Linda Sheehan, interim superintendent of educational services, recognized Anaheim City School District students who were nominated for an Every Student Succeeding Award from the Association of California School Administrators Region XVII. This award honors students succeeding against all odds and beyond expectations.

5) The Board of Education amended the agreement between this District and A to Z In-Home Tutoring, 4281 Katella Avenue, Suite 201, Los Alamitos, CA 90702 to provide supplemental educational services under the No Child Left Behind Act of 2001 previously approved September 10, 2007. Approval of Reimbursement of Funds

10) The Board of Education approved reimbursement of $2,500 to the parents of student #40023463 for an independent educational evaluation conducted by Dr. Rosa Yeung, per Final Settlement and Release Agreement dated March 4, 2008. 13) The Board of Education approved reimbursements and payments, as indicated, regarding student #40027318, per Final Settlement and Release Agreement dated February 28, 2008. Reimbursements and payments are contingent upon receipt of appropriate documentation to include paid invoice for full amount, canceled check, or credit card receipt indicating payment by parent, and redacted billing statements, and will be paid within 60 business days of receipt. 17) The Board of Education amended the agreement between this District and Cara Lockwood & Associates, 25406 Elderwood, Lake Forest, CA 92630 to provide start-up, consulting, and coaching for early childhood education programs during the 2007-08 school year. The agreement is amended to add 30 days of service for an additional fee of $11,250 at a cost of $375 per day, for a total contract amount not to exceed $73,500. 18) The Board of Education approved an agreement between this District and The Great American Lunch Box, 2620 Newport Boulevard, Costa Mesa, CA 92627 to pilot a breakfast and lunch program for 380 students in the California Prekindergarten and Family Literacy Part Day/CPKP (AB172) state preschool and school readiness programs, effective April 7 through June 17, 2008. Approval of Participation in MCAP

19) The Board of Education approved participation of four Anaheim City School District employees in the Masters and Credential Acquisition Project (MCAP), reimbursing each participant up to $15,000 per year beginning in 2012-13, not to exceed $60,000 for each participant over four years. MCAP is a program designed to meet the needs of districts for speech-language pathologists by providing currently employed candidates with an accredited long-distance graduate program that qualifies them to earn a Masters Degree and appropriate California credential in Clinical Rehabilitative Services, Speech-Language. Candidates who complete this program commit, via a special agreement, to work in the school district for four years. Funding: 01-5765-5202 MCAP (General Fund)

Agreement With Project Access, Inc. – Hermosa Village

4) The Board of Education approved an agreement between this District and Project Access Inc., 4029 Westerly Place, Suite 113, Newport Beach, CA 92660 for the District to provide, without charge, early childhood education services to the residents of Hermosa Village Apartments. This agreement is effective March 20, 2008, through March 20, 2009.

Agreement with the City of Anaheim – Joint Use and Development – Ponderosa

5) The Board of Education approved an agreement between this District and the City of Anaheim, 200 S. Anaheim Boulevard, Suite 433, Anaheim, CA 92805 for the Joint Use and Development at Ponderosa Elementary School. [The District and the City will be joint owners of a library at Ponderosa School, to be located at 2135 Mountain View Avenue, Anaheim, and share the use of the school and park. The joint-use library and park will serve the needs of the District and the City. This agreement outlines how the facilities will be shared by both parties.]

Purchase of School Lunch Tables – Dave Bang Associates

6) The Board of Education approved the purchase of 199 school lunch tables from Dave Bang Associates, 1885 N. Main Street, Orange, CA 92865 utilizing the pricing contained in the Colton Joint Unified School District Bid #05-03 at a cost not to exceed $111,665.11. Pursuant to the provisions of Public Contract Code 20118, the Board finds and determines that it is in the best interest of the District to purchase school lunch tables using piggyback bid #05-03 awarded Colton Joint Unified School District. Agreements with Keenan & Associates

7) The Board of Education approved an agreement between this District and Keenan Associates, 2355 Crenshaw Boulevard, Suite 200, Torrance, CA 90501 to provide forklift operator training for District warehouse staff and selected maintenance and mechanic staff for a cost not to exceed $2,100. The term of the contract is March 1, 2008, through June 30, 2008. Funding: 01-8101-5859 Safety Credit Expense (General Fund)

Agreement with Orange County Department of Education – C.H.I.P.

