    ITEM No. 1: CONFIRMATION OF THE MINUTES

    Minutes of 478th meeting of Operation & Coordination Sub-Committee of WRPC held on

    15th December 2015 at TAPS-3&4, Tarapur were forwarded vide letter No.

    WRPC/OPN/OCC-Minutes/2015-16/10717 dated 22.12.2015.

    No comment has been received. Sub-Committee may confirm the same.

    ITEM NO.2: REVIEW OF SYSTEM OPERATION DURING THE MONTH OFDECEMBER 2015.

    2.1 Frequency Particulars

    The average frequency during the month of December, 2015 was 49.98 Hz. The

    maximum instantaneous frequency was 50.32 Hz at 06:02 hrs on 6th December -15

    while minimum instantaneous frequency was 49.59 Hz at 07:47 hrs on 30th December

    -15. The frequency profile during December, 2015 was as under:

    There was a net inter-regional export of 5505.00 MUs by WR against net export

    schedule of 4954.00 MUs.

    Voltage profile at some of 765/400 kV sub-stations during the month of December

    2015 furnished by WRLDC is enclosed at Annex-2.3.

    2.4 U/F Relay Operations

    As per WRLDC records during December 2015 the system frequency didn’t touch 49.2

    Hz and no UFR operation has been reported by WRLDC.

    2.5 Power Cuts / Load Restrictions

    Details of Power Cuts and Regulatory measures during December 2015 as furnished by

    the state utilities are given in Annex. 2.5.

    2.6 Details of Generating Units under Forced outages

    Details of generating units under forced outages during December 2015 are given inAnnex-2.6.

    ITEM NO.3: OPERATIONAL PLANNING

    3.1Proposed Planned maintenance programme of generating units.

    The maintenance programme of generating units for the months January 2016 &February 2016 is given in Annex 3.1.

    The Sub-Committee may discuss and finalize the outage schedule of generatingunits for the above period.

    3.2 OUTAGE PROGRAMME OF TRANSMISSION LINES/ELEMENTS

    Maintenance programme for transmission lines during the months January 2016 &February 2016 is given in Annex 3.2.

    The Sub-Committee may discuss and finalize the maintenance programmeproposed above.

    Constituents may furnish the anticipated station wise Availability & Energy for the months

    of January 2016 & February 2016.

    ITEM NO. 8: MISCELLANEOUS OPERATIONAL ITEMS

    ITEM NO. 8.1: QUARTERLY REVIEW OF CRISIS MANAGEMENT PLAN

    All the constituents are requested to submit the CMP report for the Third quarter

    (October 2015 to December 2015) for the year 2015-16.

    ITEM NO. 8.2: STATUS OF PHYSICAL & CYBER SECURITY IN POWER SECTOR

    Status of physical & cyber security in Power Sector for the Third quarter (October 2015

    to December 2015) for the year 2015-16 have not been received from some of the

    constituents.

    The Sub-Committee may like to note and furnish details in respect of above.

    ITEM NO. 8.3: READINESS OF SLDC AT GOA, OTHER SLDCs AND WRLDC FORUPGRADATION OF EXISTING SCADA/EMS SYSTEMDuring 29th WRPC meeting it was decided that the status of progress of SLDC’s &

    Back-up SLDC’s of WR constituents /WRLDC would be regularly monitored in monthly

    OCC meeting.

    Further during the meeting WRLDC informed that WRLDC portion of contract has

    been amended for time extension up to 31.03.2016 and requested Alstom to complete

    the project by schedule completion date i.e. by 31st March 2016. In a clarification for

    SLDCs portion of contract, POWERGRID WR-II representative has also informed that

    time extension up to 31.03.2016 for state portion has also been approved and

    necessary amendment has been issued.

    The matter was discussed during 30th TCC/WRPC meeting and WRTS-II, PGCIL has

    been assigned the role to coordinate & sort-out the issues at the earliest for timeline

    implementation of project with states & LD&C division of PGCIL.

    GOA Status:CEE, Goa Electricity Department vide Email dated 01.01.2016 submitted the status of

    progress. Work was to start on 27/12/2013. He informed that work will resume on 7th

    Jan 2016 after SAT at Cuncolim.

