R. 7007.1800, compliance with the conditions of this permit shall be deemed compliance with the specific provision of the applicable requirement identified in the permit as the basis of each condition. R. 7007.1800 and 7017.0100, subp. 2, notwithstanding the conditions of this permit specifying compliance practices for applicable requirements, any person (including the Permittee) may also use other credible evidence to establish compliance or noncompliance with applicable requirements.

FACILITY DESCRIPTION: Electric Machinery Company Inc (formerly Dresser-Rand Electric Machinery) manufactures customized electric motors and generators for domestic and foreign markets, which are used in all types of industries, including electric utilities, petrochemicals, and mining. Motors and generators are made for the 500 to 50,000 horsepower service range and weigh 2,000 to 200,000 pounds. Plant activities include welding, machining, epoxy impregnating and curing, painting, assembly and testing. AMENDMENT DESCRIPTION: Permit Action 002:

This administrative amendment was to change the name of the facility from Dresser-Rand Electric Machinery to Electric Machinery Company, Inc. The owner is now Ideal Electric Holding Company.

Permit Action 003:

This major amendment is for the construction of a new paint booth at the facility. The paint booth was added under the existing emissions limit; therefore, there may be a lb/hr increase in emissions but there will be no increase in tons per year of emissions. Precap language was also added to allow the replacement and addition of paint booths to GP 001 without automatically requiring a major amendment. EU’s 016, 017, 021, 023, and 024 were moved to the insignificant activities list. The new owner of the facility is Converteam Inc.

Operation Changes: In any shutdown, breakdown, or deviation the Permittee shallimmediately take all practical steps to modify operations to reduce the emission ofany regulated air pollutant. Recordkeeping: Retain all records at the stationary source, unless otherwisespecified within this permit, for a period of five (5) years from the date of monitoring,sample, measurement, or report. Records which must be retained at this locationinclude all calibration and maintenance records, all original recordings forcontinuous monitoring instrumentation, and copies of all reports required by thepermit. Records must conform to the requirements listed in Minn. R. 7007.0800,subp. 5(A).

Recordkeeping: Maintain records describing any insignificant modifications (asrequired by Minn. R. 7007.1250, subp. 3) or changes contravening permit terms (asrequired by Minn. R. 7007.1350, subp. 2), including records of the emissionsresulting from those changes.

If the Permittee determines that no permit amendment or notification is requiredprior to making a change, the Permittee must retain records of all calculationsrequired under Minn. R. 7007.1200. These records shall be kept for a period of fiveyears from the date that the change was made. The records shall be kept at thestationary source for the current calendar year of operation and may be kept at thestationary source or office of the stationary source for all other years. The recordsmay be maintained in either electronic or paper format.

REPORTING/SUBMITTALS hdr

Shutdown Notifications: Notify the Commissioner at least 24 hours in advance of aplanned shutdown of any control equipment or process equipment if the shutdownwould cause any increase in the emissions of any regulated air pollutant. If theowner or operator does not have advance knowledge of the shutdown, notificationshall be made to the Commissioner as soon as possible after the shutdown.However, notification is not required in the circumstances outlined in Items A, Band C of Minn. R. 7019.1000, subp. 3.

At the time of notification, the owner or operator shall inform the Commissioner ofthe cause of the shutdown and the estimated duration. The owner or operator shallnotify the Commissioner when the shutdown is over.

Breakdown Notifications: Notify the Commissioner within 24 hours of a breakdownof more than one hour duration of any control equipment or process equipment ifthe breakdown causes any increase in the emissions of any regulated air pollutant.The 24-hour time period starts when the breakdown was discovered or reasonablyshould have been discovered by the owner or operator. However, notification is notrequired in the circumstances outlined in Items A, B and C of Minn. R. 7019.1000,subp. 2.

At the time of notification or as soon as possible thereafter, the owner or operatorshall inform the Commissioner of the cause of the breakdown and the estimatedduration. The owner or operator shall notify the Commissioner when thebreakdown is over.

Notification of Deviations Endangering Human Health or the Environment Report:Within 2 working days of discovery, notify the Commissioner in writing of anydeviation from permit conditions which could endanger human health or theenvironment. Include the following information in this written description:

Maximum Contents of Materials and Application Rate: The Permittee assumedcertain materials contents and application rates when determining the annual andshort term potential to emit of units in GP 001. These assumptions are listed inAppendix II of this permit. Changing to a material that has a higher content ofVOCs or solids, or increasing the application rate is considered a change in methodof operation that must be evaluated under Minn. R. 7007.1200, subp. 3 todetermine if a permit amendment or notification is required under Minn. R.7007.1150.

CONTROL EQUIPMENT hdr

The Permittee shall vent emissions from GP 001, including existing, modified, ornew units, to mat or panel filters meeting the permit requirements for GP 001.

If the Permittee replaces any existing panel filter, adds new panel filters, or modifiesthe panel filter listed in GP 001, such equipment is subject to all of therequirements of GP 001. Daily Inspections: Once each operating day, the Permittee shall visually inspect thecondition of each panel filter with respect to alignment, saturation, tears, holes andany other condition that may affect the filter's performance. The Permittee shallmaintain a daily written record of filter inspections.

Periodic Inspections: At least once per calendar quarter, or more frequently asrequired by the manufacturing specifications, the Permittee shall inspect the controlequipment components. The Permittee shall maintain a written record of theseinspections.

