E. Town Council Request for Advisory Opinion from the Parks and Recreation Commission Concerning a Request from the US Army Corps of Engineers that the Town Sign an Environmental Land Use Restriction (ELUR) on a Remediated Area in Ninigret Park (Referred to as Site 8)
Ms. LaBossiere reported that she had contacted Virginia Wooten, formerly from the Army Corps of Engineers
and she responded that the Army Corps had agreed to come back to the Park if any more remediation was required,
and that she didn't believe that there were any areas that she was concerned about, but that there were areas where
they didn't recommend the soil be disturbed.
Director Hilton, noted that it had been a long term projected and that she did not feel the Commission was qualified
to offer an opinion on soils and contaminants and should be looked at by soil specialists. Parks & Recreation Commission passes on providing a formal opinion on the Army Corps of Engineers
report on Ninigret Park concerning Environmental Land Use Restrictions; primarily because the
commission does not feel it has the expertise, and refers the decision to the Town Council.

Director Hilton noted that the condition on the property was passive recreation and that a kayak launch and
playground was being considered.

Ana Flores spoke about her experience as an artist in residence at the Kettle Pond Nature Center and her
experiences in Charlestown. Ms. Flores explained her idea to place poetry boxes throughout Town to encourage

C. Bicycle Pathway Report
Ms. LaBossiere reported that a meeting took place with RIDOT and that the price for a path along Route 1A
would be $5 million, and that they looked at the intersection and the state has looked at a safe intersection. DOT
will support the application at statewide planning. She continued that the process is to get the application in and
the Town prepare some funding for a portion of the work. Ms. LaBossiere asked if any commission members
would like to help with the application to contact her.

A. Pawaget Park Wells
Rob Krause introduced himself as one of three partners who were trying to get a well put in. He mentioned that he
had deeded rights to the well on the property but needed permission to move the well and put a new one in that was
a public well.
Ms. Holden asked if a filtration system was considered.
Mr. Krause noted one of the reasons he wanted to move the well and have it certified as a public well was so they
could use the building space for a retail shellfish establishment, as the three owners of the property are shellfish
farmers. He added that they were unable to add a filtration system because the well was too close to Route 1 and
their neighbor’s septic systems to be certified as a public well by the Department of Health.
Ms. LaBossiere questioned if there was sufficient water flow from the current well.
Mr. Krause responded that there was but that there was too much bacteria present and was undrinkable. He noted
that because it is a commercial property the Department of Health would not approve a filtration system.
Ms. LaBossiere asked if the proposed location was the only location.
Mr. Krause noted that he had met with the Town Administrator and the Town GIS Coordinator, and that the location
was decided at that meeting.
James Arnoux, a business partner at Ninigret Landing, added that he was engaged with the Department of Health
two years prior to obtain a peddler’s license to sell oysters there and was informed that it would require a public well
and would require a two hundred feet radius around the well and no variance would be granted. Additionally, during
dry summers the current well runs dry. He felt that moving the well to the proposed location at the center of the field
would be less intrusive than the current location.
Ms. LaBossiere noted that a public well can change the use of the property, it can potentially majorly change the use
of the site.
Mr. Krause noted that at the present time they were not planning on a restaurant, and they have parking issues. He
added that they currently rent the building out for parties, about 8-10 per year.

Mr.Arnoux, added that the three of them, as business partners were just trying to keep the oyster farms and slip
customers. He said, he would not rule out a restaurant down the road and were in no hurry to change the current
usage.
Mr. Randall motioned that the Parks and Recreation Commission does not have an objection to a public well at
Pawaget Park, relative to the use of the land for recreational purposes.