    DD Status:DD informed that a joint site visit was carried out along with representatives from M/sPOWERGRID INDIA LTD., ALSTOM NOIDA and DDED Magarwada to check thereadiness of scada system to start SAVT(1000 hr test) where in following points werediscussed.

    1) SCADA SAT were conducted from 25.08.2015 to 01.09.2015, from the SATReport it is observed that some of the tests are pending to be conducted atSLDC Magarwada. Powergrid requested to take immediate action tocomplete the pending tests before start of SAVT.

    2) The RTU data of 220 kV Magarwada SS is reporting to SLDC SCADAsystem. It is observed that only Analog data and isolator Status is reportingto SCADA system however all CB Status is found suspected. The sameneeds to be checked and resolved prior to SAVT.

    3) UPS Monitoring PC is yet to be installed due to non availability of CPU atSite. M/s Alstom informed that the CPU received earlier at MagarwadaSLDC was sent back to Noida for necessary replacement. The same is yetto be received. Powergrid requested to M/s Alstom for taking necessaryaction for replacement of the same within 7 days.

    All the constituents are requested to update the status.

    ITEM NO. 8.4 GENERATION TARGET FOR THE YEAR 2016-17 IN WESTERNREGION.

    A meeting will be conducted by CE, OPM Division CEA, New Delhi on 22.01.2016 at

    WRPC, Mumbai. All the WR generators were requested to attend the same with

    necessary information/data.

    ITEM NO. 8.5 SHEDULING FOR NTPC JHANOR GPP FOR GGF GASUTILISATION.

    GM, NTPC informed that the Jhanor gas station is under close reserve due to less /no

    requisition from beneficiaries constituents. This is resulting in non utilisation of GGF

    Gandhar gas field gas. Due to non-availability of generation schedule, the station is

    not able to draw any ONGC’s South Gujarat gas from GAIL which can only be taken at

    Jhanor Gandhar GPS. The gas suppliers are compelled to flare gas due to low off take

    by consumers.

    GAIL has stated that if this situation continues, they would be constrained to raise

    Take-or-Pay clause in line with the contractual obligations. The GGF is in APM

    category which is the cheapest gas in the country, any shortfall in its drawl may lead

    the Govt. to reduce allocation of the same.

    The matter was discussed in 28th WRPC meeting dated 04.03 2015, the utilisation of

    the GGF was in principal agreed and constituents were advised to give schedule

    accordingly.

    In view of above, it is requested that sufficient generation schedule may be given to

    Jhanor-Gandhar station so that the station can operate at least at its technical

    minimum load (149 MW) in combined cycle mode and can draw the committed gas

    from GAIL to avoid Take-or-Pay situation.

    M/S GAIL is likely to invoke take or pay clause and such amount will have to be

    loaded to fuel cost to be recovered from beneficiaries.

    The matter was discussed in 478th OCCM, minutes recorded are as under:

    Quote:“Madhya Pradesh and Gujarat agreed to take up the power to technical minimum as

    per their share.

    CE, SLDC Maharashtra stated that for scheduling of NTPC Gandhar power, they need

    to take permission from MAHADISCOM.

    Member Secretary, WRPC advised Maharashtra to take up the matter with their power

    purchase team of Discom and resolve the matter soon. He also advised for the

    inclusion of Mahadiscom representative as special invitee in OCC forum for

    commitment on behalf of Discom for various operational matter where SLDC was

    unable to commit. He has also suggested that if any beneficiary schedules more

    power, other beneficiaries can schedule proportionately less power to meet at least

    technical minimum schedule of 149MW.”

    Unquote:Matter was taken up with Director(MSEDLC) for view on scheduling of Gandhar G/S

    The consent and reply from MSEDCL is still awaited. It is prudent to mention that all

    the beneficiaries are advised to give the consent and ensure at least technical

    minimum schedule 149 MW by taking /requisitioning their share for one GT at Jhanor.

    This may be noted by all constituents that GGF, if it is left un-requisitioned then Take

    or Pay liability will be to all the beneficiaries as per their entitlements, hence

    scheduling for running of unit is to be ensured by all.