Corrective Actions: If the filters or any of their components are found during theinspections to need repair, the Permittee shall take corrective action as soon aspossible. Corrective actions shall include completion of necessary repairs identifiedduring the inspection, as applicable. Corrective actions include, but are not limitedto, those outlined in the O & M Plan for the filter. The Permittee shall keep a recordof the type and date of any corrective action taken for each filter.

Initial Hood Certification and Evaluation: The control device hood must conform tothe requirements listed in Minn. R. 7011.0072, subp. 2(B), and the Permittee shallcertify this as specified in Minn. Monthly Recordkeeping. Each month of operation, the Permittee shall calculate,record, and maintain the total quantity of all coatings and other VOC and HAPcontaining materials used at the facility. This shall be based on written usage logs.

Monthly Recordkeeping -- VOC Emissions.By the 15th of the month, the Permittee shall calculate and record the following:

1) The total usage of VOC-containing materials for the previous calendar monthusing the monthly usage records. This record shall also include the VOC and solidscontents of each material as determined by the Material Content requirement of thispermit;

2) The VOC emissions for the previous month using the formulas specified in thispermit; and

3) The 12-month rolling sum VOC emissions for the previous 12-month period bysumming the monthly VOC emissions data for the previous 12 months.

Waste Credit: If the Permittee elects to obtain credit for HAPs, solids, and/or VOCshipped in waste materials, the Permittee shall either use item 1 or 2 to determinethe VOC, solids, and/or total and individual HAP content for each credited shipment.

1) The Permittee shall analyze a composite sample of each waste shipment todetermine the weight content of VOC, solids, total HAP, and each individual HAP,excluding water.

2) The Permittee may use supplier data for raw materials to determine the VOC,solids, and total and individual HAP contents of each waste shipment, using thesame content data used to determine the content of raw materials. If the wastecontains several materials, the content of mixed waste shall be assumed to be thelowest VOC, solids, and total and individual HAP content of any of the materials.

Material Content: HAP and VOC content shall be determined by the Material SafetyData Sheet (MSDS) provided by the supplier for each material used. If a materialcontent range is given on the MSDS, the highest number in the range shall be usedin all calculations. Other alternative methods approved by the MPCA may also beused to determine the VOC and HAP content. The Division Manager reserves theright to require the Permittee to take samples of the VOC and HAP containingmaterials, and to conduct analysis of VOC and HAP content as per EPA referencemethods. If the EPA reference method is used, it shall supersede the MSDS.

Equipment Labeling: The Permittee shall permanently affix a unique number toeach emissions unit for tracking purposes. The numbers shall correlate the unit tothe appropriate EU and GP numbers used in this permit. The number can beaffixed by placard, stencil, or other means. The number shall be maintained so thatit is readable and visible at all times from a safe distance. If equipment is added, itshall be given a new unique number; numbers from replaced or removedequipment shall not be reused.

Equipment Inventory: The Permittee shall maintain a written list of all emissionsunits and control equipment on site. The Permittee shall update the list to includeany replaced, modified, or new equipment prior to making the pre-authorizedchange.

1.2 Facility Description

Electric Machinery Company Inc (formerly Dresser-Rand Electric Machinery) manufactures customized electric motors and generators for domestic and foreign markets, which are used in all types of industries, including electric utilities, petrochemicals, and mining. Motors and generators are made for the 500 to 50,000 horsepower service range and weigh 2,000 to 200,000 pounds. Plant activities include welding, machining, epoxy impregnating and curing, painting, assembly and testing. 1.3 Description of the Activities Allowed by this Permit Action

This major amendment is for the construction of a new paint booth at the facility. The paint booth was added under the existing emissions limit; therefore, there may be a lb/hr increase in emissions but there will be no increase in tons per year of emissions. Precap language was also added to allow the replacement and addition of paint booths to GP 001 without automatically requiring a major amendment. EU’s 016, 017, 021, 023, and 024 were moved to the insignificant activities list. The new owner of the facility is Converteam Inc.

Several units were reorganized into groups and several requirements and citations were also updated according to current MPCA policy. The PTE of the facility was also recalculated.

National Emission Standards for Hazardous Air Pollutants (NESHAP)

The facility has accepted limits on HAP emissions such that it is an area source under 40 CFR pt. 63. Thus, no major source NESHAPs apply. In addition, the Permittee has stated that no area source NESHAPs apply to the facility.

Compliance Assurance Monitoring (CAM)

CAM does not apply to the this permit, since no emission units qualify as large or other pollutant specific emission units (PSEU).

Environmental Review & AERA

The facility has accepted limits on production such that it is not subject to environmental review, i.e. an Environmental Assessment Worksheet (EAW,) and is not required to perform an Air Emissions Risk Analysis (AERA).

3.2 Periodic Monitoring

In accordance with the Clean Air Act, it is the responsibility of the owner or operator of a facility to have sufficient knowledge of the facility to certify that the facility is in compliance with all applicable requirements.

In evaluating the monitoring included in the permit, the MPCA considers the following:

• The likelihood of violating the applicable requirements; • Whether add-on controls are necessary to meet the emission limits; • The variability of emissions over time; • The type of monitoring, process, maintenance, or control equipment data already

available for the emission unit; • The technical and economic feasibility of possible periodic monitoring methods; and • The kind of monitoring found on similar units elsewhere.

The table below summarizes the periodic monitoring requirements for those emission units for which the monitoring required by the applicable requirement is nonexistent or inadequate.