B. Multi Use Trail on Town Owned Properties Map 13 Lots 16 and 16-2, Known as the Lucey Properties

C. Request to Explore the Potential Use of Town Owned Lots, Map 9, Lots 54, 55, 56 and 57 and for the Possibility of Additional Beach Access and Parking
Mr. Randall reported that he had some numbers that would provide a cost and maintenance estimate. He reported
that the properties were a little over 2.5 acres, and that it was assessed at a little over $250,000. He continued that
the plan was to push the dunes about 9 feet towards the ocean to create residential parallel parking. He noted the
costs of approximately $60,000 total; $50,000 for the construction, $3,000 for the CRMC permit, $3,000 to $5,000
for engineering and $3,000 for a biologist. He continued with an operational budget of approximately $50,000 per
year to maintain; $33,000 of that was for lifeguard staffing. He added that there was approximately 400 feet that
abuts the road, and that approximately the property could park 21 cars. He added that there were other factors, such
as safety and the condition of the road. He continued that the return on investment, was that it would give a town-
residents only area that could be easily accessed.
Mr. Campbell noted that 21 spaces eased the demand, but how much. He added that the original idea of a trolley or
transport and drop-off would allow more usage than 21 parking spots.
Ms. Varadian asked what the parking spots would look, what materials would be used.
Mr. Randall responded that he did not know what the surface would be, and that if they wanted to pursue it further a
request for proposal would have to be out.
Ms. Varadian noted that after Hurricane Sandy the dunes were built.
Ms. LaBossiere noted that the parking spaces would have to be monitored to allow residents only.
Director Hilton added that staff could be used for parking, and that they would have to decide if it was worth it for
21 parking spots.
Mr. Randall mentioned that the road was in rough shape and that the road surface may have to stay as it is, and could
not be paved and might have to be prepared.
Ms. Classey added that having cars turn around after the parking lot is full would be difficult. She noted that some
beachgoers were not respectful of following parking signs.
It was noted that the lots were not buildable.

The Commission discussed a trolley drop-off option, bike racks, and parking spaces in the lots across the street. Bike
safety on the road and road improvements were discussed.
Mr. Randall offered to draft a cover letter.
Ms. Varadian motioned to present the findings to the Town Council with recommendations and discussion
summary; and to ask to proceed with a cost benefit analysis for the use of the town owned lots, map 13, lots 54,
55, 56 and 57.

D. Rhode Island Department of Environmental Management Burlingame Beach Property
Director Hilton reported that there was property at Burlingame, that Rhode Island Department of Environmental
Management had contacted the Town, to see if there was interest in leasing the property for $1 per year for 20 years.
She continued that the property currently had a beach area, pavilion, parking lot and composting toilets. She added
that she believed it would cost the town about $50,000 to $60,000 per year with staffing and maintenance.
Ms. LaBossiere clarified that it was also known as the Watchaug Pond area and that currently there were no fees
charged to attend the beach and that it was open to the public.
Director Hilton noted she envisioned the areas potential use as an additional swimming area, and could be utilized
for sailing classes and kayaking and canoeing programs; maybe an additional camp.
The Commission discussed the potential to purchase the property and what would happen to the property if the
Town did not lease or purchase it.
Mr. Lyons motioned to advise the Town Council to pursue the offer to lease Burlingame Beach at Watchaug
Pond; with the recommendation that the Town Council explore the option to purchase the property or lease to
own it in the future.

A. Recreation Ideas
Ms. LaBossiere asked the Commission to discuss some of the most prioritized activities.
Ms. Holden discussed a once a month bike group. Ms. Varadian, Ms. Holden and Ms. Gallup offered to come up
with bike group ideas.
Ms. Classey mentioned the Spring Ramble and the potential for a kite flying event that coincides with it.
Mr. Randall clarified that Oktoberfest was something he would like to see, not a Parks & Recreation event
suggestion.

B. Charlestown Loop Trail
Ms. LaBossiere noted the Mr. Hammett, the former Parks & Recreation Chairperson did a lot of work on the trail.
She continued that the word “Loop” should be removed, and it could be called the Charlestown Trail.