    Financial Implication of GGF under utilisation on account of ToP, for FY 2014-15 is

    around approximately Rs 36 Cr and for FY 2015-16 Till Dec 2015 is 27 Cr.

    It is again requested that Maharashtra, DD, DNH and Goa may submit consent for

    scheduling and consumption of GGF.

    The Sub-Committee may like to discuss.

    ITEM NO. 8.6 SCHEDULING OF NTPC STATIONS DURING NIGHT/OFF PEAKHOURS.

    GM, NTPC informed that NTPC stations are facing difficulties in operation of it’s

    Vindhaycal/Sipat/Mouda/ units below technical minimum level of schedule. Schedule

    being very low during night hours (Much below technical minimum level ) and full

    schedule for units during day hours.

    Requisitions from constituents is ranging from 0 to 100% .This is causing unintentional

    over injection during night hours ,also very low schedule below technical minimum,

    resulting in unsafe and unstable operation. The issue of technical minimum schedule

    was well deliberated in various forums of OCC/TCC/WRPC meetings and were in

    principle agreed by all the beneficiaries for the same. All the beneficiaries are once

    again requested to provide TM schedule during OFF peak hours.

    Background:1. It was agreed in 28th WRPC meet that for units, whose power are requisitioned

    during peak hours, at least technical minimum schedule will be provided during off-

    peak hours to keep running units on bar. For this, beneficiaries agreed to take at least

    30% share of their entitlement through their day ahead original requisition.

    2. It was also decided that if technical minimum schedule is not provided, NTPC can

    take unit under RSD with prior intimation to beneficiaries. The unit taken under RSD

    shall remain off bar for at least 72 hrs.

    3. After withdrawing unit on RSD, it is expected that constituents will ensure technical

    minimum schedule for units remaining on bar. Also, to ensure that schedule shall not

    go beyond 'on bar DC' during this RSD period, it is necessary to restrict maximum

    schedule up to 'on bar DC'. For this purpose, WRLDC changed scheduling procedure

    and started to consider 'on bar DC' instead of 'total DC' for scheduling so that

    schedule will not cross 'on bar DC' even if all beneficiaries are taking their shares to

    full.

    Concerns:1. If schedule is less than technical minimum and any unit (s) is taken under RSD by

    NTPC, we have to revise our DC and reduce on bar DC as per the number of running

    units.

    2. Based on our reduced on bar DC, WRLDC considers new entitlements of

    beneficiaries which are further reduced, so revised schedule is getting reduced and

    which again comes below technical minimum for units remained on bar. Hence, the

    problem of less than technical minimum schedule continues even after taking unit

    under RSD.

    Suggestions:1. WRLDC may consider full entitlement (i.e. based on total DC) for schedulingpower to beneficiaries and also, restrict NTPC schedule to 'on bar DC'.Note: While availing this total entitlement, beneficiaries will be allowed to take powerup to their full entitlement and shall not be charged the additional fixed cost as it is

    being charged for URS allocation from .

    To restrict schedule up to on bar DC, any of the following mechanisms can beadopted.

    a) Once schedule equals 'on bar DC', WRLDC may not allocate additional power

    w.r.to subsequent revisions of beneficiaries. (First come, first serve criterion may be

    followed).

    ITEM NO. 8.7. MOUDA UNIT-2 SCHEDULE FOR PG TEST.

    GM, NTPC informed that Mouda Unit#2 PG test for Turbine & Boiler is pending due to

    non availability of stable injection Schedule for Mouda units. It is proposed that the

    PG test at Mouda unit no 2 can be planned for 7 days in the month of January /Feb

    2016. The BHEL PG test equipment / instruments are available at site hence the dates

    may please be confirmed for the same.

    The Sub-Committee may like to discuss.ITEM NO. 8.8. CGPL STATION/UNIT RAMP RATE FOR DAILY DISPATCH OF

    POWER:ED & CEO, CGPL Mundra informed that Costal Gujarat Power Limited (CGPL),

    Mundra has entered into a long term Power Purchase Agreement (PPA) on 22nd April

    2007 with 07 (seven) Procurers namely GUVNL, MSEDCL, AVVNL, JVVNL, JDVVNL,

    PSPCL & HPGCL for a Contracted Capacity of 3800 MW (5 Units @ 760 MW each)

    for a period of twenty five years.

