8. SPOTLIGHT ON EDUCATION STEM (Science, Technology, Engineering, and Mathematics) 9. 2016 LOCAL EDUCATION AGENCY (LEA) COMPLIANCE REPORT (TAB 2)

LEAs (Local Education Agency) are required to comply with all state education laws and State Board of Education (SBE) rules. The annual LEA Compliance Report Form (due on November 30) should state deficiencies and a compliance plan for each deficiency. The Commissioner of Education will not grant approval to LEAs that are not in compliance with state education laws and rules and have no TDOE approved plan for compliance. Every school in Rutherford County has reviewed the Compliance Report Form including state rules and regulations. The 2016 LEA Compliance Report shows there are no deficiencies for Rutherford County.

10. PROPOSED RUTHERFORD COUNTY SCHOOLS 2017-2018 ACADEMIC

CALENDAR (TAB 3) Recommend Approval --- motion to approve the Rutherford County Schools 2017 - 2018 Academic Calendar as presented. 11. FIVE-YEAR BUILDING PLAN (TAB 4)

Recommend Approval --- motion to approve the Rutherford County Schools Building Program through August 22, 2022, dated October 20, 2016, as presented.

12. TRANSPORATION (For Information only)

The transportation department was budgeted 8 buses for the 2016/2017 school year. We have put on 7 buses through the second week of October. This brings us to a total fleet of 256 buses. We have exhausted the 1st priority list and currently are at number 24 out of 64 contractors on the 2nd priority list. We are ready to put on the 8th bus but contractors are finding it difficult to find drivers. Buses are traveling a total of 18,658 miles per day which equals to 335,844 miles per month or 3,358,440 miles per school year. By utilizing the INow student database to track students who ride the bus we are showing 24,159 students assigned to buses. There are 19,809 students assigned to

buses that live 1.5 miles or further from school and are being transported each day. We have transported 87 Atlas students, (Academic Time Leads to Achieving Students) Rutherford County Schools’ assistance program for families in transition through the second week of October compared to 152 Atlas students at the end of October last year. We have had 3 accidents with 0 injuries so far this year compared to 5 accidents with 0 injuries last year. Installation of the active GPS system began on Monday 10/10/16. We hope to complete installation on all 256 buses by 10/26/16. Training for the office staff is scheduled for the week of 11/14/16. The delay in installation is due to equipment and installer availability. The delay in training is due to server problems. We have pulled 150 videos from buses through 2 weeks in October compared to 198 videos through the end of October in 2015.

Keisha Sackett, Riverdale High School parent, representing parents and students spoke to the Board to discuss the charging of fees to students to be allowed participation in school activities during school hours. The particular activity was held on September 15, 2016. The Board informed Ms. Sackett that the Director and staff would research the situation and get back to her. Rich Gider, Blackman High School parent, spoke to the Board requesting they waive a fee for use of the parking lot on November 12. After discussion, the fee had already been waived by the Board.

Mr. Mark Gullion, Special Education Coordinator, and his staff gave a presentation on Transition Services provided to Rutherford County Students and what the program provides.

8. 2016-ED-2152 CERTIFICATION OF COMPLIANCE WITH TENNESSEE CODE

ANNOTATED SECTION 49-3-310(1)(A) “The superintendent and the chairman of the board of each LEA (Local Education Agency) shall certify to the commissioner on or before October 15 of the current school year that all children enrolled in that LEA have been furnished all required textbooks, as determined by the commissioner.” Motion made by Mrs. Moore, seconded by Mr. Holladay, for approval of the 2016 ED-2152 Certification of Compliance Report showing all children enrolled in that LEA have been furnished all required textbooks. The CTE Instruction Department requested approval for Local Adoption of Textbooks Not on Contract (Not included in the Official List of Textbooks): 1. Pharmacological Science, 12th Edition, ISBN 9781437717068 Grades 10-12 Motion made by Mr. Holladay, seconded by Mrs. Moore, for Rutherford County to request approval for adoption of the textbook listed above (Not included in the Official List of Textbooks).

