its commitment to promoting sustainable transport choices and reducing the traffic impact of its stores on local communities.

1.6.3 In order to achieve the objectives, a package of physical and management measures will be implemented that will facilitate travel to the store by sustainable modes of transport.

1.7 Travel Plan Content

1.7.1 A key feature of the Travel Plan will be a review of the means of travelling to the store and of the staff travel patterns at the time the Travel Plan is implemented. The outputs of this review constitute the starting point and are used to set the Travel Plan targets and identify appropriate measures to achieve them. Future staff travel surveys will provide the monitoring framework, which will allow key trends to be identified in the medium to long term. The review and the targets will be presented in Section 2.

1.7.2 The Travel Plan will be overseen by a Travel Plan Administrator and implemented in-store by a Travel Plan Co-ordinator. These roles are described in Section 3.

1.7.3 The measures by which the Travel Plan objectives and targets will be achieved are the key component of the Plan and are described in Section 4. Regular monitoring is required to ensure that the objectives are being met and to gauge progress towards the targets. The means by which the Plan will be monitored are set out in Section 5.

1.7.4 The remainder of this Travel Plan is divided into four sections as follows:

Section 2.0 Current Travel Patterns

Section 3.0 Travel Plan Administration

Section 4.0 Travel Plan Measures

Section 5.0 Plan Monitoring and Review

2.0 CURRENT TRAVEL PATTERNS

2.1 Introduction

connect::: CONSULTANTS •••

2.1.1 The success of the Travel Plan will primarily be judged by progress towards the target for the reduction in the proportion of staff driving to work. This section of the Plan will provide details of the means of travelling to the store, present the results of the staff travel survey and specify the modal share target.

2.2 The Site and the Surrounding Area

2.2.1 The Sainsbury's store will be relocated on land which is the existing Vosper's site, the site is located immediately to the northwest of the existing Sainsbury's site; the site is on the south side of A39 Falmouth Road and is bound to the south and west by undeveloped land, as shown at Inset 1 below. A site layout plan is provided at Appendix 1.

2.3 Local Transport Facilities

Walking

connect::: CONSULTANTS •••

2.3.1 Planning Policy Guidance 13 (PPG13) states that walking has the potential to replace short car trips, particularly for journeys less than 2km in length and walking is an environmentally friendly and healthy method of travelling. The Institute of Highways and Transportation (IHT) guidance document entitled 'Providing for Journeys on Foot' identifies a maximum walk distance of 1.2 km.

2.3.2 The actual distance that people will be prepared to walk will vary depending on the trip purpose and other factors such as the presence of road crossings and terrain. For retail trips, the assumed maximum walk distance is 1.2 km while for work based trips to / from the foodstore / non-food retail units, people are likely to be prepared to walk the full 2km referred to in PPG13.

2.3.3 The 1.2km and 2km walk catchment areas for customers and staff are shown at Inset 2 below.

2.3.4 Inset 2 shows that similarly to the existing Sainsbury's site, a large number of dwellings are within the 1.2km walk catchment isochrone from the proposal site and that there is a substantial staff pool within a 2km walk distance.

2.3.5 The proposal site is accessed from the footways flanking the southern side of A39 Falmouth Road to the north of the site and there are informal pedestrian crossing facilities at the A39 / 83292 Falmouth Road roundabout.

2.3.6 The site is well connected to the residential areas to the north and east, along with connecting to the north-western edge of Falmouth town centre.

2.3.7 Overall, the site is accessible by foot from local residential areas for both staff and employees particularly as the site enjoys a very high level of integration with the residential areas to the north and east of the site.

Cycling

2.3.8 As set out in PPG13, cycling offers an attractive alternative to car travel for trips of less than 5 kilometres and the cycle catchment area of the existing and proposed sites is shown at Inset 3 below. For Simplicity, the combined isochrone is centred at the northern edge of the eXisting Sainsbury's site and shows that the entirety of Falmouth and Penryn are within an acceptable cycling distance from the development sites.