Come visit Charlestown Rhode Island and take a tour of our Rural Community. Get a flavor for our Conservation Preserves, Historic Sites, Salt Ponds and Beaches. The Basic Trail Starts and stays north of route 1, start at Ninigret Park and ride through the business district, crossing route 1 using car turn arounds to join the trail, or start at the Quonochontaug Breachway Boat Ramp and Fishing Area, and cross route 1 at traffic lights. Then come back and spend some time at the Historic Locations, Mountain Bike Trails or Hike the trails at our many Conservations lands. Stay the weekend, eat at our restaurant’s, shop at our retail stores or purchase a tractor or boat while visiting. Road Bike Trail Details Start at Burlingame State Park, North of Route 1 and stay rural Mm 0.0 – P – Park at just before the Burlingame State Park (BSP) camp ground entrance, it is free prior to entering the park. Begin by heading back to Klondike Road. Mm 0.05 - you will pass North South Trail (NST) entrance. The NST is a hiking trail that starts at the Ocean goes North the entire length of the state ending in Massachusetts. Mm 0.1 – Rt onto Klondike. BSP will be on your right. Lots of hiking of dirt bike trails the most notable is the Vin Gormley Trail, an 8.5-mile loop around Ward Pond. Mm 2.3 – Rt onto Charles Avenue to avoid biking of Rt 216. Mm 2.6 – Rt onto Buckeye Brook Road. Cuts through the middle of BSP, Parking and Trail Access including the NST

PB - Ninigret Park – Trip through the Business District – adds 6.1 miles Lots of parking and recreation. Leave Park by the entrance, go right on Route 1A, Pass the Umbrella Factory, stay on 1A past the Charlestown Liquor Store, proceed through the business district and make a Left onto Narrow Lane. Enter Route 1 north passing Duncan Donuts in a short distance make the center road car loop turn onto the 23.2-mile trail on Route 1 south, follow trail. To return, at the Ninigret Park center road car loop turn to Route 1 north, follow signs back to Ninigret Park. Lots of opportunities for selling advertising space. Passing through Cross Mills location of the Charlestown Historical Society Archive Center PA - Quonochontaug Breachway DEM recreation area at the end of West Beach Road. Salt Pond and Beach Community. Park here and head back on West Beach Road. At first Stop sign take a Right onto Sea Breeze Ave., pass tennis courts make a left onto Midland Road, then a right onto Overlook Ave., and a left onto East Beach Road. At the Route 1 traffic light go straight and follow signs for BSP and make a left onto Klondike Road, you are now on the trail.

The Annual New Year’s Eve Bonfire – was cancelled due to COVID, hopefully it’s tradition will continue next year.
• Ray is out until the beginning of March on paternity leave.
Other projects
Budget – working with the new Finance Director, Irina Gorman and Mark anticipating presenting in front, (or virtually), of the Budget Commission within
the next few weeks.
Holiday activities
Working on: Love on the Loose – Valentine’s Day program. I will hide 24 stuffed
zoo animals in mason jars in the park. Once found they can keep the jars and stuffed animals. There will be a QR code in the jar which will direct them to fun
facts about the zoo animals. If they take a selfie of finding the animals, they will be in the drawing for a gift certificate to a local restaurant.
Valentine Party in a bag – Our department will be selling Valentine Party in a
bag – consisting of valentine’s muffin mix, frosting, arts and crafts projects and more.
St. Patrick’s Day – Leprechaun Scavenger Hunt – A leprechaun will be
videotaped with items people will need to make self-videos or selfies showing they have articles – for instance.
Lifeguard training was held at the beginning of January – 6 new guards were trained and 8 returning guards. Beaches will be open full time in May.

Current Events
Virtual arts and crafts programs – working with a company Kidscapes LLC.,
who does virtual Zoom types of programs. Scheduled a few for February and March.
Fitness area – through grants the fitness area was installed in late December, more work to come. It is located across from the tennis courts. Trees will be put in and the area needs woodchips under the equipment. It should be complete by
Spring.
Summer Concessions are out to bid
Contracts for Services and Events are in the process of being updated for the
Summer Season.
Working on staff commitment for this summer.
Configuring summer programs and events with unknown COVID guidelines
Upcoming Events
Concerts and Movies are presently being determined; the movies are set for the
summer.
The current balance of the Ninigret Park Fund as of January 21, 2021 is $70,875.66.
