Anchor Motor Freight Site, Proposed Plan of Remedial Action

I. Introduction

The Department of Natural Resources and Environmental Control ("Department") issues this Final Plan of Remedial Action under the provisions of the Delaware Hazardous Substance Cleanup Act ("HSCA") and the Delaware Regulations Governing Hazardous Substance Cleanup ("Regulations"). The Final Plan presents to the public, the Departments' final selection of Remedial Activities to occur at the Anchor Motor Freight Site, Newark, New Castle County, Delaware.

II. Site Description and History

The Anchor Motor Freight ("AMF") site is located at 788-796 Old Baltimore Pike in Newark, Delaware (Figure 1). The property is approximately 2.5 acres, with two vacant buildings. One is a cement block garage, formerly used to repair engines and the other is a house utilized for office space. The open areas within the property are used to store trailers and tractors. The site is bordered by residential development. The property was purchased by AMF in 1969 and used for major overhauls of engines and transmissions until the mid-1970's. The office building was used for training until 1994.

III. Background

A preliminary site investigation was conducted at the AMF site. A report, dated January 11, 1995, documented soil sample results in several areas of the site and identified elevated levels of Total Petroleum Hydrocarbons (TPH) and Lead.

AMF entered into an agreement which is outlined in the Notice of Conciliation Proceedings document dated September 5, 1995.

Based on the information collected during the Preliminary Site Investigation ("PSI"), a Remedial Investigation ("RI") and Interim Remedial Action was conducted at the AMF site in accordance with the DNREC approved Remedial Action Work Plan (November 9,1995). Detailed information regarding the Preliminary Site Assessment, Remedial Investigation, and Interim Remedial Action is presented in the reports titled, "Final Report - Remediation Activities at Anchor Motor Freight, Inc., Newark, Delaware" (May 14,1996).

IV. Remedial Investigation Results

The RI focused on soil sampling and analysis of five areas within the site. Soil sample locations were chosen on the basis of previous investigation data, historical site activities and visually identified stains. Soil sample locations were limited to five areas within the site, identified as the garage area, grease trap area, perforated pipe area, hydraulic lift area, and the grid area. Areas of excavation and sample location are illustrated in Figures 2, 3, and 4. A total of thirty (30) soil samples were collected and analyzed for Total Petroleum Hydrocarbons - Diesel Range Organics

("TPH-DRO") and Polynuclear Aromatic Hydrocarbons ("PAH") for all areas. Analysis for total Lead was targeted for specific areas (grease trap area, perforated pipe area, and grid area). Soils collected from the hydraulic lift area were analyzed for TPH and Polychlorinated Bi-phenols ("PCB") only.

Soil cleanup objectives for this site were determined by DNREC and included in the Work Plan with agreement by AMF. The EPA Region III Risk Based Concentration ("RBC") tables for residential soil exposure was adopted and included in the Work Plan as the cleanup criteria for PAH's and PCB's in soil.

The soil cleanup level for TPH-DRO at the site was set at 1000 parts per million ("ppm") and for lead at 400 ppm for residential applications.

Soil sample results indicated elevated concentrations ofTPH-DRO within each of the five areas investigated at the site. Some of these areas indicated elevated concentrations of Lead and only detectable concentrations ofPAH's and PCB's.

Upon evaluation of initial sampling data, excavation and removal of contaminated soils was included in the RI as an Interim Response activity. The designated areas of the site with contaminated soil were excavated and cleanup was subsequently verified by confirmatory soil sampling and DNREC oversight. All reported contaminant constituents in the soils with elevated concentrations were removed. The reported results of the confirmatory soil sampling has verified that the Interim Response activities achieved the cleanup goals specified by DNREC.

As part of the RI Work Plan objective, a groundwater sample was collected from the former on­site domestic water supply well. The sample was analyzed for volatile organic compounds, semi-volatile organic compounds and Priority Pollutants Metals in accordance with DNREC Standard Operating Procedures for Chemical Analytical Programs under HSCA (Revised May, 1995). The reported results indicate no exceedance of the DNREC specified Interim Guidance on Screening Levels for Hazardous Substances (Revised May, 1996).

v. Facility Remedial Action Objectives

In accordance with the Regulations, the Department set (remedial action) objectives for land use, resource use, and cleanup levels that are protective of human health and the environment for the site. The following two (2) objectives are determined to be appropriate for the facility:

• To continue the use of the site as an industrial/commercial facility or future residential with supplied public water for all purposes;

• That routine construction, excavation and maintenance activities can occur without any special chemical hazard precautions.

These objectives are consistent with the value of the building structure as a manufacturing facility, the surrounding land use, New Castle County zoning policies, state regulations governing water supply, and worker health and safety.

VI. Proposed Plan and Public Participation

The Department drafted the "Anchor Motor Freight Site, Proposed Plan of Remedial Action" recommending that no further cleanup be required at the Anchor Motor Freight Site. The notice of the Proposed Plan was published on August 5,1996 in the Wilmington News Journal newspaper (figure 5). The Department received no inquiries during the twenty (20) day public comment period.

VII. Recommendations

As a result of the successful completion of the interim response action and the findings of the Remedial Investigation, the Department recommended in the Proposal Plan that no further cleanup is required at the Anchor Motor Freight Site. There being no objections raised to this proposal during the public comment period, the Department has adopted "no further action" as the Final Plan of Remedial Action under HSCA.

VIII. Declaration

This Final Plan of Remedial Action for the Anchor Motor Freight Site is protective of human health, welfare and the environment and is consistent with the requirements of the Delaware Hazardous Substance Cleanup Act.

THE FINAL PLAN OF REMEDIAL ACTION

for the Anchor Motor Freight site, located In Newark, Delaware, has been issued under the Hazardous Substance Cleanup Act, by the Site Investigation & Restoration Branch (SIRB) of the Delaware Department of Natural Resources and Environmental Control (DNREC) .

As a result of the successful completion of the interim response action and the findings of the Remedial Investigation, the DNREC issued a Proposed Plan calling for "No Further Cleanup" at the site.

The Proposed Plan of Remedial Action for the Anchor Motor Freight site was available for public review and noticed in the 8/5/96 issue of the Delaware State News and the News Journal. The public comment period on this Plan closed on 8/26/96. There were no objections to this Proposed Plan received during that comment period.

The Final Plan (calling for "No Further Action") was signed by DNREC's Director of Air and Waste Management on 10/02/96.

The Remedial Action Decision Record containing the basis for the Final Plan may be reviewed at the Division of Air and Waste Management, 715 Grantham Lane, New Castle, De. 19720 between the hours of 8:00 a.m. and 4:30 p.m., Monday through Friday.