2.3.9 Inset 4 below indicates the alignment of local cycle infrastructure within the town.

Inset 4 - Local Cycle Routes and Infrastructure

2.3.10Local to the site Falmouth Road has dedicated cycle lanes on both the north and south sides of the road. These cycle lanes extend from Church Road, Penryn to the existing Sainsbury's site at Falmouth Road. This infrastructure links the development sites with the residential areas to the north of the proposal site along with providing a n attractive route for cyclists travelling between Penryn and Falmouth.

2.3.11 The Falmouth cycle lanes are shown at Photographs 1 and 2 below.

2.3.12 As part of the proposed development, at least 22 cycle spaces will be provided in the form of sheltered Sheffield cycle hoops. Under the Travel Plan monitoring (described in Section 5) their use will be observed and additional spaces will be provided if required.

2.3.13 Based on the above, cycling offers a potentially attractive form of travel to the proposed foodstore, particularly from the built up areas of Falmouth and Penryn.

Bus

connect::: CONSULTANTS •••

2.3.14 The guidance contained within the Institute of Highways and Transportation's publication entitled "Planning for Public Transport in Developments" recommends a maximum walking distance of 400 metres between travel generating land-uses and the nearest bus stop.

2.3.15 The nearest bus stops to both the existing Sainsbury's site and the proposed Vosper's site are located on Falmouth Road / North Parade / Dracaena Avenue to the north / east of the site. There are northbound bus stops located on A39 Falmouth Road and B3292 Falmouth Road whilst there are southbound bus stops located on B3292 Falmouth Road, North Parade and Dracaena Avenue.

2.3.16 The existing Sainsbury's foodstore site is located approximately 160m walk distance from the A39 Falmouth Road northbound bus stop, 140m walk distance from the Dracaena Avenue southbound bus stop and 245m walk distance from the North Parade southbound bus stop. The location of the bus stops relative to the site therefore com plies with the IHT recommended maximum walk distances.

2.3.17 The proposed Vosper's site is located approximately 80m walk dist.ance from the A39 Falmouth Road northbound bus stop, 220m walk distance from the Dracaena Avenue southbound bus stop and 300m walk distance from the North Parade southbound bus stop. The location of the bus stops relative to the site therefore also complies with the IHT recommended maximum walk distances.

2.3.18 The A39 Falmouth Road and Dracaena Avenue bus stops are formed by lay-bys, shelters and timetable information, whilst the North Parade bus stop is formed by a shelter with timetable information. Inset 5 below identifies the location of these bus stops in relation to the development sites.

Bus Services

connect::: CONSULTANTS • • •

2.3.19 The Falmouth Road bus stops are served by 6 routes, these being the 2, 41, 42, 68, 88, and 500 which collectively provide 9 buses per hour in each direction. The Dracaena Avenue bus stop is served by routes 2, 41, 42, and 500 whilst the North Parade bus stop is served by the 66, and 88 services. The bus routes serving the site are detailed below.

Route 2: This service operates every 2 hours Monday to Saturday between Falmouth and Penzance via Helston.

Route 41: The service operates between Camborne and Falmouth via Redruth with a service operating every 30 minutes throughout the day Monday to Friday and every 60 minutes on a Saturday and Sunday.

Route 42: The service operates between Camborne and Falmouth with 3-4 journeys running each day Monday to Saturday.

Route 68: The service operates between Longfield and Falmouth with a service operating every 30 minutes throughout the day Monday to Saturday and every 2 hours on a Sunday.

Route 88: This service operates every 15 minutes between Falmouth and Truro Monday to Friday, every 20 minutes throughout the day on a Saturday and every 60 minutes on a Sunday.

Route 500: This service operates every 2 hours Monday to Saturday between Falmouth and Truro and runs a single service on a Sunday.

