President’s Message

Just like last year, we have been busy so far this year. Even with the installation of new officers, the Leadership Seminar and then the CFRW Winter Conference in the first two months, we have much more to prepare for and attend. With seemingly endless elections this year and for those of you in State Assembly District 4, don’t forget to vote on March 8th! This year is also the NFRW Convention, Sep-tember 29-October 1, 2011 in Kansas City, Missouri. Here are a few more dates to mark on your calendar! • At the Hyatt Regency at Capital Park, The California Republican Party will hold it’s Spring Convention on Friday, March 18, 2011 through Sunday, March 20, 2011 and Sandy Stultz is still looking for volunteers to work the convention. This is always a fun time so contact Sandy (718-2942/[email protected]) as soon as possible so you can get the hours and functions you want to work. • Also at the Hyatt Regency at Capital Park, The Califor-nia Federation of Republican Women will hold the Spring Board of Directors’ Meeting (yes everyone is invited) on Monday, April 18, 2011 and the 36th Advocacy Workshop continues on Tuesday, April 19 with the Student Advocacy Day and Capitol tours. If you have students that you want to sponsor or would like to be invited, please let our Director of Education, Sue Scott know as soon as possible. (635-0419/[email protected]) • We have the CFRW Northern Division Spring Confer-ence April 30 and May 1, 2011 which will be held in Chico. Friday, April 29, 2011 will be two workshops: Running for Office and Campaign Headquarter.

We have chosen to change our normally scheduled 1st Wednesday for our June General Meeting to Saturday June 4th. We will be celebrating our 80th Anniversary as a Feder-ated Club and having our traditional Membership Celebra-tion. Director of Membership Outreach, Suzanne Jones is chairing the committee and is still welcome volunteers. This should be a party to remember!

I’m hoping many of you after hearing about our Website winning the NFRW Web of the Week, have gone in and checked it out! There are pictures (taken by Associate Mem-ber Mary Pearson) from January and February’s General Meetings under Members Only that I’m sure you will enjoy.

I’m quite excited about our having Columnist Katy Grimes as our featured speaker at our March 2, 2011 General Meet-ing! If you aren’t keeping up with her articles by e-mail, you can check them out at www.calwatchdog.com and once you have you won’t want to miss this meeting!

CFRW 2011 WINTER CONFERENCE REPORT JANET GARDNER, President

Two other SRWF members (Beverlee Gross and Karen Klinger) joined me in Burbank, California for the CFRW 2011 Winter Conference. There were 169 other attendees from 45 clubs throughout California which was remarkable since it was Super Bowl weekend. Saturday’s featured topic “Action Speaks Louder Than Words” was presented by NFRW Western Regional Director, Leadership Development, Carrie Almond. We also had a great “Salute to President Reagan’s 100th Birthday” by Carol Cohea, Director of Marketing for the Ronald Reagan Presidential Library and Museum. She had a slide presentation, letting us see the new (as well as some old) exhibits prior to the official “Re-Opening” Monday, February 7, 2011. Our banquet speaker was the remarkable Kyndra Rotundra, Executive Director/Military & Law Policy Institute and Assistant Profession/Military International Law/Chapman Uni-versity. Kyndra enlightened us regarding the truth about Guantanamo with her “Honor Bound-Inside the Guantanamo Trails” presentation. Sunday SRWF was recognized for achieving 100% of 2009 members in 2010. Our club also received sec-ond place in our category for our outstanding Newsletter.

VOTER REGISTRATION The very cool weather on January 19th affected the number of Republicans we helped to register (only 12), but we had a great time, as usual, participating in this great government process. . On February 16, however, even with rainy weather, we registered (30). Helping new citizens register to vote is a very important part of our community outreach. If you are looking for an uplifting and awesome opportunity to be an ambassador for our party and club, demonstrate Republican sup-port for legal immigration, and share in one of the best processes of our country, please join us. There are no official dates in March on which we fly the Flag of the United States of America. That makes no difference to me because I fly the Flag eve-ryday. I hope you have a Flag and a pole of some type and you fly the Flag. It

