T he financial system in Andorra was rocked in March when the U.S. Treasury Department accused Banca Privada d’Andorra (BPA), one of the principality’s five privately held banks, of having laun- dered hundreds of millions of dollars for transnational criminal organizations. Andorran regulators immediately took control of the bank, and within a week BPA’s Spanish subsidiary Banco Madrid filed for bankruptcy. Standard & Poor’s responded by cutting Andorra’s credit rating to just above junk status, as the gov- ernment scrambled to reas- sure depositors and investors.