10. FACILITIES A. Naming of Internal Street at Rocky Fork Schools Engineering and Construction is in the process of acquiring an address for

the new Rocky Fork Middle and Elementary schools. There is one internal street that needs to be named and approved by the Rutherford County School Board before Rutherford County Emergency 911 agency will assign an address. This is the street that runs adjacent to the middle and elementary on the south side. Since the mascots are named Thunder and Storm for the elementary and middle school respectively, Mr. Trey Lee, project manager for Engineering and Construction, has submitted the name of Thunderstorm Lane. All other streets in the area will be named as road extensions of existing or future developments.

Lane as the name of the street that runs adjacent to the Rocky Fork Middle and Elementary schools on the south side inside the school complex.

Mr. Tom Nolan, the principal at Riverdale High School, has requested permission to add a restroom facility in the locker room of the existing softball building. Mr. Jim Thompson of Thompson Heating and Air will be coordinating and supplying labor and material for the project. Rutherford County Schools Engineering and Construction has investigated and discussed this project with Mr. Thompson. Mr. Thompson will permit the project and follow all state and local codes. The project is to be funded by

parents and the softball booster club at no cost to the board. The facility will have approximately four water closets, four lavatories and one shower.

Motion made by Mr. Hodge, seconded by Mr. Estes, to approve construction of a

restroom facility in the existing softball facility at Riverdale High School at no cost to the Rutherford County School Board as presented.

Vote: Yes Coy Young was absent for the vote. C. Whitworth-Buchanan Middle School Concrete Project Mrs. Avy Seymore, the principal at Whitworth-Buchanan Middle School,

has requested permission to place concrete around the baseball/softball concession stand and place concrete for a future batting facility that will serve both baseball and softball for hitting practice. The project is approximately 2,640 square feet of concrete and partially donated by Smyrna Ready Mix with labor being done by Summit Concrete at a cost of $1.90 per square foot. This project will be funded by fundraisers and donations at no cost to the Board.

Motion made by Mr. Estes, seconded by Mr. Blair, to approve placement of

approximately 2,640 square feet of concrete at Whitworth-Buchannan Middle School Baseball and Softball complex benefiting both the girls and boys teams at no cost to the Rutherford County School Board as presented.

Vote: Yes Coy Young was absent for the vote. D. Bids for Smyrna Middle School Addition and David Youree Elementary School Addition Engineering and Construction received bids on the Smyrna Middle School

addition and the David Youree addition in the Rutherford County Board Room at 2:00 P.M. on August 30, 2016. Bids were received from two contractors: R. G. Anderson Company, Inc. and Sain Construction Company. Sain submitted the best and lowest bid on Smyrna Middle School with a base bid of $8,944,000 and alternates chosen by Engineering and Construction totaling $1,101,800 bringing the grand total to $10,045,800. These alternates include paint for existing building and corridors, replacement of existing galvanized plumbing pipe, consolidation of electrical services, new dining room expansion and new corridor entrance, annex toilet rooms renovation, and courtyard concrete.

Sain was also lowest and best bidder on the David Youree addition with a base bid of $2,494,000 and the kitchen floor alternate of $24,000 bringing the total to $2,518,000.

The site and construction estimates in the two-year building plan for these two projects total $13,350,000. These two bids, including site development, total $12,563,800 which is $786,200 less than the estimates we’ve been working with. Therefore, if the total of David Youree construction and FFE estimates were funded these funds would be available since the estimated cost of the Smyrna Middle School addition has been funded.

Motion made by Mr. Holladay, seconded by Mr. Blair, to approve Sain

Construction as lowest and best bidder for both Smyrna Middle School addition and David Youree Elementary School addition as presented contingent upon funding by the Rutherford County Commission.