    It is submitted that CGPL has been declaring the day ahead Capacity (DC) along with

    ramp up/down rate @60 MW per time block per Unit since its Commercial Operation

    (300 MW for all the five Units when in Operation). During the operations (plant

    performance analysis), it is observed that there are major / large deviations in its vital

    operational parameters. An attempt was made to analyze the deviations through in-

    house experts but could not able to establish proper reason attributable for such

    deviations. Finally, matter was referred to M/s Doosan Heavy Industries &

    Construction Co. Ltd., being the Original Equipment Manufacturers (OEM) for its

    review and for remedial measures, if any. After detailed analysis, it is intimated (by

    OEM) that ramp rate is required to be maintained at with 1-1.5 MW per minute per

    Unit. Further, it is stated that ramp rate should not exceed 2 MW per minute per Unit

    (maximum ramp rate) in order to maintain the useful life/normal health of the plant.

    Also, it is indicated that the above referred ramp rate is operationally feasible. Under

    the above circumstances, it is not operationally reasonable for CGPL (an ISGS) to

    operate the Unit at the existing ramp rate of 60 MW per time block per Unit.

    Further he requested that kindly consider the above (OEM recommendation) ramp

    rate of 2MW per minute per Unit or 30MW per time block per Unit(maximum) and

    implement the same w.e.f. 00.00 Hrs. (First time block) of 31st December 2015. This

    would not only protect the useful life of the plant/Power Station but also help in

    uninterrupted supply of power to the consumers of five states.

    The Sub-Committee may like to discuss.

    ITEM NO. 8.9 DEFERMENT OF LINE SHUTDOWN OF NTPC KORBA-BALCOLINE-1 FEEDER

    GM (Project), Balco intimated vide letter 05.01.2016 that due to the non-completion of

    its 400kV double circuit permanent transmission line BALCO cannot sustain Line

    shutdown of NTPC, Korba-BALCO circuit (Line-1).

    BALCO has got single point connectivity with Grid through LILO line only and with

    Shutdown of its NTPC,Korba-BALCO circuit (Line-1), complete BALCO plant cannotbe sustained on other circuit (BALCO-Birsinghpur, Line-2) on account ofovervoltage.

    The following jobs are pending towards completion of the permanent transmission

    line:

    1) Stage-1 clearance from MOEF-Climate Change, Nagpur

    2) Construction start permission from competent authority.

    3) Completion of balance work in Forest area.

    4) Changeover from LILO line to permanent line.

    He further intimated that currently pending for its Stage-1 clearance at the Office of the

    MOEF-Climate Change, Nagpur & expect to get it cleared by end of Jan’16 and

    complete the balance transmission line activities by end of February’2016. Balco shall

    be in a position to accommodate line shutdown during the LILO changeover period

    expected in the first week of March’2016. Till that time, Balco sincerely urged to kindly

    defer the shutdown of 400kV NTPC, Korba-BALCO Line (Line-1).

    ITEM NO. 8.10 Reactive Power Planning :In the 3rd NPC meetings it was decided that all States would carry out reactive power

    planning not only at transmission level but also at distribution level and prepare

    schemes to maintain voltage profile as per relevant Regulations/Standards. These

    schemes would be forwarded by the States to the Power System wing of CEA under

    intimation to NPC secretariat.

    In the 4th NPC meeting held on 10.12.2015 at New Delhi, NPC decided that States

    should adopt a proactive approach in the matter of reactive power planning, and that

    the provisions regarding reactive power planning similar to those mandated in the

    IEGC for CTU should be included in the respective State Grid Codes. Also it was

    mandated to RPCs to follow up the matter further with the States.

    State SLDCs may coordinate with States to get the reactive power planning done by

    the States & intimate the status on the same.

    The Sub- committee may like to discuss the same.

    ITEM NO. 9: WRLDC ITEMS9.1Implementation of Revised SPS setting for WR-SR as advised by NLDC

    AGM, WRLDC informed that prior to commissioning of 765 kV Aurangabad – Solapur

    D/C, NLDC had advised revision in SPS setting vide letter number

    NLDC/SR_Synch_SPS dated 7th Sept15 and corrigendum dated 26th Oct15. After

    commissioning of 765kV Aurangabad-Sholapur D/c, CTU had released the additional

    LTA/MTOA from WR to SR. Interim revision of SPS settings on WR-SR corridor was

    advised by NLDC and implemented by POWERGRID on 7.9.2015.