8) The Board of Education ratified an agreement between this District and the Orange County Department of Education, 200 Kalmus Drive, Costa Mesa, CA 92628 to enroll Anaheim City School District with School Services of California, Inc. in the Coalition for Hourly Instructional Programs (C.H.I.P.). This program is designed to mitigate the fiscal impact to school districts experiencing losses of revenue in operating supplemental instruction programs. The term of this contract is October 1, 2007, through September 30, 2008, for a cost not to exceed $535.17. Funding: 01-1003-5301 Administrative Service, Membership Fees (General Fund)

Extension of Bid Agreement – PMC Concrete Contractors – Various Sites

9) The Board of Education approved an extension of the bid agreement between this District and PMC Concrete Contractors, 1730 Pomona Avenue, #13, Costa Mesa, CA 92627 under the terms and conditions of Project MPAG (ACM3a), for the 2004 Concrete Unit Price Bid project for various sites throughout the District on a yearly basis. It is in the best interest of the District to contract for concrete services from PMC Concrete Contractors from March 9, 2008, through March 8, 2009, with an annual Consumer Price Index increase for the Los Angeles, Riverside, and Orange County areas of 3 percent. 7. SUPERINTENDENT’S REPORT SELPA Annual Service and Budget Plan

A. Special Education Local Plan Area (SELPA) Annual Service and Budget Plan Sherry Blakely, director of special services, shared information about the District’s Special Education Local Plan. The Plan assures conformity with state laws, regulations, and policies related to children with special needs. Both the Annual Budget Plan and Annual Service Plan are required components of the Local Plan.

1) The Board President declared a public hearing for the purpose of hearing comments regarding the 2008-09 initial contract proposal presented by Anaheim Elementary Education Association (AEEA), to the Anaheim City School District. Hearing no input from the public, the President of the Board closed the hearing and acted on the following motion: It is recommended the Board of Education officially receive AEEA’s 2008-09 initial contract proposal. D. ADMINISTRATIVE SERVICES Motion #168 Res 2007-08/30 School Bus Drivers’ Appreciation Day

1) Board member SILVERMAN moved to adopt Resolution Number 2007-08/30 acknowledging Anaheim City School District bus drivers for their continued and excellent service to the youth of our community and declaring April 22, 2008, as School Bus Drivers’ Appreciation Day. APPROVED 5-0

9. BOARD DISCUSSION Public Hearing – SELPA Annual Service and Budget Plans

A. The Board of Education declared a public hearing for the purpose of review and adoption of the SELPA Annual Service Plan and the Annual Budget Plan in accordance with Education Code §56205. These documents are required components of the SELPA Local Plan and will be submitted to the California Department of Education by April 30, 2008. The annual service plan includes a description of services provided, the nature of the service, and the physical location of the service. The description demonstrates that all individuals with exceptional needs shall have access to services and instruction appropriate to meet their needs and currently specified in the individualized education programs. The annual budget plan is a report of specific revenues and expenditures as required by Education Code §56205. Copies of these plans are available for inspection in the Special Services office. Hearing no comments from the public, the Board President gave notice that a vote on this item is scheduled for the April 14, 2008, Regular Board meeting.

Guidelines for Hiring Site Administrators

B. Guidelines for Parent Engagement in the Hiring of Site Administrators The Board discussed options for parent engagement in the hiring of site administrators, with the recommendation that parent groups designate one member as its representative on the first level interview panel. When the school site is known for a vacant position, the site’s School Site Council and PTA unit will each provide a parent to serve on the interview panel. When the site is not known, DAC/DELAC and PTA Council will each select a parent to serve on the interview panel. The Board directed staff to meet with the parent groups to provide information and a description of the interview panel process, confidentiality requirements, and time commitment. Staff will report back to the Board following implementation.

School Business

C. Board Member activities related to school business:

José F. Moreno thanked the custodians for sharing their thoughts on budget cuts. Dr. Moreno met with Assemblyman José Solorio, who urged the District to contact legislators as often as possible to encourage them to lessen the budget cuts and make public pronouncements about the need to ensure that education is kept fiscally sound. Assemblyman Solorio supports meeting our needs for Proposition 98.

Sue Preus urged employees to contact legislators about the affects of budget cuts on

all citizens of California. James Vanderbilt thanked Sandy Blumberg and Sue Preus for representing the

Board following the recent fire at Palm Lane School, and staff for its collaborative efforts in response to the situation.
