The American Chamber of Commerce in Armenia is the leading business asso-ciation in the country with over 80 members from all business segments. AmCham has been operating in Armenia continuously since 2000. Through advocacy efforts aimed at such areas as tax legislation and customs administration, AmCham represents its members’ business interests in Armenia to the Armenian government, international organizations, and to the wider business community.

AmCham provides an excellent source of information about Armenian busi-ness life by publishing the only English-language business magazine in Armenia, and by hosting guest speakers from the Armenian government, international organizations, and from leading businesses.

It goes in line with AmCham’s effort to strengthen networking activities between its membership base and reach out to the larger business community both inside Armenia and far beyond its borders.

Our membership base is increasing, which is an indication of our effectiveness. First of all, AmCham is a perfect place for information sharing and networking. Our membership meetings representing speakers from international, govern-mental, and private sectors have become an arena for interesting discussion and debate. AmCham-published quarterly Business Magazine features articles and surveys reflecting issues of concern for our members and Armenian business community in general.

Dear AmCham Members and Friends.It is my great pleasure to introduce this first-ever edition of the American

Chamber of Commerce in Armenia’s Member Business Directory. This directory promises to become an invaluable resource to U.S. business interests, and its pub-lication is a signal of AmCham’s growing institutional strength and reach here in Armenia.

I am proud of the American companies which have established business opera-tions and relationships here in Armenia, and I am confident that the roster of leading U.S. firms doing business in Armenia will only grow with the AmCham’s active support. I congratulate all of the companies listed within these pages for the roles you have played in building this American Chamber of Commerce into an effective advocacy and support organization of which you all can be proud.

The coming year will present significant challenges as the world works to miti-gate the impacts of the global financial and economic crisis. Although Armenia’s partial isolation from the global financial system may shelter it from some of the worst effects, it is still vulnerable to falling world prices for base metals as well as a serious economic slowdown in the region.

While AmCham cannot address Armenia’s larger economic challenges by itself, it plays an important role in Armenia’s economic development through its promotion of international business standards, transparency and rule of law. AmCham experience and knowledge are important to us in the U.S. Embassy, since its members represent the collective voice of the American business com-munity in Armenia.

The U.S. Government has enjoyed a strong relationship with Armenia dating back not only to its 1991 independence, but to the devastating 1988 Spitak earth-quake. We take great interest in Armenia’s security, economic development and the strengthening of its democratic institutions. Our various programs, whether through USAID, the Millennium Challenge Corporation, cultural exchanges or other initiatives, all work in support of these goals.

Armenia presents a challenging environment, but also significant business opportunities. There is great promise in Armenia’s talented workforce and strong Diaspora support. If Armenia and Turkey achieve reconciliation and normal trade relations, as we hope, this will bring new opportunities to enhance Armenia’s prosperity and sustainable economic growth.

About Armenia

Geographical position

Armenia is located in the South Caucasus region, border-ing Georgia to the north, Turkey to the west, and Iran and Azerbaijan to the south and east. It sits on the northeast part of the Armenian highland.

Area 29,500 km2, including the 1,400 km2 Lake Sevan.Population 3,002,594 (2001 census). Capital Yerevan (1,107,800 inhabitants).

Religions

The majority of Armenians are of the Armenian Apostolic faith. There are a number of people of Orthodox faith throughout the country, and a small Muslim community exists in Yerevan.

FMC has recently concluded a loan agreement with the Overseas Private Investment Corporation, an agency of the U.S. Government, which has started direct disbursement of multi-million dollar credit facility to FMC. The FMC will originate mortgage loans to middle and upper-middle income families under this facility.

FMC has recently concluded a Portable Loan Guarantee Commitment Agreement with USAID and the Development Credit Authority that will par-tially guarantee a multi-million dollar credit facility to FMC. FMC will use the proceeds of the loan to originate mortgage loans to low and middle income families in Armenia. FMC is a well recognized mort-gage lender in Armenia.

ARSOIL JV CJSC was established in December 1997. Since the date of its creation the Company has built up its own steady position in the Republic of Armenia’s tobacco products market. Armenian Copper Programme CJSC (ACP) is a private company registered and operating in Armenia since 1997. ACP is engaged in exploration, development, production, processing and market-ing of minerals and metals. The company owns the only copper smelting facility in the whole region. ACP facilities are designed for annual production of up to 10.000 metric tons of blister copper, produced from copper concentrate.

The company is also involved in the acquisition, exploration and development of mining properties in Armenia. Currently ACP is engaged in the project of exploitation of the Teghout copper molybdenum deposit. The deposit was proven to contain about 450 million tons of ore at an average grate of 0.36% copper and 0.022% molybdenum, thus containing more than 1.6 million tons of copper and about 100 thousand tons of molybdenum. In the first stage ACP plans to produce about 30.000 tons of copper and 1.000 tons of molybdenum annually, processing 7 million tons of ore. The first stage of the project requires investment of USD 280 million. ACP has already invested USD 30 million in the project. The company has also signed a credit agreement with VTB Armenia on providing loan of USD 245 million.