A. Fund 189 - Building Program Amendment for Smyrna Middle and Other Projects The primary purpose of this building program amendment is to partially fund $780,682 of the $2,329,000 needed for the lowest and best bid for the Smyrna Middle Renovation and $125,000 in additional architect fees for Rocky Fork Middle School due to that bid. The projects with smaller amendments are $2,027 for construction on the Roy Waldron addition, and $13,286 for Construction & Site for David Youree addition. The second motion addresses funding the remaining $1,548,318 ($2,329,000 less $780,682) needed for the Smyrna Middle Renovation. After these amendments, the budget for this project will be $11,700,000. The following amendments close out existing projects or move funds that are available in other existing projects: Eagleville Phase I budget $49,768 Land for Whitworth-Buchanan Annex $320,078 Architect & Land for the Next High School Project $177,158 Architect Future Middle School $300,412 Architect Future Elementary School $73,579 Total $920,995

Seven thirteenths of Eagleville building funds have been shared with Murfreesboro City Schools. This amendment maintains the proper shared balances.

The cleanup amendment for the John Colemon and Roy Waldron additions reallocates already budgeted funds for these projects to the appropriate budget line items. No new funds are involved.

Motion made by Mr. Holladay, seconded by Mr. Estes, to amend the Building Program Budget, Fund 189, by a total of $920,995 with $780,682 for the Smyrna Middle Renovation, $125,000 for Rocky Fork Middle School, $2,027 for the Roy Waldron addition, $13,286 for the David Youree Addition with the funding coming as presented and reallocate already budgeted funds for the John Colemon and Roy Waldron additions as presented. Motion made by Mr. Blair, seconded by Mrs. Moore, to amend the Building Program Budget, Fund 189, by $1,548,318 for the Smyrna Middle Renovation as presented and to borrow this amount internally within Fund 189 with the shared monies already transferred from the General Purpose Unassigned Fund Balance until borrowed secondary funds become available. Cell Phone Stipend Mr. Mark Gullion, Special Education Coordinator, would like to request the standard phone stipend for Terry Burnett, Special Education Caseworker, because her position requires travel between work-based learning sites. She is required to communicate between the multiple job-sites daily via e-mail and at the moment is using her personal cell phone data to communicate. Motion made by Mr. Blair, seconded by Mr. Holladay, to approve for Terry Burnett, Special Education Caseworker, to receive a monthly cell phone stipend. Vote: Yes Coy Young was absent for the vote. C. Fund Co-operative Agreement for 501(c) (3) School Support Groups

Two changes are proposed for the annual Co-operative Agreements between

Rutherford County Schools and the 501(c) (3) School Support Groups which do not want to have their funds flow through the school activity funds.

The first addition is a requirement that the 501(c) (3) School Support Group contract with an independent CPA to perform the agreed-upon procedures that will be in the Rutherford County School System’s Administrative Procedures Handbook for a School Support Group and to provide the Rutherford County Tennessee Board of Education with a copy of the Independent Accountant’s Report on these procedures within ninety days after the end of the school organization’s fiscal year.

Our school activity fund auditors, Matlock and Clements, think that having

an independent CPA perform the agreed-upon procedures will address our concerns with supplements and fraud at least as well as an audit. All supplements and payments for services would be examined. In an audit only sample transactions would be examined.

The second addition would require approval from the principal and Director of Schools before submitting a request for a gaming event to the State of Tennessee’s Division of Charitable Solicitations and Gambling.

Motion made by Mr. Holladay, seconded by Mr. Hodge, to add to the Co-

operative Agreement between Rutherford County Schools and the 501(c) (3) School Support Groups the requirements that the School Support Group contract with an independent CPA to perform the agreed-upon attestation procedures as presented and obtain approval from the principal and Director of Schools before submitting a request for a gaming event to the State of Tennessee’s Division of Charitable Solicitations and Gambling.

12. NAMING RIVERDALE HIGH SCHOOL FOOTBALL FIELD Pursuant to Policy 3.210 the Director may make recommendation to the Board for naming a portion of a school campus. Ryan Nance, on behalf of Riverdale High School, submitted a request to rename the Riverdale High School football field the “Tom Nolan Field” at Tomahawk Stadium effective October 14, 2016. This is the date of the Riverdale vs. Oakland High School football game for Senior Night. Mr. Nolan has been a teacher, coach, assistant principal, and principal in Rutherford County over the course of the last 35 years. Motion made by Mr. Hodge, seconded by Mr. Estes, to name the football field at Riverdale High School the “Tom Nolan Field”. Vote: Yes Coy Young was absent for the vote.

