TECHNOLOGY PLAN OVERVIEW The Aldine Independent School District has moved to a global approach for technology implementation. The development of this technology plan was undertaken by a diverse group of individuals representing the district, the students, and the community. The planning committee began meeting in February of 2002 with a primary goal of aligning the integration of technology with district developed goals and objectives. These goals, sustaining student achievement, recruiting and retaining of a quality teaching, administrative and support staff, maximizing excellence in the operation of Aldine ISD, and improving stakeholder partnerships, are reflected throughout the technology plan and guided the committees’ development of the plan. Meeting the goals and objectives will be facilitated through a telecommunications infrastructure that will provide access to resources and integration of information systems for students, parents, staff members, and community members. Continuing professional development and training sessions throughout the district will be provided on an ongoing basis and will be centered on preparing our community to use technology to be responsible, productive citizens, critical thinkers, and problem solvers. The district will also seek out and maintain appropriate technologies for the benefit of students, staff members and stakeholders. The district has established a technology support budget to provide for infrastructure, equipment, training, and support personnel to implement new technologies and assure current technologies are integrated successfully. The district will continue the implementation of district wide applications and solutions to facilitate electronic communication and information dissemination throughout the district and community. As Aldine ISD continues to grow, current technologies and services will be extended to new campus and administrative locations. The progress of technology implementation will be evaluated quarterly as part of the balanced score card procedures adopted by Aldine ISD. Professional development models will be evaluated on a continuing basis and updated as deemed appropriate. In addition to evaluation of the district level technology plan, training models, and implementation strategies, campus technology plans will be collected annually and subjected to a peer review.

TECHNOLOGY PHILOSOPHY The Aldine Independent School District shall provide an educational program that will ensure each student the opportunity to be a responsible and productive citizens, critical thinkers, and problem solvers. Each student will:

• use technology to broaden his/her knowledge base; • use technology to improve critical thinking and problem solving skills; • use technology to improve the quality and breadth of daily work; and • use technology to access information about a diverse and changing

society. Students will have access to technological tools and a trained staff capable of using the tools. The district affirms that all students will have a knowledge of computers and other technologies to be successful in their endeavors. Aldine Independent School District shall provide an educational program and appropriate technology to ensure all staff members have the skills and tools needed to integrate technology into the curriculum while increasing instructional time by automating daily administrative tasks. Aldine Independent School District affirms that all efforts will be made to provide equitable levels of technology access and performance throughout the district for the benefit of all students, staff members, and community partners.

HISTORY OF THE TECHNOLOGY PLAN Aldine Independent School District has acquired technology and developed staff development models for more than a decade. Although technology has changed, the focus remained constant throughout the decade; to address the identified needs of state-mandated computer literacy, to develop keyboarding skills at the elementary level, to promote business and vocational programs, and to integrate technology into the instructional program. A five-year technology plan was developed in 1990 to meet the requirements for state funding. This plan provided objectives and goals for implementation of technology into specific instructional areas. Subsequent plans were developed and refined to show progress and to prepare Aldine Independent School District for new technologies. In 2001, a three-year addendum to a plan previously approved by the Aldine Independent School District School Board was submitted and approved by the Texas Education Agency and the local School Board. The plan superceded the final two years of the previous plan adopted in 2001. The three-year plan, based on identified needs of the school district, focused on acquisition of technology and infrastructure build-out. This three-year plan will replace all existing plans, including the three-year addendum plan adopted in 2001. The plan is comprehensive and aligns with district approved goals and objectives. The plan focuses on acquisition, integration, and accountability at all levels. Further, the plan was developed to address strengths and weaknesses as identified using the STAR chart developed by the Texas Education Agency.