ACP is a part of a larger group of companies of Vallex with primary operations in Armenia as well as in Russia and Europe.

Blackstairs Energy plc

Blackstairs Energy is an Irish company specialis-ing in oil and gas exploration and development. Founded in 2006 by two highly experienced indus-try professionals (ex-Tullow Oil), Gerry Sheehan and Bob Hamilton, the Company has its headquarters in Dublin, Ireland. The principals of Blackstairs have a proven track record of success in the International E&P sector across a broad range of major hydrocar-bon producing provinces. Their prime strategy is to acquire good quality exploration acreage, with a special focus on Europe, Trans-Caucasus and Africa.

On April 27th 2007 Blackstairs signed a Petroleum Exploration and Production Sharing Agreement for blocks 4, 5 and 6 (13,805 sq km) in SE Armenia (from N of Lake Sevan, southwards until the Iranian bor-der) with the Armenian Ministries of Energy and Environmental Protection. The five year Exploration Special Licence, extendable a further four years, was awarded on September 30th 2007.

Together with partner (50%) with Vangold Resources Ltd, Vancouver, Canada, Blackstairs have already commenced their Work Program, which has a minimum investment of US$2.4 million. It includes an intensive and comprehensive data gathering and analysis exercise, a Remote Sensing study of all blocks and a detailed Gravity Survey. Seismic sur-veys (170 km minimum) are planned for 2009.

Hereward Resources Limited

Hereward Resources Limited, Bedford, UK, is an oil exploration consulting company, and through its principal Mr. Tim Papworth, has been involved in Armenia since 1994.

Hereward first provided geophysical consulting services for an EU-funded Project on assessing the Hydrocarbon Potential of Armenia from July 1994 to July 1995. The study was followed by promotional efforts to attract oil companies to Armenia, which eventually resulted in Armenian American Exploration Company (‘AAEC’) signing a PSA in blocks 1 and 2 in western Armenia in early 1997. Hereward provided senior management services to AAEC, which continued for some years.

Following a period of inactivity, Hereward spent two years (2002 - 2004) on behalf of AAEC looking for investors to take over their licence. These efforts even-tually resulted in Indusmin Energy, Canada (now renamed Transeuro Energy) taking over AAEC’s Block 2 license in Spring 2004 by reassignment. Since that time Transeuro has carried out a seismic survey and drilled an exploration well near Armavir.

In May 2005, Hereward approached the Ministry of Energy about carrying out a study of SE Armenia (Lake Sevan to the Iranian border), which has never been explored before for oil and gas. The Ministry agreed to the proposal and granted Hereward exclu-sive rights to negotiate a license. Hereward carried out the study (completed mid-2006) and, using this data attracted two new investors to Armenia: Blackstairs Energy plc (Ireland) and Vangold Resources Ltd. (Canada). A Production and Exploration Sharing Agreement was signed in April 2007.

Arminco Global Telecommunications was estab-lished in 1992 to provide services of computer net-work access. Currently, Arminco maintains dial-in modem pool with 1000 lines. The company rents Internet channel of total 75 Mbps bandwidth and pro-vides Internet access via WiFi technology, having 200 access points connected to 1 Gbit/sec backbone. Arminco hosts Armenian Network Information Center (AM NIC), which is National Internet Coordinating body in Armenia. The company pro-vides direct, proxy-boosted access to the Internet. Academy for Educational Development (AED)

AED’s work focuses on strengthening the capacity of individuals, communities, and regional and national actors to contribute to their own develop-ment. AED currently operates 250 projects in nearly 150 countries. Starting with training programs in 1994, and since then as a contractor to USAID, the AED Armenia office has been administering nearly 1,300 development programs to build human and institutional capacity in a broad range of fields, from local economic development and reconstruction to leadership for women and youth and civil society building.

AED/Armenia currently implements two USAID-funded projects: Human and Institutional Capacity Development (HICD) and Youth and Community Action Program (YCAP).

The AED team provides a comprehensive package of HICD services, including conducting performance assessments and identifying performance gaps, developing and implementing targeted capacity development interventions including study tours and on-the-job trainings, monitoring and evaluating the implemented programs and designing and implementing follow-on activities. As part of that package, AED works with local and international experts to design and implement the capacity devel-opment programs.

Through the Youth and Community Action Program, AED increases civic activism among young men and women and enhances community involve-ment in addressing public issues. The YCAP is work-ing with 36 Youth Action Clubs and 44 Community Action Committees in 80 communities throughout Armenia.

AAA, the largest Washington-based, nationwide organization promoting public understanding and awareness of Armenian issues, is a non-partisan, 501(c)(3) organization, founded in 1972. AAA pro-motes strong U.S.-Armenia and U.S.-Karabakh relationships.

