REQUIREMENTS:

• Postgraduate degree in Social Sciences, Developmental Studies, Community Development, Political Science or

similar; or equivalent experience;

• 10 years’ experience managing large scale community development initiatives;

• Experience in working with Parliamentary Constituency Offices and MP’s;

• Grounded knowledge of ANC policies, procedures, strategies and programmes;

• A good understanding of the Legislative arm of the State and its functions, including general understanding of

legislation;

• Ability to work within the structures, systems and processes of the ANC, Caucus and Parliament;

• Excellent communication skills, including highly developed writing skills and political writing skills;

• Research experience to enable profiling of communities and their needs;

• Excellent organisational and project management skills;

• Proven leadership ability;

DUTIES:

• Develops a 5 year and annual constituency field work plan aligned to the overall strategic directives of the ANC

Caucus Lekgotla 5-year programme of action;

• Coordinates and oversees the successful implementation of approved constituency field work initiatives and plans;

• Monitors and reports on the progress of parliamentary constituency support initiatives and plans;

• Identifies risks and initiates corrective risk mitigation actions timeously;

• Manages a team of Field Workers and Constituency Researchers;

• Analyses all national ANC programs and initiatives effecting community development and aligns department

accordingly;

• Develops and grows a network of critical stakeholders and resources;

• Resolves conflicts and difficulties that prevent successful implementation of plans;

• Works under the directive and accounts to the Chief Whip;

• Works closely with Provincial Conveners on community development initiatives.

• Drafts reports on provincial ability and progress towards meeting constituency field work objectives;

• Tracks and reports on how funds granted for field work in assigned provinces are being used;

• Highlights areas for improved use of funds based on trends and observations made;

• Alerts the Head of Constituency Field Work Support to any immediate and/or significant risks;

• Establishes strong networks of relevant stakeholders within assigned provinces; and

• Identifies complementary programs or sources of funding that may enhance the effectiveness of specific fieldwork

DUTIES:

• Work closely with the Constituency team, the structures, systems and processes of the ANC and Caucuses.

• Establishes strong networks of relevant stakeholders within the constituency;

• Provide effective and efficient constituency field work support;

• Alerts the MP, MPL, Senior Field Worker to any immediate issues and flashpoints or significant risks arising in the

constituency;

• Providing information to the community on how to access various government services or government

departments;

• Coordinating public programmes initiated by the ANC Parliamentary Caucus in the constituency;

• Attending public community events, meetings on behalf of the MP and or MPL;

• Identify communities requiring social services and initiating outreach programs to address these needs;

• Provide secretarial service and attend all PCO meetings convened by the Constituency Management Committee;

• Interacts with the Senior Provincial Field Workers, the Constituency Caucus Researcher and Head of Constituency

Field Work in the Office of the Chief Whip to contribute towards the development and building profiles of existing

initiatives in the constituency;

• Tracks and reports on how funds granted for field work in assigned constituency are being used;

• Highlights areas for improved use of funds based on trends and observations made;

• Identifies complementary programs or sources of funding that may enhance the effectiveness of specific field work

initiatives;

• Gather relevant constituency information and produce reports for submission to the Senior Provincial Field Worker;

• Drafts reports on the PCOs ability and progress towards meeting constituency field work objectives; and

• Provide regular feedback and summary reports to MP, MPL, Senior Constituency Field Worker.

• Reports risk management issues and internal controls deficiencies identified directly to the Audit Committee

and provides recommendations for improving the ANC Parliamentary Caucus operations.

• Provides a written assessment on the review of the internal financial controls to the Audit Committee.

• Provides a written assessment of the effectiveness of the system of internal controls and risk management

• Conducts performance auditing by amongst other things examining whether systems, processes and procedures

• Submits monthly reports to the Audit Committee on amongst other things the status of the audits.
