2. Measures to off-load EDUU ERL Sector (FL315-FL660) During peak hours in ERL1R sector (particular in lower part ERL1 FL315-FL365) the traffic demand often exceeds the offered capacity. The staffing issues in EDUU South sectors (causing traffic shifts) will increase the demand further. To reduce this capacity gap, several flows are level restricted / re-routed during peak hours in summer (or in general).

4. Measures to off-load EDDU South Sectors (FL315-660)

For this summer, Karlsruhe UAC has to introduce several RAD measures and scenarios to level cap certain flows, city pairs or to re-route traffic avoiding most critical sectors due to the combination of:

- the expected severe staffing issues of sector group South - increased traffic (higher than assumed in STATFOR forecasts), - ongoing airspace bottlenecks such as the closure of South-Ukrainian Airspace.

The planned RAD restrictions create on-load to the neighboring ATC units (mainly Munich ACC and Skyguide or Austro Control). The restrictions will off-load EDUU sectors only by a basic amount of traffic (more measures are foreseen with the application of scenarios)

All new RAD restriction were coordinated in several rounds with the Eurocontrol Network Manager and with Munich ACC, Austro Control, Skyguide, ENAV/Italy, DSNA/France, Praha ACC and Maastricht UAC considering the capacity of the neighbouring ACCs. Main criteria in selecting flows were the overall network effect, balanced and preferably only small impacts to customers in order to reduce delay. Network Manager plays an active and important role to optimize the solutions with the network view day-by-day with the aim to reduce the delay in the network as much as possible.

Note in regard to presentation shown at the South East Axis meeting (end of March 2017 in Belgrade) or to the AIRAC 1705 RAD publication:

Several initially planned RAD restrictions as published with AIRAC1705 are deleted or amended (see RAD increment file on NM NOP portal) and some of the deleted ones will be transferred into scenarios.

Most important: the planned new RAD restriction and procedure forcing all ARR LIPH/PZ via UATBA to an initial/early descent to FL310 is deleted.