is one of the many ways that we have to proclaim that we are Americans, proud to fly the Flag of our country. If you do not have a Flag, and you would like to have one that would be especially meaningful to you, you can write to your Congressman or woman, or one of our U.S. Senators and request that a flag be flown over the United States Capitol in Washington D.C. in memory of a loved one or to cele-brate a special occasion or event. It’s easy to do. I live in the 3rd District so Dan Lungren is my Con-gressman. On my computer, I accessed Representative Lungren’s website, Lungren.house.gov. I clicked on Constituent Services. When that window opened, I clicked on Flag Requests. A form appeared which I completed and printed out. I wrote a check for $13.05 for a 3’ X 5’ Nylon Flag. There are different sizes available and are priced according to size. I then sent it to Rep. Dan Lungren at an address on the form. The request must be sent five weeks prior to the desired date on which you want your Flag flown. I ordered a Flag to be flown on December 28, 2010. I received the flown Flag at the end of January 2011. I had the Flag flown on the date that commemorated my husband’s death and I’m going to give it to my ten-year old grandson. There will be a proclamation in the box with the Flag stating that the Flag has been presented to my grandson in honor of his grandfather. An American Flag makes a wonderful gift for a child to give to his Father on Father’s Day. Even if we don’t have official dates in March on which we fly the Flag of the United States of America, we have dates that are to be remembered. March 1 is Asiatic Fleet Memorial Day; on March 2, 1965 the Vietnam War Began; the “Star Spangled Banner” was made the U.S. National Anthem on March 3, 1931. Ash Wednesday is March 9, and the Girl Scouts of America was founded on March 12, 1912. Daylight Saving Time begins on March 13, and Operation Iraqi Freedom began on March 19, 2003. Spring begins on March 20. Remember that Freedom isn’t free. God Bless our brave young warriors and keep them safe, and God Bless America.

SPENDING SHOWDOWN ON THE HORIZON House Republicans are keeping their pledge to Americans to take the steps necessary to rein in the federal spending spree in Washington and reduce our federal debt. In a speech at the Conservative Political Action Conference this week, Speaker John Boehner outlined House Republi‐can plans to cut $100 billion in discretionary spending next week. Federal Reserve Chairman Ben Bernanke has publicly stated twice in the last week the effects of the spending spree in Washington saying, "one of the best things we can do for short‐term economic growth is to put out a plan that actually stabilizes our fiscal picture." House Budget Committee Chairman Paul Ryan (R‐WI) outlined the fiscal crisis and what must be done to jumpstart our economy and job creation. "On the fiscal side, the CBO* projects a $1.5 trillion deficit this year with publicly‐held debt rising to 69 percent of GDP by the end of the year ‐ up from 40 percent at the end of 2008. In a few short years, the CBO* projects government spending to drive our debt to crisis levels, overwhelming the entire economy and drowning the next generation in red ink. Endless borrowing is not a strategy. We must restore the foundations of economic growth ‐ low taxes, spending restraint, rea‐sonable regulations, and sound money ‐ to help restart the engines of economic growth and job creation." We will continue to be involved in this debate as we support our Republicans in their efforts to reduce the federal

The CFRW OPPOSES SB 48!

The California Federation of Republican Women’s Voting Body voted this week to OPPOSE SB 48 (Leno, D-3), Prohibition of Discriminatory Content in Instruction. SB 48 claims that it is necessary for equality sake to include in public instruction the study “of the role and contributions of Native Americans, African Americans, Mexican Americans, Asian Americans, Pacific Islanders, European Americans, lesbian, gay, bisexual, and trans-gender (LGBT) Americans and other ethnic and cultural groups, to the development of California and the United States.” What the bills fails to address is the negative impact this may cause in our public schools on our impres-sionable children. According to this law, all textbooks would have to include the Democrat’s idea of social and racial diversity; any other textbook would be prohibited. There is also no “opt-out” option for parents who do not wish for their children to be taught gay, bisexual, or transgender lessons. This is clearly the LGBT agenda being forced into our K-12 public schools and protected by the law. Now is the time to act! Letters, phone calls and office visits are needed now! Contact your legislators and urge them to vote “NO” on SB 48! You can find the bill language here and the CFRW analysis by our Education Analyst Camille Giglio here. SB 48 was assigned to both the Senate Education and Senate Judicial Committees. It will most likely be heard in committee early March. Please begin sending letters and making phone calls in OPPOSITION NOW!

Sunrise of Sunset Review taken from Internet 2/10/2011 In 2010, the Legislature announced efforts to re-invigorate the Sunset Re-view process to evaluate the effectiveness of boards and commissions.

