 1. Q.  What is Prosperity Place? 

A. Located at 11th and Jackson Streets near Lake Merritt, Prosperity Place is a 70‐unit, new construction by EBALDC.  The anticipated completion of Prosperity Place construction is December 2016.  Prosperity Place will start leasing units by opening a pre‐application process for its Section 8 Project‐Based Waitlist and for its Below Market Rate Affordable Housing Lease‐Up List.    

2. Q.  How can I apply? A. Submit a pre‐application to Prosperity Place between Monday, July 25, 2016 (12:00am) thru Friday, July 29, 2016 (11:59pm).   

Pre‐applications will be accepted online at www.ebaldc.org during the application acceptance period above. 

Paper pre‐applications, available only by request and as a Reasonable Accommodation, must be completed and postmarked by Friday, July 29, 2016.  To request a reasonable accommodation or for information about internet access call (510) 550‐5287. 

 3. Q.  Is this Section 8 housing or Below Market Rate Affordable Housing? 

A. Prosperity Place includes both Section 8 Project‐Based units as well as Below Market Rate Affordable Housing units.    Section 8 Project‐Based Voucher units (PBS8 units):  The rent for these units is determined by Oakland Housing Authority (OHA) and may fluctuate based on the household’s adjusted income. Additional qualification requirements of OHA must be met.  Applicants are not required to have their own Section 8 Housing Choice voucher to apply for these units. 

 Affordable Housing/Below Market Rate units (non‐PBS8 units):  The rent for these units is fixed amounts.  Income restrictions apply and vary according to regulatory requirements.  Section 8 Housing Choice Vouchers are accepted for these units. 

 4. Q.  What is the Prosperity Place pre‐application process? 

A. Submit a pre‐application within the application acceptance period.  One pre‐app per person is allowed.  All duplicate pre‐apps will be removed.  After the 7/29/16 deadline, EBALDC will: 

Lotterize all pre‐applications into a random order.   

Notify by mail all applicants who have been accepted and are active on the list.   

Notify by mail all applicants who are removed due to a duplicate or incomplete/illegible pre‐app.   

Notify by mail all applicants who submitted a pre‐app after the deadline that they are not on the Prosperity Place list(s). 

Will begin to contact active, qualified applicants in August 2016 to start the formal application and leasing process.

5. Q.  What do I need to complete a pre‐application? A. You will need to access the internet to complete the pre‐application online.   

 The following is the minimum, mandatory information needed to complete the pre‐application: 1) Name and date of birth of the Head of Household  2) Contact information for the Head of Household and Alternate Contact Information 

(Alternate Contact is only mandatory if Head of Household does not have a phone number or email address). 

3) Names and dates of birth for all members of the household.  A “household” is all members, including minors, with whom you intend to live 

4) Gross monthly income amount for the entire household, including minors.  5) If any household member has a current Section 8 voucher and for what bedroom size. 

 6. Q.  Where can I get assistance?  

A. Instructions to complete the online pre‐application will be on the EBALDC website.  To request a reasonable accommodation or for information about internet access call (510) 550‐5287. 

 7. Q. How do I correct a mistake, change submitted information or update my pre‐application? 

A. If you need to correct a mistake or change submitted information to a pre‐app do not submit a second, corrected pre‐app.  Both pre‐apps will be removed due to duplicate submission.  After all pre‐applications have been processed and you have been notified in writing of the status of your pre‐application from EBALDC, any corrections, changes and updates can be made in writing to:

 1. Q.  ¿Qué es Prosperity Place? 

A. A. 1. H.   Prosperity Place là gì? A. Nằm tại Các Phố 11 và Phố Jackson gần Hồ Merritt, Prosperity Place là một công trình mới gồm 

70 căn hộ của EBALDC. Prosperity Place được dự kiến hoàn thành xây dựng vào Tháng Mười Hai, 2016. Prosperity Place sẽ bắt đầu cho thuê căn hộ bằng việc mở quy trình đăng ký trước đối với Danh Sách Chờ Section 8 Project‐Based và đối với Danh Sách Cho Thuê Nhà Ở Giá Rẻ Below Market Rate.   