    After charging of 765 kV Kolhapur_GIS- Narendra D/C, TTC/ATC on WR-SR corridor

    was further enhanced from 3200MW to 4000MW and additional LTA was

    operationalized w.e.f 16th Dec15. NLDC has therefore advised vide its letter dated 23rd

    Dec15 to expedite the implementation of SPS proposed on 7.9.2015.

    The SPS revision intends to avoid frequent operation of SPS due to increased flow on

    SR-WR links. However the revised setting is yet to be implemented. On 02.01.2015

    the two instances of triggering of SPS could have been avoided.

    9.2Implementation of Revised SPS setting for WR-NR as advised by NLDC

    AGM, WRLDC informed that after charging of 765 kV Gwalior – Jaipur D/C, NLDC had

    advised revision in SPS setting vide letter dated 7th Sept15 and corrigendum dt 26th

    Oct15.TTC/ATC on WR-NR corridor is revised to 7700/7200MW . CTU has released

    the LTA/MTOA from WR to NR. During the WRPC meeting following actions was

    decided

    POWERGRID: To extend the SPS signal from Agra/Gwalior to Sasan which is

    included in modified SPS.

    Sasan: Wiring within station for implementation of backing down after receipt of SPS

    signal

    POWERGRID had informed that the extension of signal would require procurement of

    equipment. Therefore it was decided that till the time signal is extended at Sasan the

    quantum of backing down at VSTPS, KSTPS and CGPL shall be enhanced from

    200MW,120MW and 180MW respectively to 330 MW each stations

    POWERGRID, Sasan, VSTPS, KSTPS and CGPL may apprise the current status.

    Aurangabad-1

    Tripping of 765 kV Wardha Aurangabad had occurred many time in November and

    December 2015. In 478th OCCM POWERGRID had stated that the CSD relay of Line

    Reactor of 765 kV Wardha-Aurangabad-2 & 4 at Wardha end would be commissioned

    by January’16. However the same is yet to be done, so the LR of these lines cannot

    be used as BR even when the line is out of service. In the meantime following actions

    have already been taken:

    The Over voltage setting of 765kV Wardha-Aurangabad ckt 3&4 at Aurangabad

    was changed from 107% to 108% by POWERGRID on 24th Nov 15.

    765/400/ kV ICT tap at Aurangabad were changed from 12 to 14 on 28th Nov

    15.

    2x50 MVAr LR of 400 kV Akola-Aurangabad D/C at Aurangabad end (which

    were under prolonged outage since 27.04.2014) have been taken into service

    on 03rd Jan and 04th Jan 2015 respectively.

    On 28th Dec 2015, 765 kV Wardha-Aurangabad ckt-III was already open on high

    voltage. Since the voltage at Wardha end continued to be high, instructions were

    issued to hand trip 765 kV Wardha-Aurangabad ckt-1 and convert the 240 MVAr LR of

    this line at Wardha end into Bus reactor. It was however noted that in the process 765

    kV Wardha-Aurangabad-2 also tripped resulting a crisis situation wherein only one out

    of four ckt remained in service with power flow of around 1700 MW. Further only one

    out of two ckts of 400 kV Akola-Taptithanda-Bableshwar were in service carrying 600

    MW. Immediate measures were taken to control O/V to prevent cascade tripping by

    hand tripping one ckt of 765 kV Durg-Wardha D/C and one ckt of 765 kV Seoni-

    Wardha D/C. Thereafter 765 kV Wardha-Aurangabad ckt-2 was restored after a gap of

    around 2 and half hours.

