Alberta Livestock Transportation Documents 2009-03-23 ALBERTA LIVESTOCK TRANSPORATION DOCUMENTS As of January 1, 2009 the Livestock Identification and Commerce Act (LICA) came into effect. This new legislation governs the transportation of cattle, horses and sheep both within Alberta and to destinations outside of Alberta. Transportation Documentation Livestock being transported or driven within or outside of Alberta must be accompanied with either a Livestock Manifest or a permit. This communiqué provides an overview of the two types of transportation documents and when they are used. Additional information for transporters can be found on page 4. Sales documents – livestock security interest declaration If cattle, horses and sheep are being transported for sale, the transporter should ensure that the livestock is accompanied with a livestock security interest declaration on either the Livestock Manifest or a separate document or that the seller has provided the declaration directly to the purchaser. Delivery of this declaration either with or in advance of the transportation of the livestock will ensure that there is no delay in the payment of the sale proceeds. ALBERTA LIVESTOCK TRANSPORATION DOCUMENTS

As of January 1, 2009 the Livestock Identification and Commerce Act (LICA) came into effect. This new legislation governs the transportation of cattle, horses and sheep both within Alberta and to destinations outside of Alberta.

Transportation Documentation

Livestock being transported or driven within or outside of Alberta must be accompanied with either a Livestock Manifest or a permit. Sales documents – livestock security interest declaration

If cattle, horses and sheep are being transported for sale, the transporter should ensure that the livestock is accompanied with a livestock security interest declaration on either the Livestock Manifest or a separate document or that the seller has provided the declaration directly to the purchaser. Delivery of this declaration either with or in advance of the transportation of the livestock will ensure that there is no delay in the payment of the sale proceeds.

Alberta must be accompanied with either a Livestock Manifest or one of the following types of permits:

accompanied with a Livestock Permit in conjunction with an export Veterinary Health Certificate from CFIA.

Pedigree cattle or rodeo and exhibition cattle being exported to the United States for purposes other than sale or slaughter require a Livestock Permit, a Pedigree Cattle Permit or a Rodeo and Exhibition Permit in conjunction with an export Veterinary Health Certificate.

Horses

Within Canada

Horses being transported or driven within Alberta are no longer required to be accompanied with a Livestock Manifest or a Livestock Permit unless the horse is being transported for sale or slaughter or to an inspection site (country sale, auction market, livestock assembling station or abattoir).

Horses being transported or driven to another province must be inspected and, depending on the purpose for which they are being transported, can be accompanied with one of the following permits: an Annual Horse Permit, a Lifetime Horse Permit, a Rodeo and Exhibition Permit or a Livestock Permit.

If a horse is being transported or driven to another province for the purpose of sale or slaughter the horse must be accompanied with a Livestock Permit.

To the United States

Horses being transported to the United States

must be accompanied with an Annual Horse Permit, a Lifetime Horse Permit, a Rodeo and Exhibition Permit or a Livestock Permit as well as the documentation required by CFIA to issue an export Veterinary Health Certificate.

Sheep

Sheep being transported or driven within Alberta or to a destination outside Alberta are required to be accompanied with a Livestock Manifest.

Expiry Dates

A Livestock Manifest expires when the livestock are delivered to the destination written on the Livestock Manifest.

A Livestock Permit expires on the earliest of the following: 7 days from the date of issue, when the livestock is delivered to its destination, or when an inspection is required.

An Annual Horse Permit, a Pedigree Cattle Permit and a Rodeo and Exhibition Permit expire on December 31 of the year in which the permit was issued or if there is a change of ownership within that same year.

The Lifetime Horse Permit is valid for the life of the horse under the possession of the owner who purchased the permit. This permit is not valid if the horse changes ownership or dies.

Livestock Permit

Note 1: When cattle or horses are accompanied with a Livestock Permit, it is no longer necessary for the transporter to complete a Livestock Manifest in order to record the trucking information and trucking charges. A new Part E has been added to the Livestock Permit that corresponds to Part E of the manifest for the transporters to use to record their name, phone number, trucking charges and trailer/conveyance license number. The box entitled “manifest(s) #” is for any livestock manifests that are needed because the livestock is being transported in more than one truck. This allows the livestock on one truck to be accompanied with the Livestock Permit and the others to be accompanied with a livestock manifest. In the alternative, the livestock in each additional truck could be accompanied by a photocopy of the Livestock Permit.

Note 2: If the livestock is being transported for sale, a livestock security interest declaration

must be provided to the purchaser or livestock dealer, as the case may be.