2. H.   Tôi có thể đăng ký bằng cách nào? Đ. Nộp đơn đăng ký trước cho Prosperity Place từ Thứ Hai, ngày 25 Tháng Bảy, 2016 (12 giờ sáng) đến Thứ Sáu, ngày 29 Tháng Bảy, 2016 (11 giờ 59 phút tối).  

Đơn đăng ký trước sẽ được nhận trực tuyến tại www.ebaldc.org trong thời gian nhận đơn đăng ký ở trên. 

Đơn đăng ký trước bằng giấy chỉ được cung cấp theo yêu cầu và với vai trò là Reasonable Accommodation, phải được hoàn thành và đóng dấu bưu điện trước Thứ Sáu, ngày 29 Tháng Bảy, 2016. Để yêu cầu reasonable accommodation hoặc để biết thêm thông tin về quyền truy cập internet, hãy gọi số (510) 550‐5287. 

 3. H.   Đây có phải là nhà ở Section 8 hoặc Nhà Ở Giá Rẻ Below Market Rate không? 

A. Prosperity Place bao gồm cả căn hộ Section 8 Project‐Based cũng như căn hộ Nhà Ở Giá Rẻ Below Market Rate.   Căn hộ Voucher Section 8 Project‐Based (căn hộ PBS8): Tiền thuê những căn hộ này do Cơ Quan Nhà Ở Oakland (Oakland Housing Authority, OHA) quyết định và có thể thay đổi dựa vào thu nhập đã điều chỉnh của hộ gia đình. Phải đáp ứng những yêu cầu bổ sung về khả năng hội đủ điều kiện của OHA. Người nộp đơn không bắt buộc phải có phiếu Lựa Chọn Nhà Ở Section 8 của riêng họ để đăng ký những căn hộ này. 

 Nhà Ở Giá Rẻ/Căn hộ Below Market Rate (căn hộ không thuộc PBS8): Tiền thuê những căn hộ này là số tiền cố định. Giới hạn về thu nhập được áp dụng và thay đổi theo yêu cầu quản lý. Chấp nhận Phiếu Lựa Chọn Nhà Ở Section 8 cho những căn hộ này.

4. H.  Quy trình đăng ký trước Prosperity Place là gì? A. Nộp đơn đăng ký trước trong thời gian nhận đơn đăng ký. Mỗi người chỉ được phép nộp một đơn 

đăng ký trước. Toàn bộ đơn đăng ký trùng lặp sẽ bị loại. Sau thời hạn vào 29/07/2016, EBALDC sẽ: 

Sắp xếp toàn bộ đơn đăng ký trước theo thứ tự ngẫu nhiên.  

Thông báo qua thư cho tất cả người nộp đơn được chấp nhận và có mặt trong danh sách.  

Thông báo qua thư cho tất cả người nộp đơn bị loại do có đơn đăng ký trùng lặp hoặc thiếu/không hội đủ điều kiện.  

Thông báo qua thư cho tất cả người nộp đơn đã nộp đơn đăng ký trước sau thời hạn rằng họ không nằm trong (những) danh sách của Prosperity Place. 

Liên hệ với những người nộp đơn có trong danh sách, hội đủ điều kiện vào Tháng Tám, 2016 để bắt đầu quy trình đăng ký và cho thuê chính thức. 

 5. H.   Tôi cần làm gì để hoàn thành đơn đăng ký trước? 

A. Quý vị cần truy cập internet để hoàn thành đơn đăng ký trước trực tuyến.   Sau đây là thông tin tối thiểu, bắt buộc cần có để hoàn thành đơn đăng ký trước: 1) Tên và ngày sinh của Chủ Hộ  2) Thông tin liên hệ với Chủ Hộ và Thông Tin Liên Hệ Thay Thế (Thông Tin Liên Hệ Thay Thế chỉ 

bắt buộc nếu Chủ Hộ không có số điện thoại hoặc địa chỉ email). 3) Tên và ngày sinh của tất cả thành viên trong hộ gia đình. Một “hộ gia đình” gồm toàn bộ 

thành viên, kể cả trẻ vị thành niên mà quý vị định sống cùng 4) Tổng số tiền thu nhập hàng tháng của toàn hộ gia đình, bao gồm trẻ vị thành niên.  5) Liệu bất kỳ thành viên nào trong hộ gia đình có phiếu hiện hành không và cho kích thước 

phòng ngủ nào.