    Detailed analysis of the event with the help of DR/EL and SCADA SoE indicated that

    the although the voltage at Wardha/Aurangabad reduced when ckt-1 was hand tripped

    but the O/V relay of ckt-2 had picked up and tripped this ckt after the set time delay of

    6 seconds. It may thus be inferred that the undesirable tripping of the 765 kV Wardha-

    Aurangabad ckt-2 could have been avoided with a higher drop off to pick up ratio in

    numerical relays at Aurangabad end. It is also learnt that the O/V settings of the two

    ends are as under:

    Usually during night hours ckt-2 and ckt-4 are kept in service. LR of ckt-1 and ckt-3 at

    Wardha end are used as Bus Reactors. Thus 765 kV Wardha-Aurangabad ckt-1 and

    ckt-3 are generally kept open during night hours and the LR at Wardha end are

    utilized as BR. POWERGRID also insists on keeping one ckt of each D/C to be in

    service to prevent theft. However from the over voltage setting it is noted that the time

    delay in the overvoltage setting of ckt-1 at Aurangabad is lower than the ckt-2.

    Likewise the time delay in the overvoltage setting of ckt-3 at Aurangabad is lower than

    the ckt-4. It is suggested that the time delay of ckt-2 may be kept higher than ckt-1 and

    ckt-3 may be higher than ckt-4 to reduce the chance of tripping of the ckts which are

    generally kept in service.

    POWERGRID may apprise the OCC regarding following issues:

    Possibility of increasing the Drop off to Pick up Ratio in the Micomnumerical relays at Aurangabad end

    Possibility of Installing separate O/V relay with high drop off to pick upRatio

    Revising the O/V setting to have higher setting in ckt-2 and ckt-4

    Reason for higher Y Phase 765 kV Voltage as compared to other twophases.

    9.4Computation and independent monitoring of Maharashtra drawal at SLDCKalwa for cross verification of drawal computed at WRLDC

    AGM, WRLDC informed that in the absence of telemetry from large number of stations

    from Mahrashtra, the drawal computation is being done with the help of telemetry from

    POWERGRID stations. SLDC Kalwa also uses the same points for computation and

    monitoring its drawal. In the absence of independent calculation of drawal at SLDC-

    Kalwa, detection of discrepancy in drawal computation at SLDC and WRLDC

    becomes difficult when telemetry from one or more points of POWERGRID end is

    non-current. All the SLDCs except Maharashtra are computing their drawal

    independently and highlighting the discrepancy if any in real-time itself.

    The operator actions based on real-time telemetry have commercial implications and

    hence redundancy in computation of State drawal from grid at each drawal point is

    essential.

    SLDC Kalwa may make suitable arrangement to start independent computationof drawal as being done by other SLDCs.

    9.5Telemetry issues from Maharashtra Stations

    AGM, WRLDC informed that telemetry issues from Maharashtra Stations have been

    flagged in various WRPC / OCC meetings (since Dec’13). However, comprehensive

    solution of the pending issues is lacking despite assurance from SLDC/STU MSETCL.

    These are posing constraints in outage coordination of EHV elements and real-time

    operation. In case of contingencies, the lack of telemetry leads to delay in system

    restoration. The present status of telemetry in Maharashtra is tabulated below:

    9.6Frequency Response Characteristic of Generators in WR

    AGM, WRLDC informed that during the special meeting held on 27-Nov 15, it was

    decided to analyse the frequency response from bigger size stations such as

    Vindhyachal, Sipat, Korba, CGPL-Mundra, APL Mundra, Sasan, Tiroda and Jindal

    Power (Tamnar).

    Accordingly in the 478th OCCM the FRC of the above generating stations for the

    events on 26-Oct’15 and 12-Nov’15 was explained by WRLDC. It was observed that

    the response from CGPL, Sasan, APL Mundra-1, APL Mundra-2, APL Mundra-3,

    APML Tiroda, JPL Tamnar, VSTPS-1, VSTPS-3 was NIL.

    NTPC stated that RGMO is not in service in VSTPS-1 (6x210MW). NTPC has also

    submitted the droop settings for their Stations except Mouda.

    Utilities may inform status of compliance to IEGC 5.2(f).

    voltage, availability of Bus Reactors and Line Reactors at EHV substations need to be

    ensured. As per the information, following reactors of 400kV Stations are under

    prolonged outage.

