Fonds Description
Allon Peebles fonds. – 1900-2010.
75cm textual records and other materials.
Biographical Sketch
Dr. Allon Peebles was born on October 20, 1900, in New Westminster. He graduated
from UBC in 1920 and earned a Ph.D. in economics from the University of Columbia.
Dr. Peebles taught economics at the University of California, and later at the University
of Columbia. He also worked with a committee in the United States on the costs of
medical care. He married Noeline Bruce in 1926, and they had three daughters: Priscilla,
Jane, and Noeline. A medical and labour research economist, Peebles was chairperson
of B.C.’s first Health Insurance Commission in 1936 and helped fashion the B.C.
Hospital Insurance Service. Peebles and Harry Morris Cassidy wrote the 1936 Health
Insurance Act. In 1941, Peebles went to Ottawa as the first executive director of the
Unemployment Commission and was in charge of the labour department’s research
and statistics. He wrote several books, and non-published works, on medical facilities,
insurance, care, fishing, advice to his daughters, sketches from his boyhood, and other
writings. After retiring from the labour department in 1947, Peebles entered private
business in Chatham, Ontario. He died in Ottawa on March 13, 1962.
Scope and Content
This fonds consists of records relating to Dr. Peeble’s family and professional life,
including correspondence, newspaper clippings, programs and pamphlets,
photographs, and DVDs. This fonds also includes records relating to various family
members, created and acquired by Allon Peebles’ daughter Priscilla Galloway. The
fonds is arranged into nine series, which include, Condolence Letters and Budget Book,
Reports and Publications, Correspondence, Family History, Event and Travel
Memorabilia, Photographs, Multimedia, Certificates, and Writings.
Notes
Includes: 235 photographs, 1 photo album, 3 DVDs, and 7 certificates.
File list available.
The arrangement of this fonds mostly follows the organization done by Allon Peebles’
daughter Priscilla Galloway, especially in the case of the five family history binders and
albums prepared by her. These have been placed in folders in the same order as found
in the albums and binders. Handwritten post-it notes and printed information written
by Patricia Galloway, are included in several of the files. Post-its have been placed on
separate sheets and interleaved with the materials to which they were initially attached.
Typed notes have been left in the order in which they were placed initially among the
material.
Peebles’ daughter Dr. Patricia Galloway donated the records to the University Archives.
In 2020, the UBC Archives received an accrual and acquisition from a donation by
Patricia Galloway’s daughter Noël Galloway.

Condolence Letters and Budget Book series.— 1948-1962.
10 cm of textual records.
Series consists of letters of condolence to Noeline Peebles, the program from Allon
Peebles funeral, as well as some budget books and yearbooks for 1948 and 1959.
Reports and Publications series.— 1920-1958.
15 cm of textual records.
Series consists of published writings by Dr. Peebles about health care issues, the UBC
Annual from 1920, papers and drafts on social issues, and stories written by Dr. Peebles.
Correspondence series.— 1900-1983.
40 cm of textual records.
Series consists of correspondence from Dr. Peebles and his family. Series also includes
non-correspondence material, such as Peebles’ birth certificate, newspaper clippings,
etc.
Writing series.— 1953-1954.
20 cm of textual records.
Series consists of Peebles’ writings such as manuscript drafts, letters to editors, letters
seeking advice, rejection letters, articles, personal journals, etc.
Photographs series.— [1903-1953].

Series consists of photographs of Peebles and family.
Multimedia series.— 2010.
3 data-DVDs.
Series consists of three data-DVDs provided by Patricia Galloway with digitized
versions of some of the materials.

Series consists of 4 oversized certificates, which include Peebles’ diploma from UBC,
and photocopies of high school certificates and newspaper clippings.
Family History Series. – 1910-2010.
9 cm of textual records.
Series consists of records collected and written by Priscilla Galloway and other family
members regarding the history of the Peebles family. It includes a binder put together
by Priscilla Galloway that includes printouts from a family history database detailing
family history as well as original correspondence, newspaper clippings and other
records created by various members of the Peebles family. The series also includes
photocopies of photographs, newspaper clippings, histories of various family members,
and articles about Peter Peebles’ work.
Event and Travel Memorabilia Series. – 1931-1937.
1 cm of textual records.
This series includes programs and pamphlets from various events and trips attended by
Allon and Noeline Peebles.