Mr. Holladay explained he is not sure how to accomplish the goal yet, but wanted the Board to know he would begin exploring options to assist those students.

2. PROPOSED ZONE LINES FOR ROCKY FORK MIDDLE SCHOOL

The Board reviewed the proposed zone lines for the Rocky Fork Middle School. Shane Morgan, Coordinator of Enrollment Forecasting and Boundary Planning, prepared several options to be presented at the Public Hearing at Rock Springs Middle on Wednesday, September 28, 2016. After reviewing the proposed zone lines, the Board requested several recommendations to be added.

� Mr. Blair was interested in continued residential growth along Rocky Fork Road between Old Nashville Highway and l-24.

� Mr. Holladay requested that Mr. Morgan look at the parcels that are adjacent to Rocky Fork Road, Lee Road, and the back side of the villages of Greentree subdivision and report the number of middle school students.

� Mr. Young asked Mr. Morgan to identify the number of students that live on Shirley Road and see if they could be moved from Blackman Middle School to Rocky Fork Middle School.

� Mr. Blair asked for a couple of different options using the Seven Oaks Subdivision and the area around Chicken Pike as anchor points.

2. SITE SURVEY LAVERGNE HIGH SCHOOL and SMYRNA HIGH SCHOOL CONCESSION and RESTROOM BUILDING

Brown Surveying has submitted a proposal for site surveying at LaVergne and Smyrna High School Restrooms and Concessions. The survey will locate utilities and define elevations of sewer, topology and finished floors of existing buildings. The cost of surveys are as follows: Smyrna -- $2,300 and LaVergne -- $1,800. These have to be completed to get this critical information on the plans before these projects can go out to bid. Funding will come from GPS Capital Outlay.

Motion made by Mr. Hodge, seconded by Mr. Blair, to approve Brown Surveying to complete site surveys as presented.

3. TRAFFIC IMPACT STUDY ROCKVALE HIGH SCHOOL

Barge Cauthen and Associates has submitted a proposal for a traffic impact study. The study will evaluate the impacts of the proposed Rockvale High School expansion and present recommendations for accommodating the projected traffic volume. The cost of the study is $15,000. A more in-depth scope is attached for the Board’s review.

Motion made by Mr. Blair, seconded by Mr. Young, to approve Barge Cauthen and Associates for a traffic impact study for the proposed Rockvale High School as presented.

Vote: All Yes

4. BUILDING PROGRAM

Mr. Odom shared with the Board the District’s daily attendance and reviewed the five-year building plan data.

After much discussion, Mr. Young and Mr. Holladay recommended moving the 231 N land up and putting $3,500,000 in for a larger campus purchase that could house two schools from July 2018 to July 2017.

Mr. Hodge and Mr. Estes recommended moving, due to apparent future overcrowding, Siegel High School addition from August 2021 to August 2020.

After Mr. Odom’s discussion of capacity utilization, Mr. Holladay suggested that the same presentation be made to the Health & Education Committee of the county commission.

Chairman Jordan requested the Five-Year Building Program be put on the October 20, 2016, Board Agenda.

A. SERVICES

This document will function as the primary statement of work for describing what target areas of the project have been outlined to Digitec as priority initiatives by RCS HR and the phases in which they will be deployed. RCS HR core objective in adopting an electronic forms solution is to eliminate the need for printing onboarding packages for each new employee, reduce the time spent filling out each paper forms by hand, and allow new employees to focus on the training they receive from HR Administrators during the onboarding process instead of focusing on filling out forms. The time savings is achieved by providing an E-Form to new hires that they can fill out on any device with an internet connection. The E-Form will give new hires the ability to enter their name, address, signature, and other information one time. Once submitted the E-Form will then generate all of the standard documents included in the onboarding package as PDF files and index them automatically into DocuPhase. The automated indexing of the PDF forms eliminates the time that HR Administrators currently spend managing the paper and scanning the files into DocuPhase.