Through nationwide advocacy efforts mobilizing volunteers, reaching out to the Administration, Congress, media and think tanks, AAA increases awareness of and support for Armenian issues. Numerous pieces of U.S. legislation have been passed (on trade, blockades, transportation, Genocide, assistance [humanitarian, development, military], and more.) Nearly $1.7 billion in assistance has been secured, hundreds of programs imple-mented, and millions of Armenians empowered with improved lives.

AAA has launched numerous initiatives, includ-ing the Armenia Tree Project to assist in reforesting Armenia, as well as advancing social, economic and environmental recovery; the NGO Training and Resource Center, providing training and technical assistance to local NGOs. Summer Internship Programs in Washington and Yerevan empower and encourage Armenian-American youth. AAA part-ners with ArmeniaNow in supporting Armenian media, the League of Women Voters and the NGO Center to provide coalition building skills to NGOs

AAA remains committed to universal reaffirma-tion of the Armenian Genocide and established the Armenian National Institute, dedicated to the study, research and affirmation of the Genocide. Thanks to benefactors, an historic property two blocks from the White House was acquired to be the future site of the Armenian Genocide Museum of America.

The Cafesjian Center for the Arts was founded in 2002 by Gerard L. Cafesjian and the Republic of Armenia for the purpose of developing a world-class international museum of art and a cultural cen-ter for Yerevan. Representing all mediums of art in its impressive permanent collection and appealing traveling exhibitions planned for the future, the Cafesjian Center for the Arts aims to “bring the best of the world to Armenia, and, present the best of Armenia to the world.” By maintaining its unique identity while introducing art from around the world, the Cafesjian Center for the Arts aims to edu-cate, enlighten and entertain its visitors and the pub-lic at large.

At the core of the Cafesjian Center for the Arts’ permanent collection is the Gerard L. Cafesjian Collection of Art. The collection, which represents a wide variety of media, includes major works by renowned artists Stanislav Libenský and Jaroslava Brychtová, whose monumental sculptures have pushed the limits of glass as a medium into the realm of fine art. Important works by world famous artist Dale Chihuly are also part of the studio glass collection.

Many types of art are represented in the Gerard L. Cafesjian Collection of Art including large-scale works in bronze by Lynn Chadwick, Barry Flanagan and Fernando Botero. The Gerard L. Cafesjian Collection of Art is unusually large and during the next several years many significant artists will be on exhibition including Georges Braque, Marc Chagall, Arshile Gorky, David Hockney, Joan Miro, Pablo Picasso, Man Ray, and Andy Warhol.

Research Triangle Institute, International

In 2005 RTI International of North Carolina won a competition to conduct a project for the U.S. Agency for International Development (USAID) to provide technical assistance and training to support to 38 local governments in Armenia.

RTI celebrates its 50th. year of providing consult-ing services to improve democratic governance in more than 40 countries worldwide. Through these programs, RTI works closely with local institutions and professional associations to promote effective local governments that encourage citizen participa-tion, increase the responsiveness and effectiveness of public institutions, and adopt anti-corruption measures.

Local Government Program, Phase Three (LGP 3) works directly with Armenia’s Ministry of Territorial Affairs to change policies and legislation increasing decentralization and increasing local government capacity.

At the local level, LGP3 works with 38 Armenian municipalities. The program is composed of three components directly working with local govern-ments: (1) municipal financial management “core package”; (2) public service improvement, (3) public relations and local council training. LGP3 has pro-vided assistance to local government staffs and councils to implement new policies and reforms as well as to improve community relations.

Center for Agribusiness and Rural Development (CARD)

CARD’s mission is to assist farmers and agribusi-nesses in the production and marketing of food and related products to increase incomes and create jobs leading to sustainable livelihoods for rural popula-tions that significantly impacts poverty reduction. CARD offers a complete, integrated package of agri-cultural development services that are market driven and benefit farmers in developing their capacities. Our assistance stimulates agribusiness growth and involves marketing, rural development, and food safety services.

CARD is the successor of the USDA’s Marketing Assistance Program (MAP) launched in Armenia in 1992. In 2005, with restructuring MAP programs, CARD was established and registered as a local foun-dation. Since its establishment, USDA/FAS has pro-vided funding to CARD for the implementation of agricultural development assistance programs in Armenia. CARD programs are designed to assist the entire food chain - from farmers to consumers - pro-viding an array of technical, marketing, and financial services. These services include, but not limited to food processing; new product development and test marketing; food quality improvement and food safety assurance; labeling and packaging; domestic and for-eign market researches, assessments and feasibility studies; product promotion; organization of local and international festivals, exhibitions and tradeshows; export market development; farmer crediting and Credit Clubs development; and women and children issues in rural areas.