    9.9UNDER VOLTAGE LOAD SHEDDING SCHEME (UVLS) IN WESTERN REGION

    AGM, WRLDC informed that the need for Under Voltage Load Shedding Scheme

    (UVLS) has been discussed and emphasized in various OCCM forums. UVLS is not

    meant for routine voltage control. It is a part of defense mechanism similar to UFR

    schemes. UVLS would help in preventing voltage collapse in the grid in case of

    multiple contingencies occurring due to bus fault or cascade failure.

    In 478th OCCM CE, SLDC Maharashtra had stated that UVLS schemes at Lonikhand,

    Bableswar, Padghe and Jejuri (with trip setting at 370 kV) would be implemented by

    end of Dec’15.

    SLDC Maharashtra and SLDC Gujarat may appraise the progress. SLDC M.P.and SLDC Chattishgarh may also review and identify the critical load centresaround which UVLS could be implemented.

    9.10 Mock Black Start Exercise in Western Region

    AGM, WRLDC informed that as mandated by IEGC, the Black start capable units

    need to conduct mock black start exercises once in every 6 months. Western Region

    has 29 generating stations with black start capability. As per the information available

    with WRLDC, 14 Black Start Mock exercises have been completed in the year 2015.

    CLPIPL gas power plant has conducted twice as per IEGC mandate.

    Sugen, GIPCL and Dhuvaran. In case of constraints in identifying load for the islanded

    the station dead bus and synchronizing with the grid through bus coupler.

    SLDC Madhya Pradesh may also explore possibility of conducting the exercise at

    hydro stations of Indirasagar, Omkareshwar, Birsignpur, Gandhisagar by using the DG

    to black start the unit, charging the station dead bus, charging the line and

    synchronizing with the grid at remote end substation.

    SLDC Madhya Pradesh may also update the status of governor problem atBirsinghpur, Madhikheda, Rajghart Stations.9.11 Ensuring Reliable telemetry from Solapur_PG, Pune_GIS and

    Aurangabad_PG,

    AGM, WRLDC informed that unreliable telemetry from 765/400 kV Solapur_PG,Pune_GIS and Aurangabad_PG is causing a constraint in visualizing the operatingconditions in South Maharashtra.

    Between 20th Dec 2015 to 04th Jan 2016 the data from 765/400 kV Pune (GIS) wasunavailable for 156 hours, data from Solapur_PG was unavailable for 25 hrs and datafrom Aurangabad was unavailable for nearly 41 hours out of 360 hrs.

    WRTS-1, POWERGRID to apprise the reason for non-availability of telemetryfrom 765 kV stations in Maharashtra and update the progress in ensuringredundancy of communication channel from these stations to WRLDC.

    9.12 Failure of SPS operation from Sholapur on 02.01.2016

    AGM, WRLDC informed that on 02.01.2016, between 0700 hrs to 0710 hrs, SPScondition was satisfied having flow on 765 kV Sholapur-Raichur D/C was carrying2500 MW for 5 sec. However there was no load shedding in SR or generationreduction at JPL, JPL Extension, KSK, NSPCL, KWPCL, DB Power, LANCO, BALCO.It was understood from telephonic discussion that SPS signal was generated from765kV Solapur Station but not received by Raipur station. The generating stations ofWR have also informed that the SPS signal was not received from Raichur/Solapur.Similarly signal was not received at Kolar.

    Again on 02.01.2016 765 kV Solapur-Raichur-II tripped at 10:46hrs causing

    overloading in circuit-I, SPS condition was also again satisfied (Single circuit flow

    exceeded 1500 MW for more than 2.5 secs). In this case also no SPS action by WR

    Generators and load loss by SR constituents was reported.

    WRTS-1, POWERGRID may apprise the reason for failure of SPS signal despitedual communication channel as well as PLCC.

    9.13 Prolonged Outage of HVDC Bhadravati Pole-1 and 765 kV Solapur-Raichur-2

    AGM, WRLDC informed that HVDC Bhadravati Pole-1 is out of service since

    28.12.2015 due to DC differential protection operated resulted in reducing the ATC on

    WR-SR from 3250 MW to 2750 MW.

    The crisis was aggravated on 2-Jan’16 at 10:46 hrs when the 765 kV Solapur-Raicher

    ckt-2 tripped on R-Y phase fault. The prolonged outage of both the Inter-Regional

    lines resulting in further reduction of WR-SR ATC from 2750 MW to 500 MW.