2.3.20 The above services provide a high level of bus frequency and, coupled with the convenient location of the bus stops relative to the sites, bus travel represents an attractive travel mode for trips to both the existing Sainsbury's site and the proposed Vosper's site.

Park and Ride

2.3.21 In addition to the regular bus services above, route 590 and 591 are summer services which operate between May and October each year from the Ponsharden Park and Float, which is located on the north side of Falmouth Road opposite the existing Sainsbury's site. The 590 service operates one journey per day between l'Jewquay and Falmouth whilst the 591 services operates as a 'Park and Ride' facility into central Falmouth with a service running every 20 minutes throughout the day.

2.3.22 Therefore, this route provides an attractive additional route for those wishing to visit the existing and proposed sites from central Falmouth, or those visiting the store as part of their return visit to their vehicle.

2.3.23 Overall, the site is highly accessible by public transport facilities .

Vehicular Access

2.3.24 Vehicular access to the store will be provided exclusively from the existing A39 / B3292 Falmouth road roundabout.

2.3.25 The store will have 547 car parking spaces.

2.4 Staff Travel Patterns

connect::: CONSULTANTS •••

2.4.1 In order to establish the existing travel patterns of staff, a comprehensive staff travel survey was conducted in January 2011. The results of the survey are presented in detail in a Technical Note included as Appendix 2 and are summarised below.

2.4.2 The following Inset 6 illustrates the modal split for staff travel to the store.

Inset 6- Usual Modal Split

3%

• Car Driver

• Passenger

Foot

• Bus

• Multipl e

2.4.3 Encouragingly, 52% of staff already travel to work by non-car modes, with a further 10% altering their mode between various modes of transport, including cycling.

2.4.4 other key findings from the survey were:

• 54% of staff live within 1 mile with 43% of journeys taking under 10 minutes.

• 21% of employees who drive to work do so because of necessity. With 70% stating that they would consider car sharing .

• No employees currently cycle to work, but 25% would consider it if the right alterations were in place.

• Almost half of staff would consider using public transport, with greater bus frequency stated as the main factor developing future use.

2.5 Targets

connect ::: CONSULTANTS • • •

2.5.1 The target of the Travel Plan will be to reduce the proportion of staff driving to the store by 10% within 5 years of the Travel Plan being adopted. Targets for individual mode shares will not be set as the minimisation of car use, with an associated transfer to any non-car mode of transport (inclusive of car sharing), will contribute towards achieving the main objective of the Travel Plan.

2.5.2 It is anticipated that the greatest modal shift will be to car sharing and bus use. The key means of achieving modal shift will be through the provision of information and by the management of parking in the store car park.

4.7.2 A Travel Plan comments box will be available in the staff room.

4.8 Servicing and Deliveries

4.8.1 Sainsbury's has a target of reducing depot to store transport CO2 emissions by 15% by 2012 (against a 2005/06 baseline). There are already six vehicles fuelled by bio-methane within the Sainsbury's fleet and 70 electric vans in use. Vehicles which use other alternative fuels are currently being trialled.

4.8.2 Sainsbury's operate a 'Goods on Line' home delivery service, enabling people to buy goods online and have them delivered direct to their homes, which results in an overall decrease in vehicle-miles. The 'Goods on Line' service covers the area of Falmouth although this service is not store specific and may not operate out of the Falmouth store.

• Information regarding the 'Goods on Line' service will be prominently displayed within the store in order to increase customer awareness of the service.

4.9 Miscellaneous

4.9.1 If it would enable a significant number of staff to travel to work by non-car modes of transport or to car share, the possibility of introducing alternatives to Sainsbury's standard working patterns, particularly shift times, will be considered.

4.9.2 Budgets will be allocated as follows

• £100 for printing the Staff Travel Plan Pack;

• £250 annually for guaranteed rides home; and

• £250 annually for Travel Plan events.

5.0 PLAN MONITORING AND REVIEW

5.1 Introduction

connect::: CONSULTANTS •••

5.1.1 A programme of monitoring and review has been designed to generate information by which the success of the Plan can be evaluated. Monitoring and review will be the responsibility of the Travel Plan Administrator.