In response, the Legislature passed and the Governor signed AB 1659 and AB 2130 (Chapters 666 and 670, Statutes of 2010) to revamp the sunset review process by abolishing the existing provisions and establishing the new Joint Sunset Review Committee to review all "eligible agencies." Eligible agencies are defined as, "any agency, authority, board, bureau, commission, conservancy, council, department, division, or office of state gov-ernment, however denominated, excluding an agency that is constitutionally created or an agency related to post-secondary education, for which a date for repeal has been established by statute on or after January 1, 2011." It is anticipated that the new Joint Committee, Chaired by Assembly Member Huber, will focus on reviewing agencies in the state and the policy Committees (i.e., the Business and Professions Committees in the Senate and Assembly) will review boards and bureaus that fall under the Department of Consumer Affairs (DCA). The same evaluative and review process performed by the former Joint Committee will be continued jointly by these committees as part of their oversight function. The Legislature will begin the sunset review process by sending each board a questionnaire and a request for information covering every aspect of the board's operation for a specified period. Legislative staff and the boards will then meet to discuss the information and to seek input from consumer groups. The basic issue for the Legis-lature to consider during its deliberations is whether the board should continue to regulate the profession in ques-tion or be terminated. It is important to note that even if a board is allowed to sunset, the profession will still be overseen under the Department of Consumer Affairs. This is because the sunset review process is in part built on an assumption in law that if a board is operating poorly and the board should be allowed to sunset, the board will begin running more efficiently and effectively if the board becomes a bureau under DCA. The main difference be-tween a board and a bureau is that under a bureau, a bureau chief is in charge and reports to the director of DCA. In bureaus, many decisions are made through a closed-door administrative management structure that ultimately stops at the Governor. Under a board governance structure, board members are appointed and hold hearings in public. The board members appoint an executive officer who manages the operations of the board and reports to the board members in public.

What a generous group of women you all are. At our February meeting Dottie Linden made a tre-mendous plea for you to help us send two high school students to the Young America’s Foundation High School Conference March 10-12, 2011, to be held in Santa Barbara and the Reagan Ranch. Thanks to you, we raised over $600 which was sent that day to YAF. At some future date we will invite these two students to come back and give us an update on what speakers they heard and what they learned from this fantastic convention.

CFRW Legislative Analyst Karen Klinger

State Redevelopment Agencies, who have a Statewide Indebtedness for 2008/09 Fiscal Year – over $93 BILLION DOLLARS per the State of California ’s Community Redevelopment Agencies Annual Report. The Governor is proposing to abolish the 425 State Redevelopment Agencies and the Successor Agen-cies will be the cities and counties, who created and administered these State Agencies. In reality there is just a governance change that dumps liability of debt and costs onto the citizens of the cities and counties, who are the Redevelopment Agencies. This restructuring of more government bureaucracy could fall under the control of unions. The State is bankrupt and can’t file bankruptcy. Let’s see if there will be new legisla-tion giving Counties the ability to file for bankruptcy. Do all of the Cities and Counties with Redevelopment Agencies (approx. 400) have a budget deficit? This new restructuring is not a stand alone process, but will assist and remove barriers for the City and County of Sacramento to implement their new General Plan Up-dates that are linked to Regional Land Use Planning Association Blueprint Plans with mandates from the State and Federal Government. AB 32 and Senate Bill 375 (Steinberg) deal with getting us out of our cars and into Bus Rapid Transit or light rail and changing and replacing our single family residential neighbor-hoods (one home per lot) with compact housing/multi family housing units of all kinds. Sacramento County General Plan Update only affects those of us in the unincorporated areas of the County. I support abolishing these 425 State Redevelopment Agencies, but have many concerns about this re-structuring. But, how costly and how much more government is being created ?. It looks like The State Re-development Agencies would remain open until they fulfill their housing obligations, so why would these State Agencies be in a hurry to comply with housing requirements. Then we would have State and Local Redevelopment Agencies. The City and County of Sacramento created a Joint Powers Agency for Rede-velopment in 1950. 60 years later, K Street Mall and merged downtown redevelopment projects still have an indebtedness of approx. ½ BILLION and still it’s blighted. The State Legislative Analyst and the Chair of this Committee made it very clear. The State is broke and there is no money to pay for backfilling money to schools. Redevelopment Agencies divert Property Taxes known as Increments away from County General Funds and away from municipal services for the people, schools, fire and police protections, parks and libraries. When the Counties were unable to pay for these services, the State stepped in to backfill schools. In Riverside County almost 30% of property taxes go to redevelopment agencies and thousands and thousands of acres of personal property parcels are held hos-tage within boundaries of redevelopment project areas and presumed to be blighted. State Redevelopment Agencies in the past have been supported by the legislature and 3 lobbying groups: California Redevelopment Association, the movers and shakers for developers & corporate inves-tors; League of California Cities, lobbying group for cities; and lobbying group for counties CSAC (California State Association of Counties.) This shell game and their abuses have lasted way too long.