    Large number of STOA/MTOA/LTA transactions had to be curtailed which resulted in

    generation backing down of WR generators and massive load shedding in Southern

    Region.

    As per the clause 5 (b) of CERC (Standards of Performance of inter-State

    transmission licensees) Regulations, 2012, in case of conductor snapping, the line

    should be restored within 48 hours (for plain area) and 72 hours for (hilly terrain).

    POWERGRID may apprise the status regarding HVDC Bhadravati Pole-1.

    9.14 Islanding failure in AMGEN(AE Co)

    AGM, WRLDC informed that Ahmedabad and Sabarmati city having an islanding

    scheme with AMGEN (AE Co) generation which was discussed 124th Protection

    committee meeting dated 21.4.15. However on 13-Nov’15 at 13:42 hrs fault on 220 kV

    Ranasan-Karamsad-1, resulted in tripping of 220 kV Dehgam-Ranansan-1&2 and 132

    kV TPL Sabarmati-Sabarmati -D/C.

    The loss of 132 kV (TPL)Sabarmati-Sabarmati-D/C should have resulted in islanding

    of Sabarmati and Ahmedabad as per the islanding design. However the unit of

    AMGEN (AE Co) Generating Unit D & E tripped leading to the island collapse

    immediately, causing loss of supply to the Sabarmati and Ahmedabad area. The

    island collapse led to load loss of 264 MW and Generation loss of 143 MW.

    SLDC Gujarat and Torrent Energy may apprise the details of the event and thecorrective measures being taken ensure survival of the island.

    9.15 Western Regional System Recovery Procedure 2016 uploaded on theWRLDC website

    AGM, WRLDC informed that WR System Recovery Procedure 2016 was compiled

    with inputs from all stakeholders. The document is available on the WRLDC website.

    The major highlights of the changes done are as under:

    Revision in Restoration path due to network changes since Jan’2015

    Start-up paths for new units (CoD) added in relevant state wise chapters

    Updated traction details from Central & Western Railways

    Shunt compensation available in the form of Line/Bus Reactors for each start-

    up path has been included

    Annex-VII has been modified where in sub-station wise total shunt

    compensation availability is given for ready refrence.Summary of the activities

    of the Crisis Management Task Force included

    A brief history indicating all past mock drills in WR since 2011 is added in

    Chapter-12.

    List work shops on system restoration conducted in 2015 is also given in

    Chapter-12.

    A new sub-annexure [Annex-I(b)] has been added to highlight the challenges

    faced during grid recovery post the 2012 Indian Grid Disturbance.

    Reports of 13 Black Start Mock Drills of generating stations done in 2015 added

    Reports of Black Start Mock Drills of Bhadravati HVDC BtB added

    New Reporting format for Mock drills enclosed as Annex-II(20)

    A diagram showing the schematic communication path (proposed) under new

    Master Communication Plan for Western Region is given as a separate

    Annexure (Annexure-X).

    9.17 Automatic Demand Management Scheme(ADMS) as per IEGC 5.4.2(d)

    AGM, WRLDC informed that Honb’le CERC has issued the order on dt.31.12.2015 in

    the matter of Non-compliance of Regulation 5.4.2 (d) of the Central Electricity

    Regulatory Commission (Indian Electricity Grid Code) Regulations, 2010 . which

    provides for implementation of demand management schemes by State Load

    Despatch Centre through their respective State Electricity Boards/Distribution

    Licensees.

    Considering the request of the respondents to grant more time to implement ADMS,

    Commission has granted the time till 30.6.2016 to implement ADMS, failing whichdefaulters shall be liable for action under Section 142 of the Act for noncompliance of

    the Regulation 5.4.2 (d) of the Grid Code and order of the Commission. RLDCs are

    directed to submit the report in this regard by 31.8.2016.

    In Western Region, Gujarat & Madhya Pradesh only completed the implementation of

    ADMS successfully in the month of May,2015. Maharashtra and Chhattisgarh are yet

    to complete ADMS though the target for implementation was Dec 2015. Status of

    ADMS implementation in the state GOA, UT of DD and UT DNH have not been

    received at WRLDC.