TECHNOLOGY PLANNING COMMITTEE A committee was formed to develop a new technology plan for Aldine in December of 2001. The committee was charged with aligning the technology plan with district and board approved goals and objectives. The committee members all volunteered and represent each vertical area, each grade level, and each population. Further, members were chosen to represent administration, teaching staff, students, parents, and community members. Members of the Technology Committee include:

FACILITIES AND INFRASTRUCTURE Aldine Independent School District has developed a secure infrastructure using monies derived from the SLD e-rate program, local funds, TIFF funds, and selective grant funds. Aldine Independent School District’s vision includes the addition of a second routing path for the WAN infrastructure, expanded integration of gig routers and switches, and the installation and implementation of wireless access points in selected buildings. Aldine will continue to evaluate maintenance contracts and requirements and develop appropriate budgets to support all existing equipment at the levels of service determined appropriate. Further, Aldine Independent School District will budget for:

• the continued growth of the infrastructure so new technologies, including voice, data, and video can be infused into the curriculum;

• the additional support required for wireless connectivity in all buildings; • continued maintenance and centralization of technology services into

the central computer data center; • matching funds and district contributions for grants, e-rate and TIFF; • resources required to support a single platform solution, including

software, training, and infrastructure; and • equalization of technology district-wide.

EQUIPMENT AND SOFTWARE Aldine Independent School District will continue to develop and modify software and hardware standards as technologies and curriculum needs change. Aldine will:

• develop, adopt, and test district technology standards for students; • obtain district-wide software agreements for selected titles; • establish and support a district browser based catalog of hardware and

software products; • provide a method for networked automated software distribution; • provide a method for networked automated inventory tracking and

reporting; • provide appropriate browser based information portals for teachers,

administrators, students, and special interest groups; and • provide appropriate web-based information for students, teachers,

parents, and community members.

CIPA COMPLIANCE Aldine Independent School District has meet all conditions required to be CIPA compliant. Aldine Independent School District will continue to evaluate and modify the Internet block list and procedures used to protect students from harmful Internet content. Further, logs will be evaluated and appropriate measures taken when infractions, as identified in the board approved student, teacher, or parent Internet acceptable use policy occur.

STAFFING REQUIREMENTS Staffing requirements have been addressed within the plan include the need to:

• maintain appropriate staff levels to ensure the efficient operation of district networks and technologies;

• adequate campus-based personnel to support the integration of technology into the curriculum;

• continue the promotion of a second technology employee (similar to the high-schools) at all campus locations housing students in grades 7 or above; and

• additional staffing needs as described within the plan.

TECHNOLOGY REFRESH PLAN Aldine Independent School District, as identified in the activities section of this plan, will provide a refresh plan for all administrative and student computers. The refresh plan will focus on equipment that has been determined to NFR (nor feasible for repair) and for platforms that are no longer supported. Administrative computers will be refreshed at a rate of 25% every year beginning in 2003-2004, while student computers will be refreshed at a rate of 10% annually.

HARDWARE STANDARDS Aldine Independent School District will publish, as described in the actions section of this plan, technology standards to a web-portal. Minimum requirements will be determined quarterly and posted. All equipment that is purchased by campus locations must be listed on the web-portal. Equipment that has been purchased outside the approved list will not be supported by district resources, nor will the purchased be allowed to access network services.

NETWORK AND INFRASTRUCTURE EQUIPMENT Aldine Independent School District has will continue to support and purchase all network related equipment, regardless of use. Equipment that is intended to be placed on the Aldine ISD infrastructure must be approved by a member of the Technology Services administrative staff.

STAFF DEVELOPMENT Aldine Independent School District will continue to develop diverse delivery strategies to provide just-in-time development for projects and applications. Aldine will allocate a percentage of each projects budget for content specific training. In addition to specific application / use development, general technology development will be offered at both the district and campus locations. Appropriate development will be available to every employee in Aldine Independent School District. All employees will meet minimum expectations of technology literacy and application as determined by State agencies.

ASSESSMENT AND EVALUATION PROCESS Aldine Independent School District will complete a comprehensive evaluation of the three year plan annually in the spring. The evaluation will include a complete inventory and evaluation of the targets established within the plan. Further, key performance indicators (KPI) will be evaluated quarterly and reported to the superintendent of schools, area superintendents and all members of the technology planning committee. Campus locations will be required to submit a technology plan annually that includes and evaluation component. This evaluation will be included in the annual comprehensive evaluation.