RCS HR immediate need is in gathering the business and functional requirements in regards to the process adjustments for the following focus areas:

RCS HR’s mission while working with Digitec is to create enhanced controls in these areas and gain process visibility that will enable RCS HR to improve overall performance. Digitec has performed the initial process analysis on the Onboarding Process in an effort to provide a scope of services for the implementation. During this project, Digitec and RCS HR (together, the “Project Team”) will develop the business specifications, identify and prioritize functional requirements, and develop a roadmap for implementation. Should the initial analysis reveal new areas of interest not identified in this statement of work, Digitec will develop new statements of work for each new functional area not defined below.

The following item highlight key objective during this engagement: 1. Work closely with the RCS HR Staff, and end-users to develop E-Form prototypes that will facilitate

the onboarding process.

Planning & Configuration

1. Project Kick-off: The Project Team will work to confirm the following:

Define the common vision, business objectives, approach and framework.

Define the project scope and key enablers for each focus area.

Define the deliverables used to measure the success of the engagement.

2. Define Search & Retrieval Indexing Requirements: Digitec will work closely with the HR Staff to outline the indexes and document statuses best suited for quick search and retrieval of related forms. Digitec will use ECM best practices to help guide RCS HR into developing E-Forms that meet the business needs while minimizing the administrative overhead and complexity required to maintain a healthy system.

3. Define Document Types and E-Form Language: Digitec will work with department RCS HR Staff to identify documents, data, and procedures that are most common to the daily inputs/outputs of each department discussed in this SOW, which will define how work will be distributed, staged, and executed.

4. Define Web Form Requirements: Digitec will work closely with the HR Staff to review the requirements for each of the virtual E-Form that will be developed during this engagement.

1. Configure Electronic Form Submission Mechanisms

Develop an efficient method for capturing related index data of the paper documents.

Test E-Form functionality and throughput capabilities.

2. Training & Parallel Process Testing

Provide complete system review through a train the trainer approach from the RCS HR main location.

Provide hands-on training and general end-user product mentoring searching, quality control and forms management procedures through a train the trainer approach from the RCS HR location.

Work closely with the executive sponsors in the configuration and design of E-Forms.

Work closely with department stakeholders to test form prototypes in a parallel live environment and help transition current practices into using the automated forms interface.

Develop proficiencies required to train RCS HR IT administrators and business user process champions. (Train-the-Trainer)

3. Deployment and Process Adoption (Go Live)

Work closely with RCS HR team leaders to establish forms processing best practices.

Establish a methodology for receiving, staging, capturing and validating critical documentation and data in the Digitec system.

Establish document status models to address error handling and document/data escalation requirements.

Maintain onsite presence as needed to ensure majority user adoption.

2. Should the estimated cost result in the total cost of the professional services (including travel and other expenses) exceed the budgeted amount, approval of a Change Order will be deemed approval of the increase in the budgeted amount in the agreement.

F. ASSUMPTIONS

1. Digitec and RCS HR will jointly and aggressively work to manage the scope of this effort in order to meet the outlined target date for project completion.

2. Any additions or modifications to this Statement of Work, or any services performed under it, will require a Change Order/Request, and may result in schedule changes and/or incurring additional fees payable to Digitec.

3. RCS HR will provide timely access to partners, company data and company employees (decision makers, business users, etc.) required for the completion of this engagement.

4. Ensuring that all third parties, including software providers and other third party firms, participating during this phase communicate, cooperate, and resolve issues in a timely manner.

5. Digitec and RCS HR, will complete the appropriate review / sign off documents upon the delivery of the outline project deliverables.

6. Digitec is not responsible for data accuracy or completeness of customer or partner supplied data.

Transportation – Bus #137 Voluntary Contract Termination Pursuant to Section 16.1 of the Rutherford County Board of Education Bus Contract the Transportation Department has received a letter dated October 10, 2016 from Mary Richardson, contractor of Bus #137, requesting voluntary termination of her contract with the Board. The Transportation Department is prepared to offer this contract to the next available person on the appropriate priority list.