5.2 Monitoring

5.2.1 The monitoring measures outlined below incorporate the collection of both 'hard' analytical data and 'soft' data in the form of general feedback and correspondence. The measures include the following:-

• monitoring the use of the cycle parking;

• recording the number of staff registered with carsharecornwall.com;

• recording of comments/observations received directly from staff and those placed in the Travel Plan comments box; and

• monitoring the number of claims made for a guaranteed lift home.

5.3 Monitoring Methodology

5.3.1 Monitoring sheets have been produced to formalise the monitoring process. Copies are provided at Appendix 6. The staff Travel Plan comments box will be checked on the first Saturday of the month to coincide with other monitoring that will be completed that day. The Travel Plan Co-ordinator will be responsible for addressing any comments made and will liaise with the store manager, the Travel Plan Administrator, officers of Cornwall Councilor the local bus operators, depending on the nature of the comment.

5.4 Review

5.4.1 Every 12 months, on the anniversary of the introduction of the Travel Plan, for the life of the plan, the Travel Administrator will undertake a review of the Plan. The objective of the review will be to assess the success of the Plan and to identify any new measures required to meet the targets.

5.4.2 The major element of the review will involve the re-issue of the travel questionnaire. Reconducting the staff travel survey offers the opportunity to gather new information about wider staff attitudes to travel. Analysis of the survey results will also yield up-dated modal split information for comparison with data obtained before the launch of the Travel Plan, free of seasonal bias.

5.4.3 The Travel Administrator will compile a report outlining the results of the review. The report will also incorporate the results of the on-going monitoring undertaken throughout the preceding year. The results of the annual review will be presented to the store management and the Staff Council and a summary will be made available to all staff. A copy of the annual review report will be submitted to Cornwall Council.

SAINSBURY'S SUPERMARKETS LTD PROPOSED FOODSTORE RELOCATION AND EXTENSION A39 FALMOUTH ROAD, FALMOUTH STAFF TRAVEL SURVEY MARCH 2011

Introduction

C ONSULTANTS • • •

Connect Consultants have been instructed by Sainsbury's Supermarkets Ltd to advise on the highways and transport implications of the relocation and extension of their store on A39 Falmouth Road, Falmouth.

In order to establish the existing travel patterns of staff, a comprehensive staff travel survey was conducted in January 2011 and this Technical Note presents and analyses the survey results.

The survey was conducted in the staff restaurant on 25th January 2011. 62 questionnaires were completed . Some 130 people were employed at the store at the time of the survey so the sample proportion was approximately 48%.

The questionnaire asked staff for some general, personal and employment details. They were then asked about their journey to work in terms of usual mode of transport, distance travelled and journey time. If appropriate, staff were asked their reasons for driving to work. Next, their views on car sharing, cycling, walking and public transport, in the context of the journey to work, were sought. Finally, they were invited to give any general comments about their journey to work. The questionnaire is attached as Appendix A of this note.

Dear Colleague,

A Travel Plan has been launched at this store with the aim of reducing staff singleoccupancy car use and encouraging the use of non-car modes of transport.

As a leading UK retailer, Sainsbury's is committed to reducing its environmental impacts as part of an on-going programme of corporate social responsibility .

This Travel Plan pack provides you with information on local walk and cycle routes, local bus service timetables, information about car sharing and publicity material which sets out the health benefits of walking.

I would also like to take this opportunity to bring to your attention the staff travel comments box which is located in the staff room. If you have any comments on store travel, e.g. if the bus you catch to work continually runs late, or insufficient cycle parking is provided at this store, then please write down your comments so that appropriate action can be taken.

I hope you find this information pack to be of use . If you have questions about the Travel Plan then please contact the Travel Plan Co-ordinator. Contact details for the Travel Plan Co-ordinator are in your Travel Plan Pack.

Yours sincerely
